The meeting started at 8.16 p.m. with an opening prayer by Fr Jeffri. 2. 2.1 CONFIRMATION OF MEETING MINUTES Confirmation of previous meeting minutes the 4TH PARISH PASTORAL COUNCIL (P.P.C), 2023-2026 MINUTES OF MEETING (Ref. no.: SMP.PPC.MOM4.190124) and was later confirmed by Marysia Francis and seconded by Zita Munseh. 3. MATTERS ARISING 3.1 MALAYSIA PASTORAL COUNCIL Jeffrey Baxter shared a 38-slide report on MPC with the PPC Members. His presentation covered the early church history, the joy of being in the local church, the current church and society, our present position, and the parish's three main priorities. He also distributed a copy of the report previously submitted to the Archdiocese. STELLA MARIS PARISH, TANJUNG ARU
2 Fr. Jeffri announced that following a recent priest meeting, cluster meetings will be organized at Sacred Heart Cathedral in June or July of this year. SMP will be part of one cluster along with CMI and Labuan. These meetings are in preparation for the upcoming PAX assembly scheduled for October 3rd to 5th, 2024. Action by: All 3.2 ELECTRICAL REWIRING & ENHANCING PROJECT UPDATE 3.3.1 Fr. Jeffri mentioned that the project was supposed to be completed by January 30th, but there are still some unfinished works. In preparation for upcoming events, Fr. Jeffri has asked the contractor to pause the work. Bills from SBMDG have been submitted by the contractors before Chinese New Year. Upon detailed examination, numerous items on the bill raised concerns. Consequently, the Electrical Ad hoc Committee has issued a letter requesting clarification. Simultaneously, they have asked for the submission of the Electrical as-built Diagram, Architecture as-built Drawing, and a report containing completed work accompanied by photographs. Action by: Info 4. MINISTRIES REPORT 4.1 LITURGY No printed report was submitted. The following topics were mentioned: 4.1.1 MEMORIAL MASS & WEDDING ANNIVERSARIES: Parishioners are happy to be able to celebrate memorial mass, 100 Days, and wedding Anniversaries here at the parish. 4.1.2 FUNERAL MASS: Fr Jeffri has informed everyone that visiting priests will no longer celebrate funeral masses in the future. They can only co-celebrate with the parish priest. Eulogies are not permitted during funeral masses. This directive was discussed and agreed upon during the priest meeting that took place in early March. 4.1.3 ASH WEDNESDAY MASS: Charles mentioned that parishioners provided positive feedback, particularly regarding celebrating the mass in bilingual. 4.1.4 LECTORS BID: Charels reported new lector’s bids have been made and given to Paulyne for safekeeping. The bill is currently being processed for claims. 4.1.5 EASTER THANKSGIVING: will be held on Sunday, March 31, 2024, from noon to 5.00 pm. Fr. Jeffri advised drafting a sponsorship letter for him to review and sign. Parishioners are encouraged to bring a potluck dish. The event will be coordinated by the Hospitality team. 4.1.6 LIVE VIEWING & VIDEO SETUP: Charles submitted a quotation for the wiring setup which amounted to RM17,410.00. 4.1.7 STATIONS OF THE CROSS: Each ministry has been allocated a Friday to lead the Stations of the Cross, starting with PPC, followed by Youth, then EMHC, Hospitality, Catechetical, and finally Lectors. On Good Friday, the Stations of the Cross will takes place in the morning, going house to house near the church. Charles will handle all arrangements, including notifying the police. Action by: Info 4.2 CATECHETICAL Jeannette submitted her 3-page report. The report itself can be found in Appendix I. 4.2.1 USE OF PARISH HALL ON SUNDAYS: Fr. Jeffri has agreed to allow Catechetical to use the Parish Hall for classes due to the insufficient space to accommodate all the students. 4.2.2 FIRST HOLY COMMUNION CAMP: The program, planned for May, was presented at the meeting for Fr. Jeffri to review. 4.2.3 ‘PEMBIMBING PMG “PEMBERONTAKAN BESAR’: Held at Sacred Heart Cathedral, Parih Hall, from the 23 to 26 February was attended by 10 facilitators. 4.2.4 BIBLE CLASS: Fr. Jeffri recommended that Arthur talk to Teresa Alberto, as it would be the most suitable course of action within the Bible Ministry. 4.2.5 RCIA & RCIC INTERVIEW: Fr. Jeffri advised the interview for the batch be done by the facilitators due to the approaching Easter deadline.
