INTRODUCTION TO ICARE’2023 International Conference on Advancing and Redesigning Education 2023 (ICARE’2023) is a two-day conference hosted at Universiti Teknologi PETRONAS by the Alliance of Government-Linked Universities in collaboration with Majlis Ketua-ketua E-pembelajaran IPTA Malaysia (MEIPTA). The objective of ICARE’23 is to establish collaboration opportunities with an emphasis on relationship building between the academic and the industry. It also aims to strengthen the research culture among educators, specifically in the Teaching and Learning areas. ICARE’2023 will feature a variety of forums and keynote speeches by internationally recognised speakers under the theme "Reshaping the Future Education through Digital Transformation". PROFESSOR DATO’ DR MAZLIHAM MOHD SU’UD PRESIDENT, MULTIMEDIA UNIVERSITY CUM CHAIRMAN, ALLIANCE OF GOVERNMENT-LINKED UNIVERSITIES FOREWORD I extend a warm welcome to all participants of the International Conference on Advancing and Redesigning Education (ICARE’23). It is always invigorating when respected speakers, delegates, and attendees come together to champion a noble cause, as the results have the potential to positively reshape the destiny of humanity. This event is a collaborative effort of the Alliance of Government-Linked Universities (GLU) siblings, which include Multimedia University (MMU), Universiti Kuala Lumpur (UniKL), Universiti Tenaga Nasional (UNITEN), and Universiti Teknologi Petronas (UTP) and our co-organizer, Majlis Ketua-Ketua epembelajaran IPTA Malaysia (MEIPTA). I am eagerly anticipating the outcomes of this conference due to this joint effort. In the present day, the world faces numerous uncertainties and challenges including economic instability, increasingly troublesome environmental conditions, and humanitarian crises. However, this complex global landscape has also acted as a catalyst for uncovering unexplored opportunities and possibilities, particularly for higher education institutions. It is imperative for us as educators to consistently prepare our students to thrive in a new era by immersing them in future scenarios, facilitating change, and empowering future generations. This significant conference is timely organized as it aims to explore innovative technologies and ideas to effectively address these challenges and provide practical solutions to the communities we serve. With the theme of 'Reshaping the Future Education through Digital Transformation’, I am confident that ICARE’23's goal of fostering collaboration between academia and industry with a focus on relationship building will be fully realized. This is the second series of ICARE conferences by the Government-Linked Universities (GLU), hosted by Universiti Teknologi PETRONAS (UTP), in collaboration with Universiti Tenaga Nasional (UNITEN), Multimedia University (MMU), and Universiti Kuala Lumpur (UniKL) and co-organized by Majlis Ketuaketua E-Pembelajaran IPTA Malaysia (MEIPTA). Through our partnership and collective efforts, we hope to expand impact through a platform for educators to share their best practices as well as gain insights from other initiatives in teaching and learning, assisted by digital technology. The theme “Reshaping the Future Education Through Digital Transformation”, is apt considering how the post-pandemic has catalyzed the wave of digital disruptions, which is driven by rapid technological advancements. The democratization of access to high-quality education through digital disruptions has made digital and media literacy, along with the capacity to adjust and embrace new learning trends, increasingly important. Indeed, Higher Education Institutions need to prepare themselves for the future learners, who are no longer the digital natives, but rather, the AI natives. Curriculum therefore needs to be more engaging, and interdisciplinary, promoting digital collaboration and digital literacy to meet future market requirements. Education is not just about imparting knowledge, but it is about fostering collaborations, critical thinking, and enhancing students’ learning experiences by leveraging on technology, thus promoting the pathway for innovations in teaching and learning. Thus, ICARE is here for educators to share their ideas, reflecting on their practices and their teaching philosophies in creating and promoting an effective learning environment for all learners, that will benefit not just the learners but the community at large. PROFESSOR TS. DR SHARIPAH RUZAINA SYED ARIS DEAN, FACULTY OF EDUCATION, UITM KEYNOTE SPEAKER Holding a substantial background in academic administration, she has filled numerous influential positions at Universiti Teknologi MARA (UiTM). With a bachelor’s degree in chemistry from the University of Malaya, she further pursued her academic journey, obtaining a Master’s and a Ph.D. in Chemistry Education. Serving as the Dean of the Faculty of Education at UiTM since December 2019, she has also undertaken various administrative roles, including Deputy Dean Academic of the Faculty of Education, Director of Curriculum Affairs Unit, and Head of Curriculum at the Curriculum Affairs Unit. Notably, she has held positions as a lecturer and Head of Academic Programme at the Faculty of Applied Science, where she delved into research on natural products, earning several medals for her work. Her transition to a Ph.D. in Science Education marked a shift in her research focus towards science education and STEM. Her recent research efforts have been directed at developing a numeracy and digital framework, aiming to enhance the existing educational frameworks in Malaysia. Additionally, her work has explored the impact of service learning on society. She has efficiently managed over 500 academic programs and supported more than 9000 academic members across 26 faculties and 37 branch campuses in curriculum development. At the national level, her contributions are evident through her active participation in various committees under the Ministry of Higher Education (MOHE) and her leadership as the chair of the Technical Committee for NOBLe (Noble Outcome-Based Learning). She has been instrumental in formulating national-level academic program guidelines and frameworks, including contributing to the Curriculum of the Future framework. Her research has critically evaluated the impact of industry-academic programs, Outcome-Based Education, and other educational initiatives on students and the community. Her expertise has also been shared as a panel member and trainer for the Malaysian Qualifications Agency (MQA).

