สมาคมอุตสาหกรรมเพื่อการป้องกันประเทศ เกดิ ขน้ึ มาจากความคิดร่วมกนั ของสมาชิกชมรมอตุ สาหกรรมเพ่ือการปอ้ งกัน
ประเทศ ท่ไี ดจ้ ดั ตง้ั เปน็ ชมรมมาตัง้ แต่ปี 2554 โดยมแี นวคดิ รว่ มกันในการสง่ เสริมและสนบั สนนุ ใหม้ ีการพัฒนาดา้ น
อตุ สาหกรรมเพื่อป้องกันประเทศ โดยมีผอู้ ํานวยการสถาบันเทคโนโลยปี ้องกันประเทศเป็นประธาน ตอ่ มาได้เหน็ รว่ มกนั วา่
ควรยกระดับขึ้นเป็นสมาคมเพื่อสร้างเอกภาพ และเป็นนติ ิบุคคล จงึ ไดข้ ออนุญาตต้ังเปน็ สมาคม เม่อื วนั ที่ 2 เมษายน
พ. ศ. 2560 เป็นองค์กรทีเ่ ป็นตัวแทนของภาคอุตสาหกรรมเพ่ือการป้องกันประเทศภาคเอกชน ใหเ้ ป็นท่ยี อมรบั และเช่ือถอื ใน

ภาคตะวนั ออก (ออี ีซี) โดยมแี ผนงานทีจ่ ะผลักดนั ใหพ้ ้ืนที่ อีอีซี หรือพื้นทีอ่ ่ืนที่มีความเหมาะสม เป็นพื้นทีเ่ พื่อใหเ้ หลา่ ทัพสามารถพ่ึงพา
ตนเองได้ ทง้ั ในยามปกติและยามสงคราม

การสง่ เสรมิ อุตสาหกรรมทางด้านความม่นั คงปลอดภัยและการป้องกันประเทศ ( Defense & Security ) มีมมุ มองท่ี
ต้องการใหภ้ าครัฐมีส่วนช่วยดาํ เนินการ อันได้แก่

ประการแรก-การเปดิ การคา้ เสรโี ดยภาคเอกชนสามารถคา้ สนิ คา้ ทเ่ี กยี่ วขอ้ งกบั ยทุ โธปกรณใ์ หแ้ กก่ ระทรวงกลาโหมไดส้ ะดวก
ขน้ึ ในปจั จบุ นั หากโรงงานใดไมด่ ําเนนิ การจดทะเบยี นจดั ตง้ั เปน็ โรงงานผลติ อาวธุ จะไมส่ ามารถผลติ ชน้ิ สว่ นสง่ ใหโ้ รงงานผลติ อาวธุ
ได้ ซึ่งชิน้ สว่ นบางประเภทสามารถใช้ได้ทง้ั การผลติ สนิ คา้ ทว่ั ไปและสนิ ค้าท่เี ป็นยทุ โธปกรณ์ จึงทําให้โรงงานเหล่าน้ี เข้าส่หู ่วงโซ่การ
ผลติ ในอตุ สาหกรรมปอ้ งกนั ประเทศไดย้ ากเพราะการขนึ้ ทะเบยี นเปน็ โรงงานผลติ ยทุ โธปกรณม์ ขี ัน้ ตอนทคี่ อ่ นขา้ งยงุ่ ยาก ฉะนนั้ หาก
ช้นิ ส่วนประเภทใดทีเ่ อกชนทาํ ได้ควรเปิดใหม้ ีการผลติ ส่วนสนิ คา้ ประเภทใดทจ่ี ดั อยู่ในประเภทสนิ ค้าทเ่ี ปน็ อนั ตราย เช่น กระสนุ หรือ
วัตถุระเบิด กค็ วรขนึ้ ทะเบียนอย่างเขม้ งวดต่อไป

ประการท่สี อง - กระทรวงกลาโหมควรสนับสนนุ ใหเ้ หล่าทพั ทาํ โครงการวจิ ยั ร่วมกบั ภาคเอกชน เพื่อการผสินค้าท่สี ามารถ
จาํ หนา่ ยได้ ไม่ใช่เพ่ือทาํ การวจิ ยั เพียงด้านเดียวแลว้ ไมส่ ามารถนําไปจดั จาํ หน่ายได้ ซง่ึ ไม่เกิดผลในการผลิตเพ่ือทดแทนการนําเขา้
รวมทง้ั ควรนาํ ผลงานการวจิ ัยมาเผยแพร่ใหภ้ าคเอกชนสามารถนาํ ไปผลติ ต่อไปได้ หรอื ภาครฐั ร่วมผลติ กับภาคเอกชน เพื่อตอ่ ยอด
ผลงานวจิ ยั เปน็ ยทุ โธปกรณต์ า่ งๆสง่ ใหเ้ หลา่ ทพั ทดแทนการนําเขา้ สนิ คา้ ราคาแพงจากตา่ งประเทศ ในปจั จบุ นั เหลา่ ทพั มผี ลงานวจิ ยั
อาวุธและยุทโธปกรณ์จาํ นวนมาก แตไ่ ม่สามารถ
นํามาตอ่ ยอดเป็นการผลติ สนิ ค้า ดงั น้นั ภาครฐั ควรเร่งดําเนินการหาแนวทางเพ่ือเปดิ การคา้ เสรใี หภ้ าคเอกชนนาํ ผลงานวจิ ยั ไปผลิต
โดยไม่ตดิ สขิ สิทธข์ิ องหนว่ ยงานและบคุ คลในกองทพั เพื่อผลิตสนิ คา้ ป้อนให้แก่เหล่าทัพและเพ่ือการส่งออก

