1. CALL TO ORDER AND OPENING PRAYER
The meeting commenced at 8.05pm by Rev Samy Dass with a word
of prayer via online (zoom).

2. ELECTION OF RECORDING SECRETARY
Mr Christy Daniel was proposed by Rev Joseph Ambrose and he was
elected unanimously.

3. ADOPTION OF PREVIOUS MINUTES
Rev Samy Dass explained before he proceeds through the minutes,
he will pass through three things:
• Previous Minutes
• Pastor’s Report
• Accounts

Matter Arisings

1. SIGNATORY CHANGES.
• As Rev Samy Dass pass through one by one, he queried

whether the signatory changes done or not. Rev Joseph
Ambrose replied that due to many matters, it had
postponed. He reasoned, Pastor Henry was one of the
signatories and he is down due to some health issues and
MCO restriction also was one of the caused.
• Rev Samy Dass said, that the Bank only needed Previous
Minutes that stated Mr Christy and Mrs Susila elected as a
signatory as a supporting document. He continued, that
exact way done in Melaka Cimb Bank.
• Rev Joseph added that the Bank management needed
Pastor Henry’s signature since he was one of them after he
explained the situation to the Bank person-in-charge.
• In a conclusion, Rev Samy Dass said that should be
something can be done to sort out this problem. He said,
will find out and discuss with others as well. In fact, his
church Bank only needed 3 current signatories to change
the signatory and there is no other requirement. As a result,
Rev Samy Dass agreed to the Rev Joseph Ambrose
statement.

2. PASTOR’S REPORT PRESENTED CLEARLY.
• As Rev Samy Dass pass through Pastor’s Report he said that

the information is clearly presented.

3. ACCOUNTS.
• For the Finance, previous minutes stated that DS requested

to remove Building Fund from the income column since it
not begun until now. It explained by Rev Joseph Ambrose
that it’s from the Budget Planning where the Building Fund
should be removed. Rev Samy Dass agreed.

4. CONCLUSION.
• Lastly, after going through the previous minutes Rev Samy

Dass thanked the recording secretary for preparing the
minutes evidently.
• To adopt these minutes, it was proposed by Mr Michael and
seconded by Mr John Robert. Rev Samy Dass thanked them.

4. STATEMENT OF THE INCOME
Rev Samy Dass noticed the account audited. He inquired, does the
LCEC go through the statement before and are there any question
or doubt about it. Rev Joseph Ambrose responded that it’s done
during the planning meeting that day.

Rev Samy Dass claimed that this time the Statement of Account
was quite straight forward and he clears his doubt regarding the
PKS Covid-19 whether it is SOCSO. Mr Christy and Mrs Susila
verified it by agreeing with Rev Samy Dass and he says very good.

The minute was adopted and proposed by Mrs Mageswari and
seconded by Mr Jesus Robert. Rev Samy Dass thanked them.

5. PASTOR’S REPORT
- Rev Joseph Ambrose presented his report by thanked and
praised God first for another year ahead of his ministries in
TMC BAHAU. He continued by explaining that the church is
practicing T.A.C Theme “SEEK GOD’S GLORY BY BEING SALT
& LIGHT OF THE WORLD”. He described that the church also
has a theme “THE YEAR of RESTORATION by GOD”
1st PETER 5:10.

- Rev Joseph continued that God has been restoring all the
necessities of the ministries and relationships with
peacefulness. He asserted, that from the sermon he
preached at church based on 1st Peter 5:10 God had talked
to him and he earnestly pray for it and deliver it as a
CHURCH THEME. Furthermore, he briefly explained the
Vision “RETURN to GOD” when God is about restoring us,
we need to return to God. Besides, God promised that will
reconstruct of lives

for goodness. Even though, the previous time was tough for
everyone by God’s sufficient grace and goodness follows us.
He thanked God for it.

Moreover, he briefed the ministries that were carried out
for the year of 2020.

a) He described about the membership, finance and tithes
that already go through it. Although, the pandemic is there
the income and expenses does have many differences.
Weekly ministries as stated in the Pastor’s Plan followed by
prayer, since the District and Conference have organized
prayer via online (zoom) we decided to participate. Rev
Joseph mentions plans to organize a prayer retreat if it is
God’s will.

b) Next, the discipleship. He informed Rev Samy Dass that
church is doing a Bible Study on alternate Fridays. Rev Samy
Dass questioned the Bible Study starts from which book.
Rev Joseph said that it’s based on a topic basis. For cell
group, Rev Joseph said if we are unable to meet directly,
then can meet via online. About Church School, Rev Joseph
informed that it commenced on 28th FEBRUARY 2021 and
the turnout of student was impressive and parents had

been supportive. The special speakers are Mr and Mrs
Gideon via google meet. If the situation continues as per
now, teachers required to prepare the modules to give and
attend classes via online. However, if classes start directly
planned to meet students twice a month and if the situation
allowed planned to meet weekly. Move on to, Discipleship
training & LCEC Retreat, Rev Joseph explained that planned
previous year, but it cancelled. Participating in Online Bible
Study which is organized by the TAC Board of Laity on every
Monday.

