1 SECTION-1 - GENERAL EQUIPMENT SPECIFICATIONS:

3 SPECIFICATION OUTLINE:
4 The following specifications for a 6 wheel flat bed truck with dual 2000 lb vertical mounted
5 thermoplastic heating kettles are divided into four complete sections. The first section outlines the
6 overall specification requirement. The second details the chassis portion of the truck. The third
7 section refers to mostly the flatbed that is to be mounted onto the truck chassis. The fourth
8 outlines the dual 2000 lb vertical mounted, oil jacketed premelter heating kettles that is to be
9 mounted on the truck bed. The truck shall be delivered complete with all equipment and
10 accessories necessary for safe and efficient operation, ready for immediate job site operation
11 within the City of San Francisco. The unit shall comply with the manufacturer’s current model
12 truck chassis/body, with additions and deletions as contained herein.

14 MANUFACTURING, MATERIAL AND DESIGN PRACTICES:
15 It is intended that the manufacturer, in the selection of components will use material and design
16 practices that are the best available in the industry for the type of operating conditions to which the
17 unit will be subjected. Engine, suspension, wheels, tires and other component parts shall be
18 selected to address the performance requirements of this specification. All parts, equipment and
19 accessories shall conform in strength, quality of material and workmanship to recognized industry
20 standards.

22 HEAVY DUTY TERMINOLOGY DEFINED:
23 The term “heavy duty” as used in these specifications shall mean that the item to which the term is
24 applied shall exceed the usual quantity, quality or capacity supplied with standard production
25 unit(s) and it shall be able to withstand unusual strain, exposure, temperature, wear and use.

27 ALTERNATES:
28 When the specific name of a manufacturer, brand or make, with or without model number, is used
29 in describing any item in this specification, bids for similar articles will be considered unless
30 otherwise stated. Bidders may also propose items of equivalent features or manufacturer’s
31 updated part or part number. Purchasing shall be the sole judge as to whether such alternate
32 articles are acceptable. Unless bidder states to the contrary, articles offered will be assumed to
33 be the specific article named in this specification. If not offering the specific article named, bidder
34 must enclose with its bid full information, specifications and descriptive data on alternate items
35 offered. Purchasing reserves the right to permit deviations from the specifications if any article
36 offered is substantially in accord with Purchasing’s specifications and is deemed by Purchasing to
37 be of as good quality and as fully satisfactory for its intended use, Bidder is responsible for
38 identifying any devi AMations from Purchasing’s specifications. Bidders should not assume an
39 alternate offered is an approved equal. The City will evaluate the alternate and inform the bidder if

43 CONDITIONAL MODIFICATIONS:
44 Potential variances of a specific truck manufacturer’s chassis may require variances in the flat bed

45 body mounting and design to some degree. Therefore, bidders shall clearly and completely

46 outline all areas needing such modifications.

48 GENERALITIES:
49 To allow for manufacture’s specific designs, and insure a level of competitiveness, we have left

50 certain areas of our specifications general by design. In such cases, the items being referred to

51 may be general, but adherence to the requested end product and /or result must be met. This is

52 especially important in areas where critical dimensions, capacities, grades of steel, etc. are

53 specified. In the cases were the word SHALL is used, no substitution will be allowed.

55 IMPORTANT: PRE-BID CONFERENCE

56 Because of the variances in the truck chassis that may be bid, it may be necessary to vary the bed

57 dimensions and design to some degree.

84 The Pre-bid Conference will begin at the time specified, and company representatives are
85 urged to arrive on time. Topics already covered will not be repeated for the benefit of late
86 arrivals. Failure to attend the Pre-bid Conference shall not excuse the successful bidder
87 from any obligations of the contract. Any change or addition to the requirements
88 contained in this Contract Proposal as a result of the Pre-Bid Conference will be executed
89 by written Change Notice.

91 MANUFACTURER’S SPECIFICATION:
92 Complete manufacturer’s specification, published literature and photos or illustrations of unit
93 proposed, should be furnished with bid. Only new models in current production that are
94 catalogued by the manufacturer and for which printed literature and specifications are available
95 will be accepted. Bidders shall prepare and submit their own proposals addressing each section,
96 item or component of these specifications, indicating full compliance without exception, or
97 explaining in detail any exception, deviation or non-compliance. Bidders should not simply submit
98 a copy of these specifications as their proposal nor should they submit copies of manufacturer or
99 third party quotations as a response to the City’s bid solicitation.

101 MANUFACTURER'S STANDARD EQUIPMENT:
102 All equipment and components listed as standard by the manufacturer for model quoted shall be
103 furnished whether or not such items are detailed herein, e.g., special wrenches, tool kits, etc.
104 Optional equipment as necessary to meet the following requirements of this specification shall
105 also be supplied. Should the requirements as specified not comply, the manufacturer is required
106 to re-figure and revise the specifications to meet all laws, rules and regulations where it applies to
107 items such as the ratings of axles, tires, rims, brakes, batteries, cooling capacity, etc. and the City
108 of San Francisco is to be notified thereof.

110 APPLICABLE DOCUMENTS AND CERTIFICATIONS:
111 Specifications on the following pages are written with the intent to comply with all applicable
112 documents and certifications, but the final responsibility to comply shall rest with the vendor and
113 not the City of San Francisco. The successful bidder shall adhere to the standards set forth by the
114 following agencies:

125 DEMONSTRATIONS
126 The City reserves the option to request, and the bidder shall agree to provide, an “on the job
127 demonstration and evaluation” for the City’s Fleet Management personnel before acceptance of
128 contract in the event performance of unit proposed is not familiar to the City. If requested by the
129 City, a demonstrator unit shall be made available prior to award and provided at no additional cost
130 to the City. Time and amount of hours required for such evaluation shall be as determined by the
131 City.

