HEROES IN OUR OWN WAY
The Nueva Ecija Consumer Affairs Advocacy Association, Inc. or NECAAA was
established in January 2016 primarily to empower the consumers in the province of
Nueva Ecija. They continue the legacy of the former consumer organization named
Consumer Affairs Councils – Nueva Ecija Multi-purpose Cooperative or CACNE-MPC.
Its officers and members are volunteers who spent most of the time when doing
their advocacies and implementation of their services.
The Consumer Affairs Councils (CACs) of Nueva Ecija, being an active partner of DTI
in the province in its advocacies and in the implementation of programs and
services, swore to protect the interest of consumers and promote its general
welfare. They were recognized as one of the best consumer groups in the region in
terms of advocacy and special program implementers such as Search for
Pinakamaringal na Pamilihang Bayan, conduct of CARES, Consumer Welfare Month
and as active member of Federation of Association of Consumer Organizations in
Region 3 or Fedacor.
The officers and selected members have been trained by DTI to enhance their
capabilities. Last year, DTI conducted series of seminars to refresh and enhance their
capabilities like Leadership Training, Public Speaking, Training of Trainers, How to
prepare project proposal and the like to enable them to do their own advocacy
activities.
From January to December 2019, the 23 existing consumer groups including
NECAAA managed their own advocacy through the conduct of Consumer
Awareness and Responsiveness Education seminar (CARES) in close coordination
and under the supervision of DTI. It was very successful as they are using the
presentation materials and handouts awarded to them by DTI. A total of 109 CARES
had been conducted to barangays and different sectors all over Nueva Ecija.
They also managed to do their own resource generation in alliance with the Nueva
Ecija League of Market Administrators, Inc. or NELMA. This fund raising project help
them achieved their purpose of doing consumerism activities. The funds realized
was used to purchase a standard price watch boards that has been distributed to 32
towns.
To date, in close coordination with DTI, the consumer groups have been linked to
Fedacor-3 Organization Incorporated that enable them to attend to different
seminars and trainings and attended national convention.

NECAAA MISSION
1. To protect the economic interest of consumers and establishment of
standards of fair conduct by business and traders.
2. To coordinate/report any unsafe, unhealthy, unfair trade/business
practices.
3. To provide an inexpensive, speedy and easily available means of
resolutions of legitimate consumer grievances/complaints.
4. To promote continuous, timely, appropriate and inexpensive consumer
education and information.
5. To involve consumer representatives in the formulation of consumer
related laws.
6. To serve as watchdog and feedback mechanism, regarding consumers’
complaints and initiate required actions.
7. To plan, program and prepare strategies as maybe needed to realize
the above goals and objectives of the movement.

OUR ADVOCACY
Right to Basic Needs, Right to Safety, Right to Information, Right to choose,
Right to Representation, Right to Redress, Right to consumer education &
Right to a healthy environment.
These rights, when asserted, protect us from the market abuses and social
injustices which undermine them.
After knowing the rights of consumers, comes the Five Consumer
Responsibilities, as having knowledge on the consumer rights is worthless if
responsibilities will not be applied. These are Critical Awareness, Action,
Social Concern, Environmental Awareness and Solidarity.
NECAAA Conducted CARES with the following objectives:
1. To educate consumers of different sectors on their rights and
responsibilities.
2. To create awareness and vigilance among consumers
3. To involve consumers in consumerism by establishing consumer
groups that will augment Consumer Protection Agencies’ roles in
the protection and upliftment of consumer welfare and interests.
NECAAA members undertook trainings that developed their skills as leaders
and enhance their capability in public speaking. They go through the
training of trainers to experience the actual sense of conducting CARES.

These were led by the DTI – Nueva Ecija. It was clear among the members
that they can make a big difference by doing advocacy to increase
awareness that may result to informed and empowered consumers.

For 2019, the consumer groups have been conducted 111 Consumer

community like women’s league, religious group, senior high schools
students, private sector, senior citizens and youth sector.

consumer groups were capacitated to.

ROADSHOW
The first roadshow conducted in Region 3 wherein the regional office of DTI identified
Nueva Ecija headed by NECAAA, as the first to conduct the Repair and Service Shop
Accreditation Seminar with the National Telecommunication to which also conducted a
mobile licensing. This was conducted in May 22, 2019.
The seminar aims to respond to increasing consumer complaints regarding mobile
phones as part of their advocacy work; a seminar exclusively for mobile phone shops
was identified. Fedacor – 3 tapped the NTC and TESDA to provide repair & service
updates on related laws governing the mobile phones industry.
