Welcome from the Race Director

Hello National Road Series Teams,

Welcome to the Sunshine State and the inaugural Tour de Brisbane.

This is a slightly different road race on Sunday given the road closure for 110kms. State
and Local Governments have worked together to encourage and promote a cycling event
in the city centre and whilst we might not see the cows on the country roads, you will see
a City from bridges, highways and then some rural hills. Our partners – Queensland Police,
Brisbane Marketing and Tourism Events Queensland have been outstanding supporters.

Many teams have lamented over the years as to why we have to race out beyond the back
of Burke, around the gum tree with the finish at the local hotel (nothing wrong with a
country hotel by the way!).

I personally believe cycling needs central locations, with high profile media opportunities
and Brisbane is offering all of this to the NRS.

For year one – the support to develop this event and create a race course in such a short
time-frame from all government departments and agencies is simply amazing. We were
only granted permission to have an event on 17 December and started work middle of
January, thus some delays in information flows as three months is a very short period of
time.

To share some statistics: there are 110 Police, 105 traffic controllers working for your
race. Not to mention we have needed to reroute 80% of the southside, 40% of the
northside of Brisbane’s public transport system.

I urge you to bring your family, your friends and cycling mates to beautiful Brisbane and
support cycling to ensure there is a year two, year three and many more years beyond.

Thank you to the Queensland Government, Brisbane City Council, Redlands City Council,
Logan City Council, and the various stakeholders throughout this journey for bringing cycle
racing into our city.

Message from the Minister for Tourism Industry Development The Hon Kate Jones MP

Welcome to the inaugural Brisbane Cycling Festival, proudly supported by the Queensland
Government via Tourism and Events Queensland.

This event combines professional, amateur and mass participation events, including the
UCI Gran Fondo headlining the Tour de Brisbane which invites riders of all skill levels to
share some of the city’s most iconic landmarks.

Brisbane is a growing hub for world-class sporting events, most recently hosting Gold
Coast 2018 Commonwealth Games cycling competition at the state-of-the-art Anna
Meares Velodrome, which will play host to parts of the Brisbane Cycling Festival.

The city also offers visitors a relaxed outdoor lifestyle with scenic bikeways, bustling
riverside culture and thriving food scene. Right on the doorstep of the city are spectacular
islands, beaches and nature experiences for those wanting to further explore the region.

I invite you to experience Brisbane first-hand and mark this exciting new event on your
competition calendar.

Both the Criterium and Road Race will be live streamed via Cycling Australia Facebook and
the Fox Kayo Sports App. Extended daily highlights from each race will be uploaded to the
Cycling Australia NRS Facebook page each night.

Brisbane, we promote regular sharing of results, achievements, and of course some good

OFFICIALS

Cycling Australia commissaires from Queensland and New South Wales support the Tour
de Brisbane and we ask that you treat all officials with the highest level of respect. Should
an issue arise, you are welcome to approach the Chief Commissaire and discuss the
matter.

VOLUNTEERS

The Tour de Brisbane requires the assistance of many local community-based volunteer
organisations.

We ask that you treat all volunteers with the highest level of respect. Abuse of volunteers
in any capacity will not be tolerated. Team Managers or Riders abusing volunteers are
subject to disqualification at the discretion of the Race Director.

Should an issue arise, you are welcome to approach the Race Director and the Event
Manager.

MEETINGS

All Team Managers and individually entered riders are required to register within this
time. A current Cycling Australia membership or UCI license must be presented for all
riders, Team Managers and Convoy Drivers. Team Managers can present licenses on
behalf of riders representing their team.

Equipment

The Tour de Brisbane will provide signage for each car. Teams must bring their own
equipment including flashing light and UHF radio. A very limited amount of extra
equipment is available to pre-book to sign out and return at the end of the race.

Convoy Code Of Conduct

All drivers in the convoy must adhere to the Convoy Code of Conduct. Refer to appendix.

EVENT INFORMATION

Sign-On

All riders will be required to sign on from 60 minutes prior to race start and up to 15
minutes prior to race start.

Sign-on will be located at the start line. Teams are asked to sign on as a collective.

Presentations

A presentation ceremony will take place within 20 minutes after the finish. Riders are to
present themselves dressed in team kit with shoes to event staff located at the marquee
adjoining the presentation stage immediately after the finish.

Top three place-getters will be presented in addition to all classification leaders. If a rider
fails to present themselves for presentation the rider will be penalised. The final
presentation at the conclusion of the event will include the leading NRS classifications.

Neutral Service

Neutral Service will have two cars within the convoy. They will provide mechanical service
in the way of wheels and water.

