History

Started as a street gang in Chicago early 1940’s. At that time,
ethnic groups created gangs as a means to protect themselves,
neighborhoods, and families. Latin Kings was one of the largest and
most violent. Before taking the name Almighty Latin King Nation,
they were know as Latino Nobles, Royal Kings or Reyes Latinos.

First evidence of eastern expansion of the Latin Kings was in 1986,
when an inmate incarcerated in a NY State Prison. The inmate was
Luis Felipe (AKA: King Blood) he became a Latin King at age 14 in
Chicago.

In 1984 he was convicted of manslaughter in NY. Incarcerated at NY’s
Collins Correctional Facility, he started a Latin King chapter for basically
the same reason the gang was formed in the 1940’s, protection.

Hispanic inmates were being victimized by an African American gang
(Five Percenters) He started the gang with a “Manifesto” which included
the history of the gang and a very comprehensive and concise guide to
live by, which were the “Lessons.”

Shortly after Felipe’s establishment of Latin Kings in NY, two inmates in
Connecticut, Pedro Millan and Nelson Millet, formed their own Latin
Kings.

A bloody gang war ensued in the prisons and urban areas of
Connecticut, resulting in numerous murders of rival gang
members.

November 1996, Felipe was convicted on all counts of an
eighteen count indictment. The charges included ordering two
murders and four attempted murders, some of which were
carried out on his own Latin King gang members. He was
sentenced to life in solitary confinement.

During the much publicized trail of Felipe, a new leader
emerged on the streets. Antonio Fernandez (AKA King Tone)
who attempted to change the image of the gang from
criminals to a civic association. He initiated the name change
to the Almighty Latin King/Queen Nation.

Fernandez is still the leader, and his efforts might have been
well intended, but the violent nature of the gang has only
increased, especially in correctional facilities.

The Code of Kingism, the doctrine of ALKQN highlights the three
cycles of life.

1. The Primitive Stage: Where the King Warrior acts on impulse, executing his actions
without giving them serious thought that they demand. An immature stage, gang-
banging, getting high. True lovers of the Nation develop at this stage.

2. The Conservative Stage: As known as “Mummy” the so-called stage of maturity. Here
the male gets married and alienating himself from the Nation and devoting himself
to his Queen and family. However, in reality he is neglecting his responsibility to
them. He has become a mummy, living conservatively with no future, accepting life
as it comes. True members do not quit at this stage. Although this may appear to be
a regressive stage, it is really a stepping stone.

3. The New King Stage: Is the awareness and decision. The member learns to
appreciate the values of organizational work, life and brotherhood. They decide if
they are an accomplice to the anti-king system or a subject of a New King. This
member will throw himself into the battlefield ready to sacrifice his life for the sake
of humanization.

New members were “crowned” and received a “king” name immediately upon passing an
oral exam, based on their knowledge of the lessons. Under the 1997 “Tribal Guidelines”
(chapters are called tribes) full membership is attained only after the completion of the
four preliminary steps: Observation, Five Alive, Probation, Crown King/Queen

my brother’s side, in good or bad situations. I will also die for my brothers if I have
to! I also understand that any verbal harassment to any of my brothers is a violation
to my nation! Also, any other that comes from one of my superiors. I will follow
without any excuses! I understand that no one forced me to join the ALKQN, so I
will be a Latin King for the rest of my life and will stand by my brother’s side no
matter what! King Love is what you carry in your heart for your life and will stand
by my brothers, sisters and nation! My brothers, sisters, almighty crown and nation,
and to all the brothers and nation! Forever as a true Latin King! Amor de Rey! My
mighty crown and nation, and to all the brothers and sisters at peace. ALKQN para
siempre, till death do us part.

Alliances & Rivals
The Latin Kings have formed an alliance with the Neta gang (will talk about them
later in this presentation). They are involved in assaults, murder and other criminal
activities. With the cooperation and unity, the gangs have in effect doubled in size.

Law enforcement has been bale to use the RICO (Racketeering Influenced Criminal
Organization) statutes to go after these gangs.

BLOODS: AKA United Blood Nation

Designated a NJDOC Security Threat Group in December 1999

The United Blood Nation (UBN) or as it is commonly called, “BLOODS”, is a gang that
has been known to law enforcement nationwide for decades. Factions of this gang which
are called “Sets”, by Blood gang members, have been identified in suburban and urban
areas of our state. However, they first appeared in prisons and county jails. The Bloods
are the second largest and most violent gang in New Jersey.

and use the alphabetical system where
letters 1-13 reflect 14-26.

History of the Bloods

Color: Red
Started in the 1970’s in California. They actually evolved from it’s chief rival gang,
the Crips. It is estimated that the Bloods have over 100,000 members. Originally the
Bloods were composed of African Americans, however, Hispanic and Caucasian males
are now identified as members.

In our area the Bloods first appeared in NYC at Rikers Island in July 1993. At that time
the Latin Kings along with their ally, Netas, were the dominant gangs in the facility.
They controlled all contraband, use of phones and TV.

