Issue 3 | Volume 1 | MARCH 2024 BFP KICKS OFF FIRE PREVENTION MONTH WITH GRAND PARADE AT QUIRINO GRANDSTAND On March 1, 2024, the Bureau of Fire Protection (BFP) officially began the observance of Fire Prevention Month with a grand kick-off parade at the Quirino Grandstand in Manila. This annual event, held every March by virtue of Presidential Proc-lamation No. 115-A, aims to raise awareness about fire safety. The theme for this year is "Sa Pag-iwas sa Sunog, Hindi ka Nag-iisa," emphasizing the collective responsibility in preventing fires and promoting life-saving practices. PSME JOINS PTC WED 2024 ENGINEERS’ CUP EMBO Chapter, PUP Taguig JPSME, and PSME Chapter Presidents, were in attendance. The parade commenced with a dazzling display of unity and commitment to fire safety. Various agencies and organizations showcased their support through banners and informative displays. The procession highlighted different aspects of fire prevention and safety, including demonstrations of firefighting equipment and techniques by BFP personnel. The presence of multiple fire trucks dispersing liquids in different colors added a vibrant touch to the festivities, captivating the audience and drawing attention to the critical message of fire safety. continue to page 6....


Dear Members, Alas, March is here! Those that gripes that it seems that it feels like the start of the year still, rather than the 3rd month, may be sharing the feeling of the month itself. In the old days, March is indeed the first month of the Roman Calendar. After several centuries, March was moved to its current place, the 3rd month of the year. This change was done when the Roman Calendar was reformed to 12 months based on the Earth’s revolution around the Sun. This illustrate that change, while inevitable, when scientifically or logically determined, is sustainable. Another impactful social change stemmed from an event in March. The International Women’s Day Movement grew out of labor issue in 1908 in New York. It soon grew to be an international movement. Our country started the official recognition of March as the National Women’s Month in 1988 during the time of the first woman president, Former President Corazon C. Aquino. It was readily accepted and celebrated in the country. But if language is a major indicator, I dare say, we are gender equal. Our pronouns do not differentiate men and women unlike the English language’s he/she, his/her. Among the engineering discipline, Mechanical Engineering has the least women. In a 2023 Report, the ratio is 10:1 favoring the male in our profession. The PSME to show its value to the few women with us is our active participation to the PTC-WEN or Women in Engineering Network. One of the pioneers in this group is our 72nd NatCon Chair, Engr. Archelle B. Baculi. And we have our Lakambining Inhinyera runner-ups for several years now. But each of you, each of the chapters, could clearly see that in numbers, the females in our profession, are but a minority. There even chapters that are all male. But we treat women equally, and we give them the utmost respect. The power of PSME lies in the strength of its members – all those aspiring to be, those who have gained their licenses, and those who strive to upskill and upgrade their mastery as Filipino Mechanical Engineers. In March, we inducted more than 1,000 new Mechanical Engineer (ME) and Certified Plant Mechanic (CPM) board passers into the Philippine Society of Mechanical Engineers, Inc. (PSME) as full-fledged members. The Mass Membership Induction was presided over by no less than our President Engr. Jeremy T. Aguinea and featured me and several other members of the PSME National Board. The grandness of the ceremony and the presence of our organization’s leadership is a testament to the high value we place in directly interfacing with our members, especially those who have achieved a milestone in their careers of unparalleled importance – acquiring their ME and CPM license. Sharing in this moment of success in our community of MEs and CPMs boosts the energy of the organization and spreads inspiration and hope to our general membership. All in one spirit, we declare, we are the future of Philippine mechanical engineering! This month of March also bestowed on our organization a multitude of opportunities to celebrate our female members. For, with active effort to open doors of opportunity equally to all our members, we are able to nurture strong and inspiring leadership from both men and women mechanical engineers and certified plant mechanics. As we have witnessed the increase of women professionals in other fields, so we hope that in the not-so-distant future, we would be able to welcome more women Mechanical Engineers and women Certified Plant Mechanics into our fold. The service and civic consciousness of our organization’s membership is passionately reflected not only in the various chapter activities that aim to hone the skills and knowIssue 2 | Volume 1 | MARCH 2024 EDITORIAL The Power Within… ledge of the chapter’s members, but also in the national government’s activities with civil society wherein PSME steps up and makes its presence felt. In March, we collaborated with the Bureau of Fire Protection and