Dear Community Members, It is a great honor to introduce myself as the new Superintendent of the Eden Area Regional Occupational Program. I am carrying on the work of an organization that for more than fifty years has set the standard for Career and Technical Education. The Eden Area ROP has ensured that young people in our four school districts have clear, defined, and articulated pathways to careers and to college. Our instructors provide academic, professional, and technical training for students in a wide range of actual hands-on disciplines. Opportunities for certifications make Eden Area ROP students highly employable and allow them to enter the workforce as they continue their learning and education. Our focus on academic, professional, and technical training means that instructors are teaching academic skills (communicating, critical thinking, problem solving), professional soft skills (accountability, presentation, collaboration), as well as technical skills (designing, building, repairing, preparing, servicing). This allows us to expand a student’s knowledge of what it’s going to take for them to be successful in life. Our partners, like you, add one of the most important ingredients – exposure. Through our industry partners and community relationships, our students are exposed to learning experiences that inspire them and shape their futures. Through internships, field trips, guest speakers, industry showcases and so much more, we are building the future together. The Eden Area ROP builds pathways to get students to the door. The relationship between our instructors and their partners is the key that unlocks the door and opens the world for our students. Let’s continue to unlock the doors and show young people the way. THE MISSION OF THE EDEN AREA ROP IS TO BUILD A FOUNDATION FOR STUDENTS THAT PREPARE THEM ACADEMICALLY, TECHNICALLY, AND PROFESSIONALLY TO MEET CHALLENGING OPPORTUNITIES OF THE 21ST CENTURY WITH CONFIDENCE AND PURPOSE. 02


ABOUT US Regional Occupation Programs (ROP) are one of the longest standing forms of post-secondary career preparedness in California. The Eden Area ROP is a dynamic educational organization whose mission is to prepare students for careers and further education as well as to instill workplace values that will enable them to compete successfully in the economy of today and the future. We specialize in Career Technical Education that transforms student aspirations into reality and builds a pipeline of workforce talent for regional businesses. Experience is the greatest teacher at the Eden Area ROP. Our programs focus on industry-specific skills that span across 13 different business sectors, with courses located at both the EAROP Center and the student’s high school campus. Many of our courses are University of California A-G approved, and have articulation agreements with community colleges where students can earn college credit through successful completion of the course. Additionally, we cultivate relationships with business partners that create opportunities for internships and other innovative work-based learning activities. The Eden Area ROP is accredited by the Western Association of Schools and Colleges. PROGRAM IMPACT EDWARD CHAN "I am Edward Chan, a senior at San Leandro High School taking the Careers in Law, Forensics, and Public Safety I/II AM course at Eden Area ROP. CAREERS IN LAW, FORENSICS, & PUBLIC SAFETY I came into ROP knowing that I wanted a career in crime scene investigation. I experienced many new hands-on learning and career opportunities at EAROP as a student and as an EAROP Student Ambassador. It’s such a wonderful experience that I don’t know how to describe it. I also don’t know why we deny these opportunities to students in the first place. With our traditional education system, we often see ourselves trying to fit ourselves in popular and competitive professions that portrays itself to offer the most monetary and (fame somewhat) incentives without regard to our values that guide us to our true dream career. EAROP and its partner schools must continuously work together to promote respect for underrepresented professions in the community, as well as to improve student educational quality so it is easier for students to be inspired to focus on improving themselves towards their life goals. When more and more students succeed with Eden Area ROP with a mindset that nothing can stop them from making a huge difference in their dream field given what they have learned, we can only imagine the increasing diversity of career opportunities developing their prestige. Better job security and the drive to excel in their dream profession even when it’s stigmatized to be “low level” will become worth it. In the meantime, I would like to thank everyone who has been supportive of my journey towards my success in my educational and career goals. TEACHER OF THE YEAR DANIEL PAREJA I learned the profession that I am now teaching from the same classroom as my students when I was in high school. I always explain to my students that the only thing that separates us is time and experience. I grew up in the same neighborhoods as my students, and I had the same opportunities that will be given to them. I teach them that it is what we do with our opportunities that changes our future. Every student here is an individual