MLGOO Mildred Villaruz, and the Punong Barangays of San
Emilio, Ilocos Sur. The DILG IS NOW is one of the initiatives of the
office as an outreach program to the barangays. This
aims to provide technical assistance such as training,
orientation-briefing and coaching services to the
barangays; produce good barangay governance
practices; create a venue for information
dissemination of the DILG PPAs; serves as forum for
citizen engagement by gathering feedback on issues
and concerns in barangay governance; facilitate
compliance of the barangays in PPA requirements;
enrich and supplement transfer of knowledge to
other barangays; and bring a closer relationship of
the DILG to the local officials and the community.

During the activity PD Dela Rosa together with CL Mila P. Madriaga, and MLGOO Mildred Villaruz
oriented the eight (8) Punong Barangays of San Emilio, Ilocos Sur on the salient features of the
Katarungang Pambarangay (KP) and Barangay-based Institutions (BBIs), wherein interactive
discussions are made between and among them.
DILG Ilocos Sur is now targeting one (1) barangay per LGU for the conduct of the program for this
year.

Representatives from member-municipalities of CUMILOS, namely, Banayoyo, Lidlidda, San
Emilio, Burgos, and Gregorio del Pilar, convened on March 22, 2022 at the 3rd Floor, Labut
Building, Labut, Lidlidda, Ilocos Sur through the initiative of DILG Ilocos Sur through its
Provincial Director, Dir. Randy S. Dela Rosa with the assistance of Program Manager Cesarieta
Pestano. The forum aimed at revitalizing the implementation of LED4LGUs program sought to
provide a venue for updates and revisiting of the accomplishments of the local cooperation which
did not convene since 2017. MPDC Samuel S. Sayaan presented the original action plan and a run-
through of the CUMILOS accomplishments. Atty. Sherwin P. Tomas in his message underscored
the competitive advantage of LGUs under the CUMILOS. For one who was previously trained on
Local Economic Development (LED), the Mayor cited that more than ever, the upland
municipalities need each other in the quest for development. He enjoined the MPDCs to continue
holding on to the vision of the CUMILOS and influence their Mayors to do the same. Meanwhile,
Dir. Randy Dela Rosa affirmed his commitment to provide assistance to the CUMILOS. MLGOO
Kay Legrand R Digay also provided assistance to the event as Documenter.

Elections

1st PJSCC and PCCC Command Conference for 2022 Elections

Months before the 2022 National and Local Elections, the Ilocos Sur Provincial Joint Security Control
Center and Provincial COMELEC Campaign Committee convened for a command conference on 15
February 2022 at the Provincial Farmers Livelihood Development Center, Vigan City, Ilocos Sur.

The provisions of COMELEC Resolution No. 10732 dated November 24, 2021, which is intended to
provide guidelines for the conduct of NLE 2022 in consideration of the existing health and safety
protocols, were discussed.

COVID-19 Management (DOH), Deployment /Security Preparations (PNP), and Current Internal Security
Situation (AFP) updates were provided by concerned member agencies of the PJSCC and PCCC.

Election-related concerns with regards to in-person campaigning, Fair Election Act, Gun Ban, Local
Absentee Voting, and establishment of COMELEC Checkpoints were discussed by COMELEC Officers.

The 2nd part of the conference is the open forum which provided an avenue for the members of the
PJSCC and PCCC to address and clarify issues and concerns in relation to the upcoming NLE and
COMELEC Resolution No. 10732.

PD Randy S. Dela Rosa, CESE the provisions of the Memorandum from the Executive Secretary dated
November 08, 2021, discussed the subject: "Reminder to Uphold the Principle of Political Neutrality in the
Government Service at All Times" reiterating COMELEC-CSC Joint Circular No. 001, s.2016, entitled:
"Advisory on Electioneering and Partisan Political Activities."

and Peace Covenant Signing for 2022 National and Local Elections.
Local electoral candidates graced the unity walk/prayer rally and covenant signing being initiated by
the Ilocos Sur Police Provincial Office (ISPPO) in coordination with the Commission on Elections
(COMELEC), Department of the Interior and Local Government (DILG), and the 71st IB of the
Philippine Army.

On February 28, 2022, the Department of the Interior
and Local Government Ilocos Sur represented by
Program Manager Cesarieta R. Pestaño together with
representatives from Armed Forces of the Philippines,
Philippine Coast Guard, Commission on Elections ,
Church Leaders and representatives from other
concerned stakeholders were enjoined with the same goal
in the Launching of Safe, Accurate, Free/Fair National
and Local Elections (SAFE NLE) 2022, spearheaded by
Philippine National Police led by Provincial Director PCol
Wilson Doromal at the Ilocos Sur Police Provincial Office.

To highlight the program’s shared vision in promoting
SAFE NLE is the pinning of the badge, securing of
signatories to signify assent, lighting of candles and flying
of pigeons which significantly symbolizes the right to
freedom of each individual regardless of the age,
congregation or religious group they belong, and commit
to faithful and lawful service on the upcoming National
Elections.

