ABSTRACT
This study aims is to examine the implementation and effectiveness of Public Sector
Condusive Ecosystem Or (In Malay: Ekosistem Kondusif Sektor Awam-EKSA) which has been
introduced since January 2014 as an initiative to improve 5S Practices which is now rebranded
to Public Sector Conducive Ecosystem (EKSA) by maintaining the principles of 5S practices. We
have done this research at one mosque which is, Mukim Terusan Limbat, Pondok Pasir Tumboh
Mosque, Kota Bharu, Kelantan. The objective is to study, research and find out the layout and
facilities provided to identify the problems in the mosque that we have chosen and then from
which angle needs to be improved and which are not necessary. To further strengthen the
information and data obtained, observations and interviews were also used in completing and
completing this project. From this study, we can conclude that the practice of 5S can have a
positive impact on an organization, especially in the MukimTerusan Limbat, Pondok Pasir
Tumboh mosque if practiced.

1. INTRODUCTION TO PUBLIC SECTOR CONDUSIVE ECOSYSTEM or
(In Malay: Ekosistem Kondusif Sektor Awam - EKSA)
First and foremost, the Public Sector Conducive Ecosystem Or In Malay: Ekosistem
Kondusif Sektor Awam (EKSA) is a rebranding of practice of 5S that has been introduced since
January 2014. The EKSA introduced is not intended to replace the existing concept of 5S
Practices, but to improve the 5S elements by supporting the creation of a conducive work
environment. The pratices 5S is a workplace organization technique composed for five primary
phases. It is very important creating a good place environment for example, based on quality,
clean and tidy. It is also to increase the efficiency and effectiveness of the management of the
organization.
Firstly, the 5S we can see based on sort. Sort can be refers to keep only necessary items
in the workplace. It is to avoid our workplace looks so messy. When we work in messy, we will
stress and will effect our task. The example of necessary items are medicine, pens, computer and
others important equipment. If we always keep our workplace neat, it will make people will think
that we are a great worker.
Secondly, the practice of 5S is set in order. Set in order can arranges items to promote
efficient workflow. It is to make us easier to pick something. It also can avoid our items from being
missing. This can avoid our work for being interrupted because we don’t need to waste our time
to search something.
Thirdly, the practice of 5S is shine. Clean the work area so it is neat and tidy. Apart from
that, it also can avoid from animals such as snake can live at the area. This can determine our
safety at workplace more. So, Improve the 5S elements by supporting the creation of a conducive
working environment.
Next, the 5S is standardize. Set standards for a consistently organized workplace. This
can help us to be such a dedicated worker. It is because research shows that 99 percent of
dedicated worker is setting standards for a consistently organized workplace.
Lastly, the 5S is systematize/sustain. Maintain and review standards. This element is very
important if we are worker. It is because it can avoid ourself from being a not dedicated worker.
A systematic arrangement will make it look more tidy and comfortable in the area.

a. Objectives Of Public Sector Conducive Ecosystem Or In Malay: Ekosistem
Kondusif Sektor Awam (EKSA)
Public Sector Conducive Ecosystem Or In Malay: ekosistem Kondusif Sektor Awam
(EKSA) objective is also a step in rebranding, which is deemed appropriate and in line with current
changes and requirements to improve the performance and competitiveness of the organization.
In addition, to foster a creative and innovative culture among public sector departments/agencies.
Public Sector Conducive Ecosystem (EKSA) has five (5) objectives.
The first is, to enhance the corporate image. This is meant to be clean, comfortable and
in line with the agency’s identity. Uniform values, ethics and work norms are also important in
creating a positive corporate culture. Corporate image is very important in an organization
because it can describe the organization is advanced or not. Every organization should always
find a way to show the corporate image in their organization. For example, hiring specialized
employees to clean, cheer and so on in their company. Clearly, one of the objectives of Public
Sector Conducive Ecosystem (EKSA) is to create a corporate image.
Furthermore, the second objective of EKSA is, to create a conducive work environment.
A conducive environment is very important in strengthening the culture of high -performing and
innovative organizations among public sector departments or agencies. Conducive work
environment practices can be demonstrated by providing customer-friendly services and facilities
for customers with disabilities. For example, providing segregation of regular customer service
counters with disabled customers. It can speed up work and make it easier for customers. For
example, in terms of safe, clean, tidy and comfortable at all times. In addition, it also helps
increase the level of stakeholder and customer satisfaction with the services offered.
