retail space, agreed to construct it’s 1.7-
mile section of Becker Road pursuant to a
settlement with Port St. Lucie entered Feb.
14, 2022.
It costs about $2.5 million per mile to
build a two-lane rural roadway, according
to Florida Department of Transportation
records.
ACR Acquisition first filed suit against
Port St. Lucie in February 2015 seeking a
declaratory judgment and injunctive re-
lieve to force the city to compel the Riv-
erland developer to build its portion of
Becker Road.
ACR Acquisition’s third amended com-
plaint named GL Homes’ Riverland/Ken-
nedy subsidiaries, as well as the city.
The claims against the city included
breach of contract, breach of implied duty
of good faith and fair dealing, conspiracy
to commit breach of contract, taking by
inverse condemnation, and recision of
impact fee prepayment agreement.
However, ACR Acquisition claims
against the Riverland/Kennedy defen-
dants remain pending, court records
show.
Wilson Grove is the last major project
remaining dormant during the construc-
tion boom in western Port St. Lucie that
began in 2018.
As part of the settlement with ACR Ac-
quisition, the city acknowledged ACR has
a road impact fee credit of $6.4 million
and vesting for 2,388 residential units.
The settlement resolved disputes be-
tween ACR Acquisitions and Port St. Lucie
arising out of a 2004 annexation agree-
ment that brought 9,451 acres of agricul-
tural land into the city limits from unin-
corporated St. Lucie County.

That represented a 27 percent decline

“The good news is we’ve had a small dip

Overall, a total of 87,447 county resi-
