رئیس اتاق مشترک بازرگانی ایران و روسیه: رشـد بالـغ بـر 5 درصـدی ارزش کل تجارت ایـران و روسـیه طـی 6 مـاه سـال جـاری/ ایـران به اتحادیـه گمرگی اوراسـیا میپیوندد هادی تیزهوش تابان، رئیس اتاق بازرگانی مشترک ایران و روسیه در گفتوگو با غالت نیوز با اشاره به مباالدت تجاری میان ایران و روسیه اظهار کرد: از مهمترین اقالم صادراتی به روسیه میتوان به انواع میوه و صیفیجات از جمله کیوی و فلفل، میگو، پسته و غیره اشاره نمود و مهمترین اقالم وارداتی از این کشور نیز عبارتاند از گندم، چوب، ذرت دامی، روغن خوراکی، جو، عدس و غیره. وی در ادامه با بیان اینکه نزدیکی استراتژیک ایران و روسیه طی سالهای اخیر باعث شده است این دو کشور بتوانند روی گسترش تجارت خود با یکدیگر، برنامهریزی ویژه داشته باشند، تصریح کرد: طبق اعالم رئیس شورای تجاری روسیه و ایران، فدراسیون روسیه و جمهوری اسالمی ایران در حال تنظیم موافقتنامهای همهجانبه هستند که در آینده نزدیک بین رؤسای جمهور دو کشور به امضا خواهد رسید. عضویت در اتحادیه گمرکی اوراسیا و پیوستن ایران به گروه بریکس نیز چشمانداز روابط تجاری دو کشور را مثبت نشان میدهد. تیزهوش تابان ادامه داد: چندبرابر شدن روابط تجاری دو کشور در این بازه زمانی، نیازمند تحوالت زیرساختی عظیمی است که بدون آن تحقق این چشمانداز دشوار به نظر میآید. از طرفی باید به این موضوع توجه نمود که سهم ایران از این افزایش مبادالت تجاری چیست و این امر تا چه میزان بر متعادل نمودن تراز تجاری دو کشور تأثیرگذار خواهد بود. رئیس اتاق بازرگانی مشترک ایران و روسیه افزود: بر اساس آنچه روابط عمومی بانک مرکزی اعالم نموده است، با عملیاتی شدن بسترهای پولی و بانکی میان جمهوری اسالمی ایران و فدراسیون روسیه، فصل جدیدی از روابط بانکی دو کشور آغاز شد. زیرساختها و بسترهایی همچون اتصال سامانههای پیامرسان غیرسوئیفتی و برقراری روابط دوطرفه کارگزاری با پولهای ملی میان بانکهای تجاری دو کشور ً که قبال ایجاد شده بود، امروز مورد استفاده بانکها و فعاالن اقتصادی قرار گرفته است. به گفته وی، در دیدار و مذاکرات رئیس کل بانک مرکزی کشورمان که با رئیس کل بانک مرکزی روسیه صورت گرفت، عالوه بر نهاییسازی توافق بهکارگیری پولهای ملی در مبادالت تجاری دو کشور به جای دالر، پیشنهادهایی در زمینه بهرهبرداری از ظرفیتهای گروه بریکس و نهادسازیهای پولی و بانکی در این حوزه طی دوره ریاست روسیه بر این گروه در سال آتی میالدی مطرح شد که مورد توجه رئیس کل بانک مرکزی روسیه نیز قرار گرفته است. تیزهوش تابان در پاسخ به این پرسش که آیا مشکلی در تعامالت مالی و ارزی میان تجار ایرانی و روس وجود ندارد، خاطرنشان کرد: همانطور که گفته شد، اقداماتی خوب برای توسعه روابط دو کشور در سطح بینالمللی صورت گرفته است اما تنها با پیوستن به توافقنامهها و