3 4.2.4 RCIA OUTREACH PROGRAM TO ST JOHN CHAPEL KOPUNGIT: Catechetical and Caritas are planning a visit to St. John Chapel as a part of the RCIA program during the Mystagogy period. Fr. Jeffri suggested sending a notification to both the priest and the Catechetical coordinator at St. Thomas More Parish. Action by: Jeannette Ewang 4.3 FAMILY LIFE Conrad submitted a one-page report, please refer to Appendix II. The following issues were reported by Conrad: 4.3.1 KEM LELAKI SEJATI: Conrad submitted a letter on March 1st, requesting a subsidy for the fees of the participants who will attend the camp. 4.3.2 PRE-MARRIAGE COURSE: will be held from the 18th to the 20th of April 2024. Couples will need to attend Mass on the first day. Topics are listed in the report. 4.3.3 SACRAMENT OF MATRIMONY & INFANT BAPTISM: Family Life will be assisting priest for any future sacrament of matrimony and infant Baptism held at the parish. 4.3.4 POST MARRIAGE TALKS, Perkahwinan Katolik Yang Harus Dipertahankan” dan pemberkatan perkahwinan.’: will be held in May. 4.3.5 Sesi Pelatihan Kaunseling Peringkat Keuskupan Kota Kinabalu: is scheduled to be held on March 16 at CAC. Action by: Conrad Bonchee & Irene Samuel 4.4 BASIC ECCLESIAL COMMUNITIES (BEC) / KOMUNITI KRISTIAN DASAR (KKD) No printed report was submitted. Peter reported the following: 4.4.1 MINI BAZAAR: The bazaar, which was held on February 4, 2024, had 22 stalls and a total income of RM3,307.80 which was deposited into PPC account. 4.4.2 BED RIDDEN PARISHIONER HOME VISIT: Fifteen homes from the previous visits will be revisited. Peter is hopeful that following the announcement in the bulletin regarding home visits, more parishioners will step forward to request visits for their homebound family members by our priests. Action by: Peter Pakang & Zita Munseh 4.5 CATHOLIC WOMEN’S LEAUGUE Datin Teresa reported the following: 4.5.1 EASTER EGG: CWL will distribute easter eggs on March 31, 2024. 4.5.2 MONTHLY ACTIVITIES: March – CWL will be visiting the convent on March 24 & Rice Bowl presentation to Caritas will be held on March 12. April, June & September - CWL will hold a Rosary prayer at the Chapel every fortnight. May – Rosary is held every Tuesday & flower sale on 12 May at 3.00 pm. 4.5.3 CWL KK REGION DAY OF RECOLLECTION: Datin Teresa informed that the secretary would write in a request to use the SMP Parish Hall. 4.5.4 ARCHDIOCESE CWL: The International Women's Day celebration at Archdiocese Level at Sacred Heart Cathedral on 9th March 2024 is charged a fee of RM80.00 for a member. 4.5.6 SUNDAY SALES: CWL oversees managing the Sunday sales. According to Datin Teresa, sales will continue during school holidays on a smaller scale than usual. Fr. Jeffri advised CWL to inquire about other ministries interested in participating in the Sunday sales. Action by: Datin Teresa William 4.6 YOUTH Following is his report during the meeting: 4.6.1 SOCCOM LOGO: The Youth are advised to design a logo for their ministry and have it approved. Once the priest approves the logo, it should not be changed in the future. 4.6.2 SOCIAL MEDIA: The youth proposed create TikTok and other social media platforms for their ministry. Fr Jeffri recommended that they coordinate with Soccom.
