ILOCOS SUR GROUNDBREAKS SBDP PROJECT

JULY 16, 2021 -The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and the Department of the Interior
and Local Government (DILG) held the groundbreaking of the 20-million-peso worth of various projects in Barangay Baluarte,
Salcedo, Ilocos Sur, marking the activity as the first-ever project groundbreaking ceremony in Region 1 funded by the Local
Government Support Fund – Support to Barangay Development Program (LGSF-SBDP) FY 2021 of the NTF-ELCAC.
The same groundbreaking ceremony was also held in Barangay Nagbettedan, Santo Domingo, Ilocos Sur which also received 20-
million-peso worth of various SBDP projects.
NTF-ELCAC Vice-Chair and National Security Adviser Hermogenes Esperon, Jr., Governor Ryan Luis V. Singson, DILG Ilocos Sur
Provincial Director Randy S. Dela Rosa, DILG R1 LGMED Chief Rhodora Soriano, BGen Krishnamurti Mortela, and NSC Deputy
Director-General Vicente M. Agdamag spearheaded the said activities. The EO 70 Project Management Office Staff, other key
officials and functionaries from the national, regional, provincial, and local levels were also present during the program.
“I am so proud that it is only in Region 1 that we could now proudly say that we have dismantled the lawn guerilla front that is
existing here”, NTF-ELCAC Vice Chair Hermogenes Esperon, Jr. said.
Usec. Marlo L. Iringan, DILG Undersecretary for Local Government, extended his congratulations and message to the recipient-
barangays virtually.
“Ang mga proyektong ito ay handog ng pamahalaan sa ating mga kababayan na nasa dalawang barangay. Ang aming hiling ay ang
mabilis at maayos na pagsasagawa ng mga proyektong ito upang sa gayon ay mapakinabangan na ang serbisyong maibibigay ng
daan at school building na sisimulan ngayong araw. We can help end local communist armed conflict by winning the hearts and
minds of the people through these packages that are responsive to the needs of our people," Usec. Iringan said.
DILG R1 Regional Director Julie J. Daquioag also shared via virtual platform the rationale of the SBDP.
The two insurgency-cleared barangays are among the 822 identified barangays in the entire country - and the only barangays in
the region - to have received this national priority program of the government pursuant to EO 70 or the whole-of-nation approach
in addressing the root causes of insurgencies and other armed conflicts through the delivery of various social development
services.
The 20-Million-Peso Funds are intended for the Construction of Farm-to-Market Roads, Rehabilitation of Barangay Health
Centers, Construction of Public Toilets, Construction of School Buildings, Assistance to Indigent Individuals, and Livelihood and
Technical-Vocational Trainings. These priority programs are all identified through the Retooled Community Support Program
(RCSP).
Consistent with the Special Provision No. 4 of the LGSF-SBDP of the NTF-ELCAC in Republic Act (RA) No. 11518 or the FY 2021
General Appropriations Act (GAA), the DILG shall be responsible for the monitoring and evaluation of actual project
implementation.