اتحادیههای بینالمللی نمیتوان انتظار داشت که سطح مبادالت دو کشور افزایش یابد. از سوی دیگر هدف ما باید این باشد که در این افزایش مبادالت، سهم صادراتی خود را افزایش دهیم و تراز تجاری را متعادلتر سازیم اما باید بپذیریم که بسیاری از شرایط برای تحقق این امر فراهم نیست. چندنرخه بودن ارز و سیاست اخذ تعهد ارزی از صادرکنندگان، تورم حاکم بر اقتصاد کشور، عرضهمحور بودن محصوالت تولیدی برای صادرات و عدم شناخت از الزامات، استانداردها و سالیق بازار هدف، فراهم نبودن زیرساختهای تجاری و طوالنی شدن فرایند صادرات بر اثر بوروکراسی اداری، از جمله مشکالتی است که میتواند مانع تحقق این هدف یا چشمانداز شود. ارزش کل تجـارت ایـران و روسـیه در سـال ۱۴۰۱ بـه باالتریـن حـد خـود طـی ۵ سـال منتهـی بـه ایـن سـال رسیده اسـت )افزایش حدود ۴ درصـدی در مقایسـه بـا سـال ۱۴۰۰ ،)رقـم کل تجارت ایـن دو کشـور در سـال مذکـور حـدود ۳/۲ میلیـارد دالر بـوده کـه حـدود ۶۸ درصـد از آن، معـادل ۶/۱ میلیارد دالر متعلـق به ارزش واردات ایـران از روسـیه و مابقـی، معـادل ۷۵۱ میلیـون دالر بـه صـادرات ایـران بـه این کشـور اختصاص داشـته اسـت. طـی شـشماهه نخست سـال ۱۴۰۲ نیز ارزش کل تجـارت ایـران و روسـیه حدود ۴/۱ میلیـارد دالر )۴۴۰ میلیـون دالر صـادرات و ۹۲۵ میلیـون دالر واردات( بـوده کـه رشـد ۵/۱۱ درصـدی را نسـبت به مدت مشـابه سال قبـل تجربـه کـرده اسـت و تـراز تجـاری ایران و روسـیه همـواره به نفع روسـیه مثبت بـوده اسـت. تجارت خارجی ویژهنامه غالت نیوز بهمنماه 1402 101
بررسی شاخص قیمت غالت فائو گرچـه قیمـت غـات از ابتـدای سـال بـه شـدت کاهـش یافتـه اسـت ، شـاخص قیمـت غـات فائـو بـرای مـاه دسـامبر نشـان دهنـده افزایـش 5/1 درصـدی نسـبت بـه مـاه قبـل در خصـوص محصـوالت گنـدم ، ذرت ، برنـج و جـو اسـت و تـا حـدودی منعکـس کننـده اختـاالت لجسـتیکی اسـت کـه مانـع حمـل و نقـل از کشـورهای بـزرگ صادراتـی مـی شـود. بــا ایــن حــال ، در ســال 2023 ایــن شــاخص 4/15 درصــد پایینتــر از میانگیــن 2022 بــود و بازتـاب بازارهـای جهانـی را بـه خوبـی نشـان مـی دهـد ، اگرچـه شـاخص قیمـت برنـج FAO بـا افزایـش 21 درصـدی همـراه بـوده اسـت کـه علـل اصلـی آن تـا حـد زیـادی مربـوط بـه نگرانـی در مـورد تاثیرگـذاری ال نینـو بـر محدودیـت تولیـد برنـج و ممنوعیـت صـادرات اعمـال شـده توسـط هنـد اسـت. ایـن گـزارش کـه در 5 ژانویـه منتشـر شـد، خاطرنشـان کـرد کـه پـس از افـت قیمـت بـرای چهـار مـاه متوالـی، قیمتهـای صادراتـی گنـدم در مـاه دسـامبر افزایـش یافـت کـه ناشـی از اختـاالت لجسـتیکی مرتبـط بـا آب و هـوا در برخـی کشـور هـای صادرکننـده بـزرگ و تنشهـا در دریـای سـیاه در خلـل افزایـش تقاضـای جهانـی بود. قیمـت جهانـی ذرت نیـز در مـاه دسـامبر