Catalina and the 2nd batch in Sta. Maria town. After a month-long run in the 32 municipalities and two cities that kicked off in Sigay on February 19-20, 2024, a total of 65 schools/batches were completed, capacitating a total of 9,297 punong barangays, sangguniang barangay members, sangguniang kabataan chairpersons, indigenous peoples mandatory representatives, secretaries, and treasurers on legal framework and foundational concepts of barangay governance, development planning, budgeting, maximizing citizen's engagements and community development, reinforcing accountability, transparency and ethical decision-making, capacity development and improving performance. Espejo provided technical assistance on the encoding of GAD Plan and Budget (GPB) and GAD Accomplishment Report in the GAD Plan and Budget Monitoring System (GPBMS). This is in compliance with the PCW-DILG-DBM-NEDA JMC No. 2016-01, which pertains to amendments to PCW-DILG-DBM-NEDA JMC No. 2013-01, also known as the Guidelines on the Localization of the Magna Carta of Women to the Provincial Government of Ilocos Sur (PGIS). P R O J E C T B U L A L A Y A W | The DILG Ilocos Sur recently launched its Online Gender and Development Corner on January 17, 2024. The platform encompasses various Gender and Development (GAD) resources, including issuances, Information, Education, and Communication (IEC) materials, such as downloadable brochures, posters, briefers, Audio-Visual Presentations (AVPs), and PowerPoint presentations. The timing of the launch aligns with the DILG's ongoing efforts to monitor the localization of the Safe Spaces Act. During the launch, various barangays in the province actively participated. These barangays utilized the online GAD Corner to access and print IEC materials that will raise awareness about Gender-Based Sexual Harassment and will foster a collective condemnation of such behavior within their respective LGUs. The collaborative efforts between the DILG, barangays, and other stakeholders signify a harmonized collaboration in fostering a culture of respect, inclusivity, and equality within province. 16 D I L G I S N O W The DILG IS NOW initiative of DILG Ilocos Sur have reached the 26 Barangays of Santa town with the enriching discussions on the Katarungang Pambarangay, LTIA, Role of Barangays on the Laws on Kasambahay and First Time Jobseekers, and Business Clearance Integration in the LGU Business Permitting System held at Marcos Barangay Covered Court. PD Randy S. Dela Rosa and CL Andres Vendiola, Jr. provided discussions on the KP while LGOO II Mildred De Guzman explained the LTIA. Also, LGOO II Ann France G. Burgonio elaborated on the specific roles of the barangays on the kasambahay registration and monitoring, provision of the assistance to first time job seekers and on the mainstreaming of business permitting and licensing processes in the LGU. The learning event was attended by 104 Punong Barangays, highest ranking Sangguniang Barangay Members, Lupong Tagapamayapa Members, and Barangay Secretaries. The activity was made possible through the support of the Liga ng Mga Barangay and MLGOO Bradford Burgonio of Santa, Ilocos Sur.
The DILG IS NOW initiative of DILG Ilocos Sur has reached south particularly in Burgos town on February 6, 2024. The Lupong Tagapamayapa Chairpersons and Secretaries of the 26 barangays of the municipality were clarified on the jurisdictional and procedural aspects of the Katarungang Pambarangay as discussed by CL Andres Vendiola, Jr. The learning event is significant and timely for the barangays in light of their fresh mandate to ensure their constituents' access to justice. Today, LGOO III Dhelmer Estacio, LGOO II Vilgladys Maglaya and OIC PM Francis Jayson C. Raquel provided hands-on coaching to the C/MLGOOs and staff of Sub-cluster 1 on the encoding of PDS in the Human Resource Information System . The coaching session aims to assist the field personnel to facilitate their timely compliance on the said requirement. 20 ( ) The DILG Ilocos Sur through the C/MLGOOs and their staff continue to strictly monitor the compliance of the 768 barangays of the province with the Barangay Full Disclosure Policy (BFDP). The BFDP requires barangays to fully disclose seven (7) particular financial documents to keep their constituents informed of how the barangay funds are managed disbursed and used. The policy is espoused in DILG MC Nos.2014-81 and 2022-027. K I N N A M A Y E T DILG Ilocos Sur through the Provincial Office staff headed by PD Randy S. Dela Rosa, CESO V, CL Andres Vendiola, Jr. and OIC-PM Francis Jayson C. Raquel joined the whole Province in the Celebration of its Foundation Day highlighted by the Grand Festival Parade. With festive spirit, they marched in unison in the major streets of the City of Vigan, the provincial capital waving the call for sustained development and good governance rooted in culture.
