WELCOME
Greetings, NCLGISA Members!
On behalf of the NCLGISA Board, we are pleased to welcome
you to Wilmington, North Carolina, for the NCLGISA 2016
Spring Training Symposium. It has been a real honor and
privilege to serve as your President. This is one of NCLGISA’s
largest annual events, dedicated to bringing its members
together to receive training on Information Technology
topics that are relevant and important to our members.
The conference will be held at both the Hilton Wilmington
Riverside Hotel and the Wilmington Convention Center,
which is a spectacular, green-designed facility on the
waterfront in downtown Wilmington.
The theme of the NCLGISA Spring Symposium is “Cyber
Security.” We have many subject matter experts that will
be leading sessions on various topics from Information
Assurance / Security, IT Security Auditing, MS-iSAC - Center
for Internet Security, CJIS Security Policy Hot Topics to
NextGen911.
In line with NCLGISA’s mission; the NCLGISA Training
Symposium will give our members a platform to exchange
ideas, network, share experiences, reacquaint with
colleagues, meet new friends, and provide opportunities to
broaden their knowledge.
The Spring Training Symposium would not be possible
without the dedicated efforts of many individuals. NCLGISA
is indebted to those members who contributed to the
various processes that make up the symposium and it
would not be possible for me to name them all in this short
message. In particular, I would like to thank and recognize
the NCLGISA Board, past leadership, committee chairs and
members, volunteers, and session speakers that generously
gave their time to make the NCLGISA Spring Training
Symposium a great and successful event.
We are pleased to have Captain Scott O’Grady as our
keynote speaker. We value his participation and look
forward to hearing him speak. Finally, I would like to thank
our Business Partners for their generosity and appreciated
support that they have always provided to NCLGISA.

Scott O’Grady
Retired Air Force Fighter Pilot
Scott O’Grady speaks about his incredible true-life struggle
to survive in the hostile territory of war-torn Bosnia. His
story is an inspirational tale of courage, faith and patriotism
by an American hero.
Captain Scott F. O’Grady
was born in Brooklyn, New
York. He graduated from
Embry Riddle Aeronautical
University in 1989 and was
commissioned through the
Air Force Reserve Officers
Training Corps program in
April 1989. Following college,
he was assigned to F-16
pilot training and began his
first operational assignment
flying the F-16. After 12 years
of military service, O’Grady
entered inactive reserve
status in February 2001.
Shortly after, he enrolled at Dallas Theological Seminary
and graduated with a Master’s Degree in the spring of 2007.
O’Grady also was awarded an Honorary Doctorate in public
service by the University of Portland in Oregon.
O’Grady was helping enforce the NATO no-fly zone policy
in the skies over Bosnia when a Soviet-made anti-aircraft
missile slammed into his F-16. O’Grady tells his incredible
story of how he survived in hostile territory for six days
before being rescued by the U.S. Marines in his book,
Return With Honor, which spent six weeks on The New York
Times best seller list. He has also published Basher Five-Two,
a children’s edition of his original story. His courageous
story has also been documented on the Discovery Channel
presentation, “Behind Enemy Lines.” In addition, O’Grady
has been featured on CNN’s “Voices of the Millennium,”
a then and now series that focus on the most influential
personalities of the 20th Century.
O’Grady has accumulated more than 1,300 military flying
hours including over 1,000 in the F-16. In January 2013, he
became a partner at Wellington Realty (Commercial Real
Estate) in Texas.

The worlds of analog and digital technology collide with old
school systems in today’s 911 center, but how does that fit
with Next Generation 911? This interactive panel discussion
will clearly define NG911 from a who has it, who needs it,
and how will you support it viewpoint. One thing is for sure,
“this is not your granddaddy’s 911 system.”

