A total of thirteen (13) former rebels (9 Militia Ng Bayan and 4 Regular NPAs) received their financial
assistance during the Enhanced Comprehensive Local Integration Program (ECLIP) Awarding Ceremonies
on May 24,2022 in Barangay Nagbettedan, Sto. Domingo, Ilocos Sur.
Each of the recipients was awarded with P15,000 immediate assistance, while additional P50,000 livelihood
assistance were awarded to regular NPA members and firearm remuneration to those with surrendered/
turned-over firearms. Reintegration assistance was also awarded to the Unit where the former rebels
surrendered. A total amount of P1,779,000 was awarded to the recipients.

Madriaga, LGOO V/Planning Officer Chat Pe Benito, and Mark Lastimoza in handing the cheques to the
FRs.

PDC MEETING, CONDUCTED FACE-TO-FACE

The Provincial Government of Ilocos Sur, led by Vice Governor/ Acting Governor Jeremias C. Singson
spearheaded the conduct of the 2nd Quarter 2022 Joint Meeting of the Provincial Peace and Order Council
(PPOC), Provincial Anti-Drug Abuse Council (PADAC), Provincial Disaster Risk Reduction Management
Council (PDRRMC), and Provincial Development Council (PDC) on June 27, 2022 at the Provincial
Farmers Livelihood Development Center in Vigan City, Ilocos Sur.
The meeting was held to give updates on Peace and Order, Internal Security Operations, Anti-Illegal Drugs
Campaign, and other updates from the agencies and councils concerned.

the University of Northern Phillipines (UNP) Vigan City on 28
April 2022.
PD Dela Rosa and CL Madriaga were identified as Key Informants
of the research currently conducted by the institution entitled "A
Study on the State of Local Governance in the Philippines after
Three Decades of Decentralization (1991-2021)" sponsored by the
Philippine Society for Public Administration, in partnership with
the National Research Council of the Philippines (NRCP),
Department of Science and Technology (DOST), Senate of the
Philippines, and United Nations Development Programme
(UNDP).

The DILG Regional Office 1 led the Orientation
Workshop for Civil Society Organization (CSO)
Desk Officers last May 25, 2022. The training aims
to enhance the ability of CSO Desk Officers to
perform their assigned duties and responsibilities.
It was conducted through hybrid methodology
and is attended by the DILG Provincial Director,
Cluster Leader, Program Manager, Planning
Officer, DILG Provincial Staff, Provincial Planning
and Development Officer, and thirty-two (32) CSO
Desk Officers/representatives, who convened at
Mel-Sol’s Inn and Resort and three (3) CSO Desk
Officers via Zoom from the Province of Ilocos
Sur.
It was formally commenced with the Welcome Message delivered by Regional Director Julie J. Daquioag, Ph.D., CESO III
and Assistant Regional Director Agnes de Leon.
On the orientation proper, the resource persons, namely, DMO IV Jennifer De Belen, DMO III Aldrin Nolasco, Zenaida
Garcillan discussed the modules as follows:
Module 1: The Relevance of Participatory Governance
Module 2: Code-Mandated Avenues of Participation
Module 3: Guidelines on LGU Accreditation (DILG MC 2019-072)
Module 4: Guidelines on CSO Desk an Institutionalization of People’s Council
Module 5: Roles and Responsibilities of CSO Desk Officers
Module 6: Suggested Code of Ethics and Internal Rules of Local People’s Council
The OPPDC of the Provincial Government of La Union also shared their actual experiences on the Formation of People’s
Council and best practices.
During the workshop, the CSO Desk Officers were given time to contribute their answers. CSO DO Ruben U. Pasahol of
LGU Sigay represented the Province of Ilocos Sur and discussed the answers of the body.

DISTRIBUTION OF BARANGAY DRUG CLEARING PROGRAM MANUAL OF OPERATIONS TO LGU

TAGUDIN, ILOCOS SUR ‖ As an indispensable component on the sustainability stage in the
implementation of the Barangay Drug Clearing Program (BDCP), the Philippine Drug Enforcement
Agency (PDEA), in collaboration with partner agencies, Local Government Units (LGUs), and other
stakeholders, spearheaded the continuous conduct of anti-illegal drug advocacy and sustainability activities
to drug-cleared and unaffected barangays.
Hence, the conduct of the Orientation on Drug Free Workplace Program and Policy and Conduct of Anti-
Illegal Drug Advocacy & Sustainability Activities to Drug-cleared and Unaffected Barangays in the
Municipality of Tagudin, Ilocos Sur – a three (3)-day activity, one (1) day schedule per clustered barangays,
held on June 1-3, 2022 in the TiKanLu Hall, 3rd Floor of the Tagudin Municipal Hall, Rizal of this
municipality. The barangays were clustered into:
1.Batch 1 (June 1, 2022) – Ag-aguman, Ambalayat, Baracbac, Bario-an, Baritao, Becques, Bimmanga, Bio,
Bitalag, Borono, Bucao East, Bucao West, Cabaroan, Cabugbugan, and Cabulanglangan.
2.Batch 2 (June 2, 2022) – Dardarat, Del Pilar, Farola, Gabur, Garitan, Jardin, Lacong, Lantag, Las-ud,
Libtong, Lubnac, Magsaysay, Malacañang, and Rizal.
3.Batch 3 (June 3, 2022) – Dacutan, Pacac, Pallogan, Pudoc East, Pudoc West, Pula, Quirino, Ranget,
Salvacion, San Miguel, Sawat, Tallaoen, Tampugo, and Tarangotong.
Participants were the mandatory members of the Barangay Anti-Drug Abuse Council (BADAC) which include,
but not limited to, Punong Barangay, Barangay Council, Sangguniang Kabataan Chairperson and NGO/Faith-
Based/DepEd Representative/s, and Barangay Police, Barangay Secretary and Barangay Treasurer. Joining the
third batch were the officers and members of the Municipal Peace and Order Council (MPOC) and Municipal

The roster of the distinguished resource speakers is a coordination of the PDEA, LGU and DILG. Agents LJ,
Inocencio, Apol and Ayaoan of the PDEA basically know almost all matters regarding illegal drugs and,
therefore, they took the initiative to discuss most of the topics including the programs and policies on a
drug-free overnment office and private sector workplace and the salient provisions of Republic Act 9165
also known as the Comprehensive Drugs Act. The different Punong Barangays were given the chance to
report after thorough validation among themselves the status of the persons who used drugs in their
respective area of responsibility with the aid of the Tagudin PNP. Relative to the ill effects of dangerous
drugs, Nurse Gregor Lubina, DOH-NDP from the Rural Health Unit further the discussion of its effects on
mental health. The Municipal Local Government Operations Officer, LGOO VI Julieta C. Galvan,
comprehensively talked on the BADAC Functionality Performance Audit – the output expected from the
barangay level to justify or as a validation of their respective BADAC’s performance. Concluding said
activity was the awarding of certificates to the participants and training management alike.
The Municipality of Tagudin was declared and certified as a Drug-Free Municipality on the year 2019 with
forty-one (41) drug-cleared and two (2) unaffected barangays. Through the concerted effort of the LGU,
under the leadership of Mayor Roque S. Verzosa, Jr., and its partner agencies, this status is maintained up
to this date.
