ABSTRACT
In this report, we have gone through an observation about the mosque that we choose
which is Putra Mosque, Putrajaya. In this proposal we also include the public facility based on
EKSA administration. EKSA has additionally been rehearsed in the public authority and private
areas to establish a favourable climate at work and keep up its corporate picture. This training
establishes an efficient and useful workplace other than having the option to reduce failure as
far as existence. It also contributes to all public facility for them to practice the 5S regarding the
need to highlight a quality and conducive workplace in the public sector in Malaysia. Other than
that, we also include the overview of the mosque which are the background, management
structure and their services and activities. Moreover, in this report we also create a proposition

PART 1: INTRODUCTION TO EKSA
Malaysia is a developing economy with aspirations to evolve into a developed country.
Malaysia's government has various strategies and initiatives in place to promote and accelerate
the country's growth. It is to ensure that the goal of being a fully developed country is achieved.
As a result, Malaysia's public sector institutions play a critical role in defining the country's
growth's durability and quality. It is in charge of determining the economic orientation of
Malaysia in collaboration with the business sector. Malaysia also conducts various programmes
and efforts to get the best results possible through its national development role. However,
neither the public nor the private sectors are familiar with the terms of EKSA anymore. So, in
this topic, we will go through the terminology EKSA, known as Ekosistem Kondusif Sektor
Awam, in greater depth.
1.1 Definition of EKSA
Ekosistem Kondusif Sektor Awam, or Public Sector Conductive Ecosystem, is the
acronym for EKSA. The Malaysian Administrative Modernisation and Management Planning
Unit (MAMPU) has rebranded as a Public Sector Conductive Ecosystem to improve the 5S
Public Sector Practice implementation (EKSA). It was launched in January 2014 to cultivate a
corporate culture that is superior to company excellence. This rebranding process coincides
with changes and current standards to improve the organisation's performance and
competitiveness while promoting a creative and inventive culture inside government
departments or agencies. Since the 1980s, the Malaysian Productivity Corporation (MPS) has
maintained the Quality Environment System. The 5S certification was valid for two years, whilst
the 5S MPC certification was good for one year. MAMPU adopted the 5S Practice through
Training of Trainers (ToT) Program at the Public Training Institute in 2011 to further realise and
improve the Public Sector 5S Practice. Since then, MAMPU audits have helped many
government entities and departments achieve 5S certification. This accreditation had been
granted to 173 government institutions and departments as of 2013. Following that, in early
2014, ToT EKSA implemented and invited nearly 80 participants from various public sector
agencies and general training institutions (ILA) to clarify the EKSA's implementation in
strengthening a high-performing and innovative organisational culture, as well as provide
exposure and comprehensive understanding. In the EKSA auditing and certification
programme, the new EKSA criteria offer practical instruction on EKSA auditing techniques and
generate trained and calibrated auditors. The EKSA will be swiftly extended thanks to MAMPU's
thorough planning to develop qualified, calibrated auditors, and the 2014 EKSA Circular will be
released later that year.(Panduan Pelaksanaan EKSA Ekosistem Kondusif Sektor Awam)
1.2 Objectives of EKSA
MAMPU has made an effort to strengthen the Public Sector Conducive Ecosystem's
implementation of the now-renamed 5S Practice (EKSA). It is consistent with efforts to build the
culture of high-performing organisations among public sector agencies by providing an
environment, work culture, and values that all public sector agencies share.
6
1.2.1 Enhance Corporate Image
The identification or view of consumers interested in one's environment, behaviours,
and accomplishments is a corporate image. To create a healthy business culture, citizens must
share the same values, ethics, and work standards. EKSA also prioritises environmental safety
in each public sector department and agency, in addition to these qualities.
1.2.2 Stimulate Creativity and Innovation Activities
EKSA encourages department or agency personnel to cultivate elements of creativity
and innovation while completing tasks and fulfilling their obligations to boost workplace
efficiency. The formation of an organisational culture of creativity, based dynamics, and
innovation is required in the public sector because cycles often change with time. Citizens or
agencies are urged to think outside the box to create a work environment that is both pleasant
and safe.
1.2.3 Stimulate activities towards creating green environments through the green practice
Green practises at the office are also highlighted, focusing on implementing a cycle-
like programme and increasing energy efficiency to save resources. Practice Activities Green
is supposed to be implemented by the whole department and agency employees to maximise
resource usage.
1.2.4 Creating A Conducive Working Environment
The right atmosphere is critical for reinforcing high-performing organisational cultures
and encouraging innovation across departments and government agencies. EKSA enables
public sector departments and organisations to focus on service system delivery, customer
friendliness and providing comfort while interacting. Customers with impairments (OKU) should
have access to adequate facilities.
1.2.5 Agency Diversity
EKSA introduces the new model evaluations and audits, which incorporate generic and
unique criteria and consider the diversity of government departments and agencies in terms of
the services provided. One-size-fits-all approaches are less effective in meeting the demands
of departmental variety and government organisations in recent years.