Employee On-Boarding & Off-Boarding
Chris McMillan, Analyst, City of Fayetteville
According to the Society for Human Resource Management,
“Half of all hourly workers leave new jobs in the first four
months, and half of senior outside hires fail within 18
months.” Studies show that the cost to replace an employee
can amount to almost three times the annual salary of
that employee. It can also be shown that organizations
that employ a standard onboarding program experience
a 50% greater new hire retention rate and are able to
see employees reach full job proficiency 34% faster than
organizations that have no program at all. In addition,
both effective onboarding and offboarding processes are
necessary to ensure that each employee has the proper
access to data and applications at the proper time and
that this access is cataloged. Given these facts, it is obvious
that robust onboarding and offboarding processes are
essential for an organization to achieve its fullest potential
while protecting its assets. This session will explore best
practices in onboarding and offboarding and will engage
session participants in a discussion of practices currently in
place in NCLGISA member organizations. Participants will
come away from this session with practical tools that they
can implement in their own work places to improve their
onboarding and offboarding processes.

Michael Ashford
Vice President of Marketing, Granicus
Michael Ashford grew up in local government as the son
of a Community and Economic Development Director
and has relied on those insights to connect public sector
employees’ needs to technology solutions throughout his
career. As the Vice President of Marketing and Strategic
Partnerships at Granicus, Ashford guides the company’s
demand generation strategy and thought leadership efforts.
He has nearly a decade of experience in the eGovernment
software space, having worked previously at MindMixer and
CivicPlus, and has been a featured speaker and presenter
at conferences across the country on eGovernment trends.
Ashford graduated from Kansas State University with a B.S.
in Mass Communications and Journalism.
David Boling
IT Director (Retired), County of Rowan
After serving three years in the U.S. Army in Germany, David
Boiling obtained his MBA and Bachelor of Technology from
Appalachian State University and an AAS in Accounting
from Randolph Technical College. Boiling retired as the IT
Director with Rowan County Government after 35 years
experience in private industry and local government.
He served as President of NCLGISA and his local chapter
of DPMA. Boiling is certified as a Government CIO from
the UNC School of Government. His hobbies consist of
spending time as a Concealed Carry Instructor and Federal
Firearms License holder and several other outdoor activities
including tailgating at Appalachian State Football games.
Nancy Brown
Applications & Databases Coordinator, City of Winston-
Salem
Nancy Brown is in her 28th year with the City of Winston-
Salem and the Information Systems department. Her
local government career has spanned many IT disciplines
and technologies from PC application support, user
training, network design and administration, service desk
implementation and management, project management,
and line of business applications. Currently she manages and
directs the application support, application development,
and data operations for the City. This includes third party
applications, interfaces, GIS and spatial-based solutions,
SaaS, R&D, mobile application development, open data
initiatives, and IOT integrations. Brown is a graduate of
UNC-Chapel Hill with a bachelor’s degree in Economics.
She has been a member of NCLGISA for 27 years and
completed the CGCIO Certification Program in 2005.
She holds certifications in network administration, help
desk management, project management and ITIL Service
Management. She was named Outstanding Supervisor for
the City of Winston-Salem in 2012.

Jeff Campbell
FBI, CJIS Assistant Information Security Officer
Jeff Campbell came to the FBI in December 2011 as a
Security Specialist and was assigned as the Assistant
Information Security Officer (ISO). The CJS ISO office is
responsible for authoring and stewardship of the FBI
CJIS Security Policy and providing policy guidance and
support to state, local, tribal, and federal agencies. Prior to
joining the Bureau, Campbell was a contractor in several
information technology and security related areas for
both the public and private sectors. He held positions as a
Network Manager, Information Systems Security Officer and
Manager, and performed security assessments using the
PCI-DSS, NISPOM, and DIACAP standards. Before his time
as a contractor, Campbell spent over 14 years in the U.S.
Air Force as an information technology specialist. Campbell
holds a current CISSP certification.
Erin Dayton
Sr. Program Specialist, Multi-State Information Sharing and
Analysis Center, a division of the Center for Internet Security.
Erin Dayton is a Sr. Program Specialist for the Multi-State
Information Sharing and Analysis Center, a division of
the Center for Internet Security. The MS-ISAC has been
designated by the U.S. Department of Homeland Security
as the focal point for cyber threat prevention, protection,
response and recovery for the nation’s state, local, territorial
and tribal (SLTT) governments. In this position Dayton
manages hundreds of MS-ISAC accounts and serves as
the second in command for the Account Management
unit within the MS-ISAC. Under Dayton, the MS-ISAC has
greatly expanded its membership during 2015, including
significant increases to the membership in key demographic
areas such as critical infrastructure, higher education,
and law enforcement. She is responsible for managing all
aspects of member relations for her accounts, working
with government associations, and conducting outreach
on behalf of the MS-ISAC. Dayton fosters relationships
with all of MS-ISAC’s stakeholders in an effort to enhance
collaboration and information sharing for the collective
benefit of all members. She brings true passion for working
within the government sector all over the country, in an
effort to help them prepare for the challenges they face
both in the physical world and cyberspace.