c) Evangelism to organize a Revival meeting and prayer drives.

d) Social Concerns planned to support families in need. Rev
Joseph elaborated that church help 4 families that affected
by COVID-19 PANDEMIC. Previous year 2019 Blood
Donation was a successful event. Unfortunately, last year it
cancelled due to the LOCKDOWN and this year planned to
organize it again by God’s grace. Planned to start free
tuition at church if God allowed it.

e) To create a Mission awareness program by observing
Mission month and Mission Sunday in the month of August.
To support the MMM’s and GOH Project by contributing 5
boxes project and shoe box. Participating in Mission trips to
Orang Asli village.

f) About the Agency’s report, Rev Joseph elucidate currently

MW is an active agency. This year, each agency has a

coordinator: - i) MSF

– Mrs Mageswari Pandian

ii) MYF – Miss Sharon Rose

iii) MYAF – Mrs Megala Christy Daniel

Rev Joseph believe that each committee will become an agency
soon.

g) Move on to Property Report, Rev Joseph simplify that
discussion done together with the Property Chairman by
planning to purchase a parsonage. Rev Joseph ended his
presentation with thanks.

h) Rev Samy Dass asked if there are any questions or doubt
regarding Pastor’s Report. He pursues that, on 21st March
2021 – Evangelism has organized a special meeting and
expect all the LCEC Leader to participate. On the other
hand, the District also organized a leadership program lead
by Conference Lay Leader David Guna on 11th & 18th March
2021 via Zoom. The topic will be discussing about what
should LCEC leaders do.

i) The report was accepted unanimously.

6. ANY OTHER BUSINESSES (AOB)
Rev Samy Dass said, everybody will be given a chance to share their
opinion. Rev Samy Dass goes through one by one.

A. APPROVAL OF THE SAME AUDITOR

- Mr Christy Daniel question whether to continue with the
same auditor and does Rev Samy Dass satisfied with the
report presented by the auditor and can submit the
account for auditing monthly basis. Rev Samy Dass
satisfied and approved the same auditor considering
that there are from local. Mrs Shanti Anbu will remain as
our church Auditor.

B. BUDGET OF 2021 EXPLAINATION.

- Rev Samy Dass asked permission to go through the
Budget first with Mr Christy Daniel and Mrs Susila and so
they agreed.

- Mr Christy explains that the Budget for the year 2021
are based on last year’s situation. They discussed the
budget with Rev Joseph Ambrose. He suggested to go by
faith but Mr Christy replied that can have faith, but the
expectation will go beyond, and he suggested to plan
the budget based on what they have. He continued that,
so that everybody understands the situation wisely.

C. OFFSET BUILDING FUND ALLOCATION.

- He resumes, that for the Building initially they decided
to allocate RM 1000 per month but not begun yet. After
the last meeting, Rev Joseph said to proceed with the
allocation of RM 12,000, since we decided to and later,
after one-week Rev Joseph suggested to allocate RM
15,000 because of been decided previously. To
summarize it, he stated the committee decided to offset
the amount. Rev Samy Dass agreed.

D. REV. SAMY DASS ENCOURAGED TO PRAY FOR THE EASTER
SERVICE TO BE HELD IN THE CHURCH.

- Rev Samy Dass continued, by encouraging every leader
to pray for conducting Easter Service in the church
because he noticed there is a drop in the income
portion. Mr Christy replied, there are no special services,
conduct in the church due to the Pandemic restriction
they unable to divide the offerings that caused the drop.

E. AEC PAYMENT THROUGH AFFIN BANK.

- Mr. Christy raised a question regarding the AEC payment
through Affin Bank since Bahau have none and TMC
BAHAU don’t have Online
account. Previously TMC BAHAU issued a cheque for
every transaction. Mr. Christy asked Rev Samy Dass for a
better clearance regarding this issue. Rev Samy Dass
replied, he discussed this issue with the BOARD OF
FINANACE and they give 2 alternates: -

i) Payment through online (Go through AFFIN BANK
websites)

ii) Issue cheque with the breakdown of payment detail
and post it to TAC Office. Once TAC Office received the
cheque, they will acknowledge it. Unfortunately, there
are some problem to be clarified. Last time, when this
procedure effective the letter with a cheque in it, failed
to reach the destination. He added that this problem
does not occur in all the District’s except ours and one
more district. Not all the churches affected, but a few of
them. A similar problem exists in 4 – 3 churches. 1 of the
church treasurers said she will do the transaction via
online. The rest of them, there are options granted.
To summarize the situation, Rev Samy Dass imply that
first, the transaction via online, for instance from our
Current Bank to Affin Bank. Secondly,
issue the cheque, stamped and post it to TAC Office.