PART 2: OVERVIEW OF THE MOSQUE
2.1 Background of the Mosque
The Putra Mosque or also known as Putrajaya Mosque was built on 15 March 1996, as
the commencement of the development of the first phase of the federal government’s
administrative center in Putrajaya and it is used officially on 30 August 2000. Putra Mosque
is the inspiration of the fourth Prime Minister at that time which is Tun Dr. Mahathir
Mohamad. The mosque is named as Putra Mosque in conjunction to the first Prime Minister
of Malaysia which is the late Tunku Abdul Rahman Putra Al-Haj to commemorate his
services. This mosque surrounded by parks and beautiful lakes in the middle of the federal
government’s administrative center which makes it the pinnacle of glory of an independent
nation and sovereign nation that elevates Islam as the trigger for the success of ummah.
From the direction of the Putra Bridge, Putra Mosque can be seen as it was floating on the
surface of the lake because of its unique position near the Putrajaya lake and next to the
Prime Minister’s Department complex that marks Islam as the core of Malaysia’s leadership
beliefs and practices.
The concept of the design of this Putra Mosque is based on the Persian architecture of
the Safavid Empire combine with the modern and contemporary features using a scientific
and technological approach. These mosque consists of four levels including a roof that has
their own respective functions. The dome of the Putra Mosque is pink in color and the design
is based on arabesque which is known as a plant concept carving as found on the domes
of mosques in Egypt. The carvings and the interiors of the Putra Mosque’s dome and
mosque are entirely inspired by the local sculpture. The material of cengal woods for the
doors, grilles and frames used on the mosque has managed to turn Malay sculptures based
on the teachings of Islam which is shown the spirits of togetherness and harmonies within
each others (Jabatan Kemajuan Islam Malaysia, 2021).

Putra Mosque has done a service which is a zakat fitrah payment counter that allowed
people to make a zakat fitrah payment through Drive-Thru (Jabatan Kemajuan Islam

makes it very convenient and easier for those who want to pay zakat quickly without having
to go to the counter as usual. People do not have to go to make a zakat payment at the
counter at the mosque as usual because the people need to protect themselves due to the
coronavirus that hit the country seriously. Infection of the virus can happen anytime with
contacting with any people even they already wear their masks on or already sanitized their
10
hand. So with this drive thru service, people be careful and make the zakat payment without
need to worry about their safety. These zakat payment through drive thru not only make it
easier but also can make it faster. The convenience through this way is very effective and
not only can be made at Putra Mosque but also at any mosque around the world that make

Distributing breaking-fast food through ‘Drive-Thru’ in Putra Mosque
The Putra Mosque staffs has distributed breaking fast food to the public in front
of the main entrance of the Putra Mosque in Putrajaya on 13 April 2021 (Malaysia

These distribution of foods for breaking fast to the public who came to Putra Mosque or
just happened to be in that area can be said as a charity from the Putra Mosque staffs
representing the Putra Mosque. People are very delighted especially for those who in
need or for those who are busy working during the day and do not have time to cook or
buys some foods for breaking fast. It is important to help each other and do it as a
sadaqah as a Muslim because people need to take care of each other especially who
are living in poverty. Distributing breaking fast food are a one of a good deed as always
done also by other people even though they are not working with any mosque. It is
important to make sure that nobody live in hunger not only Muslim but also non-Muslim