DILG Provincial Director Randy S. Dela Rosa, CESE led the distribution of 45 cattle
fatteners to trained beneficiaries of the livelihood/technical-vocational training
(conducted by LGU-MAO) as part of the Support to Barangay Development Program
(SBDP) soft project in Barangay Nagbettedan, Sto. Domingo, Ilocos Sur. PD Dela
Rosa was assisted by SBDP Focal Person Chat Pe Benito and MLGOO Lorna Bueno
on December 20, 2021.
" After your training, you have already gained skills and proficiency. We are giving
these cattle for you to start a livelihood. The livelihood programs given to the
barangays that were previously affected by the insurgency are the strategies of
the government to improve these communities," according to PD Dela Rosa.
TESDA Regional Director Vincent A. Cifra, MA, Board Member Constante Oandasan,
Mr. Fortunato Ines, representative of 1st District Congressman DV Savellano, Mayor
Bryan Dexter Tadena, and Barangay Chairman Efren Pigao were also present in the
said activity.
“We thank the DILG, TESDA, and everyone who helped us to give training to the
farmer-beneficiaries. The LGU is ready to give more support training to the
residents to enhance their knowledge in agriculture,” replied Mayor Bryan Dexter
Tadena.
Meanwhile, 57 trained beneficiaries were also given starter kits on Monday,
December 20. These beneficiaries are residents of Barangay Baluarte, Salcedo,
Ilocos Sur that acquired livelihood/technical-vocational training conducted by
TESDA Ilocos Sur as part of the SBDP soft project. The SBDP fund was utilized for
the purchase of starter kits - 15 kits for Shielded Metal Arc Welding, 17 for Plaster
Concrete/Masonry Surface, and 25 for Service Motorcycle/Small Engine System.
"All sectors of the government are working together to deliver quality services and
development programs to the community. In Baluarte, aside from this soft project,
we have infrastructure projects including the construction of farm-to-market road,
construction of school building, rehabilitation of health center and the
construction of public toilet," said PD Dela Rosa.
The distribution of starter kits was headed by DILG Provincial Director Randy S.
Dela Rosa, CESE and TESDA Regional Director Vincent A. CIFRA, MA, assisted by
TESDA Provincial Director Socorro Galanto, SBDP Focal Person Chat Pe Benito and
MLGOO Ma. Aleli Molina.
“The government is always ready to help the communities for trainings to improve
the livelihood of the residents,” added TESDA Regional Director Vincent A. CIFRA,
MA.
The distribution was witnessed by Salcedo, Ilocos Sur Mayor Leopoldo Gironella,
Barangay Chairman Johny Galleta, Miss Aida Tolio (PPDO), representative of Hon.
Gov. Ryan Luis V. Singson and representatives from the Philippine Army.
“We are grateful to all of the national agencies who are helping us make this
community better. We thank them for all the efforts, from the livelihood trainings
and infrastructure projects,” reiterated Mayor Leopoldo Gironella.

ILOCOS SUR TO OBTAIN SAFETY SEAL

Candon City, Ilocos Sur – As the implementation of the Safety Seal Certification Program kicks off
in Ilocos Sur, the City Hall of Candon City, Ilocos Sur was the first local government facility to be
issued with the Safety Seal Certification following the inspection made by the DILG Team on 05
July 2021 headed by its CLGOO, Mr. Gerald D. Gallardo, and the members, PLTCOL Randy Arrelano
of City PNP Station and FCI Nemesio Valenciano of City BFP Station. The Team awarded the Seal to
City Mayor Ericson G. Singson, MD, witnessed by other local officials and key functionaries of the
City as well as the City DILG Staff - LGOO II Rodante G. Macanas and the Provincial Focal Person
LGOO II Jennifer T. Mupas.
The Safety Seal Certification Program is one of the latest priority programs of the government as
part of enforcing strict and continual compliance with the Minimum Public Health Standards
especially in business establishments and major public places to contain the spread of COVID-19
and prevent future surges.
DOLE-DOH-DILG-DOT-DTI JMC No. 21-01, s. 2021 and DILG MC 2021-053 provide the Implementing Guidelines of the Program with the aim of
assuring the consumers, and the public in general, of establishments’ compliance with the minimum public health standards set by the government,
encourage the adoption of the StaySafe.ph digital contact tracing application to strengthen the contact tracing initiative of the government and
effectively contain the spread of COVID-19 and safely reopen the economy.
The Safety Seal is issued to an establishment or a government/public office compliant with the following criteria: use of StaySafe.ph app or any
contact tracing form, availability of thermal scanner, utilization of health declaration forms, presence of isolation area for identified symptomatic
employees, presence of handwashing stations, personnel-in-charge for maintaining and monitoring social distancing, designated Safety Officers,
presence of storage facility for proper collection, treatment and disposal, installed physical barriers in enclosed areas, posted COVID-19 Hotline
numbers, and established referral system for medical and psychosocial services.
DILG ILOCOS SUR TAKES OFF SERIES OF WORKSHOPS TO HELP LGUS FOR
FULL DEVOLUTION