افزایـش یافـت کـه دلیـل آن نگرانـی هـا در مـورد کشـت دوم ایـن محصـول در برزیـل و محدودیـت هـای لجسـتیکی بـود کـه مانـع از حمـل و نقـل ذرت از اوکرایـن بـود. در میـان سـایر غـات درشـت، قیمـت جهانـی جـو افزایـش و قیمـت سـورگوم اندکـی کاهـش یافـت. در مـاه دسـامبر ، شـاخص قیمـت برنـج فائـو 6/1 درصـد باالتـر از سـطح نوامبـر خـود بـود کـه علـت آن پاسـخ بـه خریـد برخـی از خریـداران آسـیایی و کاهـش رقابـت بیـن صادرکننـدگان بـه دلیـل محدودیـت هـای صـادرات هنـد و در دسترسـی سـخت تـر بـه محصـوالت ویتنامـی اسـت. قیمـت گنـدم، ذرت و سـویا از ابتـدای سـال 2024 بـه دلیـل افزایـش ارزش دالر آمریـکا و بهبـود شـرایط آب و هوایـی در برزیـل و مرکـز ایـاالت متحـده کاهـش یافتـه اسـت. 102 ویژهنامه تجارت کاالهای اساسی بهمنماه 1402 تجارت خارجی
دبیر اتاق مشترک بازرگانی ایران و پاکستان: هدف ما، افزایش حجم تجارت میان دو کشور است/ در بهار سال گذشته، 80 درصد از مجموع واردات ایران از کشور پاکستان، انواع برنج بوده است فهیمــه دامــرودی، دبیــر اتــاق مشــترک بازرگانــی ایــران و پاکســتان در گفتوگــو بــا غـات نیـوز تصریـح کـرد: کشـور پاکسـتان به نوعــی بــازار برنــج دنیــا را بــه دســت گرفتــه چـرا کـه در حـال حاضـر ارزش صـادرات برنـج پاکســتان بــه ســطح جهــان، یــک میلیــارد و 400 میلیــون دالر اســت درحالــی کــه ارزش مـراوده تجـاری برنـج بـه طـور کلـی در دنیـا بــه 19 میلیــارد دالر میرســد. دبیــر اتــاق مشــترک بازرگانــی ایــران و پاکسـتان در ادامـه بـا تأکیـد بـر اینکـه هـدف مــا افزایــش حجــم تجــارت میــان دو کشــور اســت، خاطرنشــان کــرد: از ســال 1384 قــرارداد فیمابیــن ایــران و پاکســتان در راســتای تجــارت ترجیحــی میــان دو کشــور منعقـد شـده امـا متأسـفانه تاکنـون مسـکوت مانــده و اجرایــی نشــده اســت، همچنیــن در ســال 1400 ،قــرارداد تهاتــر میــان کشــور ایــران و پاکســتان بــه امضــا رســیده امــا متأســفانه علیرغــم گذشــت دو ســال از ایــن قـرارداد، هنـوز تأییدیـه نهایـی از سـوی بانـک مرکــزی انجــام نشــده اســت. دامــرودی معتقــد اســت در صورتــی کــه شـرایط و قوانیـن بـه سـمتی بـرود کـه بسـتر تجــارت آزاد میــان ایــران و پاکســتان مهیــا ً ارتبـاط تجـاری میـان دو کشـور شـود، قطعـا بهتــر و بیشــتر خواهــد شــد امــا در صــورت عـدم موافقـت بخـش دولتـی بـا تجـارت آزاد، بــه منظــور تســهیل مســیر تجــارت میــان ایــران و پاکســتان، پیشــنهاد میشــود در تعرفههــای ترجیحــی، تخفیــف اعمــال شــود تــا صادرکننــدگان بتواننــد از آن اســتفاده کننــد. دبیــر اتــاق مشــترک بازرگانــی ایــران و پاکســتان در ادامــه ایــن گفتوگــو بــه مشــکالت معامــات ارزی