ASSOCIATE PROFESSOR DR NURBIHA A SHUKOR CHAIR, MAJLIS KETUA-KETUA E-PEMBELAJARAN IPTA MALAYSIA (MEIPTA) DEPUTY DIRECTOR, CENTRE FOR ADVANCEMENT IN DIGITAL AND FLEXIBLE LEARNING, UTM FORUM PANELIST Nurbiha is an educational technologist, an Associate Professor from the School of Education, Universiti Teknologi Malaysia for the past 13 years. She received her doctoral degree in Educational Technology and her research interest is on educational data mining, online learning, and learning analytics. She is currently serving as the Deputy Director of Center for Advancement in Digital and Flexible Learning at Universiti Teknologi Malaysia and entrusted to be the Chairman of Malaysia Head of Public University eLearning Council (MEIPTA) since 2020 until now. She served as the Exco for Science Education Working Group, Young Scientist Network (YSN), and Academy of Sciences Malaysia from 2019 until 2021 and recently as the Secretary General in 2023. She has conducted various trainings and workshops locally and internationally related to designing online learning, MOOCs and Micro Credential. As for research, she headed more than 10 research grants both local and international research grants related to learning analytics and online learning. She has authored more than 100 publications, and graduated 5 PhD students under her supervision in the field of educational technology. Her recent book is published in Springer Lecture Notes for Educational Technology entitled Learning Spaces for the Next Generation.
DR ERIC BALAN CHIEF EXECUTIVE OFFICER, ASIATECH EDUCATION SDN BHD FORUM PANELIST Dr Eric Balan is the Chief Executive Officer of Asiatech Education Sdn Bhd. He sets the vision and the direction of the company to work on catalysing the R&D&C&I ecosystem through research collaboration and commercialization, bridging innovation and technology to opportunities presented by national development mandates. Asiatech’s metaverse business unit, Meta3, designs, develops, and deploys metaspaces. Asiatech launched the first postgraduate metaversity in Malaysia with 15 PhD students taking up courses, working on their thesis, and aligning their research towards commercialization. Asiatech Metaversity is the first metaverse business school that offers postgraduate programs and microcredential courses. Asiatech Metaversity has recently been renamed to the Asian Digital University for Sustainable Innovation, and it is in the process of raising funds through Initial Exchange Offering (IEO).
DR DAVID WOOD CHAIR, LONDON FUTURISTS FORUM PANELIST David Wood, D.Sc., was one of the pioneers of the smartphone industry, and is now a renowned futurist author, commentator, and facilitator. As Chair of London Futurists, David has organised regular public meetings since March 2008 on futurist and technoprogressive topics. Membership of London Futurists exceeds 9,000, making it the world’s largest future-oriented meetup. Last year, he launched the London Futurists Podcast with the theme “Anticipating and managing exponential impact”. David’s most recent book is The Death of Death. His earlier books include The Singularity Principles, Vital Foresight, Smartphones and Beyond, The Abolition of Aging, Sustainable Superabundance, and Transcending Politics. Previously, David spent 25 years designing, implementing, and trailblazing the use of smart mobile devices, including ten years with pioneering PDA manufacturer Psion PLC, and ten more with smartphone operating system specialist Symbian Ltd, which he co-founded in 1998. At different times, his executive responsibilities at Psion and Symbian included software development, technical consulting, partnering and ecosystem management, and research and innovation. By 2012, his software for UI and application frameworks had been included on 500 million smartphones from companies such as Nokia, Sony Ericsson, Samsung, Motorola, LG, Panasonic, Sharp, and Fujitsu. From 2010 to 2013, David was Technology Planning Lead (CTO) of Accenture Mobility, where he also coled Accenture’s Mobility Health business initiative. David has a triple first class mathematics degree from Cambridge and undertook doctoral research in the Philosophy of Science. He has an honorary Doctorate in Science from Westminster University. In 2009 he was included in T3’s list of “100 most influential people in technology”. He is the Executive Director of the LEV (Longevity Escape Velocity) Foundation, co-chair of the UK node of the Millennium Project, lead designer of Vital Syllabus, a Fellow of the Royal Society of Arts (FRSA), and sits on the Board of the IEET (Institute for Ethics and Emerging Technologies).