Each team is required to provide one pair of spare wheels to be used for neutral service.
Please bring these wheels to the team managers meeting on the Saturday afternoon
prior to race start on Sunday.

All wheels taken from neutral spares must be returned to the neutral service car
immediately at the conclusion of the race.

Race Convoy

Teams are permitted a single race convoy vehicle to travel with the race to support their
riders.

VEHICLE HEIGHTS

Maximum vehicle height is 1.66m.

The maximum vehicle height with bikes on the roof must be less than 2.3m as there are
low tunnels on course. It is the team’s responsibility to be under this height as there are
no deviations available.

Race Numbers

Riders will be issued two body numbers, a frame plate and transponder. Please fit them as
shown in the following diagram.

Numbers may not be cut, folded or modified in any way. Riders will be penalised if this
occurs.

Please return transponders to the finish line at the completion of the event. Any rider
failing to return their transponder will incur a $50 administration fee. Lost or damaged
transponders will result in a replacement penalty of $130.

Feeding

Feeding will only be allowed after 30km from the start and up to 20km to go.
Feeding from team vehicles will be permitted where safe to do so and only with permission
from the Chief Commissaire or Commissaires.

Penalties

UCI/CA/NRS scale of penalties will apply.

Timing & Results

The timing system produces live results which are only provisional until signed by the Chief
Commissaire and posted to the noticeboard. Concerns and queries should only be
addressed to the Chief Commissaire please.

Littering

Riders must not discard bidons or rubbish of any kind on the roadside.

Teams must take responsibility for their own litter and return it to the team vehicle. Riders
found to be littering will be fined in accordance with local laws and technical regulations.

In the event a rider cannot be identified, but his/her team can, the team will be fined.

Urinating

Riders are advised that it is an offence to urinate in public. Penalties will be imposed on
those who choose to ignore this law.

Toilets are located at South Bank as per the venue map.

Rider Support Parking

Rider and Support parking is available at the South Bank Parklands via Tribune Street.

Teams wishing to set up tents and marquees are welcome to do so on Little Stanley
Street as shown on the venue map.

Any teams found to be parking vehicles or setting up infrastructure outside of these areas
will be asked to relocate to the designated area.

Please note that Council have the ability to fine any teams who do not follow local
regulations and teams may be penalised at the discretion of the race commissaires and
race organisers.

Medical Services

The event will have a First Responder personnel following the Road Race at all times.

In the event of an emergency incident, follow the advice of the chief commissaire.
Evacuation details are included in the appendix.

If there is an incident, the medical staff can be reached via the Base Radio. In case of a
serious emergency, please phone ‘000’.

Technical Regulations

The event will be conducted under the rules and regulations of the UCI and Cycling
Australia. The UCI and Cycling Australia scale of penalties will apply. For more information
please refer to the Cycling Australia website – www.cycling.org.au

Type of Event

The event forms part of the National Road Series, the feature series on the Australian
road racing calendar, with teams and individuals competing for national recognition.

The series is conducted under the direction of Cycling Australia with the aim of improving
the standard of domestic competition and creating a stepping stone for riders looking to
compete overseas.

PARTICIPATION

The event is open in order or priority to:
• NRS Registered Teams
• International Teams
• Wild Card Teams

Individual entries: composite teams may be formed from individual entries at the
discretion of the Event Organisers.
Individual riders are required to race in their registered club kit. Men Teams: Min 5 - Max
7 riders per team. Women Teams: Min 4 – Max 5 riders per team.

Classifications
Winner - Yellow Jersey

The outright winner shall be the rider who completes the course in the least time.

INDIVIDUAL SPRINT POINTS CLASSIFICATION - GREEN JERSEY

Points will be awarded for intermediate sprints as follows:

In the event of a tie on points for the sprint classification, the finish classification shall be
used to separate tied riders.

King/Queen Of The Mountains Classification - Polka Dot Jersey

Points will be awarded for KOM/QOM sprints as follows:

In the event of a tie in the King/Queen of the Mountains classification, the finish
classification shall be used to separate tied riders.

Young Rider Classification - Blue Jersey

The young rider classification will be determined by placings on the finish classification for
riders born in the year 1998 or later (under 21).

Teams Classification

Refer to UCI Article 2.6.016.

Time Limits

A finishing time limit of 8% will apply. The Commissaires’ Panel and/or the event
organiser (including Police) reserve the right to adjust this time limit in extenuating
circumstances.

