Appendix 2: Credit Transfer and Exemption Policy
1.0 Definition and abbreviations
AEERC Refers to Admission, Exemption and Examination Review Committee.
Establishment approved by PDP and also governed by any other Bylaws
of the PDP.
PDP Refers to Programme Development Panel and acts as a Senate to INCEIF.
ASAD Refers to Admission and Students Affairs Department that acts as the
front line in the admission process.
Exemption Refers to excluding candidate with prior approval from AEERC from
taking a specified module and its examination.
Credit a) Refers to process of transferring credit of courses completed and
Transfer pass from other degree into INCEIF’s degree;
b) Any INCEIF course which is exempted under the Credit transfer
process will not need to be replaced with other course.
Exemption a) Refers to the process where students are exempted from taking
INCEIF’s course provided that the student has taken and pass a
similar course in other degrees;
b) However, the students will be required to replace the exempted
course with another course offered in INCEIF to complete the credit
hour required under the INCEIF’s programmes.
2.0 Purpose
Awarding credit transfer and/or exemption for a specified course and its examination to eligible
students.
3.0 Application & Scope
This policy applies to all INCEIF’s programmes managed by the School of Graduate Studies and
School of Professional Studies.
4.0 Policy Provisions
4.1 Credit 4.1.1 The similarity of syllabus in the completed course and with the course
Transfer 4.1.2 in the INCEIF programme must be at least 80% equal;

4.1.4 The result obtained for the completed course must be at least B or
equivalent;
The completed course taken must not be more than 5 years ago
from the date of the credit transfer application;
The completed course must be from the same level or higher than
enrolled INCEIF’s programme.

4.1.5 Students who transfer to INCEIF prior to completion of their course in
4.1.6 previous institution, credit transfer is allowed for the completed
4.1.7 course, provided that the previous course is at the same level or
higher than the enrolled course at INCEIF;
Credit hours from the courses that will be transferred must be from a
programme that is accredited by MQA or recognised by Malaysia
Public Service Department (JPA) or accredited by the accreditation
authority of the respective countries; and
The transfer of credits must not be more than 13 credit hours of the
total credit hours in the INCEIF’s programmes.
4.2 Exemption 4.2.1 The similarity of syllabus in the completed course and with the course
Requirement 4.2.2 in the INCEIF programme must be at least 80% equal;

accredited by the accreditation authority of the respective countries.
4.3 Processing 4.3.1 The processing fees chargeable for credit transfer and exemption are

4.4.1 Application is only for first semester of the first year students;
4.4.2 Application will be opened during Add and Drop period only;
4.4.3 Decision will be deliberated during the Exemption Committee
meeting which will be conducted on the 2nd week after the end of the
Add and Drop period.

Appendix 3: INCEIF Student Disciplinary Policy
Student Misconduct means behaviour that breaches any codified or explicitly stated rules and
regulations of INCEIF.
Student Examination Misconduct shall include but not limited to the following:
a) Cheating and/or acting dishonestly in any assignment and examination;
b) assisting other students to cheat or act dishonestly in any manner;
c) seeking assistance to cheat or to act dishonestly in any assignment and examination;
d) plagiarising; i.e. passing off and/or paraphrasing another person’s work as his own and without
proper acknowledgement to the author;
e) impersonating another student during examination;
f) an attempt to tamper with examination scripts or coursework after it has been submitted;
g) other acts deemed as improper academic conduct.
Student Non-Academic Misconduct shall include but not limited to the following:
a) conduct in violation of any rules and regulations of INCEIF;
b) acting dishonestly in relation to an application for admission to INCEIF;
c) prejudicing the good name of INCEIF;
d) breach of confidentiality and privacy requirements or obligations in respect of INCEIF or its
staff, students or other relevant parties;
e) interfering with the freedom of other persons to pursue their studies, carry out their functions
or participate in the life at INCEIF;
f) harassing or engaging in other improper or discriminatory conduct towards another student,
officer of INCEIF, visitor or any other person whilst pursuing his/her activity related to INCEIF;
must harassment shall not be limited to race, ethnic or national origin, gender, marital status,
sexual preference, disability, age, political conviction or religious belief;
g) removing from the examination room without authority any stationery supplied by INCEIF;
h) offering a bribe in whatever form to an invigilator, examiner or other person connected with
assessment;
i) accessing or using another student’s academic work by theft or other unauthorised means;
j) furnishing false or misleading information to INCEIF staff;
k) theft, malicious destruction, damage or injury to property of INCEIF;
l) possession, use or distribution of any alcohol or drugs which is prohibited by law;
m) possession or distribution of obscene materials, within or outside INCEIF premises;
n) breach of student visa requirements (for foreign students only);
o) gambling; and
p) unauthorised entry into, or use of INCEIF facilities.