133 OPERATIONAL NOISE STANDARD:
134 Noise level shall be in conformance with standards established by Local, State and Federal
135 Agencies. City personnel for noise requirements may test each unit delivered before the unit is
136 accepted.

138 HOSE AND WIRING ROUTING, HARDWARE REQUIREMENTS:
139 All hoses and wiring shall have adequate protective covers wherever there is a possibility of
140 contact with any other components. Separators shall be used where applicable. No tape or
141 adhesive fasteners will be accepted. All hoses, wiring and pipes shall be routed to be clear of all
142 heat sources and shall be protected from any present or potential source of snags, abrasions or
143 sharp edges. If any wiring for any lamps are routed through any tool compartment or canopy,
144 these wires shall be enclosed in steel. All fasteners (nuts, bolts, rivets & etc.) shall be grade 5 or
145 better with a rust inhibiting coating. Several applications must have grade 8.

147 SWITCHES, LABELS & HARDWARE:
148 All toggle and push button switches shall be marine type with additional rubber boots. All controls,
149 warning gauges and valves shall be marked as to function with stamped or engraved stainless
150 steel or aluminum labels. These labels shall be attached by aluminum and/or stainless steel
151 rivets. All hardware and fasteners shall be grade 8 or better except as specified.

153 DELIVERY REQUIREMENTS:
154 Due to the fabrication design required on the body of this truck, we understand the potential for
155 build schedule delays. For this truck, we are setting the delivery schedule at not more than 180
156 days, or 6 months. This unit should be delivered and be ready for service within the stated time
157 range. If a truck being bid meets all other requirements of the specification, but cannot meet the
158 specified time allotted for delivery, this discrepancy shall be stated upon the bid return.

160 WELDING:
161 All welding shall be continuous where applicable. All welding shall be performed in accordance
162 with the applicable requirements of the latest codes, rules or specifications of the American
163 Welding Society, (AWS), and the requirements of these specifications and special provisions, and
164 shall be subject to the test and examinations therein specified.

166 INSPECTION TRIPS (include in specs if applicable)
167 Bid price should include airfare (if over 125 miles from San Francisco), meals and lodging for 2
168 factory inspection trips for 2 City representatives. The inspection trips shall be scheduled at times
169 mutually agreed upon between the awarded bidder and the City representatives and should be for
170 a minimum 3 days. Meals and lodging rate shall comply with the current Federal Rates for the
171 Continental U.S.A. The rates are available from the following website:

175 The first inspection trip, known as the “pre-paint” or mid-inspection will be arranged at a time when
176 the vehicle is assembled with major components installed and before final paint work is begun. If
177 the inspection discloses any deviation from the specifications, the discrepancies, if minor can be
178 corrected while City inspectors remain at the plant. If the problem is not readily correctable, the
179 inspectors can return for inspection at a mutually agreed time, at the expense of the awarded
180 bidder.

182 The second inspection trip will be the final factory inspection of the completed vehicle completely
183 finished and ready for delivery. Workmanship and finish will be inspected and the vehicle will be
184 road tested and equipment operated before final delivery. If the inspection discloses any deviation
185 from the specifications, the discrepancies, if minor can be corrected while City inspectors remain
186 at the plant. If the problem is not readily correctable, the inspectors can return for inspection at a
187 mutually agreed time, at the expense of the awarded bidder.

189 PRE-CONSTRUCTION REQUIREMENT:
190 The successful bidder shall be required to attend a pre-construction meeting with the initiators of
191 these specifications and /or designated City representative(s) within 30 calendar days prior to the
192 start of any Body construction. Weekly update photographs (Digital Format) may be required of
193 the vendor if requested. The purpose is to ensure the proper interpretation of the City’s written
194 specifications. If necessary, the vendor may also be required to coordinate any additional
195 meetings prior to the installation of equipment, painting, etc. The location of these meetings
196 should be at 1800 Jerrold Ave, San Francisco California 94124. Vendor may contact Tony

199 CONTRACT AMENDMENT:
200 Any proposed changes in this specification must be submitted in writing to the Purchaser for
201 approval prior to implementation. Any work performed prior to approval will be done at the risk of
202 the vendor and acceptance of the vehicle will be delayed and payment withheld. A written
203 amendment to contract will be issued by the City.

207 BIDDER’S COMPLIANCE AND EXCEPTIONS:
208 All exceptions shall be stated no matter how seemingly minor. Bidders shall indicate
209 compliance with each section and line item specifications as required, in the line spaces
210 provided by marking with a “Y” for yes. If the bidder is offering an alternate of equal or
211 superior status to the line item specification, bidder will indicate by marking with an “E” for
212 exception on each line item. The bidder must then reference each item exception and
213 explain the exception taken and the proposed alternate on Attachment D, Bid Exception
214 Sheets.

216 **Bids, which do not include confirmation of each section and line item, as required, will be
217 deemed to take exception to such bid requirements, which may result in the bid being
218 deemed non-responsive. If exceptions are taken, Attachment D, Bid Exception Sheets
219 must be returned with the submitted bids.