Based on the organizational chart above, I have restructured the Masjid Putra’s
organizational chart based on Conducive Ecosystem of Public Sector (EKSA). In this topic, we
will present 5S idea that we should apply in this authoritative outline. This 5S idea was familiar
with organizations in Japan in the early of the 1980s. This strategy is an instrument that can
establish a nature of workplace and drive continuous progress in every department of the
organization.
12
Firstly, based on 5S idea we can take shitsuke which is always lead. As we can see on
the diagram, the director is following by assistant director. Director is accountable to coach their
employees the way to do their works supported their qualification. Aside from that, the top of
the department should give excellent example of labor culture that they will understand, obey,
and practice the rules within the workplace. Through this guidance, the workers may be more
discipline and still be a habit and culture also apply it within the organization. Invalid source
specified.
Next, seiso which is sweep. Sweep derives its meaning to have a clean environment in
workplace. Every department in organization should has cleanliness unit. This unit is especially
important in organization because it is required to clean the workplace to create the staff to feel
more leisurely and happier when working. From here, the workers can apply this idea in their
lifestyle as they cannot rely on cleanliness unit to stay the environment of workplace clean all
the time. the aim of this idea to the workplace to be conducive and keep the equipment clean
from dust or dirt to use for work purpose.
Furthermore, we also specialize in seiton which is organize and store in an exceedingly
neat. As supported in the diagram, we will take administrative and financial units which is
following with assistants by both departments. we will see the instance from audit department
which is that they are responsible in sorting all the bills and transaction within the company.
Moreover, the accounting officer in organization basically need the evidence as they use it for
tracking and predicting the income, sales, and profit and loss within the company. From here,
we will see this idea mainly important as they apply the organize concept and kind all the
evidence to form sure it does not mix with other files or documents.
Moreover, the concept of seiri also contribute in flatten the administration in
organization. The meaning behind the seiri’s concept is sort. Opting out and dispose of waste
items that do not need in the workplace. This idea is required as there are a lot of stuff at the
working environment. Detachment cycle can be applied in this idea to decide the necessary
things whether it is available or future requirements and ought to be put away. We can take
secretary position as an illustration as they keep up the smooth running of an office through an
assortment of authoritative and administrative obligations. They likewise putting together as
delivering plans and requiring minutes each organized meeting.
Lastly, the concept of seiketsu can be applied in every organization as they include
periodic safety. Finding outdates, poisonous or other dangerous materials and removing them
from the work area. It is particularly important as to keep the organization from any danger as
user is required to be followed by employees which is the Standard Operation Procedure (SOP).
Based on organizational chart above, the protocol unit is responsible as they produce the
standard of rules as it can maintain the high-quality outputs in working environment. Through
this concept, the organization can make employees more satisfied in their workplace and create
a safer work environment. Invalid source specified.
13
3.2 Identification of zone
The area of this mosque is 1.37 hectares. The mosque area starts at the Main Gate
until it enters the mosque area. The height of this mosque is equal to a 21-story building. And
the putra mosque consists of four levels including a roof that has their own functions.
The mosque area is divided into ground floor two which is surrounded by walls and
fortifications by displaying a strong defensive image with the intention of fortitude. this level is
the main area that is commonly used by visitors for the road around the lake.
Besides that, Ground Floor One this part has various benefits including an auditorium,

Next, Lower floor or level G at this level carries the concept of openness. Has an
umbrella -shaped pole on this level as to provide protection to the public from rain and heat as
well as natural air circulation. The concept also aims to connect between the inner saf and the
outer saf in case the congregation is too many at one time. Besides that, this have an open
courtyard stretches wide between the main prayer hall and the main entrance of the mosque

“kayu cengal’ becomes a choice for doors, grilles and frames in the mosque has been changing
the statues Malay, Islamic highlighting the spirit of brotherhood and harmony with others.

reading and reference services to the public just for a while and the loan is only open to the staff