1 PURPOSE
1.1 To implement rules and procedures in relation to student conduct including procedures for
suspension and expulsion. This is to ensure discipline and good behaviour of the students.
2 ACADEMIC REGULATION
2.1 This procedure shall be read together with the Academic Regulation.
3. ENFORCEMENT
3.1 The Chief Academic Officer (CAO) shall have the power to take any disciplinary action against
any Student for a misconduct under this policy.
3.1 The CAO may appoint any officer of INCEIF to exercise any of all of his duties, powers or
responsibilities under this policy, and such appointed officer has the obligation to report to
the CAO on the exercise of duties, powers or responsibilities under this policy.
4. STUDENT DISCIPLINARY PROCEDURE
4.1 OFFENCES RELATED TO EXAMINATION MISCONDUCT
4.1.1 The following procedure shall apply to an Examination Misconduct.
i) Where an allegation is of Examination Misconduct, any faculty member who discovers
such misconduct in any student assignment, coursework and/or examination script
may report to the Head of Department (HOD) of the particular subject.
ii) That HOD shall then file an official written complaint with the CAO. The CAO shall then
nominate a faculty member to undertake an investigation and make a finding.
iii) The CAO shall determine whether there is sufficient cause, based on the evidence
compiled, to call the Student to answer the allegation. The CAO may dismiss the
allegation without any record in the Student’s file or present the allegation to the
Student concerned and give an opportunity to the Student to answer the allegation.
iv) The Student shall then be notified at least five (5) working days before the date of the
interview. The Student may be accompanied by a friend or representative. The
interview shall be conducted by the CAO and Head of Department (“the Panel”). The
Panel may adjourn the interview to seek other evidence and to make its decision.
Having interviewed the Student, the CAO may decide:
(a) if allegation is not proven, the CAO shall direct that no further action be taken
against the Student and no record of such allegation be entered into the Student’s
records; or
(b) if the allegation is proven, the CAO has the power to impose one or more of the
following penalties:

1. award the Student zero marks, either for the assessed work or the whole course with
the right to re-submit or re-sit at the following sitting;
2. award the Student zero marks either for the assessed work or the whole course
without the right the re-submit or re-sit;
3. expulsion of the Student;
4. if the plagiarism
4. cause a record to be made in the Student’s file.
v) The Student shall be informed in writing of the decision within seven (7) days of the
interview.
vi) The Student shall have the right to appeal against the CAO’s decision within seven (7)
days after receipt of the decision. Any appeal must be in writing and sent to the
President & Chief Executive Officer (“PCEO”).
vii) It will be the sole discretion of the PCEO to determine whether to re-open the matter.
The PCEO may decide to direct a new interview, in which case the CAO and Head of
Department involved in the first interview will be excluded; or reduce the penalties
imposed by the CAO or dismisses the appeal.
viii) If the appeal is dismissed, a completion of procedure letter will be issued to the
Student. Any Student who intends to further appeal may take his/her case to the
Minister of Higher Education, Malaysia.
4.2 NON-ACADEMIC MISCONDUCT
4.2.1 These procedures shall apply to allegations of misconduct other than plagiarism against any
student.
i) Any member of INCEIF may lodge a complaint against any student for an alleged
misconduct. The complaint, giving details of the alleged misconduct, must be in writing
and addressed to the CAO.
ii) The CAO, upon examining the evidence, may immediately instruct that the Student be
suspended and denied use of any INCEIF facilities.
iii) The CAO may dismiss the complaint if he/she believes that there is no case for the Student
to answer or if the complaint is not dismissed, to refer the case to the Student Disciplinary
Committee.
iv) Any action taken by the CAO shall be communicated in writing to the Student by the office
of the CAO within three (3) days.
v) If the case is referred to the Student Disciplinary Committee, the chairman of the Student
Disciplinary Committee shall call for a hearing. Members of the Student Disciplinary
Committee shall comprise: the CAO (“Chairman”), Head of Admission and Student Affairs
Department, Head of Governance and two (2) faculty members.
vi) Prior to the hearing, the Chairman shall appoint an investigating officer from among the
faculty members who will conduct an investigation and prepare a written finding on the
case within seven (7) days.