4 4.6.3 SYD: The event requires 60 participants, and so far, 29 individuals have signed up. Fr Jeffri suggested that if there are financial concerns, the parish could potentially offer subsidies. 4.6.4 MOVIE NIGHT: The Youth Ministry will host a movie night soon to support its activities. While there is no ticket fee, a love offering box will be available for those who wish to make a contribution. 4.6.5 SHC VISIT: Jacques mentioned that the Youth from the parish recently visited the Sacred Heart Cathedral. 4.6.6 SANDAKAN VISIT: Youth to visit Sandakan with UCSF on March 17, 2024. Action by: Jacques J. Yangus 4.7 CREATION JUSTICE Robert submitted a 1-page printed copy of their proposal for landscape beautification, please refer to Appendix III. Following is his verbal report: 4.7.1 LANDSCAPE BEAUTIFICATION: Please refer to the plan proposal in the attachment. 4.7.2 FUN RUN: Robert said it will be held in June and Fr Jeffri advised Robert to form an Ad hoc Committee. Action by: Robert Lipon & Joseph Fung 4.8 CARITAS Julian submitted his one-page report. Please refer to Appendix IV for full details. His report consists of the following matter: 4.8.1 BLOOD DONATION: Collaboration work with Migrant Itinerant and QEH 2 will be held on 17 March. 4.8.2 RICE BOWL CAMPAIGN: The campaign, scheduled to conclude on March 17th, is pending approval from the parish priest for the distribution of items. At present, the names of individuals to whom the items are yet to be distributed are being compiled. 4.8.3 CARITAS RETREAT, 10 TO 13 APRIL: Two members will be attending the retreat. Julian is requesting sponsorship for one of them. 4.8.4 CARITAS HANDBOOK/VEST: Ten books have been purchased by SMP Caritas in an order of three vests has been made. Action by: Julian Chia 4.9 MIGRANT ITINERANT Marysia has submitted a 1-page printed copy of her report, Appendix V, to the secretariat. Here is her verbal report: 4.9.1 BLOOD DONATION: will be held on March 17, 2024, at the Parish Hall from 9.00 am to 4.00 pm. The target pints to collect is 50. 4.9.2 HUMAN TRAFFICKING AWARENESS TALK: Marysia requested that each ministry send at least, 10 members to the talk. She intends to collect a love offering to help cover the food costs. Action by: Marysia Francis 4.10 SOCCOM No printed report was submitted. Paulyne reported the following: 4.10.1 SOCCOM RECOLLECTION ARCHDIOCESE LEVEL: She informs that the recollection is scheduled on April 27, 2024, at CAC. 4.10.2 FB ANNOUNCEMENTS: Paulyne requested all ministry to create their artwork to be advertise on the Parish FB, if needed. 5 4.11 BIBLE Arthur submitted a 1-page printed copy of his report, which can be found in Appendix VI. 4.11.1 SEMINAR, 23 TO 25 February: Josue Juin and Arthur after himself attended the seminar by Deacon Dr. Sherman Kuek OFS. 4.11.2 FUTURE ACTIVITIES: i. Talk on word of God in March, ii. Bible sharing in April, iii. Bible quizzing May or June 4.11.3 SUNDAY OF THE WORD OF GOD: Did not happen because there is no Bible for the Bible enthronement. Fr Jeffri advised Arthur to find quotations for a BM and English Bible for purchase. 4.11.4 COMMISIONING: will be done in June for 7 members. 4.11.5 BIBLE LOGO: will create one. Action by: Arthur Asai 4.12 INTERFAITH Charles Bisius identified 3 Christian Denomination Churches located around SMP, they are BCCM, Calvary Charismatic and SDA. He will make a courtesy call to them for a meet and greet session with our parish. Action by: Charles Bisius 4.13 PARISH FINANCE COUNCIL Richard was absent. He submitted a 1-page report to the secretariat, which is in Appendix VII. The following is the content of his report: 4.13.1 PFC ACCOUNT: The balance carried forward from December is RM453,665.83. Total receipts for December 2003 are RM39,572. 55. The total expenditure for December 2023 is RM78,830. 85 4.13.2 MONEY-RELATED MATTERS: The matter was resolved to be dismissed during the recent visit by the Archbishop. 