F. TRANSACTION VIA ONLINE.

8|Page - Mr Christy clears his doubt about the transaction via
online. It means they need to transfer the money to
personal accounts (petty cash) and payment will be
done through the personal account because all this
while they have been doing it this way for the small
amount. Rev Samy concluded, the best way it is
advisable issue a cheque. Mr Christy bothered that,
would it be burdensome for TAC Office person-in-
charge. Rev Samy Dass replied, once they received the
cheque from TMC BAHAU for example, they will prepare
the transaction via online behalf of TMC BAHAU and
President will record that the payment received from
TMC BAHAU as a prove of payment. When Mr Christy
question that this is applicable for short-term and how
about long-term? Rev Samy Dass answered somehow,
we must go through this.
Mr Christy elaborate, Public Bank used to be convenient.
If this is the case, then it can be done once a while by
going to the nearest branch in Seremban or Kuala

Lumpur. Rev Samy Dass advised that issue the cheque
with all the payment details accurately one short. In this
case, commitment fund, Pastor’s pension,
star fund and special offering that needs to be sent to
the AEC. For once a month. Mr Christy agree to try first.
Rev Samy Dass explained the actual reasoned, why
changes occur. Many banked in money unanimously and
unidentified and this is decided by the Trustees and the
Bank offers best interest. This is where the existence of
AFFIN BANK. Mr Christy said at least they should
consider familiar Bank’s instead. Rev Samy Dass said
that this is a tentative measurement. Mr Christy
compromised with the clear statement given by Rev
Samy Dass.

G. DISTRICT DUE PAYMENTS.

- Rev Samy Dass inquiry whether District Dues settle or
not. Mrs Susila replied all the payment settled. Mr
Christy answered all the payment dues are up to date.
Rev Samy Dass concurred with Mr Christy.

H. The Budget was accepted unanimously.

I. As Rev Samy Dass pass one by one. Everybody has no
question to be clarified. Expect Rev Joseph Ambrose.

J. Rev Joseph Ambrose commenced by expressing is gratitude.
He continued, all the leaders report is attached, and he
assume that all his leaders will be responsible and work
together by God’s grace.

K. SECRETARY NOMINATION.

a) Considering that this is AOB, Rev Joseph Ambrose says that
Mr Joshua wanted to resign as a secretary.

b) Rev Samy Dass clears his doubt by asking from the Secretary
or Recording Secretary?
Rev Joseph Ambrose replied from the Secretary. He
continued by requesting a permission to elect a new
Secretary. Rev Samy Dass clarified with Mr Joshua. He
responded, due to upgrading his studies to Master for 3
years, he is unable to continue his responsible as Secretary.
He claimed that adopting the title is not crucial, but the
participation towards it makes difference. He added, he is
unable to concentrate due to heavy workload.

9|Page Rev Samy Dass verified that whether Mr Joshua wanted to
stay as the Steward? Mr Joshua agreed.

c) Rev Samy Dass indicate, to nominate the Secretary.
He elucidates, that 2 things will be execute in the LOCAL
CONFERENCE: -
i) Election of LCEC Chairman
ii) Election of the Secretary
- It is a common thing that will be done in LOCAL
CONFERENCE.

d) Rev Samy Dass continued, Mr Joshua is resigning from the
Secretary post. Rev Samy Dass clarified this with him and he
agreed.

e) Due to this case, Rev Joseph Ambrose nominates Mr Christy
Daniel. Rev Joseph explained that Mr Christy Daniel agreed
to help for the whole year. To support this ministry his wife
also will be assisting him as well.

f) Rev Samy Dass, explained to Mr Christy Daniel that he must
be the Secretary. Later, he queries whether his wife is LCEC
member? Rev Joseph replied she is not the LCEC members.
Rev Samy Dass continued by referring Mr Christy’s wife as a
helper for him.

g) Rev Samy Dass declared that how vital is Secretary
functions. The Secretary will be executing all the meetings,
prepare notice and many more. A Secretary must adopt all
the information accurately including record minutes, amend
minutes and more of it. Moreover, Rev Samy Dass explained
that we can’t always have recording secretary. We must
have the secretary to do all this.

h) Rev Samy Dass, once again asked for Mr Christy’s approval.
Mr Christy replied that he will try his best.

i) Rev Samy Dass, agreed. He even pronouned that this is in
house arrangement for the moment. We must carry the
responsibility.

j) Rev Joseph proposed, Mr Christy Daniel. Seconded by Mrs
Agnes Jesus. Rev Samy Dass thanked both.

k) Rev Samy Dass congratulated Mr Christy for accepting the
proposal as The Secretary. He continued thanked him.