Next, fueling creativity and innovation activities is a third objective of Public Sector
Conducive Ecosystem (EKSA). In an effort to improve workplace productivity, EKSA encourages
departmental or agency staff in each organization to cultivate elements of creativity and innovation
while performing their respective duties and responsibilities. The ever -changing public sector
environment demands the creation of a dynamic organizational culture based on creativity and
innovation. Departmental or agency staff are encouraged to work outside the box to create a
conducive work environment.
7
Moreover, objective of Public Sector Conducive Ecosystem Or In Malay: ekosistem
Kondusif Sektor Awam (EKSA) based on the creating agency. This can be evidenced by the
introduction of new evaluation and auditing models that include criteria and generics. The
approach practiced previously is found to be less effective in departments or agencies in today's
sophisticated world. For example, the variety of agencies that need to be created and
implemented are in schools, hospitals and others.
Finally the last objectives of EKSA is, creating a go green campaign. Go green is a form
of awareness campaign for everyone aimed at preserving and protecting the earth from the
dangers of "global warming" which is increasingly worrying the effects of irresponsible human
actions and actions. This campaign is very important because most people like to waste electricity
such as turning on lights, fans, aircond even when no one is around. Those in charge need to
ensure that their employees practice this go green practice. For example, turn off the electrical
switch when not in use. Therefore, creating a go green campaign is also objectives of EKSA.

2.1 Background of the Mosque
The Mukim Terusan Limbat Mosque is a mosque located in Mukim Terusan, Limbat

Public Sector Conducive Ecosystem or (in Malay: Ekosistem Kondusif Sektor Awam -
EKSA). It is a policy introduced to the public sectors that makes a department more conducive to
the environment and also adopts the 5 best elements in organizational management. Among the
5 elements applied in the organizational structure of our task is the arrangement of the
infrastructure of the mosque building itself. Where we can see the building structure that
completes a mosque that is there is a dome, mosque building, arrangement of internal and
external areas of the mosque and the facilities has provided. There are several places/zones that
have been identified to be examples of spaces applied in the EKSA element.
13
Figure 1 Figure 2
The zones/areas that are said to be in the Mukim of Terusan Limbat, Pondok Pasir
Tumboh Mosque are the main prayer rooms for men to perform obligatory prayers and Friday
prayers. In this section, we can apply some elements of EKSA or 5S. The appropriate elements
in this main room are sort, set in order and shine. This refers to the mosque is equipped with a
carpet for the position of a person in a line to perform prayers. In addition, the mosque has a
members/bureau assigned in cleanliness, welfare, activities and organizational development. So
it covers the aspects among there are introduced in 5S.
The organization is shown on the side that refers to the
systematized/sustainable of ESKA element. This is said
because, the members who apply this element where we can
see the internal affairs of the mosque is more managed and
systematic. It is because has a body that acts in controlling and
clean-up of mosque area. Therefore, the space or area inside the mosque will be controlled and
monitored by the mosque organization to ensure cleanliness and safety of the mosque
environment is guaranteed. The ESKA element should be practiced in every organizational body
and public sector. This will produce an effective output and ensure a conducive environment in
accordance with the identity of the organization.
Figure 3 Figure 4
14
In the EKSA element there is also a standardize that makes a place will be organized. It
will create a conducive atmosphere to be used as a reading space. For example, in the mosque
of our task, as we can see in the example picture above. There is an area that depicts the
elements of EKSA, namely in the library of Masjid Pasir Tumboh. Here is an effective place to
apply conducive elements and a comfortable atmosphere. From another side, the arrangement
in the library is managed by the action body of the mosque organization. It is a locked place and
permission must be sought from members of their organization to enter the library. This is
because, the library is a place that needs to be monitored by the staff or committee members of
the mosque.
Figure 5 Figure 6
The location of this mosque includes a madrasah and also a centre for students who takes
a religious study. This makes the parking area in the main courtyard of the mosque quite limited.