Security
Jim Essig is a Director of Sales Engineering at Blue Coat
Security and is a 16 year veteran in the security space. As part
of the Cloud Services team at Blue Coat, Essig is responsible
for educating and advising Blue Coat customer’s on Cloud
Security strategies and technologies. Prior to joining Blue
Coat, Essig served as a manager of technical sales specialists
at Symantec where he had a focus on Data Loss Prevention,
Encryption, and User Authentication technologies. Prior to
Symantec, Jim was with PricewaterhouseCoopers where he
led large teams to perform security consulting engagements
and audit support security reviews, focusing on security
strategy, policy development, and diagnostic security
assessments. Essig graduated in 1995 from the University of
Michigan with a Bachelor of Arts degree.
Christopher Del Greco
Supervisory IT Specialist, FBI’s Criminal Justice Information
Services Division
Christopher Del Greco has been with the FBI for 25 years and
is currently assigned to the FBI’s Criminal Justice Information
Services Division, CJIS Audit Unit as the Supervisory IT
Specialist for the IT Security Auditors. He has been the
Program Manager for the FBI Science and Technology
Branch, Cold Case and Mobile Biometric Initiatives and
continues supporting the CJIS Division’s Flyaway Program.
Maurice Ferrell
Assistant CPT Director, UNC SOG
Before joining the School of Government in February 2009,
Maurice Ferrell served as Chief Information Officer for the
Institute for Advanced Learning and Research in Danville,
Virginia. Before that, Ferrell was the IT director for the
Danville Public School System. Ferrell is currently pursuing
a Doctoral Degree in Leadership Studies at North Carolina
A&T State University. He has earned a MBA from Liberty
University, a Bachelor’s degree in Business Administration
from Averett University, and an Associate’s degree in

