If a Junior Exhibitor is found to be in violation of any of the Livestock Department or any Fair rules, he/she and his/her family may be forever disqualified from showing at the El Dorado County Fair.23. A Junior Exhibitor, who in the opinion of Fair Management, 4-H Leader, FFA Advisor, or Grange Leader, fails to conform to or accept the set standards of conduct as designated by his/her organization or by the rules of the El Dorado County Fair, they may be disqualified from competition and removed from the fairgrounds along with his/her entries. This decision may be made at the discretion of his/her leader, advisor or Fair Management.24. The Fair management shall reserve the right to vacate, declare ineligible for competition, and/or order the removal of any entry which is not in the best interest of the Fair, is unsightly, unhealthy, injured, lame, unsound, endangers public safety, violates the Fair’s Animal Welfare Policies, or has been involved in violation of these rules and regulations.25. If an exhibitor is disqualified at any local, county, regional, state or national show they will be ineligible to exhibit at the El Dorado County Fair for at least one (1) year, if not disqualified from exhibiting permanently. This may also apply to siblings if the violation was associated with ethical practices.EXHIBITOR & PARENT CONDUCT26. Fair Management reserves the right to immediately remove any exhibitor from competition and/or the Junior Livestock Auction, as well as withhold awards, void sale of Junior Livestock Auction animal, and revoke exhibiting privileges for a period of 13 months from the date of the infraction for “unacceptable conduct” by the exhibitor and/or immediate family member of the exhibitor as described in the Adult’s Code of Conduct Form. Examples of “unacceptable conduct” are, but not limited to:a. Possession and use of alcoholic beverages by a minor, under the age of 21;b. Possession and use of all tobacco products, under the age of 21;c. The use of any drugs other than prescription medication;d. Smoking in the barns or non-smoking areas;e. Violation of curfew without permission;f. Obscene language or gestures directed to any judge, employee, fair official, another exhibitor and/or their parent;g. Criticizing or interfering with the judge, show management, or other exhibitors while in the show ring or other conduct determined detrimental to the show.h. Any acts of bullying toward another exhibitor, parent, or Fair Staff.i. Interrupting or actively getting involved in an event or situation that does not personally affect you.27. Exhibitors, their immediate family and agents thereof, who do not cooperate with Security Personnel or other Fair Officials in all matters of policy, including but not limited to parking, stall/pen/space assignments, and judging, will have their entries cancelled and will be ordered to remove their exhibits from the grounds immediately and forfeit all awards, premium monies and sale proceeds. All parties involved will not be allowed back on the grounds for the remainder of that fair year. Failure to adhere to this rule may result in being disqualified from future El Dorado County Fairs.28. Exhibitors, their immediate family or agents thereof, causing public disturbance, those that are verbally abusive, those that are uncooperative and/or unsportsmanlike, those not following good animal welfare practices as determined by management, or those found in violation of rules or in practices inadmissible with the Fair program and/or policies/procedures shall be penalized. Penalties shall include forfeiture of awards, premiums, sale proceeds,and/or removal from fairgrounds.ELIGIBILITY REQUIREMENTS29. All entry forms must be signed by a leader, advisor, authorized agent, and parent if exhibitor is under the age of 18, before being submitted to the Fair Entry Office, and prior to the close of entries.30. The Junior Livestock Department is restricted to members of FFA, who are under the supervision of the Bureau of Agricultural Education; members of the 4-H Youth Groups, who are under the supervision of the University of California Cooperative Extension; members of the California State Grange and Independent Exhibitors. All Exhibitors must be enrolled & active in these programs in El Dorado County.31. Junior Livestock Exhibitors must meet the attendance requirements and/or qualifications set forth by their respective organization. Responsibility of enforcement of membership requirements rests with the leader or advisor of that organization. Local clubs and chapters may strengthen the Fairs’ local rules but may not detract from them. Any 4-H Project Leader or Community Leader/4-H County Youth Advisor/FFA Advisor/Grange Leader has the authority to pull ANY fair entry that is under their supervision at any time prior to the entry being officially weighed-in, if the exhibitor(s) has not met the requirements set forth by their respective organization.32. The El Dorado County Fair has the right to refuse entry forms signed by unauthorized leaders and/or advisors. Before entry deadline, Fair management also may ask that the community leader and/or County 4-H advisor to sign/authorize entries if proof and/or suspicion of wrong-doing has occurred.33. The El