DR LOW JING HONG DEAN, FACULTY OF MANAGEMENT (FOM) AND DEPUTY DIRECTOR, ACADEMIC DEVELOPMENT FOR EXCELLENCE IN PROGRAMMES AND TEACHING (ADEPT), MMU FORUM PANELIST Dr Low Jing Hong holds the distinguished position of Dean of Faculty of Management (FOM) at Multimedia University (MMU), Malaysia. In year 2018 to 2023, he serves as the position of Deputy Director of Academic Development for Excellence in Programmes and Teaching (ADEPT) at Multimedia University (MMU), Malaysia. Dr Low has demonstrated a sustained commitment to educational excellence, having been designated as a Blended Learning and G-Suite for Education Trainer since 2010. In recognition of his expertise and contributions to the field, Dr. Low was granted the prestigious title of Professional Technologist by the Malaysia Board of Technologists (MBOT) in 2019. Furthermore, he has been a Certified Google Educator since 2017. Dr Low is an avid researcher, with a primary focus on innovative digital technology applications, particularly in the realm of digital learning and its adoption. His research interests extend to big data analysis, particularly its application in digital media learning and machine learning. Notably, he has successfully secured several research grants from government sources and government-linked agencies to support his work in these areas. Dr Low's educational journey is marked by academic excellence. In 2018, he earned his Doctorate, or PhD, from Multimedia University. Prior to this, he achieved a Master of Engineering (Media Engineering) from Soongsil University in South Korea in 2009. This postgraduate program was made possible through a scholarship under the auspices of the Korean Government's Bring Korea 21 (BK21) initiative. His academic pursuits began with a Bachelor of Information Technology, with a major in Data Communication, which he completed at Multimedia University in 2005.
PROFESSOR DR ROSNA AWANG HASHIM SENIOR PROFESSOR, EDUCATIONAL PSYCHOLOGY, SCHOOL OF EDUCATION, UUM FORUM PANELIST Professor Dr Rosna Awang Hashim earned her bachelor’s and master’s degrees from University of North Texas, and received her PhD in Educational Psychology from University of Southern California, Los Angeles, USA. She is a senior professor of educational psychology at the School of Education, Universiti Utara Malaysia (UUM). Professor Dr Abtar Darshan Singh, a former Fulbright scholar, has over three decades of educational experience. She's been at the forefront of education, with notable achievements like winning the International Competition on Innovative University Practices in ICT in Education in 2015, organized by UNESCO IITE. Abtar holds the prestigious UNESCO Chair, a first for a Malaysian private university academic, dedicated to improving education. Her role involves research and technology initiatives in Malaysia and developing economies, focusing on inclusive education and hybrid learning in a post-pandemic context, aligning with UNESCO's mission for global sustainable development through education. She currently serves as a Professor of Innovative Digital Learning and Director of the Digital Learning Hub at APU. Associate Professor Ts. Dr Muhammad Helmi Norman is currently the Deputy Director of Instructional Technologies for the Center of Teaching and Curriculum Development, Universiti Kebangsaan Malaysia (UKM) and currently drives the e-learning transformation in the university. He is also an Associate Professor at the Center for Teaching and Learning Innovation, Faculty of Education. Previously, he was the Assistant Dean of Teaching and CITRA, and e-Learning Coordinator for the faculty and previously initiated the fourth industrial revolution initiatives at the faculty. He is a certified Professional Technologist of the Malaysian Board of Technologists. His field of interest is digital and futuristic education. He was been awarded with four international awards from Apple, which are the Apple Distinguished Educator award and Apple Teacher awards in 2019, as well as the Apple Professional Learning Specialist and Apple Professional Learning Provider awards in 2018, for his involvements in educational transformations at primary, secondary, and higher education levels. He was also awarded a post-doctorate award by the European Union Erasmus Mundus to conduct research on digital health at the Bournemouth University Human Computer Interaction Group, United Kingdom. He also has been recently awarded the Anugerah Bitara UKM 2022 (Anugerah Bitara Pengajaran) for the Applied Literature and Social Science Category awarded by UKM in his contributions towards e-learning at lower and higher education levels during the COVID-19 pandemic. He is an advocator and influencer of digital and futuristic education at both national and global landscapes across Europe and Asia and has given keynote addresses, talks, and workshops in this field. Notably, at international level, he was invited by UNESCO at the MNCU Network Dialogue with panelists from UNICEF, Malaysia and Fiji universities. His international affiliations include appointment as a director on the board of directors with the International Association for Blended Learning (IABL), which pioneers blended learning initiatives around the globe. With IABL, he was involved in development of the first blended learning policy in the world, which