Project Engineering Specialist will be responsible for providing overall guidance and support
on all aspects of planning, designing, housing models and slum infrastructure requirements
for effecting curative measures under Slum Free City Plan.

Provide technical support as necessary in design and implementation of having and
other slum infrastructure works - Water supply, drainage, roads, Solid waste etc.
Review the Detailed Projects Report (DPR) for precision and detail and provide
feedback as necessary.
Support Puducherry Slum Clearance Board to prepare project monitoring formats and
report with precision on progress of construction and utilization of funds under RAY.

Assess the training needs in engineering and assist PSCB to access quality training on

Specialist 5: Management Information System Specialist:
The primary responsibility of the MIS expert will be to support speedy internalization of the
MIS and accurate reporting through the same and strive to improve the IT systems of RAY and
proactively recommend ways to make it more user-friendly and efficient
Scope of Work:
Coordination of data entry and file uploads into systems to be used by the PSCB/State
Level Nodal Agency (SLNA) on a regular basis.
Work closely with the GIS expert in providing advice to the Puducherry Slum Clearance
Board/SLNA for the development of a GIS-based Slum MIS
Provide advice to the PSCB/SLNA in coordinating/monitoring Slum Surveys
Coordinate management of electronic data pertaining to the PSCB/SLNA, including
soft copies of letters, reports and numerical data. This may involve conversion of data
and reports in hard copy to electronic form, as well as their storage in an organized

The Capacity Building/Training Coordinator will play a key role in taking forward the core
principles of RAY with regard to appreciation and implementation of the reforms,
internalizing stakeholder consultations into the operating procedures and practices of
infrastructure development and optimizing the community participation in urban governance.
Scope of Work
Assess barriers and constraints, training requirements, institutional weaknesses,
absorptive capacity constraints to implement slum infrastructure projects and urban
reforms, issues of sustainability of created assets, and other social and institutional
risks at PSCB and ULB level.
Advise in developing capacity building modules in local language for conduct of
training programmes on RAY.
Support in building the database of trainers and resource persons on urban poverty
alleviation, planning, community participation, social development, engineering etc.
Support city level capacity building/training coordinator in organizing training
programmes and bringing in resource persons for taking sessions during training
programmes.
Advise, collate and disseminate reports of the trainings and capacity building
programme.
Develop mechanism to undertake the follow up of training and capacity building
programmes.
Support Puducherry Slum Clearance Board/SLNA/ULBs in cross learning through
organizing study tours, exposure visits.
Ensure that NGOs/SHG/CBO/elected representatives and other marginalized groups
attend the training programmes and contribute in implementing RAY in cities.

8.1 ANNEXURE A: PERFORMANCE BANK GUARANTEE FORMAT

which expression shall include their successors, in favour of Chief Executive Officer,
Puducherry Slum Clearance Board ,Puducherry (hereinafter referred to as “The Client”

2. Whereas the Client has issued RFP notification no. <Notification no.> dated <Date of
notification> to M/s <Name of the Consultant> a company incorporated in India
under the Companies Act, 1956 and having its registered office at <Registered office
address> (India) and place of business at <Business Address of Company> hereinafter
referred to as “The Consultant” (which term or expression unless excluded by or
repugnant to the subject or context shall mean and include its successors-in-office and
assigns) for Selection for “Preparation of GIS based Slum Free City Plan of Action for
Puducherry & Oulgaret towns of U.T. of Puducherry”.
3. In consideration the Client selecting the Consultant for preparation of Slum Free City
plan of Action for Puducherry & Oulgaret towns of U.T of Puducherry as per the terms
and conditions of the Agreement entered into agreement between the Client and the
Consultant, we the Bank, hereby irrevocably and unconditionally guarantee to pay the
Client on first demand without demur any sum upto Rs.-----------------------------(Rupees --
------------------------Only) merely on claim or demand by telex and/ or writing by the
Client by reason of breach by the Consultant of any of the terms or conditions contained
in the said Agreement or by reason of the Consultant’s failure to perform the said
Agreement. Any such demand made on the Bank shall be conclusive as regards the
amount due and payable by the Bank under this guarantee.
4. We, the Bank, undertake to pay to the Client any money so demanded notwithstanding
any dispute(s) raised by the Consultant in any suit or proceeding pending before any
court or Tribunal relating thereto our liability under this present being absolute and
unequivocal. The payment so made by us under this bond shall be valid discharge of our
liability for payment there under and the Consultant shall have no claim against us for
making such payment.
5. The Bank’s liability herein contained in this guarantee shall not be impaired or
discharged by any extension of time or any forbearance of neglect on the part of the
Client or any variations or alterations made, considered or agreed to with or without
knowledge or consent of the Bank by or between the Client and the Consultant.
6. The guarantee shall remain in all force and effect during the period that would be taken
for the performance of the said Agreement and that it shall continue to be enforceable
till all the dues of the Client under or by virtue of the said Agreement have been fully
paid and its claim satisfied or discharged or up to (period of contract plus 2 months)

