ABOUT THE PROGRAMME

INTENSIVE ENGLISH LANGUAGE PROGRAMME FOR ENGLISH LANGUAGE GRADUATES
FROM INSTITUTES OF TEACHER EDUCATION (IPG)
AND PUBLIC UNIVERSITIES 2022

The Malaysia Education Blueprint 2013–2025 (MEB) emphasised the transformation of the educational
system to one that meets international standards. Additionally, the English Language Education Reform
in Malaysia: The Roadmap 2015–2025 (the Roadmap) outlined a more detailed agenda for a
comprehensive reform of the English language education system in Malaysia to achieve significant
improvements in all areas connected to the teaching and learning of English in Malaysia.

With the alignment of components of the education system at all levels to the Common European
Framework of Reference for Languages (CEFR), the Roadmap outlined the CEFR proficiency levels as
staged targets to be achieved by 2025. The CEFR proficiency targets for in-service teachers and
teacher educators are C1 and C2 respectively.

The Intensive English Language Programme for English Language Graduates from Institutes of
Teacher Education (IPG) and Public Universities 2022 caters for English language graduates from IPG
and public universities who have yet to attain the minimum proficiency level of CEFR C1 after
graduation.

The programme is implemented at four training centers from the 1st to 30th of August 2022. Training will
be delivered via blended learning which entails face-to-face communication for eight hours per day
(morning and night), including Saturday and Sunday, as well as online learning. For the latter,
participants must register for five different online courses, namely, Grammar and Vocabulary, Listening,
Speaking, Reading, and Writing. These courses constitute 200 learning hours in total as guided by the
CEFR scale descriptors of a C1 language user. To further broaden and enhance the language learning
experience, numerous digital tools, software, and language learning websites are included in the
training programme.

The 4-week intensive English language programme will be facilitated by a total of 81 experienced
trainers, comprising 40 ELTC lecturers and 41 IPG lecturers from 18 campuses across the country.

This programme will be carried out in 4 training
centres, namely ELTC/IPGK Teknik, IPGK
Dato 'Razali Ismail Terengganu, IPGK Batu
Lintang, Kuching, Sarawak and IPGK Gaya,
Kota Kinabalu, Sabah

At the end of the programme, the participants
will sit for the APTIS Advanced English
language proficiency test on the 29th or 30th of
August 2022.
