Notes
Where the hoarding or overhead protective awning is for or in connection with building work to which a building
permit is required, decision regarding the requirement for, and the approval of the form of precautions is the
responsibility of the relevant building surveyor.
Conditions
Applicants are advised that a Hoarding/Protective Overhead Awning Permit will be issued subject to the
following General Conditions unless agreed and authorised otherwise.
Specific
1. All signage and traffic management to be in accordance with AS1742.3 and VicRoads Worksite Code of
Practice.
General
1. Hoarding Permit are issued on the condition that public liability insurance is in place for its duration – for
minimum cover of $5 million against any claims of injury or damages resulting from the placement of the
hoarding or protective awning with respect to building work.
2. The placement of hoardings is to comply with Australian Standards 1742.3 as well as Australian Standard
1158.1 and VicRoads standards for road occupation.
3. Every hoarding and overhead protective awning shall have fitted to it such lights as may be required and all
such lights shall be lit before or at sunset each day and kept alight from sunset to sunrise. If electricity is not
available on the site, a temporary supply shall be provided for the lights; as necessary.
4. Hoardings, overhead protective awnings and protective barriers shall be erected in such places to preserve
public safety and in accordance with the endorsed drawings with this permit.
5. At least 48 hours before erecting, placing in position or removing any hoarding or overhead protective
awning or other item or thing beyond a public street alignment, the person in carrying out the building work
shall give to the relevant building surveyor notice in writing of his or her intentions so to do.
6. Before building work is commenced the relevant building surveyor must ensure that any hoardings or
overhead protective awnings have been designed and constructed in accordance with engineering
principles to provide for safety of the public and furnish a certificate of inspection verifying so to the Council.
7. Storage of material, equipment, erection of site offices or staff-amenity sheds on an overhead protective
awning shall not be permitted unless described specifically by this permit.
8. Every hoarding and overhead protective awning shall be so constructed as to leave all traffic signals and
signs in the vicinity clearly visible to motorists and pedestrians at all times.
9. No rubbish or building materials shall be left in or on road or Council land.
10. Every stormwater channel adjacent to the space to which this report relates shall be kept clear of
obstruction at all times.
11. Concrete spilt on to the roadway or the footpath of any street or road shall be removed immediately by the
person carrying out the building work. Equipment used for transporting or handling concrete shall not be
washed in or on any street, road, or public place; and concrete shall not be washed into any underground
drain.
12. Vehicles shall not cross any footpath to gain access to the site of the work or project in relation to which this
report is issued, unless an approved vehicular crossing has been constructed.
13. No hoist for lifting materials or fixed crane shall be erected in or on any road without prior approval from the
Authorised Officer.
14. The hoisting of building materials such as heavy structural steel, timber, concrete, concrete blocks, bricks
and similar materials that may be hoisted outside a building under construction shall be in accordance with
the following requirements:
The vehicle carrying the material shall be drawn up close to the kerb.
All hoisting shall be vertically from the hoisting zone. The materials being hoisted shall not be swung out
over the street or road. They shall be raised without delay to the requisite height and then swung directly on
to the building site. At all times while hoisting is in progress, the boom gates at the ends of the hoisting
zone shall be at right angles to the kerb.
No hoisting of heavy materials over a footpath shall be carried out while pedestrians are present, including
under any overhead protective awning.

Small building materials such as concrete blocks, bricks, sand, screenings and the like shall be hoisted in
containers of sound and strong construction properly suspended, and such containers shall not be filled
beyond the level of their sides.
Where there is a lane or right of way at the rear or side of the site of the building under construction, no
deliveries or other occupation (either full or partial occupation) of that lane or right of way are permitted
unless prior approval is given from an Authorised Officer or Relevant Authority.
15. The operation and erection of plant when working within restricted overhead powerline zones are subject to
special provisions. Prior to the erection of any crane, concrete placing booms, excavating equipment or
similar equipment or any elevating work platforms or any erection of scaffolding or the like, the person in
charge of carrying out the proposed works must notify the relevant power authority and obtain written
permission before commencing work. Work should not commence prior to a pre-start/job meeting and a risk
assessment being completed. Works are also to be carried out the requirements of the power/Work Cover/
OH & S &/or other relevant authority.
NOTE:
An applicant must ensure that a current and active traffic management plan is in place for the duration
of the project as necessary.