Dorado County Fair reserves the right to request the birth certificate of any exhibitor to verify age requirements.34. All market animals will be weighed upon arrival at the fairgrounds. No entry will be judged unless it is weighed in. ONE WEIGH IN ONLY! NO SECOND WEIGH IN. WEIGHT MASTER’S DECISION IS FINAL!35. All cattle must have a transportation slip when transporting cattle to and from a fair, per CA Food & Ag Code 21054, and it must be turned in at the scale.36. In order to comply with State Laws regarding lotteries, no raffles of any nature may be held on the fairgrounds during the fair. No for sale signs are allowed on the fairgrounds during the fair, other than exhibits that qualify for sale.37. Exhibitors must compete in showmanship of the species they wish to sell in the Junior Livestock Auction.38. Livestock shown in showmanship must be owned (or leased for alpacas and horses) by the exhibitor, entered by the exhibitor, and shown in an appropriate market, breeding, or performance class. If the exhibitor has a market animal sifted, the exhibitor may use this animal for showmanship only if this is the only animal the exhibitor brought to the fair, and it is shown in either the respective feeder class or heavyweight class for that species.FFA MEMBER EXHIBITOR REQUIREMENTS39. FFA Members in good standing are entitled to compete in the FFA department for one calendar year following the year in which they graduate from high school, if they are approved by their High School FFA Chapter and Advisors. Entry forms for “one year out” students must be signed by the advisor of their “original” FFA chapter.40. All FFA exhibitors must be in FFA uniform when showing their animals in FFA divisions or be disqualified from the class/auction. The official El Dorado County Fair FFA uniform shall consist of white pants, white dress shirt, the official FFA jacket zipped to the top with the official FFA necktie or scarf and closed-toed shoes/boots. Shirts must be tucked in and have short or long sleeves (not sleeveless). Hats or headgear of any kind shall not be worn with the official show uniform while exhibiting. Any exhibitor not conforming to these qualifications will be disqualified from the class and/or auction. Horse exhibitors may wear blue jeans and must wear cowboy boots at all times while competing.

All breeding animals shall be identified by a permanent number (ear tag, legible, easy-to-read tattoo, ear notch, leg band or electronic identification) on the animal and recorded on the entry form.69. All animals in “breeding animal” registered divisions must be registered and recorded with the applicable breed association in the exact name of the exhibitor (owner) as declared on the entry form.70. Original Registration Certificates must be available on request at any time. All registration papers must be reviewed and verified by the Livestock Office before entries are allowed to be judged.71. Any animal that is registered through a breed association must be entered in a registered division, if offered.72. All animals with ear notching or tattoo identification must have been tattooed or notched prior to arrival at the Fair.73. All market beef, sheep, swine, and goats must be identified by an ear tag provided and made available at the fair office. All 4-H Club project leaders, FFA Advisors and Grange Leaders shall pick up the ear tags from the fair office to distribute and assist their club/chapter members in tagging. Ultimately, it is the responsibility of the exhibitors to have their animals tagged by the deadline entry and tagging date. Hogs must have the tag affixed with the large number on the back of the ear facing outwards with the button on the inside of the ear, while Beef & Sheep must have the tag affixed with the large numbers on the inside of the ear facing out and the button on the back side of the ear and Market Goats shall have the tag affixed facing outwards on the back side of the ear with the button or tag back on the inside of the ear, preferable on the left ear.74. Ear tags must be securely attached and remain on the animal at all times unless removed by fair personnel. If an ear tag has to be replaced, for some acceptable reason, the exhibitor must submit a new picture within two (2) business days to the Fair Office proving it’s the same animal as originally tagged in, with the new tag installed.75. Any removal and/or switching of ear tags of market animals after the tagging deadline is PROHIBITED. If proof of removal and or any wrongdoing is determined by Fair Management, (1) The animal(s) will be disqualified from the show and/or auction, (2) All awards and auction proceeds will be forfeited, and (3) The exhibitor may be disqualified from exhibiting at the El Dorado County Fair indefinitely.76. Ear tag photos that are due with Ownership Documents are for the protection of the exhibitor, so it is in your best interest to show the best identification photos as possible, clearly showing any specific identifying features of each animal. A photo of the exhibitor with the animal, ear tag installed and clearly visible or other identification/registration numbers, plus any identifying features on the body of the animal, is essential.ETHICAL PRESENTATION & TREATMENT OF