میــان دو کشــور تحــت تأثیــر شــرایط تحریمهــا اشــاره نمــود و گفـت: متأسـفانه بـه دلیـل شـرایط تحریـم، اکنــون ایــران بــا پاکســتان هیچگونــه تبــادل بانکـی مسـتقیمی نـدارد و ایـن موضـوع، یـک چالــش بــزرگ اســت، در حــال حاضــر در حــوزه تجــارت میــان دو کشــور، شــرکتها و تجـار بـه واسـطه حسـابهای بانکـی کـه در کشــورهای دیگــر دارنــد، فعالیــت میکننــد. دامـرودی در خاتمـه بـا ارائـه دو پیشـنهاد در جهــت تســهیل مســیر تجــارت میــان ایــران و پاکســتان و افزایــش حجــم مراودههــای تجــاری میــان دو کشــور، تصریــح کــرد: لغــو روادیـد بـرای راننـدگان جـاده ترانزیـت کویته بـه تفتـان و همچنیـن بازسـازی خـط راهآهـن تفتــان بــه کویتــه، یکــی از ایــن پیشــنهادها اسـت. عـاوه بـر ایـن، بـا اتصـال خـط نرمـال ریلـی زاهـدان بـه میرجـاوه، میتوانیـم شـاهد افزایــش مبــادالت تجــاری میــان ایــران و پاکسـتان و کاهـش هزینههـای حمـل و نقـل باشـیم. طبـق اعلام گمـرک، طـی هفتماهـه ابتدایـی امسـال، تجـارت میـان ایـران و پاکسـتان بـه ارزش یـک میلیـارد و 140 میلیون و 148 هـزار دالر، رشـد 62 درصدی را نسـبت به سـنوات گذشته بـه خود اختصاص داده اسـت. در فصـل بهار سـال گذشـته، 80 درصـد از مجمـوع واردات ایـران از کشـور پاکسـتان، انـواع برنـج بـوده اسـت. بـه عبارتـی دیگـر، از 176 میلیـون دالر تجـارت میـان ایـران و پاکسـتان طی سـال گذشـته، 140 میلیـون دالر سـهم تجـارت برنـج بـوده اسـت. تجارت خارجی ویژهنامه غالت نیوز بهمنماه 1402 103
رئیس اتاق مشترک بازرگانی ایران و قزاقستان: حوادث منطقهای و قیمت غالت در بازار روسیه، دلیل کاهش حجم تجارت میان ایران و قزاقستان/ ضرورت تشکیل آژانس خدمات بازاریابی و مشاوره برای افزایش حجم تجارت میان دو کشور رئیــس اتــاق مشــترک بازرگانــی ایــران و قزاقســتان در گفتوگــو بــا غــات نیــوز اظهــار کــرد: بــا توجــه بــه اینکــه کشــور قزاقســتان در یــک دهــه گذشــته موفــق بــه تجربــه شــاخصهای توســعهای شــده و در همســایگی دو قطــب اقتصــادی و قدرتمنــد چیـن و روسـیه قـرار دارد، از نظـر ژئوپلیتیـک و ژئواکونومیــک در منطقــه، موقعیتــی ممتــاز را در کریدورهــای منطقــهای کســب نمــوده و همچنیــن توانســته در حــوزه جــذب ســرمایهگذاریهای خارجــی، موفــق عمــل کنـد. عـاوه بـر اینکـه از کشـور قزاقسـتان بـه عنــوان جــدول مندلیــف یــاد میشــود، ایــن کشــور در حــوزه کشــاورزی و نفــت و گاز، از منابــع طبیعــی و معدنــی خوبــی برخــوردار بــوده و در مســیر توســعه، گامهایــی مؤثــر برداشــته اســت. وی در ادامــه خاطرنشــان کــرد: یکــی از درخواســتهای بهحــق بخــش خصوصــی در طـی سـالها، لغـو روادیـد بیـن دو کشـور بــوده کــه