4.13.3 CHANGE OF THE DESIGNATION, PPC’s TREASURER: as advised by Archbishop John Wong the former treasurer shall use the designation PFC’s Representative 4.13.4 SMP STAFF: Currently, there are a total of seven individuals working with SMP. Three work full-time, while four work part-time. 4.13.5 PURCHASE PROPOSAL, PURCHASE ORDER AND CLAIM FORMS: these documents were introduced to promote transparency and for proper maintenance of records. Action by: Dr. Richard A. Gontusan 4.14 LAITY 4.14.1 GROUP’S ACTIVITY: Sr. Terry informs. i. The Divine Mercy group will have the Divine Mercy icon procession during the 7.30 am mass and blessing on April 7. ii. CCR will be holding a few days' seminar before Pentecost. Fr. Jeffri advises members to participate in Parish activities and encourages groups, especially the Legion of Mary, to take the lead in the Rosary. If any are expired, he suggested conducting a fire drill and a fire extinguisher demonstration for future safety measures. In line with this, Charles was advised to display a sign indicating 'Kawasan Perkumpulan' for assembly in case of emergencies. Fr. Program CNY & Sesi Suai Kenal Dengan Komiti Pelayanan Migran & Perantau Paroki Stella Maris Tarikh : 25.2.2024 (Ahad) Masa : 11.30am Tempat: Dewan Gereja Stella Maris Tg Aru Program: Taklimat Pengenalan mengenai Migran dan Perantau oleh En. Vincent Wong dari ACMI Kota Kinabalu. (ACMI di wakili oleh En. Vincent Wong, Pn. Grace & Pn. Hanni) (Ringkasan: Program berjalan dengan lancar seperti yang telah direncanakan. Kehadiran sangat mengalakkan di mana seramai 65 orang telah mendaftar dan 95% kehadiran. Walau bagaimana pun 85% daripada umat yang mendaftar terdiri daripada para perantau tempatan dan hanya 15% sahaja adalah warga Migran. Usaha perlu di teruskan untuk mendekati para migran dan perantau agar mereka merasa lebih di terima dan boleh melayani dalam mana2 ministri yang ada di Paroki Stella Maris. Lawatan Migran & Perantau Ke Paroki Inanam/Penampang Feb/Mac 2024. Tarikh masih belum di tentukan menunggu maklum balas dari kedua paroki. Mesyuarat & Rekoleksi Prapaskah 2024 Anjuran ACMI – Bundu Tuhan Mesyuarat & Rekoleksi Prapaskah anjuran ACMI yang dijadualkan pada 8-9.3.2024 telah ditunda kepada satu tarikh yang akan dimaklumkan nanti. Kolaborasi Dengan Ministri Caritas dan Tabung Darah Queen Elizabeth II dalam Program Kempen Derma Darah Paroki Stella Maris. Pastoral Accounts as at 31 December 2023 Balance Brought Forward from November 2023 : RM485,206.39 Total Receipts for December 2023 : RM39,572.55 Total Expenditure for December 2023 : RM78,830.85 Income Against Expenditure for December 2023 : (RM40,258.30) Add Other Receipts for December 2023 : RM8,717.72 Balance for December 2023 : RM453,665.83 2. Money-Related Matters Regarding the status of the missing collection of the BM Mass on 10 September 2023, Archbishop Datuk John Wong, during his visit to the Parish on 4 February 2024, proposed that the matter be closed. The PPC present raised no objection to the proposal. 3. Change of the Designation, PPC’s Treasurer During the meeting with Archbishop Datuk John Wong on 4 February 2024, he suggested that the designation pertaining to the position of Treasurer within the PPC be changed to a more appropriate designation since the current Treasurer does not handle the Parish’s finances directly. For now, the former Treasurer shall use the designation, “PFC’s Representative.” 4. Household Assistant Mr Glendhel Mar Mesa resigned in December 2023. He was replaced by Mr Benjamin Stanislaus b. Mr Gregory Stephen, General Worker, was confirmed in his position effective 1 January 2024 after successfully completing his probation period of 3 months. c. Puan Paulyne Amy Imbayan joined the Parish’s staff force on 1 March 2024 as Personal Assistant to the Rector. 5. Introduction of Purchase Proposal, Purchase Order and Claim Forms For the purpose of promoting transparency and for proper maintenance of records pertaining to the Parish’s finances, 3 forms have been introduced to be used when seeking reimbursements of purchases and other expenditures. The forms, which have been circulated to the members of the PPC, are as follows: a. Purchase Proposal Form b. Purchase Order Form c. Claim Form The PPC is requested to ratify these forms.