vii) The Student shall be given seven (7) days written notice of the date of hearing. The Student
shall also be given a written statement of the charges. Failure to attend shall result in an
immediate dismissal of the Student from INCEIF. The Student Disciplinary Committee shall
have the power to conduct the hearing in the absence of any person(s) entitled to attend.
viii) At the hearing, the following procedure shall be applied:
a. The Chairman shall explain to the student of the nature of the alleged misconduct and
call upon the accused Student for his/her plea.
b. If the Student pleads guilty, the Chairman shall explain the facts of the case and the
consequences of his/her plea. If the Student understood the facts and consequences
of his/her plea, the Student Disciplinary Committee shall pronounce the Student guilty
of the offence and the penalty imposed.
c. If the Student pleads not guilty, the Student Disciplinary Committee shall conduct the
hearing. Each party to the hearing shall be entitled to make an opening statement,
give evidence, call witnesses, question any witness concerning any relevant evidence
and to address the Student Disciplinary Committee at the close of the hearing.
d. At the close of the hearing, the Student Disciplinary Committee shall determine, in
consideration of the evidence, whether a misconduct has been committed.
e. if the Student Disciplinary Committee is satisfied that the Student has not committed
a misconduct it will instruct that the case is closed and no further notice to be entered
into the Student’s file. However, after a finding of guilt, it can take one or more of the
following courses of action:
I. issue a written warning to the student indicating the consequences of future
misconduct, to be entered into the student’s file;
II. require the student to compensate for or make good any damage caused to
the property of INCEIF;
III. withholding of exam results or denial of degree;
IV. suspend for a specified period of time or exclude the student with immediate
effect from INCEIF premises and/or programmes;
V. expulsion from INCEIF;
VI. in the case of a sponsored student, a letter shall be sent to the sponsoring
organisation; or
VII. any other penalty as deemed fit by the Student Disciplinary Committee.
4.3 On completion of the hearing, the student will be sent a written notice stating the outcome of
the hearing, the reasons for that outcome, summary of the alleged facts on which the
disciplinary action is based and any penalty imposed. The notice will also include a clear
statement of the right to seek a review of the decision.

4.4 If the misconduct is committed by a student who is situated abroad, the above procedure shall
be conducted via an exchange of documents.
5. REVIEW OF THE OUTCOME OF THE HEARING
5.1 A student may request a review by the President & Chief Executive Officer (PCEO) against a
decision or penalty imposed by the Disciplinary Committee. Such a request for a review must
be submitted in writing to the PCEO within seven (7) days of any decision or penalty being
imposed.
5.2 The Student must state clearly his/her grounds of appeal.
5.3 The PCEO may call for the notes of hearing in respect of which the notice of appeal is given.
5.4 The PCEO may, reject or confirm the decision of the Student Disciplinary Committee, or impose
a lesser or higher penalty, as the PCEO deems fit.
5.5 The PCEO’s decision shall be final.
6. SUSPENSION AND EXCLUSION PENDING A HEARING
6.1 The CAO may suspend or exclude a student pending a hearing, where the student is the
subject of a disciplinary proceeding and there is a criminal charge pending or an ongoing
police investigation. Written reasons for the decision shall be recorded and made available to
the student.
6.2 Other than in exceptional circumstances, no Student shall be suspended or excluded unless
given an opportunity to make representations in person or in writing to the CAO.
6.3 A decision to suspend or exclude from academic activities associated with the student’s
programme of study, shall be subject to review, at the request of the student, where it is in
place for a continuous period of four weeks, or longer.
7. AMENDMENTS
7.1 The CAO may make amendments and variations to this policy and any such amendments
and/or variation shall be subject to the endorsement of the Professional Development Panel
(PDP) of INCEIF.