As part of the reskilling initiatives for the provincial technical and administrative staff, OIC-PM Francis Jayson C. Raquel provided mentoring on Strategic Performance Management System particularly on the proper accomplishment of the Monthly Monitoring of Individual Accomplishments (MMIA). Former RO staff, LGOO IIs Harry Castillo and Amer Jerel De Castro supplemented the session by highlighting significant policy directives and guidelines of the Regional Office. Other staff also shared their valuable observations and inputs. The mentoring is an off-shoot of the observed errors in the previously submitted MMIAs of the staff. Awaiting the guidelines in the implementation of the Retooled Community Support Program (RCSP) for 2024, DILG Ilocos Sur has kicked-off the groundworks through the Orientation on the RCSP to the barangay officials of Cabullalaan and Nagcullooban, in Sinait town. Both RCSP Provincial Focal Persons Cynthia Pe Benito and Amer Jerel de Castro provided an overview of the entire RCSP, setting both the mind and heart of the officials on the critical works ahead and instilling in them the need for a fortified community support not only on the RCSP implementation but on the bigger and greater peace and development initiatives of the government. Barangays Cabullalaan and Nagcullooban are among the 6 RCSP target barangays in the province for 2024. 23 BAYABAY LGUs With the aim of effectively mapping out the preparations for the celebration of BIDA Program Anniversary on March 23, 2024, the top management of DILG Ilocos Sur initially plotted the administrative and implementation requirements including eyed partnerships for the upcoming fun run that targets to bring around 5,000 anti-drug advocate-runners in the province in a single venue. For the anniversary fun run, each province in the region will be holding a fun run in identified cities with a target of 5,000 participating runners from all walks of life. The anniversary fun run will be served as an avenue to celebrate the wins of the BIDA program of the DILG and to further rally the call for sustained initiatives to eradicate illegal drug menace in the country.

Raquel happily shared valuable points on SK planning and budgeting to more than 600 SK Chairpersons of the province. Realizing its role in promoting culture-based local governance, DILG Ilocos Sur represented by LGOO II Gianino Peralta witnessed the Selection of Indigenous Peoples Mandatory Representative of Sisim, Cabugao, Ilocos Sur held on February 25, 2024. Section 16 of Republic Act No. 8371 or the Indigenous Peoples Right Act of 1997 mandates the representation of Indigenous Cultural Communities in law-making bodies. This provision was implemented by NCIP Administrative Order No. 0001, Series of 2009 dated March 4, 2010 providing for the National Guidelines for the Mandatory Representation in Local Legislative Bodies. 28 KINNAMAYET

Burgonio, provincial focal person on labor, employment and trade programs participated in the Regional Startup Ecosystem Mapping Workshop of Mariano Marcos State University in partnership with SILLAG-Region 1 and Q80 Innovation Hub held at the MMSU Function Hall, Batac City, Ilocos Norte. Startup are businesses operated and managed using technologies. Key benefits include increased efficiency, scalability, improved customer insights, enhanced agility, and cost reduction. The mapping is an active and participatory workshop that assesses the current level of the region and its enabling ecosystem to support startup and innovation. Also, the activity promotes and encourages collaboration among stakeholders and to align all initiatives for creating technology startup in the region. LGOO V Benadicta Barnachea from DILG RO1 and LGOO II John Carlo Sacubo from DILG Ilocos Norte also joined the activity. 29 kinnammayet Mr. Adonis B. Bringas of the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) visited Provincial Director Randy S Dela Rosa, CESO V at the Ilocos Sur Provincial Office on January 31,2024 for a dialogue to chart steps to ensure success of peace building initiatives in Ilocos Sur.