Bantay, Ilocos Sur - The Department of the Interior and Local Government (DILG) leads the Roll-Out on the
implementation of the Mandanas-Garcia ruling. As a result of the decision, the resources of Local
Government Units increased as it interpreted the provision under Article X of the 1987 Philippine
Constitution that national taxes should include all revenue collections made by the national government.
This is contrary to the provision of the Local Government Code of 1991 which only limits the revenue
collections made by the Bureau of Internal Revenue (BIR) which has been declared unconstitutional in the
said ruling.
By virtue of Executive Order Number 138 series of 2021 and DBM-DILG JMC 2021-01, this office, under the
supervision of Director Randy S. Dela Rosa, CESE, Provincial Director, DILG Ilocos Sur Provincial Office,
conducted Initial Workshop on the Preparation of the Local Government Unit Devolution Transition Plan (LGU
DTP) for the component Cities (2) and Municipalities (32) on August 31, 2021, via Zoom. The workshop was
also attended by the different National Government Agencies such as the DSWD Regional Field Office 1,
Department of Agriculture Regional Office 1, Department of Public Works and High Ways Regional Field
Office 1, and the Provincial Offices of the Department of Environment and Natural Resources and Department
of Health. Present also during the said workshop is the Devolution Transition Committees of the 34 Local
Government Units of the Province of Ilocos Sur assisted by their respective City/Local Government
Operations Officers. It was also attended by the Provincial Government of Ilocos Sur thru the Provincial
Planning and Development Officer.
During the workshop, the national government agencies presented their functions, services, and facilities
that will be devolved to the Local Government Units. The same will be the basis of filling up one of the forms
of the LGU Devolution Transition Plans. One of the resource speakers also discussed the forms to be
accomplished by the Local Government Units in the formulation of their DTPs, particularly Annexes 1-A, 2-A,
and 3.
In the workshop proper, selected LGUs were given the time to draft their DTPs and thereafter presented to
the plenary for comments and suggestions by the concerned national government agencies for improvement.
The resource speaker also discussed the interfacing activities to be conducted after their DTPs have been
formulated. The purpose of which is to maintain consistency and alignment with the DTP of the higher and
lower LGU. Also, to determine the needed support that the higher LGU will extend to the lower LGU. It also
reminded them of the deadline of submission of the DTPs to the higher LGUs and the uploading of the
complete set of their DTPs, (i.e., For Barangay-October 13, 2021, for City/Municipality-November 12, 2021,
and for the Province-December 12, 2021)

RESIDENTS HOPE REHABILITATED FMR WILL HELP BOOST THEIR LIVELIHOOD

Sto. Domingo, Ilocos Sur - Residents of Barangay Nagbettedan, Sto Domingo, like Olan Tagay, owner of Olan Food
Products and the Vice President of Sto. Domingo Business Group, is thankful for the construction and
rehabilitation of farm-to-market road in their barrio. Time travel from the main highway to the barangay is
lessened, thus farm products and processed food products like banana chips, camote chips, chichapop, and
chichacorn are now easily transported to the market. Tagay is positive that with the rehabilitation of the access
road, it is now more manageable and stress-free for customers to reach their place and buy their products, giving
more income for the residents.
The FMR in Barangay Nagbettedan has a length of 1,481 meters and 6.10 meters wide, with stone masonry in some
portions. P16 million was allocated for the rehabilitation of FMR from the LGSF-SBDP Fund. The FMR was 100%
completed on December 31, 2021.

Bantay, Ilocos Sur – Ensuring the continued improvement
and performance of local anti-drug abuse councils (ADACs)
in the campaign against illegal drugs in the province, the
Department of the Interior and Local Government (DILG)
Ilocos Sur recently conducted a two-day Anti-Drug Abuse
Council (ADAC) Performance Audit (AY 2020) covering two
(2) Cities and thirty-two (32) Municipalities on July 22-23,
2021 at La Jenns Hotel and Resto Grill, Bantay, Ilocos Sur.
The Provincial Audit team was led by the Department of the
Interior and Local Government (DILG) and composed of
representatives from the Philippine Drug Enforcement
Agency (PDEA), Philippine National Police (PNP), and Civil
Society Organizations (CSOs).
As stated in the DILG Memorandum Circular No. 117, series of 2019, the ADAC performance audit aims to assess the functionality
and effectiveness of local ADACs based on existing policies, determine their innovations and best practices, and create a
platform for evaluation, assessment, and recognition.
In attendance during the said activity were DILG Ilocos Sur Provincial Director Randy S. Dela Rosa, Cluster Leader Mila P.
Madriaga, Program Manager Cesarieta R. Pestaño and staff, PDEA Provincial Officer Anabel F. Cabarles, PEMS Richard Pajo
of ISPPO, and CSO Representatives - Provincial Federation of BHW President Zenaida P. Pulido, Rex Dexter Quilala and