2.0 Purpose
This document outlines the policy pertaining to student’s satisfactory progression and
graduation requirements and the various conditions under which he/she must fulfil in order
to graduate within a stipulated timeframe.
3.0 Application & Scope
This policy applies to all INCEIF’s students enrolled in MIFP/CIFP programme.

4.0 Policy Provisions 4.1.1 The period of study for programmes under SPS is divided into Part

4.2.2 Short semester is not mandatory and may not be counted in the
deferment for all programmes.
4.2.3 A student who does not register in a Regular Semester without
obtaining prior approval from the Dean shall receive reminder notice
to register in the next consecutive semester.
4.2.4 Student who failed to register in two (2) consecutive Regular Semesters
will be subjected to dismissal from the Programme if there is no
reasonable justification provided.

4.3 Deferment 4.3.1 Student who intend to defer their study in any regular semester is
required to apply and obtain the approval from the Dean.
4.3.2 The Dean has full discretion to allow or reject any application to defer.
4.3.3 A student is only allowed a limited period to defer his/her study:

4.3.4 Notwithstanding the above, student who intends to defer his/her
study is subject to maximum period of study as stated in 4.1.1
hereinabove.
4.3.5 Conditions where the deferment is not calculated in the total duration
of study are as follows:
A short semester;
Medical grounds with supporting documents;
Unexpected hospitalization due to critical illness/disease or
injury due to personal accident;
Complications due to pregnancy that may occur at any stage
of the pregnancy and require the candidates to be
hospitalized; or
Death of immediate family members or close members or
close relatives during or before examination date.
Other reason, subject to the Dean’s discretion.
4.3.6 The following reasons may be considered by the School for deferment
request, however, the deferred semester will be calculated in the total
duration of study:
Excessive workload;
Commitment for meetings;
Change of job appointment; or
Outstation duties.

4.3.7 Postponement to enrol to start the programme is not considered as
deferment.
4.4 Repeat a Failed 4.4.1 A student who fails any courses will be required to repeat it.

4.4.2 There is no limit for the student to repeat the course.
4.4.3 Notwithstanding the provision in 4.4.2, a student who is repeating a
failed course is still subject to the maximum period of study for CIFP or
MIFP as stated in 4.1.1 hereinabove.
4.4.4 When a student repeats a course, the fail grade previously obtained for
the course shall remain on the transcript.
4.5 Fees 4.5.1 In order to continue from one semester to another, it is the
responsibility of the student to ensure that all fees due to INCEIF are
settled as verified by Bursary.
4.5.2 Failure to do so may lead to barring the student from sitting the
examination, obtaining examination result, registering in the next
semester and/or obtaining graduation award certificate.
4.5.3 Provisions for unbarring a student due to payment are described in the
Collection and Recovery of Fees Policy.
4.6 Graduation 4.6.1 The principle of conferment of an academic award can only be
conferred on a candidate who has satisfied the academic requirements
to qualify for the award and all other requirements of INCEIF.
4.6.2 All candidates eligible for graduation will be granted their scrolls after
the annual convocation ceremony of INCEIF, subject to the settlement
of any outstanding financial obligations.
4.6.3 INCEIF may charge graduation fees on candidates.
4.6.4 The names of graduates on the degrees will be spelled in Roman
alphabet exactly as they appear on their passports or national identity
card.
5.0 Document Review
This policy is under the responsibility of the owner who has to ensure its clarity, relevance,
impact in consultation with the Quality Assurance Division and Governance.
This policy should be reviewed in accordance with policy review cycle. Any changes in the
policy should be reflected in the documents outlined in Section 7 of this policy and accordingly
communicated to all affected stakeholders.
The review should be conducted in accordance with the process outlined in the INCEIF’s Policy
Development and Review Procedure.

