WHAT IS THE MANAGEMENT SUPERVISORY
SERVICE (MSS)?
Generally, managers and supervisors within an agency.
• MSS appointees are not required to live in the District .
• MSS appointees enjoy the benefits of a separate, more competitive pay structure.
• MSS appointees are offered a targeted training curriculum with courses on performance
management and evaluation, human resources systems and leadership development.
• Employees in the MSS serve at-will.
• MSS employees with previous Career Service or Educational Service status may retreat,
at the discretion of the personnel authority, within three months of termination, to a non-
MSS position within their agency.

WHY IS TRAINING REQUIRED FOR MSS

These courses and simulations are designed to provide an increased awareness as to the
importance and impact of consistent coaching: laying the groundwork for a more
comprehensive coaching approach and model. It was initially rolled out during FY17 and – as a
result of the District’s focus on becoming a coaching culture- it has been added to our
standard course offerings.
The total run time is 1.5 hours.

• To register for training, go to PeopleSoft Self Service
(https://ess.dc.gov) then click on > Self Service > Learning and
Development > Request Training Enrollment, where you can search
by course name, by training date, or by audience (MSS).
• For additional learning and development information, consult your
agency’s training coordinator or call the DCHR Center for Learning
& Development at 202-442-9700.

THE FINE PRINT
• The DC Department of Human Resources (DCHR) may add courses
to the Continuous Professional Development category to expand
the learning and development opportunities for MSS.
• DCHR may update existing courses and/or add new courses to the
Core Management Learning, particularly if there has been a
significant change in policy, regulations, and/or best practices.

• Prepare for system opening on October 1st by crafting FY19 performance evals
and FY20 performance plans
• Communicate timeline to staff for FY19 performance evaluations, and FY20
performance plans, Mid-Year Discussions, plan modifications and FY20 evaluations
• Ensure that any managers on staff are properly briefed on the substance of
Performance Management (SMART goals, evaluations, etc.)
• Continue to reach to HR for advice
• Bonus: Enroll in DCHR’s Performance Management for Managers training and
encourage MSS staff to do so as well

E-TIME TRAINING
All employees (managers and non-managers) must complete e-Time training within the first 30 days of
your hire date!
Managers/supervisory employees (MSS employees) must complete two e-Time trainings:
1) MSS Time Entry – Online (Course AT0004); and
2) MSS Approve Time – Online (Course AT0005).
MSS employees will not be able to approve their direct reports’ timesheets before completing both
online trainings.

RECOGNITION –SECTION 1-617.11
The D.C. Official Code under § 1-617.06 and the CBA gives employees the right to: 40
• Organize a labor organization free from interference, restraint, or coercion;
• To form, join, or assist any labor organization or to refrain from such activity;
• To bargain collectively through representatives of their own choosing as provided in this subchapter;
• To refrain from any or all such activities under the above paragraphs
• Be treated fairly, equitably and with respect;
• Be free from interference, restraint, coercion or discrimination in the exercise of their right to organize
and designate representatives of their choosing; and
• Not be discriminated against on the basis of membership or non-membership, race, color, religion,
sex (including sexual harassment), national origin, age, physical handicap, marital status, or
political affiliation.