But it does not become complicated, it is because the mosque committee has built a parking area
for the congregation and also people who stop at the mosque. This parking area has also been
marked or in a special compartment for vehicles that park there. It has demonstrated the EKSA
element in a systematic layout and avoided congestion in the public parking lot. Public vehicles
also appear to be organized and also not congested only in narrow and restricted areas. The
picture above refers to the parking situation in the mosque compound and also outside in front of
the mosque.
15
iii. Documentation of Issues and Recommendation of Rectifications
a. Examine And Recognize 5s Issue(S) In Each Zone
Figure 1 The first issue at Mukim Terusan Limbat,
Pondok Pasir Tumboh Mosque is, the additional
prayer space looks unmanaged and only uses
ordinary carpets. We can see in Figure 1 that the
arrangement in the space is not standardize that
based on the practice of 5S Public Sector Condusive
Ecosystem Or (In Malay: ekosistem Kondusif Sektor
Awam-EKSA). This area also not shine because
due to the presence of dust under the carpets.
Furthermore, not standardize arrangement of
ordinary rugs also will look unattractive. For
example, when using only ordinary carpets, it will be
easy to move around. Moreover, it will also not look
standardize when using ordinary carpets that have a
variety of colours. The problem with the space also
that there is no label to indicate that it is a additional
prayer space.
The second issue is, the condition of the
Telekung looks untidy, not set in order practice of
5S Public Sector Condusive Ecosystem (EKSA) and
there are also items that do not need to be placed in
that Telekung place, which the figure 2 that show the
not set in order. It is true that, the place for the
women's Telekung also looks not neatly arranged. At
this point, the use of Telekung place only uses iron
hanging rack, so, it just looks unattractive, untidy and
easily rusty when it doesn't take care of properly.
Figure 2
16
Figure 3 The third issue we found in Mukim Terusan
Limbat, Pondok Pasir Tumboh Mosque, is the Al-
Quran and Yaseen shelves are not arranged neatly
based on figure 3. For example, we can see the Al-
Quran and Yaseen are not arranged properly,
besides, there are also bags that are not needed.
Which is, the shelve can also be seen in terms of
sort in 5S/EKSA in Al-Quran and Yaseen shelves.
Thus, it does not meet the practice of 5S, which is
not set in order and can also be categorized as not
standardized.
Figure 4
The next issue based on the EKSA
practice of 5S is not shine. Based on the
picture of figure 4 we can see there is a
cobweb (sarang labah-labah) in the ceilings
and walls of the toilet Mukim Terusan Limbat,
Pondok Pasir Tumboh Mosque. As a result,
the cleanliness in the toilet will look unclean
because there are cobweb (sarang labah-
labah). At this point, there is an umbrella
hanging in the wall gaps. Furtherome, we can
see in not sort, which is there are unnecessary items in the toilet area. Lastly, in terms of practice
of 5S or Public Sector Condusive Ecosystem (In Malay: ekosistem Kondusif Sektor Awam -
EKSA) as well, it can be seen based on not systematize/sustain, because the management of
the mosque does not care about cleanliness in the mosque, for example we can see in figure 4.
17
Figure 5
The last documentation issue is, based on
not set in order. Figure 5 shows where the study
space for Al-Quran or tajwid in the women’s
prayer room has a paper that is not arranged and
not well kept. And the presence of buckets in the
corners of the walls of the space that are not
stored or placed in the right place. At this point,
the practice of 5S in Public Sector Condusive
Ecosystem (EKSA) in figure 5 also has a not sort.
So with that, it looks disorganized and does not
look neat due to the presence of unnecessary items, as well as the prayer mat that is not folded
or placed in the proper place. One could say, it can give discomfort to the congregation when the
space to study does not seem set in order.
18
b. Recommendation Transformations
Additional Sorting and labeling additional prayer space
Prayer Space is also the recommendation. Admittedly, we would
like to suggest that the Mukim Terusan Limbat,
Pondok Pasir Tumboh Mosque, uses a
standardized carpet, so that it looks neat, attractive
and comfortable when they pray. In addition, put a
label on the additional prayer space. It is very
important to place the signage in a strategic
Figure 1 position and easily visible. This is because to make
it easier for others to know that it is a space is for accommodating the capacity of a large
congregation at one time, if the main prayer room is full. The use of signboards in this prayer
room, is like using signboards with appropriate writing, clear and easy to read. Therefore, practice
of 5S techniques are the most effective for creating improvements in the Mosque.