LIVESTOCK77. Animals will not be muzzled while on the fairgrounds.78. All forced application of products whether from a drench gun, tube (paste) or a syringe are PROHIBITED. Anyone administering any kind of product that the animal does not have a choice to ingest on their own is not allowed, and exhibitor will be in violation of the code of conduct and may be subject to disqualification. Anyone found in violation of this rule without the supervision and direction of a fair veterinarian or a designated fair official, will result in exhibit and/or exhibitor being disqualified.79. The showing of unethically fitted livestock is prohibited. Unethical fitting will be deemed to consist of any method of altering the natural confirmation of any part of the animal’s body, including, but not limited to applying artificial materials (inorganic or organic) to increase or decrease hair length or density, operations of tampering with the animal’s natural condition of internal or external tissue including filling/pumping fluids into their stomach, using any product or device that may act as an irritant or counter-irritant or the illegal or improper use of drugs. Anyone found in violation of this rule will be disqualified and all awards will be revoked, and this infraction will be reported to the organization which the guilty exhibitor is a member of.ANIMAL HEALTH & MEDICATION RULES80. Upon arrival all Poultry will be required to pass a health inspection performed by the Fair’s Poultry Health Inspector. At the time of check-in all rabbits and cavies will be required to pass a health inspection.81. All Swine, Sheep, Goats and Beef entered for exhibit at the fair will be required to pass a Health Inspection by the Fair’s Veterinarian as they arrive on the grounds. Any animal that does not pass the health inspection will be required to be removed from the grounds immediately and if the decision is questionable the animal will be moved to a quarantine pen and the Fair Veterinarian will make the final determination as to whether the animal is safe to be exhibited or not. The Fairs’ Official Veterinarian’s determination in health standards of any animal is final. No outside vet correspondence in argument of judgment will be accepted.82. If an animal requires medical treatment while on the fairgrounds only the Fair’s Official Veterinarian will be allowed to administer any drug or can advise another veterinarian to care for an animal in their absence. The Livestock Superintendent must be notified when there is evidence of illness in any animal entered for competition. If visit is required by the Fair’s Official Veterinarian, the Fair will pay for the travel expenses & examination fees only, all other costs will be incurred by the exhibitor.83. Any medication administered to a market animal with a withdrawal period that extends past the date of the sale must submit a request to the Fair Management for approval. Approval will depend on the harvest facility’s capability to house & care for the animal through the withdrawal period until safely processed. The Exhibitor will be responsible for all expenses incurred. The Fair’s management team will consult with the Junior Livestock Auction committee and a plan will be developed on a case-by-case basis.84. Animals deemed unhealthy or dangerous by the Fair’s Veterinarian or Fair Management will not be allowed to remain on the fairgrounds. Animals must be tame enough to show and will be dismissed and awards withheld if in the judge’s or the Fair Management’s opinion the animal is a safety risk to anyone present. The exhibitor must be able to handle their own animal by themselves at all times and demonstrate this to management if requested. If they refuse, the animal will automatically be dismissed from the show and removed from the fairgrounds. All steers must pass a “safety check” prior to entries being accepted.FITTING AND SHOWING85. Junior exhibitors are responsible for the handling, daily care, and fitting of their own animals. It is the exhibitor’s responsibility to supply their own feed, water receptacles, and cleaning tools, including wheelbarrows, for stalls, pens and animals. Any “non-exhibitor” violating this rule, may cause the exhibitor they are helping to be disqualified and excused from competition.86. It is the intention of the Fair Management that the majority of the livestock fitting is done before the animal arrives at the fairgrounds and the Junior exhibitors do all the caring for their animals. Leaders/Advisors may demonstrate methods to the exhibitors only. Exhibitors must do the actual work. Adults and non-exhibiting youth are prohibited from performing work on Junior Exhibitor’s animals while at the fairgrounds. Exceptions to this rule would be animals that are sick or need medical attention or are obvious safety issues. Any person found guilty of breaking the above rule shall be subject to discipline as deemed appropriate by Fair Management. Infractions of this rule may be grounds for the Junior Exhibitor and animals involved to be disqualified. Fitting and grooming are only allowed by El Dorado County Fair entered exhibitors with livestock wristbands, showing animals at the 2026 El Dorado County Fair. No sidewalls are ever allowed on fitting tents.