SUSTAINABLE WATER
SOURCE IN RURAL AREAS
BOOSTS LOCAL ECONOMIC
ACTIVITIES

Everybody needs a safe and clean water to quench thirst and to stay healthy. The government
aims to contribute to the accomplished its goal of providing potable water to the whole country
especially in the areas that experience scarcity of water in the rural areas. The Sagana at Ligtas ba
Tubig para sa Lahat or SALINTUBIG is one of the priority projects of the government.

The residents of Barangay Namruangan, Cabugao Ilocos Sur feel blessed for their community
was a recipient of the Local Government Support Fund- SALINTUBIG Fiscal Year 2020 General
Appropriation Act for the project on the Improvement of Level II Potable Water System. Php
11.29 million was allotted for the project. A total of 2,119 residents which include children are the
beneficiaries of the project.

A deep well served as water source, beside a pumping station was built. 2o Tapstand were
established at the sides of the streets where the residents can fetch water. The construction of the
project started on December 28, 2020 and was completed on November 26, 2021.
Florence Sambrano an entrepreneur and a resident of the said barangay is very thankful for the
SALINTUBIG Program. She is able to gain more profit from her halo-halo business, because a
clean and safety water is readily available when she needed to make ice to be used for her
business.
“I am glad that we have this SALINTUBIG of the DILG, this is where we fetch water, we also drink
the water from here (tasptand),” said Sambarano.

Another resident, Thelma Saniatan, is grateful, they save a lot of money, since the water system
became operational on November 2021. They drink water coming from the tapstand.

Barangay Namruangan was already a beneficiary of the 2017 Assistance to Disadvantaged

Municipalities, wherein a water system was already constructed, but the water supply was not

sufficient for the whole barangay. Some sitios were still experiencing scarcity of water during the

“Water was scarce, even if we do have wells and electric water pumps as additional source of water, it was
not enough. But when the SALINTUBIG Project was completed, everybody was happy. Water now is
overflowing!” added Barangay Chairman Robertson Gorospe.

Water from the deep well is plentiful, farmers from the barangay also connect their hose to the
existing distribution pipe to water their crops. Having a good water system, boost the primary
economic activity which farming. Farmers need not to worry for their crops during the summer.
The local government of Cabugao is helping the Barangay Officials to gain trainings for them to
enhance their knowledge on how to facilitate and maintain the water system.

“If there is a good water system in a certain barangay, the people will be encouraged to put up their houses in
that area. The land that they purchase there will eventually become a good investment, not just with
residential, but it will also attract investors that will build commercial buildings there. And through the
partnership and help of the Department of Interior to the Local Government and the local government unit
projects are implemented properly. We are so thankful that all the barangays receiving such project like this
SALINTUBIG, they are able to manage it well for the betterment of the community” said Cabugao Mayor
Edgardo S. Cobangbang, Jr.

The LGU also gained inspiration from the SALINTUBIG Project to construct water systems in the
different barangay experiencing scarcity of water during summer.

In Ilocos Sur there are already 18 completed projects under LGSF- Salintubig from 2012 to 2020,
residents of these barangays are already enjoying their potable water.

CAPABILITY ENHANCEMENT

SEMINAR FOR ADACS

As part of the initiative of the Provincial Anti-Drug Abuse Council (PADAC) of the Provincial
Government of Ilocos Sur to speed up the drug clearing of drug-affected barangays in the province
and as a continuation of the Capability Enhancement Seminar for ADACs in the Barangay Drug
Clearing Program (BDCP) via Zoom teleconference last March 23, 2022, the Provincial BDCP
training and monitoring team conducted Pre-Assessment of Barangay Drug Clearing Documents of
some municipalities with drug-affected barangays in the province.

The pre-assessments were done in the following municipalities: Magsingal on April 5, 2022;
Caoayan on April 6, 2022; and Narvacan, on April 7, 2022. Present during the activities are the
Punong Barangays and Barangay Secretaries of the drug-affected barangays. Here, the Provincial
BDCP team evaluated the drug-clearing application folders and provided feedback to the
concerned barangays on the corrections of entries and lacking documents. Also, the barangays were
given a time frame to comply and complete the documentary requirements to enable them for re-
assessment before their final submission to PDEA and continue to the next steps of drug clearing
program.

Further, the Provincial BDCP team conducted mock interviews with the Punong Barangays as
BADAC Chairpersons in preparation for the deliberation by the Regional Oversight Committee on
Barangay Drug Clearing (ROCBDC) for the certification of the Drug-Cleared status of their
respective barangays.

The Provincial BDCP team is chaired by PDEA Ilocos Sur Provincial Officer Anabel Cabarles, MPA
with members which include DILG Ilocos Sur Provincial Director Randy S. Dela Rosa, CESE; Ilocos
Sur Police Provincial Office represented by PMaj. Marcelo Martinez, AC, PCADU; Provincial DOH
Office (PDOHO) represented by Engr. John Foz; Liga ng mga Barangay Ilocos Sur Chapter
Constante Benzon; and CSO Representative Rex Quilala and the respective C/MADACs of the
LGUs.