certifies that the terms and conditions of the said Agreement have been fully and
properly carried out by the Consultant and accordingly discharges this guarantee.

vary any of the terms and conditions of the said Agreement or to extend time of
performance by the said Consultant from time to time or to postpone for any time or
from time to time any of the powers exercisable by the Client against the Consultant
and to forbear or enforce any terms and conditions relating to the said Agreement and
we shall not be relieved from our liability by reason of any such variation, or extension
being granted to the Consultant or for any forbearance, act or omission on the part of
the Client any indulgence by the Client to the said Consultant or by any such matter or
thing whatsoever which under the law relating to sureties would but for this provision
have effect of so relieving us.
8. The Bank Guarantee shall not be discharged due to any change in the constitution of the
Bank or the Consultant.

8.3 ANNEXURE C: CONTRACT AGREEMENT
This CONTRACT (hereinafter called the “Contract”) is made the [date] day of the [month], of
20…., between the Puducherry Slum Clearance Board, Puducherry having its office at Periyar
Nagar, Puducherry- 605005 (India) hereinafter referred to as “The Client” (which term or
expression unless excluded by or repugnant to the subject or context shall mean and include
its successors‐in‐office and assigns) of the First Party and
AND
M/s <<name of selected company>>having its registered office at <<registered office
address>> (India) and place of business at <<business address of company>> hereinafter
referred to as “The Consultant” (Which term or expression unless excluded by or repugnant
to the subject or context shall mean and include its successors‐in‐office and assigns) of the
Second Party;
WHEREAS
a) The Client is desirous that the Consultant should carry out “Preparation of GIS based Slum
Free City Plan of Action for Puducherry & Oulgaret towns of U.T. of Puducherry”. For this
purpose, the Client floated Request for Proposal (RFP No.:- /…/…, Dated:-……….2013.
b) The Consultant, represented to the Client that it has the required professional skills /
experience, and personnel and technical resources, and has agreed to provide the services on
the terms and conditions set forth in this Contract;
NOW THIS AGREEMENT WITNESSETH AS FOLLOWS:
a) In this Agreement words and expressions shall have the same meanings as are respectively
assigned to them in the RFP.
b) The following documents in relation with RFP issued for selection of Consultant shall be
deemed to form and be read and construed as part of this Agreement viz:
i. Invitation for Proposals (IFP)
ii. Instructions to Consultant (ITC)
iii. General Contract Conditions (GCC)
iv. Terms of Reference (TOR)
v. Deliverables.
vi. Resource Deployment.
vii. Technical and Financial proposals submitted by the Consultant in Form 1 to Form
10.
viii. All Annexures, amendments, supplements, corrigendum or clarifications thereto.
ix. Notification of Award.

(c) The Consultant shall start the Services on [insert start date] (‘the Start Date’) and shall
complete them by [insert end date] (‘the End Date’) unless this Contract is terminated
earlier in accordance with its terms and conditions.
(d) Payments under this Contract shall not, in any circumstances, exceed the rate of each
item specified in Form 10 Schedule of Price Bid and inclusive of all applicable government
taxes – national and state, as applicable.
(e)The mutual rights and obligations of the Client and the Consultant shall be as set forth in
the Contract, in particular:
i. The Consultant shall carry out the services in accordance with the provisions of
the Contract;
ii. The Consultant shall provide professional, objective and impartial advice and at
all times hold the Client’s interest paramount, strictly avoid conflicts with other
assignments/ jobs, downstream projects or their corporate interests and act
without any consideration for future work; and
iii. The Client shall facilitate and make payments to the Consultant in accordance
with the provisions of the contract.
iv. Time shall be of the essence as regards the fulfillment by the Consultant of its
obligations under this Contract.
IN WITNESS WHEREOF, the parties hereto have caused this Contract to be signed in their
