where we help each other in completed this magazine. It's quite a thrill to
take my place as the newest cover letter editor of this great magazine. I've
been reading this magazine since I was at college. If only our own lives had
been as frothy. The entire culture was rebooting around us; in an
unimaginably short time, the social order rearranged itself before our
eyes. It was all very exciting contributing my idea for this magazine. I'll let
you one in a litle secret. At this time of year its not a vision of sugarplums
that dance in my head - it's vission of a warm beach far from my life. With
this issues, we aim to showcase businesses that are going well and shine

may differ. Thus, the value of the record provides a
number of benefits that may be classified as

evidentiary. To design a coherent records strategy for
the quality arena, it is necessary to understand the
function that information plays in the operation and
transaction of company operations. As a strategic
resource, information resources display some notion
of conspicuous good and have powerful linkages to the
firm's resource-based view in strategic management
views. Organizations must recognize that information
is required for day-to-day operations. To avoid being

Common difficulties with
existing paper systems

The administration of modem paper documents is
almost never satisfactorily addressed in underdeveloped
Commonwealth nations. The issues with paper record
systems are systemic rather than procedural. The
problem has not received the attention it merits due to
the low status of records activity. Records management is
seen as a low-level service area, with little emphasis
placed on how information is generated, formatted, and
maintained.

Many nations' ministries just open files in a running
sequence, with no indexing mechanisms in place.
Personnel records will be used to illustrate the challenges
because personnel information is generally one of the
first types of information to be computerised. Paper files
are overcrowded and disorganised, with little security
and that are damp and poorly aired, allowing mould and
rot to grow. File tracking methods are frequently
inadequate, the registry has no way of knowing who
possesses a file at any one time.

Records are essential instruments for conducting government operations, and their absence
would lead in operational inefficiency or failure (Kansas State Historical Society, 2007). Records are

records do just that (Pember and Cowan, 2010). Without records, it is impossible to determine
whether individuals, private organisations, and governmental bodies carried out the actions and
transactions they were required to carry out, whether they made sure that these actions and
transactions complied with the standards of effectiveness, legitimacy, and good governance, or
whether they had engaged in improper behaviour (Thomassen, 2001:375). To support
administration, maintain accountability, and serve cultural demands such as collective memory and
the preservation of individual and communal identity and history, businesses and individuals create
records during their daily operations (Shepherd, 2010:179).

The most important source of government information, public sector records, are only now
starting to be managed as a strategic resource and collecting and preserving them continue to be

destroyed on time, an excessive number of records accumulated and clogged the system.

study

The goal of the study was to demonstrate the value of
maintaining public records as a tactical resource in
Tanzanian government ministries. The preservation of
records and archives, particularly in the context of the
public sector, is regulated by four key concepts or theories,
according to the International Records Management Trust.

original order established at the time of their creation, in
accordance with the agency responsible for their creation or
accumulation, in a continuum of care, and that records can
be arranged according to hierarchical levels to reflect the
nature of their creation

The solution to managing public sector records effectively
is to manage records well at each stage of their life cycle.
Without it, offices become overrun with records, making it
nearly hard to access crucial administrative, financial, and
legal data. A setup like this compromise’s government
accountability, restricts information availability, and
jeopardises citizen rights. The premise that public records in
government ministries were not successfully managed as a
strategic resource made the study necessary. The study's
goal was to evaluate current records management
techniques from the point of creation to the point of
disposition.

The analysis or recommendation suggests that the government
provide registries a different budget. A budget should include funds
for registry supplies and equipment as well as provisions for
workers to receive formal education and records management
training. The redesign of records management systems is essential
to managing records as a strategic resource in government
ministries. The reorganization's would increase the effectiveness of
government operations. To make more room for the current
documents, the National Archives should adopt timetables for the
retention and disposal of records. Records should be disposed of on
a regular basis. Furthermore, it is important to appoint a records
manager for each ministry who should have a Postgraduate
Diploma or Masters qualification and should be able to collaborate
closely with the staff of the National Archives in order to ensure
proper creation and maintenance of records that would foster
accountability in the implementation of the reforms.

In conclusion, records provide as a record of organizationally operations, however Tanzania's
government departments still have poor records management procedures in place. The study's
findings highlighted issues with Tanzania's records management procedures, such as the lack of
specialized budgets for registry sections, the inadequacy of registry supplies and equipment, the
absence of records retention and disposition schedules, and the absence of a records management
policy that would outline organizationally responsibilities and drive change in the procedures. The
records management issues will negatively impact how the government ministries operate daily. It
would be very impossible to identify individual responsibility and hold them accountable for their
conduct given the condition of recording practices today. Ineffective records management
procedures in government ministries may be a factor in the failure to effectively use records as a
vital strategic resource to support the public service reform initiative. By offering crucial proof of
the choices and actions, it can further contribute to the failure of records to function as an
instrument of accountability. A satisfactory response to questions like what the organizationally
needs to produce and how, what resources are available for doing this and how can they be used,
what agreements and commitments have been made and how did they come about, what products
and services could the organizations offer and do these products and services can't be provided due
to the poor state of records management practice.

used as the main primary data collection procedures in accordance with the goals of this study, which used a descriptive
design. Both qualitative and quantitative methodologies were used to assess the data that was gathered. Tables and
percentages were employed as the descriptive statistics. Chi-square and analysis of variance (ANOVA) were used to
evaluate the data using STATA 10 version, and the coefficient of determination (R2) value of 0.8974 indicated that the level
of accounting records keeping could account for 89.7% of the variation in financial performance. ·The performance of
small-scale firms and accounting record keeping are therefore found to be strongly positively correlated. Keeping
accurate accounting records is crucial for making decisions that always impact how well small businesses perform. It is
advised that small business owners and managers use good accounting record-keeping procedures to improve their
company's financial performance.

recognized as a major driver of FDI. Since strategic position depends on both firm strategy and market
characteristics, firms in highly competitive markets or those that require advanced technologies and
marketing expertise to compete globally but have limited access to those strategic resources
domestically are in vulnerable strategic positions (Conner, 1994). Firms with weak brands, high levels
of rivalry, and a dearth of innovative technology domestically available may turn to FDI to access and
acquire these resources. They can then take advantage of economies of scale, acquire product
technologies, and retain or even improve their position as a worldwide competitor as a result (Frost,
2001; Wesson, 2004).

record management programmed and practices. Accordingly,
they are exposing themselves to unnecessary legal, regulatory
and business risk. They are ,managing their recorded
information assets in a way interior to their management of
other critical assets such as human resource, capital , material
and facilities. Thus, strict enforcement of the Act and
Regulations deters organization from taking record
management lightly. It is important therefore that the
enforcement body ( with the help of the director of the
National Archives Malaysia possibly) has a strict clear, legally
enforceable and consistent policy over the implementation of
the Act and Regulations.
