Awarding to 11 Former Rebels
MAY 20, 2021- A total of eleven former rebels (9-Militia ng Bayan; 2- Regular NPA) who
surrendered in the Province of Ilocos Sur received their respective financial assistance PAGE 01
during the E-CLIP Awarding Ceremonies held on May 20, 2021 at Mel Sol’s Inn & Resort.
Each of the recipients was awarded with P15,000 immediate assistance, while additional DILG Ilocos Sur Confers
P50,000 livelihood assistance were awarded to regular NPA members and firearm Recognition to Performing
remuneration to those with surrendered/ turned-over firearms. Reintegration assistance
was also awarded to the Unit where the former rebels surrendered. A total amount of Personnel for CY2020
P 1,436,000 was awarded to the recipients.
The ECLIP is one of the flagship programs of President Rodrigo Roa Duterte that seeks to PAGE 02
address social healing and national unity toward the higher objective of having just and
lasting peace. It is one of the major interventions to provide social equity to former DILG Ilocos Sur Conducts RCSP
members of the CPP-NPA-NDF and the Militia ng Bayan to reintegrate them into Orientation for 38 Target

Virtual Orientation on Retooled Community Support

LGUs (Candon City, Bur u el,
Narvacan, Salcedo, Santiago, Sta. Cruz, Sta. Lucia, Sta.
Maria, Sto. Domingo, and Suyo) on May 24, 2021 at La
Jenns Hotel and Resto Grill. The participants were: Local
Chief Executives (LCEs), C/MLGOOs, MPDOs, Punong
Barangays and Barangay Secretaries.
The objectives of the said activity are to orient
participants on RCSP Phases of Implementation, to apprise
participants on the different programs and services of
concerned agencies, and to prepare an action plan for the
implementation of RCSP in the target barangays.

joined the activity and delivered his message to the
participants,” Let us work together to make Ilocos Sur a
peaceful province”.
Line agencies who participated in the Orientation included
TESDA, DTI, DOLE, DSWD, DAR, NCIP, DENR, and DA, and
each presented and discussed their respective programs
offerings and services related to RCSP.

MEETING OF PPOC-PADAC-PDRRMC-PDC MEETING

Bantay, Ilocos Sur- Being one of the priority activities in its continuing programs on addressing concerns on peace
and order situation, the Provincial Government under the leadership and chairmanship of its active Governor Ryan
Luis V. Singson presided over the 2nd Quarter 2021 Joint Meeting of the PPOC-PADAC-PDRRMC-PDC on May 21,
2021. Held virtually, the joint meeting had reports presented on the crime, illegal drugs situation, internal security,
enforcement of laws as well as operations and programs on crime prevention and reduction and traffic management.
Updates were likewise presented on the provincial management and response to Covid-19 pandemic and on the
concerns of Provincial Development Council. PD Randy Dela Rosa, for his part, presented the Guidelines on the
implementation of the Anti-Drug Abuse Council/ADAC Performance Audit Awards for Audit Year 2019 and 2020.
Per report on peace and order situation, the Province of Ilocos Sur remains generally peaceful from
January 1, 2021 to May 16, 2021. Active leadership of the Governor, support from the component cities,
municipalities, and the barangays in the implementation of laws and coordination among agencies and
institutions significantly contributed to the peaceful situation in the area.

AMIDST COVID-19 PANDEMIC

March 21, 2021 - With the aim of moving towards to a safer, peaceful, and prosperous new normal, Barangay
Baluarte, Salcedo, Ilocos Sur is chosen as the Provincial Showcase Barangay for 2021 1st semester Barangay
Assembly Day in Ilocos Sur amidst COVID-19 Pandemic, with the theme “Barangayyan: Barangay at Mamamayan,
Sama-sama at Magkaisa upang Labanan ang Pandemya Tundo sa isang Ligtas, Maayos at Maunlad na Pamayanan”.
DILG Ilocos Sur Provincial Director Randy S. Dela Rosa attended the said event and extended his congratulations to
the barangay. PD Dela Rosa also introduced the Retooled Community Support Program (RCSP) to the constituents.
Meanwhile, Salcedo, Ilocos Sur MLGOO Ma. Aleli F. Molina briefed barangay officials and residents regarding the
background of Support to Barangay Development Programs (SBDP) in the Implementation of President Duterte’s
Executive Order No. 70, which establishes the whole-of-nation approach in ending local communist armed conflict.
Salcedo Mayor Leopoldo Gironella, Jr. was also present during the activity and expressed his gratitude and his full
support for these various government programs.
Pursuant to Proclamation No. 599 Series of 2018 signed by President Rodrigo Duterte, Saturday and Sundays of
March and October of every year have been declared as Assembly Day. Barangay officials are mandated to gather
their residents for an assembly to discuss their accomplishments, updates and to tackle the community’s different
issues and concerns.
Minimum Public Health Standards and Protocols are likewise observed during the whole activity.