L. ANY CHANGES IN PLANNING MEETING SHOULD BRING IN
THE LCEC.
- Rev Joseph, clear his doubt by throwing a question
towards Rev Samy Dass, if there are any changes
occurring after planned the meeting should it bring the
matter to LCEC or not? Rev Samy Dass answered, all the

changes must bring to LCEC for consideration. For
instance, COVID-19 expenses are out of the budget and

unpredictable. In this case, Rev Samy Dass suggested the
issue should bring up to the LCEC to create a budget for
it (special case). Rev Joseph thanked him for the
explanation.

M. APPOINTMENTS OF MYF, MYAF & PRAYER COORDINATOR.

- Rev Joseph continued, about appointments. Rev Joseph
added that MYAF & MYF have new coordinator for this
year.

N. WORD OF ACKNOWLEDGEMENT.

- Rev Samy Dass thanked all the LCEC leaders for joining
the meeting. He expected that the MCO Restriction will
allows to cross the border, unfortunately nope. For this
reasoned the meeting conducted via online (ZOOM).
Besides, he also wishes to join one of the Sunday Service
with TMC BAHAU if it is possible. He will discuss further
with Rev Joseph.

- Mr Christy raises a question regarding sharing a
devotional before the meeting embarks from the Bible,
but this time he moves on to the planning. Rev Samy
Dass answered him, due the time limitation and network
stability, he has to go as fast as he could.

- Finally, Rev Samy Dass invited Rev Joseph to the closing
prayer and benediction.

The meeting was adjourned at 9.15pm with a word of prayer and
benediction by Rev Joseph Ambrose.

Greetings to all in the name of our Lord and Saviour Jesus Christ! I thank our Lord

Jesus Christ for given me the privilege to serve Him in Tamil Methodist Church, Bahau

for the year 2021.

Objective: To encourage everyone through WORD to have an evangelism heart to

Win souls for Christ.

• 21/03/21 – TAC Board On Evangelism – Evangelism Seminar via Zoom.
• 25/03/21 - Prayer Drive in Bahau area.
• 1/05/21 – Participated in Southern District Evangelism seminar via online.

SOCIAL CONCERNS
Objective: To share Christ’ love through helping the poor and needy people.

• Church supported 5 needy families during lockdown.
• Blood donation program. (postponed due to covid-19)
• Free Tuition @ Church. (postponed due to covid-19)

MISSIONS
Objective: To become a Mission-minded church and reaching the unreached people.

• Joined Missions Leaders Mobilization Program on 3/02/21 via Zoom.
• Supported MMM’s GOH project by adopting 18 children
• Covid – 19 relief fund for India (RM 1000 donated by members)
• Fund for Nepal missionaries (RM1200-supported 2 missionaries by members)
• Observing mission’s month (August) by inviting BOM/MMM members.
• Observed Missions Sunday on 15/08/21.
• Coin – box project (10 coin boxes were given to 10 members)

MW – Actively doing their ministries in Local, District and Conference level.

• 4 Air-Cond compressors were stolen recently. The church replaced 1 Air-Cond
compressor upstairs. Waiting for the insurance claim for the remaining 3
compressors.
• Formed Building Committee to purchase a Parsonage.

PPRC
• Met on 28/02/2021 – Elected chairman & secretary. Discussed on Pastor’s ministry
and salary.

SIGNIFICANCE HAPPENINGS: Nothing.

AREAS OF CONCERN:
Hope the leaders being an example in the ministry and also in their personal life. Ministry
is not about posting but serving.
Encourage unity among leaders, members and their families.

Seek God’s guidance and His leading.
Leaders and members work together with pastor in all areas to do fruitful ministries.
RECOMMENDATION: -
CONCLUSION: This year we have started the ministry well. But because of the
pandemic covid-19; we had faced many challenges in doing the ministry. But however,
with the help of our God, we managed to do many of the ministries (Sunday Service,
Prayer & etc.) via Online and the members' participation since to be very satisfying.
APPRECIATION
My sincere thanks to our DS Rev. Samy Dass for his wonderful support, guidance and
advice given at the time of needed. And for the leaders and members for their ceaseless
supports towards ministry of the church and personal. And not forgetting my lovely wife
for her caring and supports at every time. Above all I’m praising and thanking our Saviour
Christ Jesus for His wonderful blessings all the time.