participated in the national government’s observance of Fire Prevention Month. The month-long activities were kicked off with a parade at theQuirino Grandstand in Manila. Some of our members also took part in seminars on home fire safety and other public information campaigns. Noteworthy of attention is the “recertification” of PSME as an ISO Certified organization. After three years of dedicated effort and unwavering commitment to quality, PSME has once again reached a significant milestone. Last March 20, 2024 PSME has successfully completed the TUV Rheinland ISO 9001:2015 recertification audit, extending its prestigious ISO standard organization certification for another three years. This remarkable achievement emphasizes PSME's steadfast dedication to maintaining the highest standards of quality and compliance. The recertification process, a rigorous evaluation of the organization's Quality Management System (QMS), confirms that PSME consistently meets the stringent requirements set forth by ISO 9001:2015. The spectacle was further enhanced by a breathtaking fireworks display, symbolizing the collective hope for a fire-safe Philippines. The grand kickoff ceremony was a testament to the BFP's dedi- cation to promoting fire safety and the enthusiastic support of participating organizations and the public. The month-long observance of Fire Prevention Month is designed to educate the public on fire safety practices that can save lives and protect properties. Various activities are planned throughout March to reinforce the importance of fire preven- tion. These include seminars on home fire safety, fire drills in schools and workplaces, and public information campaigns on social media and other platforms. The participation of the PSME and its chapters is a clear indication of the organization's commitment to public safety. The collaboration between the BFP and professional organizations like the PSME is vital in promoting fire safety standards and practices. This partnership aims to leverage the technical expertise of engineers in develo- ping and implementing effective fire prevention strategies. One of the key focuses of this year's Fire Prevention Month is home fire safety education. The BFP is intensifying its efforts to educate homeowners on simple yet effective measures to pre- vent fires. These include proper handling and storage of flamma- ble materials, the importance of having functional smoke detec- tors, and developing an emergen- cy evacuation plan. Public semi- nars and workshops will be held to provide hands-on training and practical advice. In addition to public educa- tion, the BFP is also enhancing its capacity to respond to fire emergencies. This includes up- grading firefighting equipment, improving training programs for firefighters, and strengthening coordination with local govern- ment units and other emergency response teams. The BFP's pro- active approach aims to not only prevent fires but also ensure a swift and effective response when they occur. The grand kickoff at Quirino Grandstand set the tone for a month of heightened awareness and proactive measures. The involvement of various stake- holders, including government agencies, non-government orga- nizations, and professional bodies like the PSME, deepen the collective effort needed to achieve the goals of Fire Prevention Month. As the BFP and its partners roll out their fire safety initia- tives, the message is clear: fire prevention is a shared respon- sibility. Through education, colla- boration, & proactive measures, we can create a safer environment for all. Issue 2 | Volume 1 | MARCH 2024 Page 7 PSME held a momentous event on March 2, 2024, at the Technological University of the Philippines (TUP) Taguig – IT Building Auditorium. The occasion featured a technical seminar and a general membership meeting, which included the chartering and induction of officers for the new PSME Taguig Bonifacio Global City (BGC) and EMBO Chapters. The first part was dedicated to technical seminars by Engr. Francis Guevarra and Engr. Edwin Soriano, both esteemed speakers in their fields. Engr. Francis Guevarra commenced the seminar series with an in-depth presentation on "Smoke Management System." His discussion covered the latest technologies and methodologies in smoke control, critical for ensuring safety in buildings during fire incidents. Attendees engaged actively during the question and answer portion, reflec-ting the importance and relevance of the topic. Following this, Engr. Edwin Soriano delivered a comprehensive seminar on "Inspection, Testing, and Maintenance (ITM) for Water-Based Fire Protection NEWS PSME EMBO CHARTERED IN PSME TAGUIG TECHNICAL SEMINAR AND GMM 2024 Systems." This presentation emphasized the essential protocols and standards for maintaining fire safety equipment, crucial for preventing fire-related disasters. Similar to the first session, this seminar also featured a dynamic Q&A segment, showcasing the participants' keen interest in fire safety management. The second part of the event focused on the induction and chartering ceremonies for the newly formed PSME Taguig BGC and EMBO Chapters. The ceremonies began with welcoming remarks and an opening speech, which were followed by