Vigan City - The Provincial Peace and Order Council (PPOC), Provincial Disaster Risk Reduction and Management Council (PDRRMC), Provincial Anti-Drug
Abuse Council (PADAC), and Provincial Development Council (PDC) conducted the third quarter joint meeting virtually on Wednesday, September 29, 2021,
presided by Council Chairman Governor Ryan Luis V. Singson.
In general, the Ilocos Sur Police Provincial Office (ISPPO), through DPDA Lt. Col. Jay de Guzman, reported that Ilocos Sur remains generally peaceful and
orderly. According to the comparative statistics of total crime incidents, it decreased to 26.40%, from 591 incidents last year (May 1 to September 27,
2020) to 435 incidents in the same period this year. The PNP said that the province remains to be peaceful.
Provincial Officer Anabel Cabarles of PDEA-Ilocos Sur reported about the situation on anti-illegal drugs operations. As to date, there are 221 barangays that
remain drug affected. There are 18 municipalities that were declared by the Regional Oversight Committee on Barangay Drug Clearing or ROCBDC as drug
cleared. This includes Municipalities of Alilem, Banayoyo, Burgos, Cervantes, Galimuyod, Gregorio del Pilar, Nagbukel, Lidlidda, Quirino, San Emilio, San
Esteban, San Ildefonso, San Juan, San Vicente, Sigay, Sugpon, Suyo and Tagudin.
DILG, through Provincial Director Randy S. Dela Rosa, also presented the result of the 2019 ADAC Performance Audit for the cities and municipalities of
Ilocos Sur. Based on the 2019 functionality audit, 26 municipalities and the 2 cities are included in the high functional list.
Brigade Commander, 702nd Infantry Batallion, Philippine Army, BGen Krishnamurti A. Mortela discussed the internal security operations. BGen Mortela said
there are no monitored terrorist enemy activity in Ilocos Sur from June 1, 2021 up to this date. He added that they are continuing their activities and
campaign to maintain peace and order in the province. This includes the implementation of Retooled Community Support Program (RCSP) in target 14
barangays. Part of RCSP are livelihood projects.
Mr. Michael Chan, PDRRMO, presented the programs and activities of Task Force Kalsada and Provincial Disaster Risk Reduction Management Council or
PDRRMC.
The Provincial Government, different councils and national agencies are united to build an effort to maintain peace and order in the province. The different
councils made a Joint Resolution commending the Ilocos Sur Police Provincial Office (ISPPO) and the 81st IB of the Philippine Army for exerting much effort
to maintain peace and order in the province.
Meanwhile, the Provincial Health Office (PHO) gave an update about the COVID-19 situation in the province. As of September 26, 2021, there are already
13,431 confirmed cases since March 2020. From this number, 3,465 are active cases and 252 recorded deaths. COVID-19 immunization program continues.
As of September 26, 2021, a total of 252,883 doses were administered. 107, 341 individuals are already completely vaccinated.
Through Executive Order No. 106, Series of 2021, the cities of Vigan and Candon, municipalities of Bantay, Cabugao, Caoayan, Gregorio Del Pilar, Magsingal,
Narvacan, Salcedo, San Ildefonso, San Juan, San Vicente, Santa, Santiago, Sinait, Sta. Catalina, Sta.Cruz, Sta. Lucia, Sta. Maria, Sto. Domingo, and Suyo are
declared under Enhanced Community Quarantine (ECQ) from September 22 to October 6, 2021 due to high cases of COVID-19.