ประการทสี่ าม-กําหนดสดั สว่ นการใชอ้ าวธุ ยทุ โธปกรณท์ ีผ่ ลติ ภายในประเทศโดยในแตล่ ะปเี หลา่ ทพั นําเขา้ อาวธุ ยทุ โธปกรณ์
จํานวนมากและมรี าคาสูง ซ่งึ หากใชส้ นิ คา้ ท่ผี ลิตในประเทศ ราคาจะตา่ํ กวา่ นาํ เขา้ ไมน่ ้อยกว่า 50 % โดยภาครัฐควรทยอยเพ่ิมสดั ส่วน
การใชส้ ินค้าภายในประเทศ หากเริม่ ต้นไดใ้ นปี 2564 จาก 30 % เพิ่มเปน็ 40 % และ 50 % ในปตี อ่ ไป ซ่งึ เหลา่ ทัพควรจดั หาจากผู้
ผลติ ภายในประเทศ เร่มิ ตงั้ แตย่ ทุ โธปกรณ์ทีไ่ ม่ซบั ซ้อน เช่น เสอ้ื เกราะ หมวกกนั กระสนุ หน้ากากกนั พิษ รองเท้าทหาร อุปกรณ์เดนิ
ป่า โดรน UAV ปืนประจาํ กาย รถหมุ้ เกราะ ซึง่ ภาคเอกชนไทยมศี กั ยภาพผลิตเองได้ในราคาตํ่ากวา่ การนาํ เข้า และกาํ ลังซอ้ื ของกอง
ทัพไทยมีจาํ นวนมาก สามารถผลกั ดนั ให้เกดิ อุตสาหกรรมทางด้านความมง่ั คงปลอดภยั และการปอ้ งกนั ประเทศ (Defense &
Security) ได้ไม่ยาก ขอยกตัวอยา่ ง ในปีงบประมาณ 2563 กระทรวงกลาโหมได้รบั งบประมาณ 2.3 แสนลา้ นบาท หากใชส้ นิ ค้าท่ี
ผลติ ในประเทศ 30% กม็ จี ํานวนกว่า 7 หมน่ื ล้านบาท ซึ่งจะช่วยให้อุตสาหกรรมทางด้านความมัน่ คงปลอดภัยและการป้องกันประเทศ
ของเอกชนทเ่ี ปน็ คนไทยเขม้ แขง็ และต่อยอดสกู่ ารพัฒนาผลติ อาวุธที่มีเทคโนโลยีชน้ั สงู และทันสมัย รวมทั้งมลู ค่าสงู ข้นึ ทําให้เกดิ
การพึ่ งพาตัวเองได้

การทป่ี ระเทศไทยจะเริม่ ต้นและส่งเสริมอตุ สาหกรรมทางดา้ นความมั่นคงปลอดภัยและการปอ้ งกันประเทศ ( Defense &
Security ) สามารถทําได้ เพราะประเทศไทยมีอตุ สาหกรรมผลิตช้นิ สว่ นทีห่ ลากหลาย ดังนั้นการตอ่ ยอดไปสอู่ ุตสาหกรรมดา้ นความ
มนั่ คงปลอดภัยและการป้องกนั ประเทศจึงนบั ว่าไม่ใชเ่ ร่อื งยาก ซง่ึ มีหลายประเทศทีไ่ ปสู่ผูผ้ ลติ ช้นั นาํ เช่น เกาหลใี ต้ ก็ได้ต่อยอดจาก
อุตสาหกรรมที่มีอยู่ ไปสปู่ ระเทศผู้ผลิตอาวธุ ท่ีมคี ุณภาพสงู สง่ ไปขายทว่ั โลกมาแล้ว

repair or change the specifications of weapons according to the Private Arms Factory Act BE 2550 (2007).

The company has researched and developed ammunition, firearms and various armament to the Ministry of Defence,

Royal Thai Police and the agencies under Section 7 to support the policy of the Ministry of Defence on reinforcing national defence

latency and national defence system to always be ready to protect the independence, sovereignty, security, the benefit of the country

and the development of national defence industry affairs by integrating the capabilities to lead to self-sufficiency in the weapons

production to have appropriate form and work process to the situation and can be self-reliant in times of war effectively.

Various weapons are produced by thai people’s creativity by research and develop the armament to be modern and

efficient which is highly beneficial for the army and the nation. The weapons manufacturing uses metal, plastic, chemicals and other

components that will enable other businesses to grow as well, which means that taxes will be charged by the government without taking

money out of the country. This can also create the stability for nation security.

research and development project (DTI7 small firearms) using military standards (Mil-Standard) is the prototype of the

Board of Directors of Thailand and Air Chief Marshal Dr. Preecha Pradubmuk, Director of the Office of the NBTC, gave
the honor to co-chair the test. There is a working group of firearms and ammunition research and development
project of PEA and executives from KHT Fire Arms Co., Ltd., namely Khun Apimuk Thirathumnupabha, Chairman of the
Board. And Khun Krawang campaigned to the judges' side to participate in the test in 4 topics, the important test
from 14 topics as follows
(1.) Test the accuracy at a distance of 15 - 25 meters
(2.) Test firing semi-automatic
(3.) Continuous fire test (30 rounds)
(4.) Tactical test Which this test has been very successful
