ABOUT US
The Harun M. Hashim Law Centre was established in 1998 under the auspices of the Ahmad
Ibrahim Kulliyyah of Laws, International Islamic University Malaysia to offer certificates,
diplomas, postgraduate diploma programmes and specialized training courses in various
disciplines of law to the Malaysian and international community in the course of promoting
lifelong learning. The Centre offers continuing legal education mainly for professionals from
various professions besides legal profession seeking to improve and broaden their knowledge in
various disciplines of law, legal research, writing and enhance professional competency.
The programmes offered at the Centre are designed to be engaging, informative, progressive and
embrace 'best practices' adopted in the relevant areas of studies. They are presented in an
environment that stimulates the desire to learn more about the legal profession and encourages
active participation of students thus preparing individuals who are ready to address the changing
needs of development agenda at both the national and global levels.
At present the Centre focuses on offering various postgraduate programmes and trainings with a
substantial component of Islamic Law taking into consideration the fact that Malaysia is gaining
prominence in the global arena and Muslim nations as suitable for promoting Islamic education
and also taking into consideration our niche area that is harmonization of the Civil Law and
Shari’ah principles.

COUNTER TERRORISM LAWS: RULE OF LAW AND HUMAN RIGHTS
Course Description
Terrorism is a known global treat. It has devastating consequences for the enjoyment of the right to life,
liberty, and physical integrity of victims. The security of individuals is, accordingly, a fundamental
obligation of Government. States therefore have an obligation to ensure the human rights of their nationals
by taking positive measures to protect them against the treat of terrorist attacks and bringing the
perpetrators of such to justice.
This course deals with jurisprudential and theoretical aspects of human rights and the rules of law. This is
followed by the observation of international human rights law and critical analysis of counter terrorism
from selected jurisdictions.

CERTIFICATE COURSE IN RESEARCH METHODOLOGY
Course Description
This is an introductory certificate course on research methodology and academic research writing. The
course generally introduces to the students the theoretical aspects of research methodology and practical
techniques in conducting academic research in all social science disciplines. It also discusses the
conventional legal research methodology and Islamic legal research methodology for Master of
Comparative Laws (MCL) and Doctor of Philosophy (PhD) in Law candidates. It further includes
trainings on writing a research tools. Besides, the students are also exposed to various styles of academic
research writing, i.e, articles, book reviews, analysis of statutes and cases. This course equips the students
well for the presentation of their research works for various purposes such as for the viva, conferences,
seminars, government agencies and corporations.

COMMERCIAL LAW: BONDING SUBSTANTIVE UNDERSTANDING WITH
PRACTITIONERS’ PERSPECTIVE
Course Description
This course allows participants to tailor a programme to complement their professional expertise and
career pathway. Judges and other professionals will deepen their understanding of many aspects of
commercial law from both a domestic and international perspective. The key components of this course
include the nature and scope of commercial law, employment contract, agencies, franchising hire purchase
agreement, sales of good in general and international sale of goods. The participants will also boost their
skills on alternative dispute resolution, including international commercial arbitration.

CYBER CRIME
Course Description
This is course deals with dynamic branches of cyber law, especially in cybercrime. The proliferation of
information and communications technology (ICT) and the advancement of the cyberspace. The
cyberspace also allows criminals to launch their works beyond traditional legal, physical, and political
boundaries. The speed and sophistication that characterize the criminal activities pose serious challenges
to the law enforcement officials. The latter need to catch up and to think of innovative methods to enforce
the laws and get the offenders to justice. With this background, it is pertinent to conduct programme
towards the capacity building and related training on cybercrimes for the law enforcement officials.

THE APPLICATION OF ENVIRONMENTAL LAW FOR ENVIRONMENTAL
COURT/JUDICIARY IN THE MALDIVES
Course Description
The environment of the Maldives is extremely fragile and vulnerable due to several domestic and external
threats. The set of environmental problems and issues faced by the Maldives are peculiar to their status as
an island nation where most of the land is less than one more meter above sea level. Consequently,
environmental protection is given a high priority and it is done through several means including that of
environmental law. The judiciary has an important role to play in making environmental law more
effective particularly through judges’ engagement in the application, interpretation, and enforcement of
the law.
This training deals with environmental law which is a rapidly developing and constantly evolving legal
field. The continuous change in environmental issues and their adverse impacts means that the judiciary
and other related institutions must adapt accordingly to such change within the law govern planning, use
and protection of the environment.

ETHICS OF THE LEGAL PROFESSION: ETHICS TRAINING FOR YOUNG LAWYERS
Course Description
The highest standards of ethics are essential in the legal profession and more so in today’s sosio-economic
environment where the demands of business constantly pose problems of ethical dilemmas and conflict
of duties to legal practitioners. This course will reference Legal Profession (Practice and Etiquette) Rules
1978 and Peguam Syarie Rules (Federal Territories) 1993 and provide suitable frameworks in their
application to real life situations.
Although this course focuses on the concept of professional responsibility within the context of the legal
profession in Malaysia, it will also provide participants with an understanding of the concept as observed
in some other Common Law countries (such as the UK) and the United States.

INTERNATIONAL CRIMINAL LAW
Course Description
This course deals with one of the most dynamic branches of international law, namely international
criminal law. Module one deals with ‘general’ international criminal law, its history, sources, and
institutions. Module two discusses the core international crimes that fall within the jurisdiction of
International Criminal Court (ICC), including war crimes, crimes against humanity, genocide, and the
crime of aggression.
These crimes are also discussed from the perspective of Islamic criminal justice.

LEGAL DOCUMENTATION: LEGAL DOCUMENT PREPARATION AND DRAFTING
COURSE
Course Description
This course provides participants with key skills in preparing effective legal documents and ancillary
forms used in various areas of legal practice, especially conveyancing, litigation, corporate and wills and
probate. The key component of this course is the hands-on training. Emphasis during the practical
application exercises will be on accuracy and formalities to be observed for the proper completion of legal
documentation. The course is delivered in three (3) modules.