VIGAN CITY’S ROAD TO HERD IMMUNITY

The City of Vigan has surpassed its vaccination target before the onset of
the National Vaccination Days on November 2021. This was a lot to
celebrate given the very difficult time the city has experienced on
September 2021 when COVID-19 was at its peak.
The city’s game plan was to purchase its own vaccines by undertaking a
Memorandum of Agreement with Zuellig Pharmaceutical for Astrazeneca
Vaccines. As early as January 2021, the city was preparing for the coming of
the vaccines. The city organized the City Vaccination Roll-Out Team
composed of different offices and organizations to oversee the
implementation of the program.
The team identified the different vaccination sites to be utilized,
crowd control, emergency response, and inventory of vaccinators.
The city also invested heavily in vaccine promotion through tri-
media, to encourage residents to get vaccinated. The vaccination
team conducted a simulation exercise while waiting for the
vaccines. This was to give the team an idea of the vaccine response
time.
The vaccination program of the City of Vigan was conducted in
partnership with different stakeholders - the Ilocos Sur Medical
Society, University of Northern Philippines, Barangay Officials,
DILG, PNP, BFP, and the Department of Education - inoculating the
population with its purchased vaccines and allocations from the
national government.
To further beef up its vaccination, every vaccinee was given treats
and privileges. Every vaccinee was provided with snacks during
their vaccination. The City of Vigan also launched the “Best Vax
Pose” contest wherein vaccinees submit their best vaccination
photo to the city. Winners were given gift items like t-shirts and
mugs. The LGU also gave 25 kilos of rice for every fully vaccinated
individual in the city. This was done during the barangay reach out
program dubbed as “Tignay a Panangtarabay”.
One household even got 24 bags of 25 kilos of rice each for
having 24 vaccinated individuals in their household! Some
of the rice distributed were locally produced and is also a
sub-project of the City Agriculture Office entitled “Rice
from Bigueño Farmer to Bigueñong Bakunado” to boost the
income of the Bigueño farmers.
Vigan City, along with other LGUs, is implementing a wide
range of measures to mitigate the impact of the COVID-19
outbreak and to stimulate the recovery of all sectors
affected. The vaccination program is just one of these
measures. The city is continuing with its vaccination
program encouraging the rest of the population to get
vaccinated and to administer booster shots as well.
To date, the City of Vigan has vaccinated 44,139 individuals
(fully vaccinated) out of 56,268 total eligible population or
112.06% of the targeted 39,388 (70%) population.