In addition, Putra mosque is the first mosque operated under the Malaysian Islamic
Development Department (JAKIM) and has received a certificate of recognition for the
Conducive Public Sector Ecosystem (EKSA) from the Malaysian Administrative Modernization
19
and Management Planning Unit (MAMPU) in December 2014 and successfully obtained 5S
certification from MAMPU on 30 December 2012.
3.3 Documentation of issues and recommendations of rectifications
3.3.1 Facilities for disabled people
Issue : The mosque have lack of facilities for disabled people in every zones. For the main part
of the mosque, lack of ramp for disabled people who uses wheelchair to enter the mosque
making it harder for some people to enter the mosque. Moreover, for the prayer hall, there are
less chair for people who cannot stand to perform their prayer properly. Thus, they need to bring
their own chair for use. For zones such as bathroom, library, auditorium, and more, it will be
difficult for some disabled people to go due to lack of facilities for them.
Solution : The mosque management should add more ramp use in the mosque especially for
the used of disabled people to move freely around the mosque. They can also add more
facilities such as providing wheelchair, chair for disabled people prayers, bathroom specified
for them and more. By doing this, their movement will be more organize during entering the
mosque and leaving the mosque.
3.3.2 Unorganized slippers in the mosque
Issue : Although the mosque already provide shoe rack for organizing visitors shoes and
slippers, visitors still went to the mosque and do not organize their slippers or shoes properly
on the shoe rack. Thus, there are a lot of unorganized slippers and shoes outside of the mosque
which can affect the name and cleanliness of the Putrajaya mosque.
Solution : The mosque management should appoint someone to observe outside of the mosque
and advise visitors to organize their shoes and slippers appropriately. By doing this, people will
be more aware of the situation and be more discipline to arrange their slippers and shoes
properly.
20
3.3.3 Female congregation barriers facilities (Penghadang Jemaah)
Issue : The congregation barriers in this mosque are still not enough. There are big spaces that
can expose both sides whether it is woman and man side. Addition to that, the prayer hall is
too wide that can make people see the both sides. People who passed the spaces that not
enough of barriers can clearly see the other side. This situation is not safe for woman as they
might feel uncomfortable when preparing for prayer.
Solution : For this situation, the mosque need to provided more congregational barriers. The
barriers must be long and have a big size so that both sides cannot see each other. Addition to
that, with this way the woman does not need to reduce movement as they scared that they can
be seen in man side. However, the mosque also need to cover the wide spaces by using dark
slides of door or anything as long as it is not transparent so that both sides cannot be seen.
This way, both sides are more secure and people are more comfortable to perform the prayers
without any worries whether they might be seen by the other side.
3.3.4 Mosque direction sign
Issue : The Putrajaya mosque have a lot of zones include library, lecture room, lobby,
auditorium, dining hall and more which can make the visitors confuse and lost. The mosque
have lack of direction sign which indicates which way to go. People will have a hard time figuring
out which way to go to the library, or the dining hall. Therefore, it will make the movement of
visitors in the mosque harder.
Solution : The mosque should add more direction sign in the zones to direct visitors to their
desire destination in the mosque. They should provide direction sign for library, lecture room,
dining room and more. The sign cannot be just for the toilet or for the ablution place. Other
21
zones should have their sign indicating where the place located in the mosque. Therefore,
visitors can easily find their way in the mosque.
PART 4: CONCLUSION AND LEARNING REFLECTIONS
4.1 Conclusion
Overall, it is possible to conclude that implementing EKSA will increase the Putra Mosque's
management productivity. The benefits of implementing EKSA are highlighted, such as
improved customer service quality, a more positive working environment, increased creativity
and innovation, increased safety, and enhanced teamwork spirit. The formation of EKSA
necessitated a firm commitment from all members and cooperation, time, and effort from all
employees.
The main benefit of EKSA is that it improves customer service quality. The identification
or perception of a client interested in the Putra Mosque's environment, behaviours, and
achievements is referred to as customer service. To build healthy services, the citizens must
have shared values, ethics, and labour norms. Furthermore, the EKSA promotes the Putra
Mosque's environmental protection features in all government departments and agencies. Most
clients, for example, do not anticipate miracles, but they do want accountability. Accept full
responsibility for any mistakes or errors and work to correct them. The customer support
employees will have the power to remedy the problem on the client's behalf. To make this
feasible, they need to remove any obstacles.
The second benefit is a more pleasant working environment. Healthy does not always