The Barangay Drug Clearing Program (BDCP) is a holistic and whole-of-nation approach in
addressing the drug problem by enlisting the participation of local government units (LGUs),
government agencies, and various stakeholders of the national anti-drug campaign.

11 Barangays of Lidlidda conduct Barangay Assembly Day for 1st Semester 2022

With strict implementation and adherence to the minimum public health standards in accordance with the
IATF guidelines, all eleven barangays of the municipality of Lidlidda conducted their Barangay Assembly
Day. Although the Department suspended the implementation of the program, the barangays opted the
convene their Assemblies to provided updates on barangay governance. The DILG Lidlidda Municipal
Operations Office through its MLGOO attended and participated the BAD together with officers from the
COMELEC, Lidlidda Municipal Police and Fire Stations, and the MDRRMO starting from March 24 to
March 28, 2022. It was in the Barangay Assembly Day (BAD) that the MLGOO thoroughly discussed the
results of the pilot-run of the Brighter, Healthier and Stronger (BHS) Barangay Awards which was aligned
with the Seal of Good Local Governance for Barangays (SGLGB) of the DILG. Aimed at levelling up the
performance of barangay governments, the BHS Barangay Awards which is the brainchild of the MLGOO,
will facilitate the change process that the municipality envisions for its institutional development.

Rosa,CESE attended the Magnificent Magic
Seven(MM7)Strategic Planning and Assessment cum
LCE's Meeting at Ciudad Fernandina Hotel,Vigan City,
Ilocos Sur on March 24, 2022.

PD Dela Rosa discussed about the implementation of
the Supreme Court Decision in the Mandanas Case. The
meeting was attended by LCEs,and head of offices from
the different LGUs.

BADAC MEMBERS ATTEND
CAPACITY ENHANCEMENT
SEMINAR

To sustain the gains of the drug-clearing program, the MADAC spearheaded a capacity enhancement
seminar through the initiative of the PDEA with support from the MLGOO, the MADAC Vice-
Chairperson, and the MADAC Chairperson. IA II Carol Lonjawon, the Chief PECI of PDEA Ilocos Sur, and
her team made sure that members of the BADAC of all eleven barangays got a good grip on the process of
the drug-clearing program and its sustainability processes.

Atty. Sherwin P. Tomas in his message delivered during the event emphasized the negative impacts of
substance abuse based on the drug cases he handled during his law practice. He enjoined every member of
the BADACs to do their role in ensuring the drug-free municipality status sustained. Meanwhile, MLGOO
Kay Legrand R Digay also discussed the results of the BADAC Audits for 2019 and 2020. PLt Medward G
Galay, Chief of Police and MADAC Vice-Chairperson also provided updates to the BADACs on the drug
situation of the municipality.

DILG Ilocos Sur Commences its 1st
MSAC Activity

The DILG Ilocos Sur strengthens partnerships with Liga ng mga
Barangay, Vice Mayor's League of the Philippines, Philippine
Councilors League, Sangguniang Kabataan -- Ilocos Sur Chapters;
University of Northern Philppines, and PIA Ilocos Sur as it
conducts its 1st LGPRC-MSAC Organizational Meeting on March
16, 2022 at La Jenns, Hotel and Resto Grill, Bantay, Ilocos Sur.
PD Dela Rosa opened the activity with the acknowledgement of
the participants and informed the body the purpose of the
meeting which is to have the official organization of the MSAC in
support to the undertakings of the Local Governance Resource
Center (LGPRC) in strengthening the capacities of the Local
Government Units (LGUs).
After that, Program Manager Cesarieta R. Pestano presented and
discussed the History of the LGPRC, its goals and key principles,
as well as the establishment of the DILG Ilocos Sur LGPRC, its
functions and services offered.
Also, PD Dela Rosa presented the concept of the DILG Ilocos Sur
Nurturing Optimal Capacities of Barangays on Wheels (DILG IS
NOW).

SAFETY SEAL CERTIFICATION PROGRAM

In preparation for the limited face-to-face classes, onsite inspection and validation was
conducted by the DILG and LGU Inspection and Certification Team. The schools successfully
completed all the requirements in compliance with the Minimum Public Health Standards.
While, on March 09, 2022, the DILG Ilocos Sur Provincial Office renewed its Safety Seal
Certification. The Provincial Office is found compliant with the minimum public health
standards for government establishments during the reinspection conducted by the Safety Seal
Inspection and Certification Team of the Municipality of Bantay.
The DOLE-DOH-DILG-DOT-DTI JMC No. 21-01, S. 2021, and DILG MC 2021-053 provide the
Implementing Guidelines of the Safety Seal Certification Program that aims to increase
compliance by private and public entities with the minimum public health standards set by the
government. Moreover, the program seeks to increase consumer confidence as we safely reopen
the economy. The Safety Seal is a manifestation of the compliance of an establishment to the
minimum health standards required by the government to contain the spread of COVID-19.
The Province of Ilocos Sur awarded 1688 seals by the DILG Inspection and Certification Team
and 94 seals by the LGU Inspection and Certification Team by the end of the 1st quarter.