The virtual 4th Quarter Joint Meeting of the Provincial Peace and Order Council (PPOC), Provincial Anti-Drug Abuse Council (PADAC), Provincial Disaster Risk Reduction and Management
Council (PDRRMC), and Provincial Development Council (PDC) was held on December 14, 2021, at 9:00 AM. The meeting was called to order by Governor/Chairman and Presiding Officer
Hon. Ryan Luis V. Singson. It was participated by 73 members.
During this meeting, the updates on the Provincial Peace and Order Situation that was discussed by Lt Col Jay de Guzman, DPDA, ISPPO, he presented the Crime Volume (Peace and Order
Index + Public Safety Index) there were 216 incidents (October 1- December 5, 2021) with a decrease of 83 or 27.76% from the 299 incidents of the same period of CY 2020; for the
Index Crimes (Peace and Order Index) there were 32 incidents recorded (October 1- December 5, 2021) with a decrease of 13 or 28.89% from the 45 incidents of the same period of CY
2020; and for the Non-Index Crimes (Peace and Order Index) there were 92 incidents recorded (October 1-December 5, 2021) with a decrease of 45 or 32.85% from the 137 incidents of
the same period of CY 2020.
As for the Situation on Anti-Illegal Drug Operation, it was discussed by Agent Annabel F. Cabarles PDEA Provincial Officer. She presented that there were no government employee,
elected official,s or uniformed personnel involved/arrested during the period. Arrested in anti-drug operations: 22 jobless individuals, 12 farmers, 8 construction workers, 4 drivers, 3
painters, 3 mechanics, 3 students, 3 laborers, 2 sales agents, 1 collector, 1 chef, 1 service crew, 1 fisherman, 1 man lift operator, 1 fighting cock breeder, 1 deliveryman, 1 hair dresser
and 1 self-employed = total of 76 including 6 minor pushers (5 male and 1 female). And as of this period, from the 768 barangays of the province, 137 are certified unaffected, and from
the 631 drug-affected, 423 (67.04%)- were already cleared and 208 (32.96%) are still drug-affected/yet to be cleared.
The updates on Internal Security Operations that was presented by BGen Krishnamurti Mortela Brigade Commander, 702nd Infantry Brigade, Philippine Army. He showed that the province
is generally peaceful for the period, there is zero (0) engagement and zero (0) NPA formation. The KLG Ampis is now operating outside the region. The Philippine Army encountered said
group in Besao, Mt. Province. The Brigade is intensifying efforts towards confronting the KLG North Abra. He then presented their accomplishments which they have: neutralized CPP-NPA
Terrorists; Firearms gained and recovered; Withdrawal of support/oath of allegiance of 20 former UGMO members from Ilocos Sur; Cleared 16 affected areas with 2 remaining areas that
are not yet cleared; and on E-Clip, a total of 359 programs, projects, and assistance implemented.
And the updates on Task Force Bantay Kalsada that was presented by Mr. Michael Chan (PDRRM Officer & Task Force Leader) that for the period October to December 2021, a total of 37
counter flow violations in front of the provincial capitol was recorded resulting in Php74,000.00 amount of fines. From September to October 2021, the Provincial Treasurer’s Office
collected Php1,457,500.00 from violators within the province.
Kalsada Task Force Operation was suspended while the rehabilitation process is ongoing after the onslaught of severe tropical storm Maring in the province.
The Health Concerns / COVID-19 / LGU Actions / PDRRMC Activities was discussed by Mr. Lester Aldrine M. Rayray, Public Health Nurse, Provincial Health Office. He presented the there
is a total of 448,123 first doses administered resulting to 346,088 are fully vaccinated citizens of Ilocos Sur as of December 11, 2021. The programs activities and interventions by the
Provincial Government of Ilocos Sur in addressing the pandemic was recognized by the World Health Organization (WHO) and the Department of Health (DOH) as best practices; and
during the Nationwide Vaccination Drive from November 29, 2021 to December 1, 2021, the Chair- Gov. Ryan Singson personally visited the remote areas of the province to convince the
locals to get vaccinated. The provincial team led by the Governor brought onsite the vaccines for the locals and members of Indigenous People (IPs).
For the Provincial Disaster Risk Reduction and Management Council that was presented by Mr. Michael Chan, he Informed the body that the severe tropical storm Maring (Kumpasu)
which hit the province on October 11-12, 2021 affected 547 barangays leaving 18 casualties and affecting 84,614 families (281,275 individuals). Maring also damaged 2,763 (partially)
and 116 (totally) houses. The reported damage in the agriculture sector is Php1,024,261,720.01 while estimated damage on the infrastructure is Php2,459,800,000.00.
And for the Provincial Development Council, PPDO Aida Tolio presented the status of the updating of the Provincial Development and Physical Framework Paln (PDPFP) as presented -
Draft of the Plan was submitted to the Regional Land Use Committee (RLUC) for review on September 7, 2021. PPDO, to date, is enhancing the Plan based on the given review report from
RLUC with a deadline of the final enhanced Plan by February for the Governor’s approval and the Sangguniang Panlalawigan Resolution for its adoption and later endorsement for the
RLUC approval by March 2022.
The DILG Updates on the ADAC Performance Awardees were presented by PD Randy S. Dela Rosa, (DILG Ilocos Sur). He also presented the criteria for garnering an award. According to PD
Randy de la Rosa, only ideal ADACs or those with high functionality may be eligible for national recognition which may be in the form of certificates, plaques, and/or cash incentives,
subject to the availability of funds.
After all of the presentations, the Chair, Gov. Ryan Singson brought out the issue on a Facebook post by a certain Camp Araniw which has a Training Activity with the title “Rope Rescue
and ICS Workshop” on December 26 and 27, 2021 with the following delegates: MDDRMC of Sta. Catalina, Magsingal, Sta. Lucia, Banayoyo, Sta. Cruz, Narvacan, Sta. Maria, Sealion Rescue
Team, RHU Narvacan, and PCGA 702nd Squadron Team; wherein WISAR Philippines is the trainer. This post bears the logo of the provincial government. The post is about a WASAR
Training where in it shows that the provincial government is one of the main sponsors. The governor clarified that there were no coordinated activities from the said group PGIS is
involved with the posted training and told the body that if LGUs needs different DRR trainings just contact the Provincial Disaster Risk Reduction Management Office as these are given
for free. A representative from the 702nd Squadron Coast Guard spoke on their behalf regarding the post and denied such activity; but a certain Paul Cabasal was tagged in the post, who
also signed the letter to solicit, and also the Commander of Coast Guard here in Ilocos Sur. The Chair then also asked the different councils convened for the possible dissolution of the
group Camp Araniw which is a civilian group under Philippine Coast Guard. He also asked the PGIS legal team and the authorities to further investigate on the matter.