Ryan Gillis
Vice President, Cybersecurity Strategy and Global Policy
Ryan Gillis serves as Vice President of Cybersecurity
Strategy and Global Policy for Palo Alto Networks where
he is responsible for developing corporate policy, serves
as the company’s primary interface for global public policy
and legislative matters, and leads company participation in
various industry associations. In this role, Gillis serves as a
liaison with government agencies and companies around
the world to assist in the development of strategies and
operational partnerships to prevent cybersecurity threats.
Prior to Palo Alto Networks, Gillis spent nearly 15 years
serving in a variety of roles in the U.S. government, as well
as technology startup and defense contracting companies.
Most recently, Gillis served as Director of Legislative Affairs
and Cybersecurity Policy for the National Security Council at
the White House. In this role, his work focused on national
cybersecurity strategy, policy, legislation, and operational
initiatives. Gillis also fostered cybersecurity collaboration
and dialogue between the federal government, companies,
and privacy advocates. In addition to his service at the
White House, Gillis previously worked in the Department
of Homeland Security, advising the Homeland Security
Secretary on cybersecurity and national security issues.
Gillis is a Stephen M. Kellen Term Member with the Council
on Foreign Relations, and was recently named to the Center
for Strategic and International Studies (CSIS) Cyber Policy
Task Force. He is a member of the Board of Advisors for
both the CyberCalifornia initiative, and CyberTECH, a
global cybersecurity and Internet of Things (IoT) network
ecosystem. Gillis is a recipient of the National Security
Council “Outstanding Service Award,” and a graduate of
Georgetown University.
Sandy Goodwin
Senior IT Business Analyst, Mecklenburg County ITS
Sandy Goodwin is a Senior IT Business Analyst for the
Mecklenburg County ITS department where she is a
member of the Deployment Team. Along with many other
duties as assigned, Goodwin is currently tasked with
creating and maintaining an inventory of county-owned
computing devices using a manual system in conjunction
with a Microsoft SCCM and Intune. As such, Goodwin is
the primary administrator of the county’s Microsoft Intune
tenant. Goodwin holds a Bachelor of Science in recreation
from Appalachian State University and a Master of
Education in special education from UNC Charlotte. She has
a diverse background with five years in aquatics at a small
college in South Carolina where she coached swimming
and conducted therapeutic water classes for persons with
disabilities. She was in human services for 15 years, working
with people with developmental disabilities and managing
staff development. She started in the IT world working with
PC training and keeping ancient equipment alive. In her off
hours, Goodwin enjoys camping, hiking, water sports and
anything related to the Carolina Panthers.

Ray Hall
IT Director, County of Carteret
Ray Hall has been the IT Director for the County of Carteret
since February 2013. Prior to moving to Carteret County, Ray
worked for the City of Jacksonville, NC, for nearly 10 years.
Previously he also worked for a consulting firm in Durham,
NC called WorkSmart and Coastal Carolina Community
College in Jacksonville, NC. Hall graduated with a Bachelor
of Science degree from East Carolina University and an
A.A.S degree from Coastal Carolina Community College in
2001, both in Information Technology. Hall completed his
CGCIO (Certified Government Chief Information Officer)
certification from UNC in 2007 and completed the MCA
(Municipal and County Administration) program at UNC
in April 2013. He also holds, or has held, various industry
certifications to include Microsoft, Cisco, Citrix, and
CompTIA. Hall currently serves as the NCLGISA Secretary
and on the Conference Committee as well as on the Crystal

Chris Koltyk has more than 18 years of experience working

Greg Marrow
CIO, Durham County
Greg Marrow is CIO of Durham County Government, one
of North Carolina’s fastest growing counties and home to
the renowned Research Triangle Park, Duke University and
more. Marrow is responsible for ensuring the soundness of
today’s IT structure, while driving the department toward the
strategic vision of becoming a world class IT department.
Marrow has a distinguished career in the technology
profession having worked in both higher education and the
private sector. With more than 30 years in the technology
profession, Marrow has held progressively responsible
technology positions for leading companies such as SAS,
IBM, and Nortel Networks. Prior to joining Durham County
Government, Marrow served as CIO for 10 years in the field

Sam Newnam
Channel Solution Engineer, Nutanix
Sam Newnam currently serves on Nutanix’s Channel Team,

Chris Nida
Director of Research and Policy Analysis, N.C. League of
Municipalities
Chris Nida currently serves as the Director of Research
and Policy Analysis at the N.C. League of Municipalities. In
that role Nida leads the League’s analysis of the impact of
legislation on the state’s cities and towns. He also directs the
League’s research efforts and manages surveys the League
conducts. Among the annual products Nida is responsible
for is the League’s projections of state-collected municipal
revenues. He provides oversight to the League’s policy
development process, serving as lead staff to the Tax &
Finance Legislative Action Committee, and he is the League
liaison to the NC Local Government Budget Association
and the NC Government Finance Officers Association. Nida
received his Master of Public Policy degree from Duke
University in 2008.