National Road Series Rider Towing Regulations

The Penalties for “Towing Rider”
Penalties can be imposed to:

• Rider
• Team manager
• Team
• Other licence holder in charge of vehicle
Penalties imposed can be any of the following:
• Monetary Fine
• Disqualification
• Suspension
• Warning
• Time Penalty

NRS Standard

The practice in all forms of “Towing Rider” as above and conducted by the above is in
breach of UCI Regulations and Cycling Australia Regulations. In the case of: Rider holding
on to their team vehicle or object (e.g. Taking a “sticky bottle”) or Rider holding on to
another is always unacceptable.

Recognised Mishap Exemption

In the case of a recognised mechanical incident or crash the following exemptions may be
granted by the Chief Commissaire for the team vehicle of the affected rider to “pace” the
effected rider back to the tail of convoy vehicles while being inside “race envelope”

Conditions
Permission will and can only be given by Chief Commissaire via race radio to the team
manager upon confirmation from race official.

Parameters
• Maximum speed is 60km/h
• Distance behind vehicle is 5m
• Maximum distance a rider can be paced by a vehicle is 2km
• Only riders who were impacted by the incident are permitted assistance from team
vehicles
• Noncompliance with the conditions will automatically results in the highest level of
penalties will be imposed without exception to offending rider/s and team
manager/licence holder of vehicle.
• Any rider “dropped” and found to have breached the “intent” of the exception will
along with team manager/vehicle licence holder will be imposed without exception
to offending rider/s and team manager/licence holder of vehicle.

Anti-Doping

Testing may be conducted at this event, and it is the responsibility of the rider to ensure
they are not required for testing prior to their departure. Doping control facilities will be
located close to the finish line each day, if in operation.

Important Risk Information

Risk Response

Control responses necessary to respond to risk will be managed by the Safety Committee
from the Brisbane Metropolitan Transit Management Centre which has CCTV access
across the course and GPS tracking of Commissaires and Medic vehicles across the full
course.

Early Warning System for threats will be activated via public address, websites, social
media channels and SMS.

Evacuations

Information can be found in the appendix.

Emergency Services Access

This is a closed road race; however, in the event of a critical incident on or surrounding the
event, emergency services will take the fastest response route including the course.

Emergency service access onto the course is fully coordinated by the Incident Command
Centre. Emergency services vehicles on course will whenever possible will be escorted by
police motorbikes and will run their lights and sirens passing riders on the right-hand side.

If you hear the sirens – keep your eyes up and be aware of the passing vehicles.
Emergency services responding to critical incidents always retain the right of way over
racing.

Two Direction Flow

There are three places on course that operate with a two-direction flow during the event.
These areas are highlighted in the mocka and maps are in the appendix.

Cones will be placed in sequence on the centre line throughout these sections to keep
riders and vehicles to the left-hand side of the roadway. Riders and convoy vehicles must
keep to the left at all times.

Police motorbikes will be roving the course to ensure riders keep to the left hand side.

Duty of Care

Staying Safe

The Tour de Brisbane is conducted with the consent of the Queensland Police on a course
that offers challenges for riders and requires previous race craft skills.

Race courses are on major freeways, suburban roads, and country laneways, some with
potholes, crumbling edges, no centre lines, blind corners, bridges, tunnels, steep hills, fast
descents, blind rises, farmers, tractors, and very rough surfaces - all which remain
constant threats to inattentive riders.

We urge you to protect yourself:
• Keep your line straight and don’t swerve;
• Eyes up and look ahead;
• Communicate hazards loudly to all riders;
• Stay left, especially when descending;
• Don’t ride across centre lines;

Every effort has been made to ensure your safety while on the course; however if you for
some reason you exit the course, you must obey local traffic laws.

Bike racing is a high risk activity and each rider must know the course, and protect
themselves. The Tour de Brisbane provides an inner city racing opportunity on a variety of
road ways.

Riders who race recklessly will be disqualified immediately. We urge you to place safety
first and the podium last.

Rules and Regulations

As a participant, I agree:
• The Queensland Road Rules apply and the regulations of Cycling Australia;
• Officials will be treated with respect;
• To be bound by the Code of Conduct;
• To not place at risk another rider, an official, or the public.

TOUR DE BRISBANE

This is the big one - you’ve heard it all already: four expressways, three tunnels, two
bridges, and one epic climb up Coot-tha. This course is designed to showcase the
Sunshine State’s capital and gives teams ample opportunity to profile their riders and
sponsors on a big stage.

The 110km Tour de Brisbane starts and finishes from South Bank, rolling through the
CBD and along the riverside.

Passing the vantage point at the landmark Regatta Hotel on Coronation Drive, riders head
up Hale Street, to the Inner City Bypass before reaching the first technical turn into the
Legacy Way Tunnel.

Riders then take another technical turn out of the tunnel and begin to climb Mt Coot-tha.
For the first time ever a peloton will attack the mountain and there will be plenty of action
on both the front side ascent and backside descent.

