This presentation will focus on the air quality issues facing Delaware County,
sources of emissions, and strategies that the state and local governments
can implement to reduce both greenhouse gases and pollutants that
impact public health. The presentation will review funding opportunities
to invest in cleaner modes of transportation, such as alternative fuel
and electric vehicles, as well as strategies to invest in electric vehicle
infrastructure.

PECO Presentation: The 2021 Infrastructure Investment and Jobs Act
(IIJA) offers the Philadelphia region a historic opportunity to invest in a
clean, reliable and resilient energy future that supports social equity and
economic development. The IIJA provides transformational funding for
a broad range of infrastructure programs, including many that are energy-
related. In 2009, PECO successfully applied for and won a $200 million
Smart Grid Investment Grant award from the U.S. Department of Energy
that enables us to build a state-of-the-art Smart Grid Smart Meter network
with all savings from the grant passed along directly to our customers. As
we evaluate the IIJA, we are examining the programs it offers for utilities
to invest in a cleaner, more resilient, and equitable future while also
engaging with our customer and communities to help assist them with
any energy-related projects that they pursue. Through collaboration and
early engagement, we’re working to deliver a cleaner, brighter future for our
customers and communities.

SPEAKER BIOS
Larry S. Shifflet,
Deputy Secretary of Planning, PennDOT
Larry Shifflet has been working for the Pennsylvania
Department of Transportation for over 30 years. He is a
1991 graduate of the Pennsylvania State University with
a Bachelor of Science degree in Finance. Larry has also
attained his Masters of Business Administration from
Lebanon Valley College. During his 30 plus years with
the Pennsylvania Department of Transportation, Larry
has worked in the Office of Planning in various roles.
Currently, Larry is the Deputy Secretary for Planning. Larry has participated on several
NCHRP panels with the most recent one focused on performance based planning. He
has also been invited and participated in National Peer Exchanges with Washington
Department of Transportation, Colorado Department of Transportation and West
Virginia Department of Transportation.
Sean Greene,
Manager of Air Quality Programs, DVRPC
Sean Greene is Manager of Air Quality Programs at the Delaware Valley Regional
Planning Commission (DVRPC). Sean’s primary responsibilities are conducting the
commission’s transportation conformity demonstrations and assisting with the
commission’s Congestion Mitigation and Air Quality program. Recently, Sean has
been coordinating sharing information about opportunities provided by the IIJA to
the DVRPC Region. Sean received his M.S. in Community and Regional Planning from
Temple University and has been working on air quality and transportation issues with
DVRPC for the past 15 years.
Kristen Scudder,
Senior Transportation Planner, DVRPC
Kristen is a Senior Transportation Planner in the Office of Freight and Aviation at
the Delaware Valley Regional Planning Commission (DVRPC). In this role Kristen
works closely with DVRPC member governments, local communities, and private-
sector industry to inform and advance transportation projects that support a safer,
more efficient freight system. Prior to her work at DVRPC, Kristen was a structural
engineer responsible for engineering, design, and materials management on global
infrastructure projects. Kristen has a Master of City Planning from the University of
Pennsylvania and a Bachelor of Science in Civil Engineering from the University of
Southern California.

Thomas Bonner,
Manager, State Government Affairs, PECO
Tom Bonner serves as Manager, State Government Affairs for PECO, with primary
responsibility for analyzing the impact of federal, state and local policy challenges
on the company and leading internal teams to develop climate & clean energy policy
and business solutions.
During his time with PECO, Mr. Bonner has focused on both policies and programs
advancing new technologies, including serving as the lead author of PECO’s
successful $200 million Smart Grid Investment Grant application with the U.S.
Department of Energy. In addition to representing PECO in numerous state and local
stakeholder forums, he currently serves on the Board of Directors of the Eastern PA
Alliance for Clean Transportation.
Prior to coming to PECO in 2007, he served as Manager, Congressional Relations for
MidAmerican Energy Holdings Company for more than a decade, and as Associate
Director of the Commonwealth of Pennsylvania’s Washington, DC office. From 1991-
1995, he worked in the U.S. House of Representatives as a senior legislative staffer.
Tom holds a Master of Planning Degree from the University of Virginia and a B.A.
from the University of Pennsylvania. He lives in Chester Springs, Pennsylvania with his
wife, Heidi, and three children.
Sarah Hagy,
CAE, Executive Director, The Electrical Association of Philadelphia
Sarah assumed the role of executive director of the Electrical Association of
Philadelphia (EAP) nearly five years ago. Before the EAP, Sarah worked for an
association management company, leading national trade associations representing
a variety of industries including water infrastructure, ice cream vending, horticultural
supplies, as well as kitchen exhaust cleaning, to name a few.
Sarah resides in Philadelphia where she spent her formative years after moving
around the country with her military family. She enjoys giving back to both her
community and her profession; Sarah has been a Big Sister for the past six years
through the Big Brothers Big Sisters program, and currently serves as Vice President of
the Mid-Atlantic Society of Association Executives.