and has their own thought process for figuring out their personal skills. I’m here to help students navigate their own personal successes so that they can have success in this program and in life. -Daniel Pareja Daniel Pareja has been teaching and in his current role for 12 years and has worked in the automotive field his entire life. He knew teaching was his calling when the opportunity presented itself and is emboldened by the fact that he is able to help at-risk youth find hope, inspiration and, ultimately, their purpose. PROGRAM Culinary Science is a University of California a-g approved course and is designed to give students the theory and hands-on experience in food preparation, hospitality, and restaurant management. The course develops industry competencies geared towards preparing students to enter the field or continue the culinary education pathway. Culinary Science provides unique opportunities to interact with professional chefs and participate in catering events. Students learn the importance of health, safety, and sanitation as they earn their food handler’s certification. In our two-year course students learn management and communication skills, professional conduct, and cooking techniques such as grilling, sautéing, braising, and baking. They also learn how to prepare soups, appetizers, main courses, side dishes, breads, and pastries. The class works closely with our center staff to utilize the campus organic garden and learn “farm to table” cooking and composting. SPOTLIGHT FIRST RESPONDER (FIRE SCIENCE/EMT) Our First Responders program provides students with an experience of what would be required to be an entry level firefighter or EMT (Emergency Medical Technician). It also teaches them many important life-long skills to help them in their everyday lives. Students who complete the program will receive skills and knowledge to proceed in their training in Emergency Medical Technician programs, Fire Academies and Fire Technology throughout our state. Students also receive college credit though Chabot College in Fire Tech 1 which is the first class in the process of receiving an AS degree. The First Responders program is a partnership with the Hayward Fire Department (HFD). HFD comes out weekly with a fire crew and fire engine to work with students. They work on physical fitness, medical and EMT skills, along with firefighter skills used daily as an EMT or firefighter. The goal of the partnership is to create a workforce that is from the community and reflects the community they serve. Hayward Fire Department has donated equipment (a fire engine, rescue equipment, hose, ladders, and turnout gear. HFD also played a bigger role in securing a program donation from the Hayward Rotary Club. The program has also received generous donations from the San Jose Fire Department and Private industry that has helped our student compete in Skills USA at the regional, state, and national levels. Our students have received honors at all levels. Carole Wright has devoted her time to classroom visits to connect and mentor students. She shares her extensive professional experience in Marketing. She is also a knowledgeable resource regarding educational pathways for marketing and small business. Ms. Wright has been a dedicated ally of the Eden Area ROP and the Marketing, Sales, and Services sector for many years. Her contributions to our community have impacted students and instructors and we appreciate her service to the students in the San Leandro Unified School District. Nikki West is the Director of Healthcare Management for Kaiser Permanente. Ms. West has helped to provide meaningful experiences for our students this year, including a Virtual Health Career Day and a presentation on Heart Math. She goes above and beyond as a part of the Kaiser team to provide knowledge and inspiration to our students. Her commitment is appreciated by the students and staff in our program. We appreciate her service to the students in the San Lorenzo Unified School District. BUSINESS PARTNER OF THE YEAR 08 Tesa Dinio Abad is a biotechnology engineering manager at Illumina in Hayward. She has been a staunch supporter of the Engineering and Biomedical pathways at Hayward High School and Tennyson High School. Ms. Abad has coordinated dozens of guest speakers for our CTE pathways in the last several years and helped develop a summer mentorship in partnership with the HUSD CTE staff. Ms. Abad has worked to support quality work-based learning programming for our teachers and students. Her roots in the community run deep as she strives to connect a twentyfirst century industry with workforce development initiatives. We appreciate her service to the students in the Hayward Unified School District. Business partnerships provide the sinew between career development preparation and the world of work. Business partners advise on curriculum and industry standards, host internships, and connect learning to students’ lives. As guest speakers, they inspire students to see themselves as future industry leaders. Hundreds of businesses and organizations have contributed their time and expertise to support our students last year. Among them, several individuals have stood out as dynamic business partners and were nominated by instructors and Chamber partners as Business Partners of the Year.