is the IABL Dubai Declaration: Blended Learning 2025 with the collaboration of experts with global experts representing academia, governmental offices, and industry, from North America, Europe, the Middle East, and South East Asia. At national level, he is a member of the Malaysian e-Learning Council for Public Universities (MEIPTA) and has been involved in various national initiatives with the Ministry of Higher Education including development of e- learning policies, guidelines, and publications, such as development of the “Garis Panduan Pelaksanaan Pembelajaran Teradun Gantian (Pembelajaran dalam Talian)” and Online Teaching and Learning Playbook by MEIPTA, and Alternative Assessment in Higher Education book by Malaysian Higher Education Teaching and Learning Council (MAGNETIC). With regards to research, Dr Helmi has led several research projects that include the Malaysian Research Universities Network (MRUN) project for development of cross- creative fourth industrial revolution (4IR) environments for children with Autism using mobile learning and drones. He was also involved in the European Erasmus+ Early Nutrition e-Learning Academic for South East Asia research project for development of a training module for healthcare and medical professionals. The project involved experts from Germany, United Kingdom, Romania, Thailand, and Malaysia. He has also published several high-impact journal articles including a recent WoS Q2 article entitled: “The Educational Digital Divide for Vulnerable Students in the Pandemic: Towards the New Agenda 2030” that involved collaborations with experts from Canada and Greece as well as a WoS Q1 article with collaborators from United Kingdom and Saudi Arabia. Dr Helmi has also been involved in several publication of international and national books and book chapters, notably, a co-edited a book entitled: The Impact of MOOCs on Distance Education in Malaysia and Beyond, which involves experts from Universities based in Canada, Austria, Denmark, Australia, Malaysia, as well as international organizations such as the Commonwealth of Learning and International Association for Blended Learning (IABL). In addition, Dr Helmi has been involved in nationwide projects with the Ministry of Education and schools including the development of the national learning managment system called Digital Educational Learning Initiative Malaysia (DELIMa) involving major technological industrial partners Apple, Google, and Microsoft.
ASSOCIATE PROFESSOR IR DR ZAHIRANIZA MUSTAFFA ASSOCIATE PROFESSOR, DEPARTMENT OF CIVIL AND ENVIRONMENTAL ENGINEERING, UNIVERSITI TEKNOLOGI PETRONAS (UTP) FORUM PANELIST Ir Dr Zahiraniza Mustaffa is an Associate Professor at the Department of Civil and Environmental Engineering, Universiti Teknologi PETRONAS (UTP) for nearly 20 years. She obtained her PhD majoring in Pipeline Reliability from Delft University of Technology, The Netherlands (2011), Master of Science in Water Resources Engineering, from the University of Alberta, Canada (2003) and Bachelor of Engineering (Hons.) in Civil Engineering from the Universiti Teknologi Malaysia (2000). Dr. Zahira specializes in the field of pipeline engineering as well as hydraulic engineering, covering the aspects of urban hydraulics and probabilistic structural designs. She has embarked herself in integrating research work on renewable energy to civil engineering applications. In terms of teaching, her teaching philosophy aims at educating engineering students with the fundamentals and enriching learning capabilities through experiential learning concept. Known as one of the most approachable lecturers at the department with her motherly figure, she has paved her way to excel in teaching as early as 2007, where her success continues throughout the years at various levels. Her climax of success lies when she received the most prestigious national teaching and learning award in the 14th National Academic Award (Engineering Cluster) [Anugerah Akademik Negara Ke-14 Pengajaran (Kelompok Kejuruteraan)] in 2022. In terms of research, Dr Zahira’s research capability is portrayed through the cumulative research grant values of RM 2 mil. secured from various international, national and consultancy resources. Dr Zahira received various awards in research obtained through various competitions at international, national and university levels since 2014. She has commercialized software related to the reliability assessment of corroded pipelines which is currently utilized by the oil and gas industry. Through supervision, she has groomed her undergraduate and postgraduate students with their own success stories with more than twenty awards received by them both at national and university levels. Dr Zahira is an Ambassador for the Faculty for the Future of the Schlumberger Foundation in promoting women into science, technology, engineering and mathematics (STEM) fields. She has been actively involved with the Women Engineers Section of the Institute of Engineers (IEM), Malaysia to continue the effort. She is a Chartered Engineer of the Engineering Council, UK, Graduate Member of Board of Engineer Malaysia (BEM), Member of Institute of Engineer Malaysia (IEM), Member of Institute of Marine Engineering, Science and Technology (IMarEST) and Member of the American Society of Civil Engineers (ASCE).