Richard Taylor
Executive Director, North Carolina 911 Board
Richard Taylor has been intimately involved in 911 issues
at the local, state and national levels for more than two
decades. Currently serving as the Executive Director of
the North Carolina 911 Board, Taylor is the first person to
ever hold such a post in the state. Taylor is responsible for
assisting and overseeing the 119 Public Safety Answering
Points (PSAPs) throughout the state in their emergency
911 preparedness efforts. Taylor was appointed by North
Carolina’s governor as the State’s single point of contact
with the Federal Communications Commission (FCC) for all
911 issues. He has been a long time member of the National
Emergency Number Association (NENA), serving as the
North Carolina Chapter President and as National President.
Taylor was appointed to serve as the first Chairman of
the E-911 Institute, the educational branch of the NG911
Congressional Caucus, and was elected to serve a second
term in 2005 and a third in 2010. He was elected to serve
as National President of the National Association of State
911 Administrators (NASNA) and was reelected to serve a
second term as President in 2009 and a third term in 2011.
Taylor currently represents the State 911 Administrators on
the Public Safety Advisory Committee to FirstNet, the first
responder network authority created by Congress with the
Middle Class Tax Relief and Job Creation Act of 2012.
Dr. Shannon Tufts
Director of Center for Public Technology, UNC School
of Government
Shannon Tufts designed and implemented the first local
government Chief Information Officers Certification
program in the nation and continues to run CIO certification
programs for local and state government IT professionals.
She created a National Certified Government Chief
Information Officer program in 2007, in order to serve the
growing needs of public sector IT professionals across the
nation. Tufts has taught numerous courses on public sector
information systems across the United States, including
IT investment strategies, embracing technology, project
management, and stakeholder engagement in technology-
enabled government. She serves on several federal, state,
and local government committees to promote the effective
use of technology in the public sector. Her publications in
the area of e-government and public sector information
technology include Humanizing IT: Advice from the Experts
with G. David Garson, numerous book chapters, and articles
in Social Sciences Computer Review and Popular Government.
She was named Albert and Gladys Coates Distinguished
Term Assistant Professor for 2012–2014. Tufts earned a BA
from UNC-Chapel Hill, an MPA from UNC-Charlotte, and a
PhD in public administration with a concentration in public
sector information systems from North Carolina State
University.

UNC School of Government
Certified Government Chief Information Officers
(CGCIO) Certification Program 2016-2017
Public sector CIOs and IT directors are facing increasing
challenges and responsibilities in the era of new governance.
As the lines between traditional functional services and
departments begin to blur, the IT leadership is charged with
1) managing the constantly expanding role for IT within
your government, 2) protecting your government against
ever-increasing security threats, and 3) keeping up with the
feverish pace of new technology.
In 2016, the CGCIO class will begin in August. Class will
meet monthly either in person or online. Graduation will
be held in June 2017. The October (Winston-Salem) and
May (Wilmington) dates will be held in conjunction with the
NCLGISA conferences.
The CIO Certification Program is a ten-month course that
lays the foundation for assessing and addressing some
of the most critical issues facing IT leadership in local
government. The purpose of this program is to equip
leaders with the requisite tools to manage and improve
their organizational technology assets. During the course
of the program, we will address major topics, including IT
governance, project management, and risk assessment and
management. Each broad topic will examine specific local
government issues and draw on participant experience to
provide both theoretical and practical applied knowledge to
the challenges. Case studies, exercises and guest speakers
will be included.
Some of the major topics covered in the CGCIO Certification
Program include: Understanding the Enterprise; Strategic
Technology Planning and Management; Communication:
Creating a Shared Understanding; Project Management;
Emerging Issues and Technologies, Best Practices;
Risk Management; Acquisition Management; Change
Management; Leadership in a Change Environment,
Securing the Enterprise: Policies and Procedures; and
Financing Technology Initiatives.
To qualify for the program, applicants must be directly, or have
a desire to become, responsible for supervising employees
within an information technology department. The class size
will be limited to thirty (30) in each of the programs. The
application window begins mid-November 2016.