the introduction of the keynote speaker, Hon. Manuel L. Paulino, member of the Board of Mechanical Engineers. Hon. Paulino's address highlighted the pivotal role of mechanical engineers in the nation’s socio-economic development and the importance of unity and ethical practice within the profession. The introduction and induction of officers for both the Taguig BGC and EMBO Chapters were significant highlights of the event. Jeremy Aguinea, National President, shared their perspectives on the future of mechanical engineering in the Philippines and the critical role of PSME in supporting its members. Special guests, including the Taguig City Mayor, Hon. Ma. Laarni “Lani” Cayetano, were introduced, and their messages underscored the importance of the engineering profession in public service and community development. Mayor Cayetano lauded the PSME’s efforts in promoting engineering excellence and its contributions to the local community. The event concluded with closing remarks from Engr. Loreto Catalan, the National Immediate Past President. He commended the newly inducted officers and chapters for their commitment and encouraged all members to uphold the society's core values in their professional endeavors. The PSME technical seminar and general membership meeting held on March 2, 2024, was a resounding success, highlighting the society's dedication to fostering professional growth, ethi-cal practice, and community engagement among mechanical engineers. PSME-QATAR JOINS WED 2024, HOSTS ASEAN ENGINEER CONFERMENT Celebrating the 2024 World Engineering Day in Rotana City Center Hotel, Doha last March 8-9, the PSME – Qatar Chapter joined in as the Committee on Ways and Means of the Philippine Society of Mechanical Engineers (PSME) , hosted the ASEAN Engineer Conferment with the theme “Engineering Solutions for a Sustainable World”. The celebration was organized by Philippine Technological Council Middle East and North Africa PTC MENA – Qatar Affairs, and dignitaries from the Philippine Embassy in Qatar, the PTC, WAFEO, AER, and WED Philippines graced the event with their esteemed presence and messages. The highlights of PSME-Q’s participation include the Courtesy Visit to the Philippine Embassy, and HE Ambassador Lillibeth V. Pono, on March 7, followed by a friendly Bowling Tournament, where the 8 different Filipino Engineering Organizations showcased their skills to knock down those bowling pins. For the Technical Sessions on the first day, Engr. Arlan P. Beltran, Ph.D. explored on the “Challenges Faced by Overseas ASEAN Engineers in Gulf Cooperating Council: Forging a Roadmap for Strategic Framework” with PSME-Q President, Engr. Andy M. Dipasupil as Moderator. Continuing the knowledgesharing on the second day, Engr. Andy M. Dipasupil delved on “Sustainable Welding: Enhancing Efficiency and Reducing Environmental Impact” as Technical Speaker, with PSME-Q IPP, Engr. Henry Regalado as Moderator. Having mastered the hosting of the ASEAN Engineer Conferment, the PSME - Qatar successfully facilitated the ceremony, conferring the prestigious registration to twenty eight (28) conferees from different disciplines, including three from PSME. The celebration ended with a Dinner and Fellowship Night where PSME-Qatar chapter, Engr. Andy M. Dipasupil and Engr. Taguig City, March 8-9, 2024 – PSME Foundation Inc., in collaboration with the Power Professionals Association of the Philippines Inc., hosted the landmark event, the First Philippine Power Expo 2024 themed “Philippine Power Today and the Future,” took place at the SMX Aura in Taguig City. It brought together industry leaders, experts, and stakeholders to discuss the current landscape and future directions of the Philippine power sector. DAY 1: MARCH 8, 2024 The first day of the expo began with the opening of the trade exhibition at 8:00 AM. The exhibition showcased the latest innovations, technologies, and services in the power industry, setting the stage for the two-day event. It was then followed by the official opening ceremony with an opening remarks from Engr. Rogelio G. Reyes, President of PSME Foundation Inc. Engr. Reyes highlighted the significance of the expo in fostering collaboration and innovation within the power sector. Subsequently, Engr. Januarlo M. Maralit, President of the Power Professionals Association of the Philippines Inc., delivered the welcome remarks, expressing optimism about the industry's future. Keynote speech was delivered by Hon. Marlo Marasigan, the Assistant Secretary of Department of Energy. Hon. Marasigan stressed-out the government's commitment to the sustainable energy solutions and the importance of public - private partnerships in achieving energy security and efficiency. They addressed regulatory challenges, market dynamics, and the need for policy reforms to foster a competitive and sustainable energy market. A significant moment in the morning's proceedings was the oathtaking of the Power Professionals Association Inc.’s Charter Officers, inducted by Hon. Mario Marasigan. This oath taking ceremony marked a new chapter for the association, emphasizing professional development and industry standards. Engr. Archelle P. Baculi, PME Chairperson of the PSME 72nd National Convention, gave