Figure 2
In this regard, we suggest that Mukim Terusan
Limbat, Pondok Pasir Tumboh Mosque, to provide new
cupboards that can accommodate all Women’s
Telekung, provide plenty of hangers to be easily hung
and dispose of unnecessary items in the place. Make
sure that Telekung looks organized and easy to pick up.
Next, standardize the Telekung, for example, if the
Telekung is for children, then stack it in another place, while, for the adult Telekung put it in
another space. Therefore, when the Telekung is provided with a suitable hanger, it will look neat.
Appoint a responsible committee or Person-In-charge (PIC) for each space, for example in the
space where this woman's telekung. Proactive repair action in the event of immediate damage.
For example, keeping the telekung clean and also ensuring the condition of the telekung is neatly
arranged.
19
Therefore, the mosque must be sensitive to the
arrangement of the Al-Quran and also Yaseen. We can see
based on practice of 5S which is, sort and set in order.
Arrange and keep the Al-Quran and Yassen such as, easy
to pick up and put back in place after use. It is true that,
arrange in more order and also easy to pick up, always set
in order and clean the space of Al-Quran and Yaseen. Next
too, clear up the Quran space by removing the things that
should not belong in the area. So with that, the arrangement
Figure 3 of Al-Quran and Yaseen will look more attractive and neat.
Arrange Al-Quran and Yaseen neatly and orderly on the shelves provided in the mosque. This is
very important for us to maintain the purity of the Al-Quran and Yaseen in Mukim Terusan Limbat,
Pondok Pasir Tumboh Mosque.
For the solution in the figure 4 is, always
practice shine. This is because, very important
to ensure that the cleanliness of the Mukim
Terusan Limbat, Pondok Pasir Tumboh
Mosque can be maintained properly. At this
point, ensuring the toilet smells pleasant,
display information such as work schedule,
ethics and rules for the use of toilets,
equipment provided in the toilet works properly
and ensures a clean and dry toilet
environment. In addition, keeping the mosque Figure 4
toilet environment clean and of good quality is also highly encouraged.
Moreover, always keep walls and ceilings clean of dirt and inside good condition. For example,
the mosque can do a gotong royong activities to clean it, not only in the toilet, but also in the
around of the mosque, prayer room and the ablution space. With that, Mukim Terusan Limbat,
Pondok Pasir Tumboh Mosque will always be in a clean, tidy and cheerful condition.
20
The last is, make sure the space for
learning is always set in order. This is because
it will give comfort to the congregation who
attend the class. In addition, ensure sustain in
the space so that it looks neat, systematic and
tidy. The mosque must also ensure that the
space is always well taken care of and put items
such as the bucket in the right place. Ensure all
equipment is in good condition and usable. Moreover, the management of the mosque Figure 5
should also display instructions or notices in the study space to ensure that the equipment is
neatly arranged after use. This study space should always be clean, tidy and also comfortable for
the congregation who attend the class. Next, we plan to place a closet shelve that can place
books as well as equipment to use during classes with the congregation. With that too, it looks
more set in order and sustain.
21
4. CONCLUSION AND LEARNING REFLECTIONS
a. Benefits of Eksa
The 5S method is the most efficient way to develop a culture of quality improvement, also
known as "Kaizen" in Japanese. Kaizen is a method of progressive and continuous improvement,
especially in human and process oriented activities. To succeed, it requires a high level of
commitment from all levels of members, teamwork and effort in the organizations.
First of all, be able to create a conducive environment. A conducive environment means a
situation where a quality workplace is clean, tidy, orderly and safe for all employees. This also
means that all types of facilities that have been provided for employees must be in good condition
to use them. For example, through this Eksa program, all facilities have been arranged neatly
where the ‘telekung’ and prayer mats have been located close to the place of prayer to make it
easier and save their time to find and use the ‘telekung’ and so on.
Furthermore, committee members also need to play their role by ensuring that all facilities
in the mosque function and can be used properly and they also need to be more responsible to
ensure the environment at the place of prayer is clean so that people who want to use the mosque
feel comfortable. For example, by holding this program, they will be more aware that they need
to be more sensitive in maintaining cleanliness and safety in the mosque.
