NOESA Presentation

The NESA Outstanding Eagle Scout Award (NOESA) is a prestigious recognition
granted by the local council’s NESA committee to Eagle Scouts who have demonstrated
outstanding achievement at the local, state or regional level. Unlike the Distinguished
Eagle Scout Award, which is a national award, the NOESA recognizes Eagle Scouts
whose efforts have made a positive impact closer to home. These men have devoted a
lifetime to their professions, avocations, communities and beliefs.

Bert Tucker

Bert Tucker’s Scouting Adventure began 70 years ago as a Cub Scout in Wilmette, Illinois.
Today, Bert continually makes a strong case for Cub Scouting in Northeast Illinois. Whether
it’s getting kids to camp or visiting local packs to support their programs, Bert is a strong
advocate, leader and supporter. Earning his Eagle in 1953 in Boy Scout Troop 2, Wilmette,
he has truly lead the Eagle Scout Charge! This most certainly helped him in Explorer Post
2 under the consummate leadership of Mr. Jack Fox. From Waterfront staff at Ma-Ka-Ja-
Wan in 1954, to Co-Chairman of the Cub Scout Family Camporee at Indian Mound Scout
Reservation in 2016, Bert hasn’t stopped moving since his first day in Cub Scouting.

Bert’s Scouting resume is distinguished and inspiring. In 1979 he became a Webelos Leader
of Pack 48 in Lake Forest. Over the next few years, Bert accepted additional responsibilities,
eventually becoming Scoutmaster of Troop 46, Lake Forest from 1985 to 1990. Under his
leadership, he lead the troop on a Philmont Expedition, chaired several District First Aid
Meets, District Camporees and helped facilitate the 1989 Northeast Illinois Council (NEIC) Camporee. During his leadership of
Troop 46 he earned the NESA Scoutmaster Award of Merit while inspiring twenty Scouts to achieve the Eagle rank.

He served as Vice President of the NEIC Boy Scout Division from 1993 to 1996 and was elected Council Commissioner from 1996
to 2001. In 1994 and again in 1998 he served as Chairman of the Council Camporee called Scouting On Parade, which attracted
more than 5,000 Cub Scouts, Boy Scouts, Leaders and parents to celebrate Scouting at Lakewood Forest Preserve.

As Commissioner and chairman for a wide variety of Scouting programs, Bert has earned numerous accolades from District
Award of Merit, God and Service Award, Distinguished Commissioner, Silver Beaver and now the NESA Outstanding Eagle
Scout Award (NOESA). He has served on Wood Badge Staff, is a Vigil member of the Order of the Arrow and continues to go
to camp whenever possible. He is a Life Member of the American Legion, McKinlock Post 264, Lake Forest where he is Unit
Commissioner for Pack 48, 148, Troop 48 and Crew 48 sponsored by the post. He has served for several years as a Deacon at the
First Presbyterian Church, Lake Forest and is the Unit Commissioner for Troop 46 and Pack 46 sponsored by the Church.

Bert has been on the Northeast Illinois Council Executive Board and is now serving on the Council Advisory Board. He recently
has taken over as chairman of the Council History Committee, previously under the tutelage of Don Martin. It is said that“if you
want something to get done, ask a busy man.” That man is Bert Tucker.

Robert Dold

Since earning his Eagle Scout Rank in Troop 13, Kenilworth in 1986, Robert“Bob”Dold has
been taking the Eagle Charge to heart. Born in Evanston, Illinois, where he grew up with
his parents and three sisters, Bob immersed himself in the Scouting program and New Trier
High School athletics.
As a student at New Trier, he served as a quarterback for the Trevians and was captain
of both the wrestling and Lacrosse teams. After graduating from New Trier in 1987, Bob
attended Denison University and went on to earn a J.D. from Indiana University. Later, he
completed his MBA from Northwestern’s Kellogg School of Management.
Bob has remained faithful to the Scouting cause, serving as a“Trained Leader”as
Scoutmaster of Troop 13 and Crew Advisor for Crew 13, of Kenilworth. He sets a standard for
others who believe in the program and continues to lead by example. He is also an active
member of the Northeast Illinois Council Board of Directors.
The skills Bob learned on his Trail to Eagle helped propel him on his journey of Service to Community and Service to Country.
Having previously served two terms as a Representative for Illinois’10th Congressional District in the United States Congress,
he has been known as an independent voice and bridge-builder by his colleagues, constituents and friends. Committed to
servant-leadership, Bob encourages young Scouts to follow the Trail to Eagle and to use the implicit lessons learned to help
other people at all times.
Bob’s success is largely based on the merit and hard work demonstrated by his family, who run the country’s oldest pest
solution company founded in 1860. Today, Bob is President of Rose Pest Solutions. He resides in Kenilworth with his wife,
Danielle, and three Scout-strong children. Bob received his NOESA in 2012 from the Northeast Illinois Council. In addition to
his Scouting commitments, he serves as a Board Member for the Boys & Girls Club of Lake County and serves on the Board of
ConservAmerica.

Julio, a member of Troop 616 in
Waukegan, has a special interest in
conservation. Under his leadership,
he and his team developed a native
garden in front of First Baptist
Church in Waukegan. Using a tree
that was in the church yard for
60 years and came down during
a storm in 2011, Julio made four
benches and two garden raised
box beds for vegetable plants. The
new garden provides a habitat
for Monarch butterflies and other
pollinator insects, and provides
Waukegan residents and visitors a
place where they can connect with
nature.