خوشــبختانه در توافقــی کــه ســال گذشــته میــان رؤســای جمهــور ایــران و قزاقســتان در تهــران انجــام شــد، بــا توافــق 2 دولــت، لغــو روادیــد چهــاردهروزه میــان دو کشـور برقـرار شـد کـه ایـن امـر را میتـوان منشــأ توســعه همکاریهــا میــان دو کشــور برشـمرد. البتـه مطالبـه مـا تغییـر مـدت زمان چهــاردهروزه لغــو روادیــد بــه 30 روز اســت چــرا کــه ایــن اتفــاق میتوانــد نقشــی مهــم در رفـت و آمـد تجـار و حتـی سـرمایهگذاری شــرکتها داشــته باشــد. عابــدی در ادامــه، کمــک بــه فعــال شــدن دیپلماســی تجــاری و شناســایی چالشهــا و مشــکالت بخــش خصوصــی در زمینههــای بازرگانــی، لجســتیک، حــوزه بازرگانــی و گمرکــی، بانکــی و حقوقــی در جهــت حــل و فصــل آنهــا را از مهمتریــن مأموریتهــای اتــاق مشــترک و نهادهــای متولــی تجــارت دانســت و برگــزاری دورههــای آموزشــی بــا همــکاری انجمنهــا و تشــکلها بــه منظــور افزایــش ســطح شــناخت و آگاهــی نســبت بــه بــازار، کمــک بــه شــناخت فرصتهــای ســرمایهگذاری مشــترک میــان دو کشــور و پروژههــای خدمــات فنــی و مهندســی را بــه عنـوان اهـداف کلیـدی و مهـم اتـاق مشـترک بازرگانــی ایــران و قزاقســتان برشــمرد و ادامــه داد: اتــاق میتوانــد عــاوه بــر ارائــه خدمــات مشــاورهای بــه تجــار، در راســتای تســهیلگری امــور و رفــع موانــع و چالشهــا وارد عمــل شــود. بــه گفتــه رئیــس اتــاق مشــترک بازرگانــی ایــران و قزاقســتان، یکــی از برنامهریزیهــای مؤثــر و خــوب اتــاق بازرگانــی ایــران و قزاقســتان، تشــکیل کمیتههــای اجرایــی در پنـج محـور اصلـی اقتصـادی )خدمـات فنـی- مهندســی، صنعــت ســاختمان، کشــاورزی و صنایـع غذایـی و حـوزه معـدن و لجسـتیک( بــوده کــه در دســتور کار قــرار گرفتــه اســت. وی در ادامـه بـا اشـاره بـه حضـور چشـمگیر اتــاق در نمایشــگاههای کشــور قزاقســتان بیـان کـرد: در نمایشـگاه اوراسـیا کـه هرسـاله آذرمــاه برگــزار میشــود و البتــه امســال امیـر عابـدی بـا بیـان اینکه میزان صـادرات و واردات بین دو کشـور ایران و قزاقسـتان در مقایسـه بـا نهماهه سـال گذشـته بـا رشـد 10 درصدی همـراه بـوده اسـت، گفـت: بیـش از 97 درصـد کاالهـای وارد شـده از کشور قزاقستان به ایـران، شـامل کنجاله، جو و گندم بـوده اسـت منتها در سـال جـاری، به دلیـل قیمت غلات در کشـور روسـیه تحت تأثیر حـوادث منطقهای و اینکـه غلات بـا قیمتهای رقابتـی و ارزانتـر عرضـه شـده، خریـداران ایرانـی بـه جـای قزاقسـتان بـه کشـور روسـیه گرایش پیـدا کردهاند و ایـن مسـأله دلیلـی بـر کاهـش حجـم تجـارت میان دو کشـور ایران و قزاقسـتان بوده اسـت. 104 ویژهنامه تجارت کاالهای اساسی بهمنماه 1402 تجارت خارجی