The power balance shifted in 1998 when the Bloods gained enough strength to size
the upper hand and now they are the dominant or “Big Dog” in the jail.

In New Jersey the Bloods were first identified at the Albert C. Wagner Youth
Correctional Facility in July 1998. At that time a total of 47 inmates were involved in
a large disturbance in the recreation yard. The investigation revealed that the Latin
Kings, Netas joined forces against the new group of black gang members; Bloods.

Organization Structure
This gang is splintered into many factions or “sets”. This lends to an
overall lack of established hierarchy and set organizational structure.
Most “sets” act independently from each other. All sets attempt to
have an established hierarch. Some leaders use the ranks or terms:
Godfather, OOOG, OOG, OG and G.

Initiation
Potential members must endure 31 seconds of beating from one or
more members of the gang. Other methods include slashing a random
individual or rival gang member, giving them a “buck-fifty” worth of
stiches on their face. Shootings, kidnapping and rape are also
accepted behavior or initiation chores for some sets. Female gang
members must endure similar beatings or a “sex-in” from one or more
gang members.

Members previously used tattoos and “Dog Paws” or three cigarette burns
forming a triangle to brand themselves as Blood members.

Now they are starting to hide their affiliation more by putting dog paws on
their shoulders, backs and to avoid burn marks.

The only way “legit sets” allow members to get a dog paw is to perform
an assault or slashing. As stated it could be a rival gang member or
indiscriminate.



Crips are a “super gang”

Color: Blue
Membership: Initially African American, but now have Hispanic/Caucasian

Crip members refer to each other as “Cuzz” and will cross out the B’s as a
sign of disrespect to the Bloods.

The number 6 holds significance to members of the Folk Nation, hence the
Crips will utilize this in correspondence and graffiti. They use a six (6)
point star.

History

Originated in Los Angeles in 1969 from a youth gang originally known as the Baby
Avenues. The Baby Avenues evolved into the Avenue Cribs due to members of this gang
residing on Central Avenue in Los Angeles.

In the 1970’s the Avenue Cribs started being called just “Crips”. At that time the
founding member identified as Stanley “Tookie” Williams began to spread their
influence to other local youth gangs which resulted in the formation of the first “sets”
of the Crips. Some of these sets were identified as the Avalon Garden Crips, Inglewood
Crips, Westside Crips and Eastside Crips. The official color is blue, and membership
which was once just African American is now open to anyone.

During the 1980’s, the Crips expanded throughout the United States as they became
heavily involved in the drug trade to promote their illicit activities which included
drive by shootings, extortion, firearms trafficking, robbery and murder. Through
narcotics sales, the Crips had developed intricate networks that sought to undermine
law enforcement and grown into a “Super Gang”.

Crips first appeared on the East Coast in New York City, Harlem Crips in the late 1980’s
and early 1990’s.

East Coast Crips wear blue with clear beads or blue and white beads. A white shirt is
preferred attire on the streets. Crips are a Folk Nation gang and enemies of the Bloods,
Latin Kings and Neta.

In addition to the color blue, Crips are also represented by blue and gray, blue and
black and various shades of blue or purple.

If a Crip is going to war, they will wear the color orange!

The Aryan Brotherhood gang has existed in numerous states for over 30
years. The gang is not organized nationally and operates independently
within a particular region.

Although the membership numbers are much smaller than other gangs, the
level of violence attributed to this gang is extremely high. Membership is
strictly limited to whites who espouse a view of racial separatism.

Identification of Aryan Brotherhood members can be confusing to an
untrained individual as members portray and possess the same racial
characteristics as many other white supremacist movements.

First evidence of this gang was in 1967 at San Quentin Prison. Like most
gangs established to protect white males from attacks by black or Hispanic
gangs.

New Jersey they first showed up in September 1993. This gang attempted
to recruit members of the Prison Brotherhood of Bikers (PBB) who are racist
by nature, but do not openly display their racist view; exception is gang
tattoo or patch which contains a swastika. The PBB main activity was the
sale and distribution of CDS within a prison system. It was bad for business
if they were selling to black and Hispanic inmates and it was visible they
were racist. The merger of the AB and PBB never occurred.

Organization Structure:

Language & Codes:
14-Words: We must secure the existence of our people and a future for
white children.

88- The eighth letter of the alphabet is “H” eight two times signifies
“HH” or Hiel Hitler. Normally worn as a tattoo on upper arm or back.

311-The eleventh letter of the alphabet is “K”, three times 11 equals
“KKK” Can be worn as a tattoo or found on documents.

100%: This is an expression of an individuals pure Aryan or white roots.

4/19: The anniversary date of two (2) big events: the confrontation
between the Branch Dividians and Federal agents in Waco, Texas and
the Oklahoma City bombing. The date is sometimes used as Tattoos

4/20: Hitler’s birthday & Columbine HS shooting

18: The initials of Adolph Hitler, first letter is “A” and the eighth is “H”

23: Represents the 23rd letter in the alphabet “W” for white
supremacist & skinheads.