Juniors, who for extraordinary & emergency reasons cannot show their own animal, must make arrangements for showing that are acceptable by Fair Management, or be disqualified from competition. Contact the Fair Office to make these arrangements and receive permission in writing prior to arrival. See rule #21 for more specific information.88. Exhibitors will be required to fit and groom their animals in fitting areas designated by the Fair. Blocking Chutes, Generators, Pop up Tents, and/or Trim Tables will be assigned specific locations. Blocking Chutes, Generators, and Trim Tables that are placed in unapproved locations shall be moved or removed by fair staff without warning.89. No one, with the exception of the judge, exhibitors, fair staff & fair volunteers will be allowed in the show ring once the show has started. Violation of this rule will cause disqualification of the exhibitor and forfeiture of any premiums.WEIGH IN90. Exhibitors are only allowed to bring two market entry across the scales for the official weigh-in.91. The only scales that will be used for the purpose of the official weigh-in shall be those that are calibrated for the El Dorado County Fair and staffed by Fair personnel. Portable scales are not allowed on the fairgrounds. WEIGHMASTER’S DECISION IS FINAL!92. All market animals are required to be weighed in by the schedule for that species. Any animal that does not receive an official weight during the designated time period shall be ineligible for competition.93. If the exhibitor has a market animal that is weight sifted, the exhibitor may use this animal for showmanship as long it is shown in the feeder class or heavyweight class.94. No wet, blanketed or muddy animals will be allowed to be weighed. Sheep must be shorn per Competition Handbook requirements prior to being weighed.95. The fair scales will be locked and unavailable for use prior to fair once they have been certified by the Weight & Measures Department.BARN HOURS, STALLING & PENS96. Exhibitors are required to clean out and remove all bedding from their animal stalls by no later than 10 am Monday following the fair. Failure to comply will result in a financial penalty.97. The large animal barns (Beef, Sheep, Swine, Market Goats) will be open and available from 5 am to 10 pm. No one is allowed to enter the large animal barns from 10 pm to 5 am unless authorized by Fair personnel. Fair Security will patrol the barn area during this time. This will be strictly enforced and violation to this rule will be subject to disqualification and immediate dismal and/or removal from the County Fair.98. The small animal barns will be open and available from 7 am to 10 pm. No one is allowed to enter the small animal barn from 10 pm to 7 am unless authorized by Fair personnel. Fair Security will patrol the barn area during this time. This will be strictly enforced and violation to this rule will be subject to disqualification and immediate dismal and/or removal from the County Fair.99. Pens and stalls will be assigned by Fair Management. Space may not be traded, and no altering of pens or stalls is allowed without approval from the Livestock Superintendent.100. Wood Shavings and Wood Pellet Shavings are the only allowed bedding materials. Animal pens must be bedded at all times.101. Stalls, pens, and aisles must be cleaned by 9 am each day.102. Stalls, pens, and animals must be neatly kept and supplied with necessary, approved, clean bedding. Pathways and approaches must be kept clean at all times for the convenience and safety of spectators.103. All cattle must be tied comfortably within their stalls but not so loosely, that they can come in contact with their neighboring calf, additionally during the night each animal in the beef barn must have a safety neck rope installed and tied correctly for added safety.PUBLIC SAFETY104. Animals that lack proper control and/or get loose may be disqualified at the discretion of the Fair Management for public safety purposes.105. Blocking Chutes/Fitting Tables: No blocking chute/fitting table will be allowed in spaces other than those assigned by the barn chairperson or Livestock Superintendent. Failure to keep blocking chutes in assigned locations shall result in disqualification.106. Pop-Up Tents – refer to the Pop-up tent policy & information page. Any violation of this rule may result in disqualification.107. Generators: No generators will be allowed to operate within the Livestock Barns. All generators must be operated outside the barns. All portable electric generators must be equipped with Ground Fault Interrupter outlets. Storage of gas cans or any other flammable liquids are not permitted inside the livestock barns.108. Extension Cords: Extension cords used to distribute power to electrical apparatus shall be rated 15 amps minimum and contain a ground wire. Cords not meeting these requirements shall be confiscated for the duration of the Fair. No electrical cords are allowed in any public walk spaces.109. Aisleways should remain clear and provide a safe path of access for the public to view the animals.110. Heat producing appliances such as heaters, electric skillets, toasters, coffee makers, BBQ grilles of any kind, hot plates and any other appliances that may be used for cooking purposes shall not be permitted in the barns or anywhere on the