imply that one need medical treatment; it may also refer to one's perspective at work and in
one's surroundings. The Putra Mosque's personnel are more productive when they are happy
and healthy. People who like their professions are more inclined to devote themselves entirely
to them. The administration of the Putra Mosque should consequently play their part in keeping
the personnel happy. Otherwise, their displeasure may affect the quality of their job, or they
may get bored.
Increased creativity and innovation are the next steps. The Putra Mosque may use the
EKSA to encourage creative and innovative activities that meet the community's needs.
Customer expectations are that, while considering the demands of change over time, every
government agency must increase its efficiency and quality. In this perspective, creativity and
innovation viewed as a platform for government servants in organisations to think outside the
box. It is because they need to provide the most excellent service possible according to their
obligations.
Then there was a green initiative at the Putra Mosque. Because environmental
conservation is a shared duty, EKSA actively supports attempts to create a green environment
in government sectors through a green programme. Each department is required to participate
in recycling and improving energy efficiency to limit the usage of raw materials under this
programme. EKSA is considered a particular focus on optimising existing resources to prevent
22
wasting space, time, or personnel resources and the notion of value for money for any
government agencies. It is not just a cost-cutting measure for the government, but it may also
benefit the environment.
The last benefit is the comfortable environment. The Putra Mosque, which follows
EKSA, likewise emphasises creating a pleasant working environment for public personnel.
Furthermore, Organisations that care about the welfare and safety of their users can carry out
duties in a safe and conducive environment are stressed in EKSA organisations. Meanwhile,
the Putra Mosque offers accessible services and deals with all government entities with
generosity, safety, and comfort.
4.2 Learning reflections
Our team was formed to perform an assignment for Putra Mosque titled A Proposal on The
EKSA Administration of a Public Facility. The task was to critically evaluate the EKSA and
determine the present state of the mosque's quality environment. It also entails identifying
characteristics of the facility that are insufficiently suited to EKSA or 5S practices. The goal of
this project is to reflect on our experience completing this proposal. We will examine our
experiences in terms of group formation, work structure, and how we managed our group work
in this project.
The first step is to the establishment of the group. It is the moment to decide who will
be in the group and what their responsibilities will be. To ensure seamless and clear
communication, we decided to form five people in a group and choose a leader. We also talk
about what has to be done for our group task. Everyone exchanged their thoughts on the project
and decided to start with Masjid Mukim Lundang in Kelantan. The group attempted to reach an
agreement that made sense to everyone after hearing everyone's viewpoints and identifying all
points of agreement and disagreement. For a group, decisions are crucial. As a result, we took
our time making a decision. Our group made all of the decisions based on feedback from all
members, and we ultimately decided on the Putra Mosque as the topic.
The first challenge following group creation was figuring out how to organise the work
to complete the assignment on time. We split the work into smaller sections and assigned these
components to each team member from the outset. We chose each activity when they should
do it since developing a timetable is the best strategy to execute the assignment on time.
Everyone on the team now knows who will do what, when, and in what manner.
However, we ran across several issues when completing the proposal. Due to a
Malaysian Movement Control Order (MCO), one of our team members who lived in Putrajaya
cannot visit the Putra Mosque and obtain more information. As a result, we chose the best
approach without disobeying the Malaysian government's directive. We spent dozens of hours
scouring the internet for relevant websites to add to our notebook in the hopes of finding the
23
information we needed to finish the project. Fortunately, we overcame the difficulties we had by
conducting extensive study and obtaining information from various sources.
What counts most after the project is what we have learnt through our group work
experiences. Situations arose throughout our time together that put us to the test to make
judgments and deal with pressures and exceptions. As Henry Ford, the American industrialist,
said, “Coming together is a beginning, staying together is progress, and working together is a
success.” One of the most significant parts of our endeavour was collaboration. We would not
have been able to do anything if we had not collaborated. We frequently conferred with one
another when we came into challenges with our work, even though the design process was
divided into distinct components. One of the most crucial parts of this endeavour was teamwork.
We would not have been able to do anything if we had not collaborated. Consequently, we were
able to accomplish a solid result, boosting our knowledge, capabilities, and group
empowerment.