a brief presentation on the upcoming National Convention and provided insights into the upcoming convention, highlighting on technological advancements and professional growth opportunities for mechanical engineers. Mr. Jimmy Villaroman, Chief Renewable Energy Officer at Aboitiz Power Corp., delivered a compelling talk as he discussed the business perspectives on renewable energy, focusing on the strategic investments and initiatives by Aboitiz Power to expand its renewable energy portfolio and support the country’s transition to a low - carbon economy The afternoon sessions featured technical presentations by industry experts: Maintenance Strategies: Engr. Eric Montes, former VP/Head of Integrated Asset Mgmt., Maynilad Water Services Inc., discussed the latest maintenance strategies. He shared best practices for asset management and highlighted innovative techniques to improve plant efficiency and reliability. Renewable Energy (Solar / Wind): Engr. Vincent Alidon, VP of Engimeering & Execution at Aboitiz Power Corp., presen-ted on the advancements in solar and wind energy tech-nologies. He emphasized the role of these renewable sources in diversifying the energy mix and achieving sustainability goals. Condition Monitoring using ‘Descriptors’: Mr. Omar Calma, President & GM of General Instrument Corp., and John Van Zwlenen, GM of Sales & Service ASEAN and Oceania at Bruel & Kjaer Vibro Singapore, discussed the application of descriptors in condition monitoring. They demonstrated how these techniques can enhance predictive maintenance and reduce downtime. Decarbonization /Power Plant Modernization: Mr. Kashif Mahmood Sheikh, Head of Sales for Australia and New Zealand at Siemens Energy, spoke on decarbonization strategies and power plant modernization. NEWS Wireless Equipment Health Monitoring: Dr. Bubathi Muruganantham, Vibration & Acoustic Expert at Honeywell Industrial Automation India, presented a case study on wireless equipment health monitoring. He discussed the benefits of wireless technologies in enhancing equipment reliability and performance. The day's activities concluded with a fellowship event, providing attendees with an opportunity to network and build professional relationships in a more relaxed setting. Day 2: March 9, 2024 The second day of the expo continued with an array of technical sessions, further delving into various aspects of the power industry. Engr. Federico A. Monsada, President of the Philippine Technological Council, Dr. Bernardo Tadeo, President and CEO of Full Advantage Philippine Intl. Inc., and Engr. Adrian Rey, President of ReyTech Engineering Services, provided comprehensive guidance on the deployment and benefits of floating solar systems. They highlighted the potential of these systems to optimize space and enhance energy generation efficiency. Ms. Socorro L. Patindol, President of the Philippine Center for Environmental Awareness and Sustainability, Inc., discussed the latest environmental regulations affecting the power sector. She emphasized the importance of compliance with these regulations to ensure sustainable development and mitigate environmental impacts. Mr. Jessol M. Salvo, Sr. Science Research Specialist at the Natural Gas Mgmt. Division of the Department of Energy, delivered a session on LNG projects. He provided insights into the development and future prospects of LNG infrastructure in the Philippines, discussing the role of LNG in the country's energy security and diversification efforts. Engr. Ferdinand Agtarap, owner of FOA Training Consultancy Services and a DOLE - OSHC Consultant, presented on the latest advancements in safety technologies. He highlighted innovative safety solutions and their critical role in protecting workers and assets in the power industry. Afternoon Technical Sessions The afternoon was packed with more technical discussions: Fire Protection: Foam Suppression System: Engr. James D. Abarca, Bus. Dev. The event commenced at 5:00 AM at the General Administration of Parks and Environmental Architecture in Dammam, Kingdom of Saudi Arabia (KSA). The Saudi Green Initiative is part of the Kingdom's broader Vision 2030 plan, aiming to combat climate change, enhance environmental sustainability, and improve quality of life. The tree planting activity, spearheaded by PSME Saudi Arabia Chapter, underscores the commitment of the Filipino engineering community to support Saudi Arabia's environmental goals. The early morning event saw enthusiastic participation from PSME members, local volunteers, and representatives from the General Administration of Parks and Environmental Architecture. Together, they planted a variety of native trees and plants, contributing to the greening of urban spaces and promoting biodiversity in the region. The tree planting event not only aimed to enhance the local landscape but also served as an educational opportunity for participants. Experts from the General Administration of Parks and Environmental Architecture provided insights into the importance of urban greening, the selection of appropriate plant species for the local climate, and best practices for tree care and maintenance. Local residents and passersby were also encouraged to participate, fostering a sense of