Fairgrounds. Electrical devices in good repair and properly maintained, used in direct connection with the care of the animals may be exempt.111. Fire hoses, fire extinguishers or other fire equipment shall not be used except in cases of emergencies. These devices shall not be blocked or obstructed at any time.112. No dogs are allowed on the fairgrounds. Guide or Service dogs, dogs in competition or as part of an exhibit, entertainment program or demonstration and the Fair dog show entries are the only exceptions. Any dog found in the livestock barns will be subject to removal by Fair Security or Animal Control, and the exhibitor subject to disqualification and/or loss of premiums.113. NO motorized scooters, razor scooters, bicycles, skateboards, roller skates/blades, wheelies, or hover boards are allowed on the fairgrounds or in the livestock area, including the three days before the fair officially opens.114. No outside alcohol may be brought into the Fairgrounds, period.115. Alcohol use inside the Livestock area (barns, show ring, etc.) MUST NOT be accessible to minors.116. Camping in the RV livestock area is a privilege. Adult supervision of minors in RV area is expected at all times.SHOW SCHEDULE, ARRIVAL AND DEPARTURE117. Each exhibitor shall be expected to show animals in accordance with the schedule for judging as printed in the Competition Handbook or posted. Refer to the “Load-in, Release & Tear Down Information Page” for all necessary allowable times for setup, teardown and removing non-sale animals. This schedule is subject to change by Fair Management, and such changes will be posted or announced at the Livestock Office. Judging will not be delayed for exhibitors entering the show ring late. Any exhibit not presented promptly at the scheduled time will be ruled out and be disqualified from competition in the class in question.118. All animals must be received and in place within the allotted time period listed on the schedule of events. No late arrivals will be accepted.119. No animal will be released before the scheduled release time. Emergencies requiring an early release such as a sick or injured animal, may, at the

All market exhibitors that sell at Auction MUST participate in the Showmanship Class for the species they are selling, to be eligible to sell.Q. No grounds marketing allowed for animals not selling in the Auction.R. Auction checks will be mailed by the Junior Livestock Auction Committee (not the El Dorado County Fair Association) to the address listed on the seller’s entry form within 30 days of sale, or when all buyers have paid, whichever comes first.S. In order to show an animal in a market class and to sell an animal in the El Dorado County Fair Junior Livestock Auction, it is mandatory that the exhibitor attend Livestock Quality Assurance training online or an in-person training conducted by a California state certified instructor. If an in-person class is offered, signing in on the roster is essential for providing proof of attendance. This training is an annual requirement and will only be valid for the current year the class was taken.T. Animals sold at the Auction may NOT have used any added hormone treatments. All animals sold at the Auction must adhere to all properly labeled withdrawal requirements for all antibiotics, de-wormers and other pharmaceuticals. In the event that an animal does not meet the antibiotic, dewormer, or other pharmaceutical withdrawal requirements at the time of the health inspection, a protocol will be implemented, involving the Fair CEO, Livestock Superintendent, Junior Livestock Auction Committee, and the exhibitor.U. Hogs fed Paylean are not to be sold or processed; if the carcass exhibits signs of being fed Paylean the carcass will be subject to inspection by the processing plant and not approved for resale. VETERINARIAN: AN OFFICIAL VETERINARIAN WILL BE ON THE GROUNDS AT LEAST ONCE EACH DAY.HE/SHE IS RETAINED BY THE FAIR ASSOCIATION TO BE ON CALL.ANY EXPENSE INCURRED FOR HIS/HERS PROFESSIONAL SERVICES ADMINISTERINGTO AN EXHIBITOR’S ANIMAL IS THE RESPONSIBILITY OF THAT EXHIBITOR.INDEPENDENT RULESA. I recall reading something about providing documentation similar to a 4-H project report, but I’m not sure what that should be, who it gets sent to and by what date.Independent exhibitors should keep a logbook, similar to the project report, and bring it to Fair.D. How do we get an ear tag? Can we have our previous project leader come out if she is willing?The previous project leader is a great choice if she/he is willing. If not, we have ear tags and gun in the Fair office. Please call ahead to make certain they have not been loaned out.E. The swine classes all indicate a # for either 4-H or FFA. I know he’ll be showing in one of the groups, but I don’t know what # I am supposed to put on the entry form.14 and over exhibitors will enter in FFA class and 13 and under exhibitors will enter in 4-H class.F. 4-H is collecting fair sponsorships. Do I need to contribute in any way or is this optional?That is strictly a 4-H project where they raise money for their own awards.G. Exhibitor’s age is as of January 1, the Fair year.H. I noticed the weight range for hogs has changed this year to 215-300. I wanted to confirm this is true. The pigs don’t like to diet too much!Market Hog weight should be 215 – 300lbs.