Mayor Sherwin P. Tomas of LGU Lidlidda, Ilocos Sur, and MLGOO Kay Legrand R. Digay attended and participated the launching of the first
Region 1 Subaybayan Awarding CY 2021 on December 02, 2021 via zoom conference which aimed to honor exemplary LGUs and DILG
Subaybayan Focal Persons for being the epitome of good local governance. Out of the ten (10) LGU nominees for the Province of Ilocos Sur,
LGU Lidlidda was conferred with the 2nd Placer – SubayBAYANING LGU of Ilocos Sur. For the DILG SubayBAYAN Focal Persons nominees,
MLGOO Kay Legrand R. Digay of DILG Lidlidda Municipal Operations Office was awarded 1st Placer – SubayBAYANING DILG Field Officer of
Ilocos Sur.
In the recorded interview aired during the ceremony, Mayor Sherwin lauded that the LGSF Program of the DILG has been a potential source
of financial support to the LGU in addressing its development needs over the years since its implementation. And it comes as an incentive
scheme because the better the performance of the LGU, the LGSF allocation increases. The constructed local access roads benefitted the
farmers in various ways which include the ease of transporting their inputs from the market to their farms, and also their produce from
the farms to the market. Aside from that, the 2020 local access road project paved the way for better access to the Katayagan Viewdeck
at Mount Bimmunton, an eco-tourism potential being developed to boost the economic activities of the LGU. The DRR vehicles purchased
through the LGSF strengthened the LGU’s disaster preparedness and response capability. All of these milestones have been uploaded in the
SubayBAYAN to show the LGU’s commitment to transparency and accountability. Lastly, the Mayor appealed to the DILG to sustain the
implementation of the LGSF, being a performance-based program, because it is of great help to 5th income class LGUs like the
municipality of Lidlidda.

Technical Staff, Best Performing Administrative Staff, Best Performing Sub-Cluster and
Special Awards on PPA Implementation and other special or extraordinary accomplishments.
The Diego and Gabriela Awards unveil the bravery of the well-known Ilocano couple Diego and
Gabriela which resembles to the strong camaraderie, enthusiasm and teamwork among the
personnel in carrying out their duties and functions.
The award categories are named after the famous heroes, sons and daughters of Ilocos Sur.