The Five Percent Nation (AKA) The Nation of Gods & Earths

Although this gang originated in New York City in 1960’s, it is widely recognized that in
New Jersey, specifically Monmouth County, is the “home” of the Five Percent Nation.
Origin of the 5 Percent Nation can be traced to a religious group which is known as the
Nation of Islam (NOI). Although, not nationally recognized as a religion, some members of
the 5 Percent Nation will claim that the gang is a religious group. The claim is merely a
cloak used to conceal their criminal activity.

1963, Clarence Edward Smith Jowers, who was known as Clarence 13X Smith
and a member of the Nation of Islam, was expelled from NOI Temple #7 in
Harlem, by Minister Malcolm X Shabazz. The reasons cited as “ideological
differences.

Smith believed that he was “God”, but also declared that black man who is the
“original man” is God. This belief contrasts with the NOI tenet, that God’s
presence in North America was manifest in the person of his messenger,
Wallace Fard, who was known as Wallace Fard Muhammad or Master Fard
Muhammad and is recognized as the founder of the Nation of Islam.

After Smith was expelled from NOI he gained his own following in Harlem.
Mostly young poor, single parent families, who were easily influenced by his
charismatic personality. Smith became known as “Father” or “Allah” and
developed a name for his group using one of the teachings of Fard which
described the world’s population as being comprised of “85% or those who
follow a “mystery God” and worship “that which does not exist.”

This 85% were subjugated by 10% who are known as the “Blue Eyed Devils” or
“White Devils” who keep the 85% ignorant by teaching them to believe in a
mystery God.

The reaming 5% or the poor righteous teachers whose role is to teach the 85%
and to struggle against the 10%.

It is widely believed that Smith bastardized the teachings of NOI which
prohibit gambling, adultery, alcohol and drugs, to better fit his lifestyle.
He developed 120 “Lessons” or “Degrees” which are memorized by many
ardent members of the 5% Nation, contained in the “Book of Life”

June 1969, Smith was murdered playing dice. His killers were never
identified, but two (2) popular theories exist;

1. Nation of Islam had him assassinated because he had stolen the
“Lessons” from the temple and used them for his own aims.

2. The murder was planned by the NYPD Bureau of Special Services in an
effort to drive a wedge between the NOI and Five Percent Nation.



Neta was formed in 1979 at Oso Blanco Prison in Rio Pedras, Puerto Rico to
stop the violence between rival groups in the prison and to protect weaker
prisoners from a group known as the G’27.

It quickly evolved into a highly organized criminal organization within the
Puerto Rican prison system.

Tattoos of Neta affiliation are: tiny heart with the “N” on the hand. Other
popular tattoos include: “Association Neta”, “Neta” “De Corazon”.

This gang is very well organized and extremely violent. Only takes Hispanic
members. During the 1990’s and early 2000 the gang exploded in New
Jersey, not only in the jails but on the streets.

At the head of the Neta gang is a Central Board which controls all activities.
The board consists of Supervisor #1, Supervisor #2, Moderator General,
Secretary General, Counselor General.

Each chapter is controlled by a committee which is made up of a board of
elected officials. The chapter committee consists of: Primero or “First”,
Segundo or “Second”, Moderator or “Accessor”, Sgt. Of Arms or Sgt. Of
Order, Secretary, Coordinator, Vocal (usually more than one).

Becoming a member is obtained by first
being interrogated by the chapter board
or committee which is comprised of the
chapter hierarchy.

Of paramount concern, is the reason for
incarceration (sex offenders are not
allowed and considered insects or bugs)
and whether the prospective member
has ever cooperated with law
enforcement.

Once established, a gang member is
sworn in for “life”.

Neta is now allowing non Hispanics to
join, but they can never hold rank within
the gang.

Neta members try to add a religious aspect to the gang by wearing neckless
that have been fashioned to look like rosary beads in the Catholic religion,
even consisting of a crucifix. These beads should not be misconstrued to have
any religious significance, but rather, the arrangement and color of the beads
has meaning only to Neta gang members.



Mara Salvatrucha (commonly abbreviated as MS-13) is an international criminal gang
that originated in Los Angeles, California. It has spread to other parts of the United
States, Canada, Mexico, and Central America. The majority of the gang is ethnically
composed of Central Americans (mostly Salvadorans) and active in urban and
suburban areas.

Members of MS distinguish themselves by tattoos covering the body and also often
the face, as well as the use of their own sign language. They are notorious for their
use of violence and a subcultural moral code that predominantly consists of
merciless revenge and cruel retributions. This cruelty of the distinguished members
of the "Maras” or "Mareros" earned them a path to be recruited by the Sinaloa
Cartel battling against Los Zetas in an ongoing drug war south of the United States
border. Their wide-ranging activities have drawn the attention of the FBI
and Immigration and Customs Enforcement, who have initiated wide-scale raids
against known and suspected gang members – netting hundreds of arrests across the
country.