community and shared responsibility for the environment. Reyes, successfully conducted its 1st General Membership Assembly and Comprehensive Plumbing Design Seminar on March 30, 2024. The event was held at Rm. 1203, 12th Floor, The Pearl Pavilion Event, West Zone Building, Najda St. Abu Dhabi, UAE, and was met with enthusiastic participation and cooperation from attendees. Engr. Reyes extended his heartfelt gratitude to all participants, acknowledging their active involvement and enthusiasm which contributed significantly to the event's success. Atty. Rodolfo M. Seredrica Rodolfo Mabatid Seredrica stands as a paragon of professional excellence and versatility, having carved an impressive career spanning mechanical engineering and law. His academic journey and professional milestones reflect a blend of dedication, intellecctual rigor, and a passion for continuous learning. Seredrica’s educational journey began at the University of San Jose-Recoletos (USJ-R) in Cebu City, where he pursued a Bachelor of Science in Mechanical Engineering from 1974 to 1978. Graduating magna cum laude in October 1978. His thirst for knowledge propelled him to the University of the Philippines in Diliman, Quezon City, where he focused on fuels and combustion engineering, completing the academic requirements for a Master of Science in Mechanical Engineering under a DOST Scholarship between 1981 and 1983. He furthered his studies at the Asian Institute of Technology in Bangkok, Thailand. There, he specialized in energy technology, earning a Master of Engineering degree under the Shell Foundation Scholarship from January 1983 to August 1984. His commitment to education culminated in a Bachelor of Laws degree from Mindanao State University, General Santos City, in April 2006, underscoring his intellectual versatility. His professional credentials are equally distinguished. He earned his Professional Mechanical Engineer (PME) in April 1987, a testament to his expertise and commitment to his field. His contributions to manufacturing were recognized in 2000 when he was honored as one of the Ten Outstanding Mechanical Engineers (TOME). Adding another feather to his cap, he passed the bar exam in 2010, officially becoming a lawyer. Seredrica’s career is marked by a series of significant roles and achievements, particularly within Dole Asia Co., Ltd., where he served from 1985 to 2019. His journey with Dole began as a project engineer and saw him rise to the position of Director of Dole Packaged Foods Asia Engineering. His work spanned multiple countries, including the Philippines, Thailand, China, and Peru, where he led crucial projects such as plant expansions, automation of packaging processes, and the establishment of new production lines. From 2009 to 2011, as Director of Technical Services and Engineering at Dole China Limited, Seredrica supported the company's operations and co-packers in China. His leadership in engineering services continued in Thailand, where he managed significant expansions and innovations, including the dried fruit plant with oats and chocolate coating. Seredrica’s early career also included pivotal roles at Swedish Match Philippines, Inc., and the Philippine National Oil Company (PNOC), where he contributed to renewable energy research. His tenure at Nestle Philippines as Assistant Vice-President of Engineering in 1996 further highlights the breadth of his engineering expertise. Beyond his professional achievements, he is deeply committed to community service. He is a life member of Gideon’s International and has served as the charter chapter president and life member of the Philippine Society of Mechanical Engineers (PSME). Celebrating Engineers and Sportsmanship: PTC Hosts 2nd D' Engineers Cup Basketball Tournament Manila, Philippines – March 2, 2024: In a remarkable display of sportsmanship and engineering camaraderie, the Institute of Integrated Electrical Engineers (IIEE) proudly hosted the Philippine Technological Council's (PTC) 2nd D' Engineers Cup Basketball Tournament in celebration of the World Engineer Day. The tournament took place at Koten Enterprises, drawing engineers from the Philippine Society of Mechanical Engineers (PSME) and various other Engineering Professional Organizations. The day began with a Parade of Teams, showcasing the enthusiasm and competitive spirit of the participating engineers. Following the parade, the program proceeded with the Invocation and the singing of the Philippine National Anthem. Engr. Jerry D. Asuncion, Chairman of the PTC WED 2024 Sports Activity Committee, took the stage to acknowledge the distinguished guests and officers present. His warm greetings and detailed introductions paved the way for a welcoming environment. Next, the audience was addressed by Engr. Federico A. Monsada, President of the PTC, and Engr. Romulo R. This clash of titans, presented by the Philippine Technological Council - Young Engineers Section, lived up to its billing, delivering a thrilling contest that showcased the very best of competitive gaming. Team IYT, led by Team Captain Engr. Benjamin Diaz, included talented members Engr. Dominic Mabbayad, Engr. Doroteo Acuna, Engr. Edrian Carpio, Engr. Aesser Ramirez, and Engr. Daryll Jan Rosimo.