In addition, the next benefits of Eksa is to improve the quality of customer service. Customer
service is the organization's ability to complete the delivery of products or services to customers,
and it is the responsibility of all units in the organization. For example, mosque organizations need
to ensure that they can provide comfortable waiting areas for women who cannot pray, adequate
seating and parking spaces as well as clean public toilets. By ensuring these needs, it can
definitely improve the quality of customer service because customers will feel satisfied and
comfortable while visiting the mosque and they will more confident with the service provided. It
also generate better perception on the perception on the reputation of the organization.
22
Next, increased creativity ideas and innovations. Creative thinking skills are defined as the
competence or ability to use the mind to explore a variety of possibilities, produce something new,
original, and valuable whether abstract, an idea or idea. Creative thinking is also defined as the
use of basic thinking operations to develop or create new ideas or outcomes. Through Eksa, we
can cultivate a person to be more forward -thinking. For example, mosque committee members
create special reading corners to attract the interest of the congregation or visitors.
In addition, it can reduce waste. This is because when an organization puts up a warning
notice like please turn off the lights and fans after use. At the same time it can be practiced by
users who read the notice. Waste can occur in many aspects. For example the use of water and
electricity. Lights and fans were installed even though no one was using the mosque. In addition
the uses of recycle bin can remove the waste properly and can be recycled which is the objectives
of Eksa in providing more go green working environment. Therefore, when Eksa can be practiced,
then waste can also be reduced.
Finally, following the pandemic that is increasingly sweeping the world, the practice of 5s
can improve the cleanliness of mosque visitors. Therefore, it will enhance the image of the
mosque as well as the religion of Islam. For example, non -Muslims see the atmosphere of a
mosque so clean, they will look up to the cleanliness of Muslims.
In conclusion, Mukim Terusan Limbat, Pondok Pasir Tumboh Mosque, should make Eksa
as an effort to create a clean, tidy and safe environment that can increase work productivity. Eksa

b. Challenges And Lesson Learn
The project/assignment group given is a responsibility that must be taken and completed
by the students successfully despite the various challenges faced. As we all know, situations and
due on pandemic COVID-19 are plaguing around the world, it has a detrimental effect for students
to complete work in groups because we have to discuss and share tasks in a virtual environment
and not face to face as before. If before, we could have a face -to -face meeting and then
exchange opinions directly, it will save time and make work easier but now not anymore because
we can only communicate online.
Next, access to internet facilities. The Internet is an important aspect for us as a group to
connect and communicate. Every student needs high speed internet access to easily deal with
each other. This is also a challenge for us due to the unpredictable weather in our respective
areas. As faced by our group members who have internet access problems when learning from
home. Therefore, we have to find a suitable time and agree on a time that can make it easier for
everyone to cooperate.
However, one of the lessons we learned was when our group members had gone to the
selected mosque for an interview session with the mosque secretary. So, it can to some extent
create and improve communication skills. Not only that, it can also increase self-confidence in
facing various challenges. To some extent students ’thought patterns can be formulated and
feelings of embarrassment to communicate with others can be overcome. With this, indirectly it
can build a successful individual personality and can help students in the future.
Furthermore, by performing this task, we also learned a lot of new knowledge. This task has
improved our thinking power to evaluate and identifying the problem. We are increasingly
understanding what needs to be improved and what doesn’t. We also managed to get more
detailed and accurate information related to the Mukim Terusan Limbat, Pondok Pasir Tumboh
Mosque because we visited the mosque to see the situation, facilities and also the problems faced
there.

After completing this assignment, we have also found that the spirit of cooperation is an
important aspect and needs to be practiced. This is because, through the spirit of cooperation,
we can discuss and subsequently produce quality course work. In addition, high skills in the use
of computers is also a mandatory thing because as a whole this task must be completed using a
computer.
Finally, we would like to express our deepest appreciation to Dr. Nor Raihana Asmar Binti
Mohd Noor for her willingness to spend time guiding and guiding us in completing this task. Not
only that, she also had a high patience to explain clearly and in detail about this assignment and
finally we were able to complete the assignment given by her exactly on time.