Returning to the city via the southern tube of the Legacy Tunnel riders face two more
technical turns before a chicane through the cultural precinct.

The busway gives plenty of opportunity for riders to re gather their leaders and we expect
a lot of ground can be gained before exiting at Eight Mile Plains station onto Miles Platting
Road.

The scenery changes from urban to natural through Rochedale, before riders are met
with the pesky and perky hills on Ford and Avalon Roads in Sheldon. Those familiar know
that this will give the field a robust challenge at the pointy end of the morning race.

The busway return will give riders a final chance to set their positions before a final
technical turn onto Grey Street and a sprint past the noise, spectators and excitement at
the finish.

helping secure the region for your race.

UCI BLAST CRITERIUM

Welcome to the Buzz @ Muzz. Thank you to the Balmoral Cycling Club for sharing their
iconic Saturday morning Crit with us. Affectionately known as Muzz, the track at Murrarie
is a purpose built criterium circuit built on the recreation ground. This fast and flat course
is the perfect venue for teams to stretch their legs in a warm up event.

Appendix

Evacuation

In the event of an incident requiring mass evacuation at South Bank, all participants must
relocate and be accounted for at Somerville House, located on Vulture Street adjacent to
Grey Street.

In the event of an incident on course, riders and convoy are to proceed forward on the
course to the nearest emergency assembly point below unless otherwise notified by Radio
Tour.

Convoy Code Of Conduct

The Convoy Code of Conduct applies to all vehicles involved in Race Convoy operations
whether involved with the conduct of the race itself or while performing a role that
interfaces with the convoy operations and/or occurs within the race envelope:

Compulsory Convoy Behaviours

Note: the term ‘vehicle’ refers to both cars and motorbikes.
Note: the term ‘driver’ applies to both car drivers and motorbike pilots

All drivers must attend the Convoy Operations Meeting to undergo a race specific convoy
operations briefing. Date and time will be detailed in the Tech Regs. If this meeting clashes
with other activities, it is the responsibility of the driver to liaise with the Chief Commissaire
to receive these instructions separately.

Failure to attend the Convoy Operations Meeting or actively seek out these instructions
may result in not being able to start.

Misconduct that breaches CA regulations will be disciplined by the Chief Commissaire.
Misconduct that breaches overall race safety and integrity will be disciplined by the Race
Director and/or the Police as appropriate.

At the head of the Convoy is the Police vehicle marked Pilot Car. Vehicles ahead of this
vehicle are considered out of the Convoy.

The tail of the Convoy is the Police vehicle marked Tail End Car. Vehicles behind this vehicle
are considered out of the Convoy.

Drivers (particularly cars) must gain permission to pass any large group of riders from the
commissaire behind that group.

When passing through the convoy, vehicles must only travel marginally faster than the
riders, and use short sharp toots of the horn to indicate passing. Drivers must check
mirrors before deviating left or right.

Wherever possible vehicles should pass the riders on the right hand side of the riders as
per normal Australian road rules. When passing on the left hand side, drivers must use
extreme care and ensure that the rider is fully aware of your intentions to take the inside
line. Drivers must check mirrors before deviating left or right.

When travelling within the race envelope, you must not travel more than 20km/hr above
the speed of the race. Due to high density foot and vehicle traffic, particularly around
schools and shopping strips, safety is paramount. To travel any more than 20km/hr
above the speed of the race, is dangerous, unnecessary and unacceptable. Unnecessary
speeding will be severely dealt with.

When travelling outside the race envelope drivers must obey all normal road rules and
posted speed limits. The Tail End Car will endeavour to wait for any vehicle stopped (to
service a rider, roadside repairs, call of nature) however, extended delays create the risk
of leakage from other road users into the envelope, which in turn puts the entire convoy at
risk. Extended delays cannot and will not be accommodated. Failure to obey road rules
once outside the race envelope may result in infringement notices (fines) being issued by
the Police.

Vehicles must not overtake riders within the final 1km approach to a sprint, KOM or finish
line.

All convoy cars must deviate at the designated deviation point at the finish line under the
direction of the Technical Director. Exceptions to this rule are the Commissaires,
Broadcast Motorbikes and Sag Wagon.

Convoy vehicles must be less than 1.66 metres high.

Convoy vehicles must adhere to the Convoy Assembly Times & Locations as listed in the
Technical Guide.

Towing - maximum $400 and disqualification.

Motor Pacing

1st offence - maximum $100 to rider and driver plus a 1 minute time penalty to the rider.
2nd offence - maximum $200 to rider and driver plus a 5 minute penalty to rider.
3rd offence - maximum $400 to rider and driver plus automatic disqualification to rider.
