Introduction

The Strategic Communication Committee was set up aimed at establishing a
professional image and reputation for MSIA as the leader in SIA. Its main function
is to foster strategic relationships with the public , government agencies, NGOs
and other professional associations committed to the SIA agenda .

Courtesy Visit

As a takeaway , Ybhg Dato KSU suggested that MSIA should work with the Institut
Latihan KPKT ( I-KPKT) to conduct training programs for PBTs' officials in 'Best
Practices in SIA Implementation ' . It was also proposed that MSIA should touch
base with the Malaysian Association of Local Authorities ( MALA) to foster better
cooperation and explore potential SIA- related collaborative initiatives between its
members .
On 23 March 2022 , several ExCO members, led by Ts. TPr. Dr. Gobi Krishna ,
paid a short courtesy visit to the Principal of the Ministry of Housing and Local
Government , YBhg Dato Noor Azman. Also present was Deputy Principal
Secretary, Ybhg. Dato Azhar.
The main intention of the courtesy visit was to explain to them what MSIA is all
about , its functions, goals and aspirations , and to exchange and share ideas and
views with regards to way forward for the Association. Also discussed was the
synergistic collaborative undertakings that could be initiated between the Ministry
and MSIA . It is our sincere hope that the courtesy visit will help to enhance
meaningful relation ship between the Ministry and the relevant agencies under its
portfolio and MSIA . Such synergistic relationship and cooperation will indeed help
to elevate the Association to a higher level of excellence

Introduction

Publication committee was established aimed at providing professional and
academic publications focussing on social impact assessments (SIA) in Malaysia
and in general on disseminating knowledge on social impacts to MSIA members
and the general public. Its main function is to educate the public on the essential
roles of SIA of development projects, policies and programmes to a wide range of
stakeholders that include community, businesses, institutions and other interested
parties.

Performance of Committee

Several types of publication focussing on SIA and social impacts in general have been
planned including:
i. Write ups on the proceedings of MSIA ‘Sembang Pagi Sabtu’ and ‘Hard Talk’ sessions
ii. A book on SIA practices in Malaysia
iii. A journal 'Malaysian Review of Social Impact Studies'
Thus far, three write ups on the proceedings of MSIA ‘Sembang Pagi Sabtu’ and ‘Hard Talk’
sessions have been digitally published in MSIA web page on 16th May 2022. The titles of
these publications are:

2023 that would provide a feed into the publication of a book on SIA Practices in Malaysia.
Meanwhile, plans are also on the way to establish the journal mentioned above in cooperation
with PLANMalaysia.

Assets

The Statement of Accounts for the year ended 31 December 2021 witnessed an
increase in net current assets from RM123,734.06 in 2020 to RM142,444.09, i.e.,
an increase of RM 18,710.03 (see Figure 1). This increase was registered despite
the constraints posed by the pandemic felt through 2020 and 2021. To sustain its
operations, the Association managed to continue collecting membership fees and
was also fortunate to have conducted a well-received workshop training in
November 2021.

Income and Expenditure Account

First and foremost, the current statement of account reports an amendment to the account
presented in 2020 whereby the balance carried forward on 1 January was stated as
RM86,899.34, which otherwise should have been RM81,082.56. This required an amendment to
be made to the total income reported in 2020 to RM113,862.56, and thus the total excess of
income over expenditure to be RM95,464.02.

Based on the Income and Expenditure Account statement, total income received by MSIA was
RM35,070.00 in 2021 as against RM31,500.00 in 2020. The main revenue sources are from (i)
Membership Fee, and (ii) Workshop. Beginning 2021, efforts have been made by the
management to reduce arrears in membership fees, and this target has been successfully
achieved. However, an arrears arising from a mistaken payment to a recipient amounting to
RM600 recorded in 2021 has been recouped in May 2022.

As shown in Figure 2, the share of revenue from workshop has increased in 2021 as compared
to those in 2020. However, this is partly due to an earlier plan to have the workshop in May only
to be postponed due to the need to adhere to a set of standard operating procedures by the
government causing some of the registrants to withdraw and requested a refund, all of which
were fully granted. The workshop was later held on 15-16 November 2021 with a new set of
participants filling the gap.

Key expenditure categories are (i) website maintenance, (ii) general administration, (iii) training
programme, comprising a workshop, (iv) key programmes (Hard Talk and Sembang Pagi Sabtu
series, with only Hard Talk series bearing some costs), (v) meeting expenses, (vi) others, and (vii)
liabilities.

In terms of expenditures, a significant increase in expenditure is observed in general administration,
largely contributed by the allowance paid to a support staff which covered a payment for 2020 as
well but was only paid in 2021 (see Figure 3). Likewise, there is an overdue of payment of RM1,513
as payment for the support staff but was for the remaining months of 2021, whose claims were only
received and paid in May 2022.

As at 31st December 2021, total revenue has increased to RM131,602.02 as against RM113,862.56
in 2020, and coupled by a total expenditure of RM25,632.37 by end of December 2021 as against
RM18,398.54 by end of December 2020, total excess of income over expenditure has increased

from RM95,464.02 in 2020 to RM105,969.65.