30 The DILG Ilocos Sur Provincial Office junior technical staff underwent a mentoring session by CL Andres Vendiola, Jr., CESE on sessions 4 (Participation in Governance) and 5 (DG and its PPAs) of the BNEO Basic Orientation Course. The mentoring session, aimed at equipping them with the competencies in public speaking, managing difficult participants, responding to questions, time management, and audience sensitivity, is in preparation of the onboarding/exposure of the junior technical officers in the implementation of the Basic Orientation Course in the 34 LGUs in the province. The mentoring is still part of the continuing upskilling initiative for provincial staff. DILG Ilocos Sur management led by PD Randy S. 31 Aiming for timely submission of a comprehensive, evidence-based and quality Gender and Development Plan and Budget (GPB) for FY 2025 of the province, DILG Ilocos Sur CL Andres Vendiola, Jr. and provincial GAD focal person LGOO II Jaemee Erleen T. Espejo provided technical assistance to the staff of the Provincial Social Welfare and Development Office on the formulation of GPB. Striving for a sustained and a more coordinated program implementation this 2024, DILG Ilocos Sur through provincial focal persons Cynthia Pe Benito and Vilgladys Maglaya carried a roundtable with PSWDO Noemee Kathleen Balbuena regarding Enhanced Comprehensive Local Integration Program (ECLIP), Capacitating Urban Communities for Peace and Development (CUCPD), and Local Council for the Protection of Children (LCPC) Functionality Assessment. With the meeting, the newlyinstalled PSWDO was abreast with the implementation updates of the various DILG PPAs requiring PSWDO's vital commitment and engagement
32 DILG Ilocos Sur management facilitated the follow through meeting with the Provincial Government of Ilocos Sur and Ilocos Sur Police Provincial Office for the BIDA Fun Run on March 23, 2024. The follow through meeting focused on the plotting of the operational requirements of the activity to include the fun run route, security, traffic and waste management, emergency response, communication and coordination sytems, among other needed preparations Consistent to its mandate to provide timely technical assistance to LGUs, DILG Ilocos Sur through EnPs Kay Legrand D. Ramos and Joselito P. Racca facilitated the presentation and consultation with the provincial planning team on the key national comments on the PDPFP for 2021 - 2023. With the consultation, the review comments as well as the next critical activities to meet the target resubmission by mid of March this year were highlighted. Following this consultation, the office will continue to assist the Provincial Government of Ilocos Sur through managing the Training on Climate and Disaster Risk Assessment (CDRA) for the staff of the PDRRMO and all MDRRMOs and their staff on the first week of Marc

LGOO II Jaeme Erleen Espejo, GAD provincial focal person provided hands-on coaching to Mr. Perry Costales, the newly installed MSWDO and LGU GAD Focal Person of Bantay on the encoding of GAD Accomplishment Report (AR) and Plan and Budget (GPB) in the GPB Monitoring System (GADPBMS). Based on DILG-DBM- PCW JMC 2016-01, LGUs are mandated to submit their GPB to the DILG via the GPBMS not later than end of March each year. Consistent to its mandate to provide timely technical assistance to LGUs, DILG Ilocos Sur through EnPs Kay Legrand D. Ramos and Joselito P. DILG Ilocos Sur continue to bridge the gap on the capacity of LGUs on gender and development planning and budgeting. LGOO VI Francis Jayson C. Raquel, Provincial GAD Focal Person facilitated the GPB Orientation to the GAD Focal Point System and the secretaries of the nine (9) barangays of Quirino, Ilocos Sur. The coaching focused on the guidelines on the PPAs that can be charged and cannot be charged to the GAD fund, pointers on preparing the GPB, and the review process. Preparing the next batch of LGOO Trainees, the six (6) Local Government Operations Officers II of