Like most LGUs, the Municipality of Lidlidda, Ilocos Sur has
been a consistent recipient of national subsidy under the
Local Government Support Fund (LGSF) - Assistance to
Municipalities (AM) Program. Being the smallest-receiving
LGU in terms of the Internal Revenue Allotment (IRA) in the
entire region, the LGU faces the challenge of fiscal gaps and
greatly recognizes the positive impacts of the LGSF AM in the
advancement of its development priorities. In his State of the
Municipal Address (SOMA) in June 25, 2020, Mayor Sherwin
P. Tomas expressed his appreciation to the DILG for the
subsidies which contributed greatly to the realization of its
development goals specifically on the areas of Social
Protection, Agri-Eco-Tourism, and Disaster Risk Reduction
and Management (DRRM). The newly-minted Mayor who
assumed office in June 30, 2019 committed to level-up LGU
capacity on the implementation of LGSF AM projects with the
aim of being granted with the maximum incentive based on
good performance in 2021. Thus, despite the pandemic, the
levelled-up performance was evident in the implementation
of the LGSF AM 2019 and 2020 projects which were
remarkable at high positive slippages, and high utilization
rate of funds.
Unfortunately, the year 2021 sees the end of the LGSF AM Program
which put premium on performance as condition for resource
mobilization. Mayor Tomas expressed his disappointment on the non-
sustainability of the program which should have been worth
institutionalizing for its equitable mechanism as it provides LGUs
the assurance of funds allocation based on already set standards.
The budding Mayor hopes and prays that programs such as the LGSF
AM should be perpetuated as it reinforces the pursuit of good
governance at the local level.

Civil Society Organization (CSO) had conducted ADAC Performance Audit 2019 on June 8 and 10, 2021 via Zoom due to 14 days mandatory
quarantine of the PO Staff because of the exposure to a COVID 19 positive individual, and ADAC Performance Audit 2020 on July 22-23,
2021 at La Jenns Hotel and Resto Grill, Bantay, Ilocos Sur. As a result, 29 out of 35 ADACs in 2019 and 29 out of 35 ADACs in 2020
garnered High Functional Rating.
On November 15, 2021, a Memorandum was issued from Undersecretary Ricojudge Janvier M. Echiverri with the subject: “List of High
Functional LGUs that passed the 2019 and 2020 ADAC Performance Audit Awarding Assessment”, of which out of 29 ADACs on each year
of 2019 and 2020 that have garnered high functional rating, 17 ADACs in 2019 and 16 ADACs in 2020 have passed the awarding criteria in
pursuant to the to DILG Memorandum Circular No. 2021-027.
DILG-ILOCOS SUR ASSISTS LGUS IN CDP UPDATING

Bantay, Ilocos Sur -As one of its mandates to assist the Local Government Units (LGUs) in the updating of their respective Comprehensive
Development Plans (CDP), the Department of the Interior and Local Government – Ilocos Sur through its CDP trainers provided technical assistance
to the thirty-four (34) component cities and municipalities to ensure that LGU CDPs are risk-informed.
Workshops, output critiquing, orientation of key LGU personnel, attendance to the League of Local Planners – Ilocos Sur Chapter Meeting were held
and conducted which aimed at ensuring that disaster-risk reduction and climate change adaptation elements, and other thematic concerns are
mainstreamed in the plan.
With the conclusion of the CDP – Technical Assessment Committee (TAC) Evaluation on November 8-12, 2021, fourteen (14) LGU CDPs were assessed
as risk-informed, namely: City of Candon, Burgos, Caoayan, Cervantes, Galimuyod, Lidlidda, San Esteban, San Juan, Santa, Santiago, Sto. Domingo,
Sigay, Sinait and Sugpon. The CDP of the twenty (20) other LGUs were evaluated as partially-risk-informed plans.
The CDP-TAC assessment results shall be used as a guide for the LGUs to further update their plan.

December 21, 2021 - The PUSO ti Kababaihan ti Lidlidda, an accredited CSO in the municipality, and the members of the
MADAC and MPOC chaired by Mayor Sherwin P. Tomas, came together to formalize collaborative engagements that will
significantly contribute to the realization of the LGU’s peace and order, and public safety goals, and sustain the drug-free
status of the municipality. PUSO’s President, Mrs. Jacqueline Cabanday, and Mayor Sherwin P. Tomas signed the
Memorandum of Agreement (MOA) to promote convergence and volunteerism, intensify the campaign on illegal drug abuse
prevention, and institutionalize the CBDRP and CSAR programs. MLGOO Kay Legrand R Digay facilitated the collaboration
through close coordination with the PUSO Adviser, Mrs. Juliet B. Tomas.