Congratulations on deciding to study at INCEIF. I would like to take this opportunity to extend
a very warm welcome to you.
Kuala Lumpur is one of Asia’s most vibrant cities, with a rich and diverse social and cultural life.
It is also a hub of enterprise and development, and has a long tradition of embracing people
from all around the world. I’m sure that you will be pleased to call Kuala Lumpur home during
your studies. Whether you are coming here for a short course or staying on for a longer
programme, your time at Kuala Lumpur will be a valuable educational experience which will
enhance both your personal and professional development. You are joining an institution
which is modern and forward-looking, with some of the best facilities in the world. By coming

This guide has been written with your needs in mind. It is designed to answer practical
questions about living and studying in INCEIF. Please read the information carefully. It is not
only guiding you before your departure, but will also prove useful to you during your first few

INTERNATIONAL STUDENTS GUIDE BEFORE LEAVING HOME
Pre-Departure Checklist
Before commencing your studies in Malaysia, here are the list of essential items and important
things to remember:
Bring along your Visa Approval Letter (VAL), and your offer letter for immigration purpose
(entry clearance).
Check whether you have a valid passport (check that it is not just about to expire)
Check whether you have valid Single Entry Visa (SEV) to enter Malaysia as a student.
If you are on prescribed medication, please bring along the letter of prescription from your
doctor.
Your airline ticket.
Letter of Scholarship Award (if applicable).
Your international driver’s license if you intend to drive in Malaysia.
Sufficient money for your basic needs during the first week and to open a bank account in
Malaysia.
You do not need to bring along your beddings or cooking utensils. You can purchase them
upon your arrival.
It is advisable that you make arrangement for your accommodation prior to your departure.
You are required to notify INCEIF’s International Unit one week before on your time and
date of arrival so that airport pick up can be arranged for you upon arrival.

INTERNATIONAL STUDENTS GUIDE Immigration Procedures:
Visas and Entry Clearance
All international students are required to hold a valid student pass during their stay here in
Malaysia. INCEIF’s International Unit will make the initial application to the Education Malaysia
Global Services (EMGS) once the student has been offered admission into INCEIF and has
accepted the offer.
Please make sure that you have received the Visa Approval Letter (VAL) with proper visa
documentation before coming to Malaysia. INCEIF adheres strictly to the rules regulations as
set by the EMGS and the Immigration Department of Malaysia.
All new students MUST go to the nearest Malaysian High Commission, Consulate, or Embassy
and bring the University’s Offer Letter and the Visa Approval Letter (VAL) to obtain your Single-
Entry Visa (SEV). Please make sure the SEV that you obtain from the Malaysian embassy is for
issuing Student Pass and not Social Pass.
VAL is valid only for 6 months. You should obtain your SEV and come to Malaysia at least 1
month before your VAL expires.
Once you obtain your SEV and have made your travel arrangements, inform the INCEIF’s
International Unit at least seven (7) working days before departing from your country so that
airport pick up can be arranged for you upon arrival.
Please also be reminded that you are required to do the post-medical screening at the EMGS
appointed clinics within seven (7) working days upon arrival. INCEIF’s International Unit will
email to you a list of panel clinics.
You are required to submit your passport to INCEIF’s International Unit on the Students Day.
The passport will then be sent to the EMGS for issuance of Student Pass. This process will
normally take about two (2) weeks to complete.
What’s the difference between VAL and SEV? The VAL is your approval letter from the
Immigration Department of Malaysia allowing you to study in Malaysia. Once INCEIF has obtain
the approval from the Immigration Department of Malaysia, INCEIF international unit officer
will send the VAL to you.
SEV is a visa stamp/sticker in your passport issued by the nearest Malaysian
Embassy/Consulate in your country. You are required to obtain a SEV before you are able to
enter Malaysia for the purpose of study. You are required to bring along your VAL obtain in
order to apply for the SEV at the nearest Malaysian Embassy/Consulate in your country
A Student Pass issued to a student by the Malaysian Immigration Department is usually
valid for a year or (part of a year), depending on the validity of passport issuance and
automatically be granted the Multiple Entry Visa (MEV).