DILG Ilocos Sur undergo the start of the Online General Orientation Program for LGOOs II and III organized by the Local Government Academy. Among the LGOO II next-in-line trainees from Ilocos Sur are: Ann France Burgonio, Harry Castillo, Amer Jerel De Castro, Mark Laztimosa, Jennifer Lucero, and Rizza May Ramos. Except LGOO II Burgonio, the said LGOO IIs will all undergo the qualifying exams on March 6-7, 2024. The said general orientation and the pre-qualifying examination are prerequisites for the upcoming Apprenticeship Program for LGOOs II and III - Batch 57. Following, the eligible trainees will also undergo a pre-training coaching sessions on public speaking, technical writing, case analysis, group dynamics, among others to be spearheaded by the provincial office alongside their onboarding on actual local government operations, and their speaking and facilitation exposures. 36
The Provincial Inter-Agency Monitoring Task Force (IAMTF) headed by the DILG concluded the conduct of the table validation for the 2023 LCPC Functionality of the 2 cities and 32 municipalities of the province held on March 11, 2024 in Alilem covering the second congressional district LGUs and on March 12, 2024 in Bantay town covering the first congressional district LGUs. The Local Government Unit of Cabugao, Ilocos Sur conducted a one-day Orientation Seminar on Women and Children Welfare Program on January 11, 2024 held at the Function Hall, Cabugao Tobacco Farmers’ Multipurpose Building, as part of its advocacy and capacity development activity for the promotion and protection of women and their children. The Orientation/Seminar was attended by the Punong Barangays, appointed Barangay VAW Desk Officers and appointed Child Development Workers of the thirty three (33) barangays of the municipality. In July 2023, the National Commission on Indigenous Peoples- Ilocos Sur Provincial Office conducted the Information Education Campaign (IEC) on the Indigenous Peoples Mandatory Representative (IPMR) National Guidelines at Nagsincaoan, Cabugao, Ilocos Sur which was attended by the IP Leaders, IP Organization members and residents of barangays Nagsincaoan, Sisim and Maradodon. It was also attended by the DILG represented by MLGOO Eloisa R. Rigucera. It was as an initial activity for the implementation of the IPMR guidelines in the barangay level. Pursuant to Section 16 of RA No. 8371 or the Indigenous Peoples Rights Act (IPRA) of 1997 in relation to NCIP Administrative Order No.01, series of 2021 or the Revised National Guidelines for the Mandatory Representation of Indigenous Cultural Communities.. 40 THREE BARANGAYS OF THEMUNICIPALITY OF CABUGAO, ILOCOS SUR HAVE SELECTED THEIR RESPECTIVE BARANGAY INDIGENOUS PEOPLESMANDATORY REPRESENTATIVE (IPMR) by: MLGOO Eloisa R. Rigucera Indigenous Peoples in Local Legislative Councils and Policy-Making Bodies; and the DILG Memorandum Circular No. 2010-119 – Mandatory Representation of ICCs/IPs in Policy-making Bodies and Local Legislative Council, the Selection of Barangay IPMRs was conducted on February 26, 2024 (AM) at Barangay Nagsincaoan, (PM) at barangay Sisim, and on February 27, 2024 at barangay Maradodon. The Selection process was facilitated by the NCIP-Ilocos Sur Provincial Office headed by Atty. Laarni Tumacdang and assisted by NCIP Personnel Mr. Arnel Aguisanda. It was also assisted by Mr. Nick Bringas, Cabugao IP-Coordinator. The DILG as partner in the delivery of such services witnessed the activity, through LGOO II Gianino M Peralta. The newly selected IPMRs are the following: IPMR Rouel Agtaguem of Barangay Nagsincaoan; IPMR Milero Inong of Barangay Maradodon; and IPMR Rizaldy Addongay of Barangay Sisim. Further, in order for the selected IPMRs to fully sit-down as members of the Sangguniang Barangay in their respective Barangays, the Certificate of Affirmation (COA) was awarded, followed by the Oath Taking of the newly selected Barangay IPMRs administered by Hon. Mayor Josh Edward S. Cobangbang on April 4, 2024.