Dawn Deardorf is the Director for Aurora Catering. Ms. Deardorf has worked with our summer internship program for the last several years. During the pandemic, she worked to ensure that our interns had a robust and enriching opportunity to learn from her business through marketing projects, direct messaging, and other outlets. She has worked closely with CTE/ROP staff to develop holistic internship models where students can partake and learn from a small business with deep roots in the community. As a community partner, Ms. Deardorf has been pivotal in helping us keep strong student-centered internship programs during challenging times. We appreciate her service to the students of Castro Valley Unified School District. Ruben Castellon is the Pro-Desk Account Sales Manager at Home Depot in Hayward. He has consistently provided extraordinary support to the EAROP Construction Technology Program. He has gone above and beyond with assistance with materials identification/ location, deliveries, purchases, and program recommendations. Mr. Castellon has been a supporter of the EAROP Construction Technology Program and has been instrumental in the program's progress. We appreciate his service to the students of Eden Area ROP. Ron Sharp is an expert in the welding industry and has been on the Welding Advisory since 2006. He provides the Welding Technology program with skillful knowledge of how to maintain equipment and supplies. He is always responsive to our questions about materials and process. Mr. Sharp connects and inspires our students to reach for their potential and become leaders in Welding. We appreciate his commitment to the students of Eden Area ROP. Terrell Keith Daniels aka Big Keith was the co-owner of Lots of Love Childcare. He provided internships for Careers in Education students for 10 years and hired many of our students once their internships concluded. Mr. Daniels consistently provided ROP interns with words of encouragement and guidance. Many students regarded Big Keith as a father figure. Sadly, Mr. Daniels passed away on March 27, 2022, and it was a major loss to his family and the ROP instructors and students that loved him. He brought joy to the lives of our students, and we appreciate his service to Eden Area ROP. 09


Work-Based Learning (WBL) consists of a range of activities where students learn and develop workplace skills. In WBL, students progress from aware-ness to exploration to career preparation and training. Typically, WBL experiences become more sophisticated as students mature. Over the past four years, the Eden Area ROP has enjoyed a strong working partnership with the Eden Area Chambers of Commerce. They’ve introduced teachers and students to community partners and helped students learn about careers. The Eden Area ROP also supports all District partner CTE pathway teachers with Advisory industry partners and work-based learning support. EAROP coordinated nearly 10,000 work-based learning opportunities for students during the 2021- 2022 school year. The goal of the Adult Education Department is to offer a fee-based, high quality career technical training program that leads to “high-skill and high-wage” entry-level (and beyond) employment opportunities. We offer classes four nights per week as well as a combination of short-term and long-term training options depending on the program. The Eden Area ROP Adult Education department offers the following programs. The Electrical Training Program offered on the EAROP campus is in conjunction with the Construction Craft Training Center (CCTC #109). We serve approximately 500 electrical trainees between our Hayward and Turlock campuses. Eden Area ROP Adult Education also serves as the Local Education Agency for ABC NorCal Apprenticeship Program. In 2013-2014, direct funding for Regional Occupational Programs (ROPs) was eliminated by the state. Under the Local Control Funding Formula (LCFF), funds that were earmarked for ROPs were included in the base funding for districts and county offices, and the requirement to use those funds for CTE was eliminated. Eden Area ROP partner districts remain committed to CTE and the benefits it provides to students and all have agreed to continue funding ROP programs through the year 2022-2023. To provide additional support to our students and partner districts, Eden Area ROP has been aggressively seeking additional funding opportunities that align with our mission. Over the past two years we have been awarded grants that have doubled our revenue for the next school year. Three primary sources of additional revenue come from the Career Technical Education Incentive Grant (CTEIG), the Strong Workforce Program, and the Workforce Innovation and Opportunity Act (WIOA). The CTEIG is intended to maintain and improve CTE programs. Eden Area ROP successfully applied for this grant on behalf of our partner districts and received $1,367,968 for the 2021-2022 school year. Additional CTEIG funds will be available this year. The Strong Workforce Program provides funds to support high-quality CTE aligned with Strong Workforce regional priorities. Eden Area ROP successfully applied for this grant and received $1,979,380 to support ROP and our partner district CTE initiatives. Finally, over $100,000 was received from the Alameda County Workforce Development Board to support Workforce Innovation and Opportunity Act (WIOA) Youth Innovation Program activities.