Multiple Entry Visa
A Multiple Entry Visa (MEV) allows you to leave and re-enter Malaysia, as often as you require,
during the validity of your Student Pass. If you do not have an MEV when returning to Malaysia
after a holiday or a visit to your home country, you will be required by the Malaysian
Immigration authorities to go through the whole Student Pass application process again and
incur all relevant fee/costs again.
The State Immigration authorities may only issue an MEV to the Student Pass Applicant upon
arrival in Malaysia.
INTERNATIONAL STUDENTS GUIDE Student Pass Endorsement
You are required to submit your passport to our International Unit on the Students Day. It will
be sent to the EMGS, for the Student Pass to be attached. This process will normally take about
two (2) weeks to complete.
Extension of Student Pass
INCEIF’s International Unit will renew your Student Pass on your behalf. However, you are
personally responsible for the timely renewal of your Student Pass. Bring your passport to the
INCEIF’s International Unit 2 months before the expiry date of your student pass for renewal.
There will be a separate charge for the extension of the Student Pass. The processing fee for
an extension as below:
1. EMGS processing fee : RM 140
2. I-Kad : RM 50
3. Insurance : RM 450
4. Student Pass : RM 80 – RM 110 (depending on nationality)
5. Additional GST 6% from the total fees above.
The student will be issued an extension of another one year (or a part of it) depending on the
date of completion of study and validity of the passport.
The approval of your student pass renewal is subject to:
i. Passport – Your passport should have at least 18 months (1 ½ year) of validity.
ii. Attendance – You should have an attendance equal to 80% of all your scheduled.
iii. Academic performance
The Immigration Department of Malaysia has the right to cancel a student pass based on
poor academic results and attendance.

INTERNATIONAL STUDENTS GUIDE Extension of Multiple Entry Visa
INCEIF’s International Unit will renew your Multiple Entry Visa (MEV) on your behalf. However,
you are personally responsible for the timely renewal of your MEV. There will be a separate
charge for the extension of the MEV.
Special Pass
A special pass is a temporary pass issued for a month or less. It is used to extend a student's
pass during a student pass application period in case of delays in the application process or if
the student submits the application late. The Special Pass fees are as follows:
First (1) Special Pass : RM153.00
Second (2) Special Pass : RM206.00
Third (3) Special Pass : Upon approval by Malaysian Immigration Department
Dependants - Optional
As a separate service and at a separate charge, the INCEIF’s International Unit can assist you
with Dependent Pass for your dependants. This applies only to Postgraduate students, who
are allowed to bring their immediate family (Father, Mother, Children, Husband or Wife)
to Malaysia during their studies.
Transfer Endorsement
If you renew or change your passport, you will need to transfer your student pass to the new
passport. The duration for transferring the Student Pass (sticker) would be 14 working days
upon submission to EMGS office. The charges for the Student Pass transfer depending on the
nationality.
Cancellation/Shorten of Student Pass
Whoever wants to change the pass from student/dependent pass to another type of pass,
applicant needs to apply for cancelation of the valid pass. Applicant then can get a release letter
from INCEIF’s International Unit. The cancellation/shorten fee is RM 53.00.
Completed the Programme
Students who have completed their programme or withdrawn from academic programme
must immediately cancel the valid Student Pass at INCEIF’s International Unit at least THREE
(3) weeks before leaving Malayisa. The cancellation/shorten fee is RM 53.00.

INTERNATIONAL STUDENTS GUIDE English Language Requirements
The ability to communicate well in English is essential to your academic career. You will also
find that a high level of English is a valuable skill which can significantly improve your job
prospects.
If your first language is not English, we recommend that you find out your level of English
before you come to INCEIF.
As part of INCEIF requirement, students are required to produce evidence of their competency
in English in the form of either the Test of English as Foreign Language (TOEFL) score of 550 or
International English Language Testing System (IELTS) level 6. This is to ensure that your English
is good enough to follow your academic studies.
Exceptions from English Language competency can be given to those whose medium of study
at entry level is English.
