SPECIAL NEEDS POPULATIONS

There are several definitions for the term “vulnerable population”. For the purpose of the Stutsman
County Emergency Operations Plans, including all annexes and appendices, vulnerable individuals are
those who’s freedom and capability to protect one-self from intended or inherent risks is variably
abbreviated, from decreased freewill to inability to make informed choices. Vulnerable communities
need special attention during emergency situations as there are often unique recruitments and
considerations to ensure the overall safety of these individuals. The vulnerable populations refers to but is
not limited to children, elderly individuals, physically or functionally impaired, intellectually or mentally
challenged individuals, the institutionalized and incarcerated populations, and populations that are
economically disadvantaged .

It is estimated that there are about 730 people with no personal mode of transportation and 11.4% of the
population in Stutsman County is below poverty level.

In Stutsman County it is estimated that there are more than 220 Medicare beneficiaries that rely upon
electricity dependent medical and assistive equipment such as ventilators, oxygen concentrator,
implanted cardiac device, BiPAP, internal feeding, IV infusion pump, suction pump, at home dialysis,
electric wheel chair, and electric bed equipment in our communities.
