MISSION/VISION
Furman L. Templeton Preparatory Academy’s vision is to prepare our youth for the 21st century while
giving them the opportunity to Learn, Love, and Live. The administration and staff will work closely and
cooperatively with members of the Furman L. Templeton Preparatory Academy School Community to
implement the Baltimore City Schools’ vision of accelerating the academic achievement of all students. In
partnership with the entire community, the administration and staff will ensure that students have the
attitudes, skills, and proficiencies needed to succeed in college and in the 21st century global workforce.
Our mission will be to accelerate the opportunities and outcomes for our children by demanding nothing
but excellence from the students, staff, and the community.

WELCOME
LADAISHA BALLARD Furman L. Templeton Preparatory Academy is a Pre-K
through 5th grade Baltimore City Public Charter School.
Principal The school was established in 1971 and opened as the
[email protected] School of Love. Furman L. Templeton Preparatory
Academy’s vision is to prepare our youth for the 21st
century while giving them the opportunity to Learn,
Love, and Live. This vision will be accomplished by
accelerating the opportunities and outcomes for our
children and by accepting nothing but excellence from
the students, the staff, parents, and the community. In
short, we “Expect Excellence!”
At Furman L. Templeton Preparatory Academy, we teach our students that “character
counts”; and that being honest, doing what you say you will do, respect for others, using
self-control, being accountable, playing by the rules, treating people fairly, forgiving others,
and more will help all of our students to be successful both in and out of school. In actively
promoting and embracing the values, we will provide and allow our children to discover
positive and effective means of resolving disagreements. Development of these constructive
social skills will occur through adult modeling and daily discussions during morning
meetings

INFORMATION
The Furman L Templeton Prepartory Academy Charter Board Of Directors is
comprised of 3 to 13 members including one third of each community members,
business leaders and parents of current students. The Board’s role is to provide
academic, fiscal, and fundraising oversight as it upholds the school’s mission and
vision. Board meetings are held monthly on the first Tuesday 3:30pm at FLTPA

Furman L Templeton Preparatory
Academy services students in grades
PreK-5th. Each grade level has three
classes except for PreK that has two.
Our student to teacher ratio is 1:25.
Our students have access to 21st-
century technology as each classroom is
equipped with a Promethean board for
interactive instruction. All students in
grades 2-5 have individual netbooks to
use for daily instructional activities. The
Prek-1st grade classes have iPads to
support instruction. The school’s
computer lab is designed to hold three
classes at a time.
HOUSE TEAMS
Furman L Templeton Preparatory Academy classes are divided
into three house teams. These teams are small communities
within the school, comprised of students and teachers. They are
intended to breakdown the anonymity and impersonal character
of a large school organization and replace it with an
environment that fosters strong, caring relationships among
students and teachers.

SCHOOL INFORMATION
Our Beliefs
Furman L. Templeton Preparatory Academy uses the year-around calendar
model to increase academic achievement for all students in partnership with the
parents and school community. We combine a rigorous academic curriculum
with research based instructional practices that include whole group and small
group instruction, use of the gradual release model, and school wide
intervention. In support of the development of SEL competencies, a set of Core
Values guide the actions of students, staff, and the entire school community.
To stay in line with the year-around calendar model we have 180 instructional
days along with intersession breaks.
Intersession breaks occur in October, January, and March/April.
(Dates will be listed and updated on the school calendar every year)
At FLT, we believe:
All children can learn at high levels
·Children need to be taught by people in schools who believe they can learn, who
approach teaching with the idea that students will learn if taught well, and who take
seriously an ongoing effort to improve their practice in line with the best thinking and
examples in the field.
·For teaching of this kind to be realized across the whole school, leadership at the school
needs to be squarely focused on supporting the improvement of teaching in an ongoing
and routine way.

DAILY SCHEDULE
The school day officially begins at 7:45 a.m. Students are considered late at 7:55 a.m. Any
student arriving at school at 7:55 a.m. or later will receive a late pass. Compulsory attendance
laws apply to tardiness to school and those in excess will be forwarded to the appropriate
agency. First floor students (Pre-Kindergarten to 1st Grade) are to enter on the side blacktop
doors at the first floor hallway entrance and report to their classroom for breakfast. Remaining
students (Grades 2nd- 5th) will enter at the back black top behind the auditorium/gym and
proceed directly to the cafeteria for breakfast.
The Baltimore City Schools' Department of Food and Nutrition Services operates the cafeteria
at Furman L. Templeton Preparatory Academy. The school breakfast program is free to all
students at our school. Breakfast will begin each school day at 7:30 a.m. and will end at 7:45
a.m. Breakfast will not be served on days in which there is a delayed opening. Such days
include when school opens late due to inclement weather conditions (i.e. snow).
The school day officially ends at 2:25 P.M. Pre-kindergarten through first-grade students will
be picked up from their classrooms. All other students will be dismissed by their classroom
teachers and are picked up at the auditorium entrance. Students will not be dismissed
through the main entryway doors of the building.

Curriculum
In order to meet the needs of all students, our core subjects
of language arts, math, science, and social studies are
aligned to the Maryland State Standards.

Academic Supports
Intervention Program
At the beginning of each year, baseline assessments are used to place students in one of three
tiers for both reading and math. Tier 1 students are on or above grade level. Tier 2 students
are slightly below grade level (less than one year below). Tier 3 students are far below grade
level (more than one year below). Students in tier 3 are eligible for pull-out intervention
services. After the second i-Ready assessment, groups are evaluated and students can be
changed and/or added to help meet the needs of more students.
Gifted and Advanced Learning
In 2016, our school became a Gifted and Advanced Learning (GAL) school. Gifted and
advanced learners perform or show the potential to perform at high levels academically,
artistically, creatively, or in leadership. There are gifted and advanced learners in every grade
and at every school, and FLT and City Schools are committed to meeting their needs. FLT
adheres to the requirements stipulated by City Schools and Maryland regulations (COMAR
13A.04.07) and uses multiple indicators in the identification of gifted and advanced learners.
Specifically, we use nationally normed ability assessments – either the Naglieri Nonverbal
Ability Test (NNAT2) or the Cognitive Ability Test (CogAT) - as an initial identifier and then use
data from nationally normed achievement assessments in mathematics and reading –typically
i-Ready- to formally identify students.

CULTURE & CLIMATE
School climate is the school’s effect on students, including teaching practices, diversity; and the
relationships among administrators, teachers, parents, and students. We, the staff at Furman L.
Templeton Preparatory Academy (FLTPA), recognize that we are responsible for creating a school
environment that provides ALL students the behavioral and academic skills necessary to reach their
fullest potential and become productive, responsible, lifelong learners.
An effective climate and culture plan that creates an environment (virtual or physical) conducive for
learning requires thoughtful and careful planning well in advance of the opening of school. The climate

legal advice. Promise Heights
established by the University of
Maryland School Of Social Work serves
as the lead partner.
LEAD AGENCY-PROMISE HEIGHTS
The Promise Heights initiative was established in 2009 by the University of Maryland School of Social Work to
improve educational outcomes for youth and ensure families are healthy and successful in the West Baltimore
communities of Upton/Druid Heights.
Promise Heights is both a strategy and an organization — we use the
Promise Neighborhood strategies to improve outcomes for children and families, and we employ licensed social
workers and community residents to lead the work and provide direct services.
