IMPROVING TRAINING AND ASSESSMENT PRACTICE IN THE WORKPLACE.
Version 4.1
Even with the availability of specialised LLN skills development programs such as Workplace English Language and Literacy (WELL) and the Language, Literacy and Numeracy Program (LLNP), the majority of those people considered to have inadequate LLN skills will receive little or no support.
43.7% of Australians (aged 15-74 years) had literacy skills at or below level 2
According to the current Standards for Registered Training Organisations (2015) RTOs must have sufficient support services and facilities to accommodate and support the needs of learners undertaking training, including LLN needs (standard 1.3).
The standards also state that RTOs need to be able to determine the support needs of individual learners and provide them with access to the support services necessary for them to meet the requirements of a competency standard (Standard 1.7)
According to the Users Guide to the Standards for RTOs (2015) what this means for each RTO is that: “To maximise the chance of learners successfully completing their training, your RTO needs to:
• identify any support individual learners need prior to their enrolment or commencement (whichever is the
earliest), and
• provide access to that support throughout their training.”
Before VET practitioners can address LLN in their training they must first determine:
• the LLN requirements of the training benchmark or competency standard
• the LLN requirements of the training and assessment (methods, resources, activities, assessments) • the LLN levels of the learner.
Embedded delivery
Training package policy requires that all units of competency and qualifications include the LLN skills that are relevant to workplace performance. This policy, introduced in 1998, has a focus on LLN skills being ‘built in, not bolted on’. This approach has led some critics to claim that LLN is not ‘built in or bolted on but buried’ because the expertise to attend to these skills is not well enough developed in VET trainers and assessors who are not LLN specialists6.
6 Perkins, K (2008) Adult literacy and numeracy: Research and future strategy, NCVER, Adelaide
The PIAAC survey used a scale of one to five to categorise individuals in their Literacy and Numeracy skills, with below Level 1 being the lowest and Level 5 the highest.
53.5% of Australians (aged 15-74 years) had numeracy skills at or below level 2
With an ageing population and resources boom, Australia will need to bring inexperienced people into the workforce and increase the productivity of those already in the workforce. Although adult learners will benefit from participating in stand-alone LLN adult education, learners can develop skills in a more effective and meaningful way when allowed to relate the learning to a vocational context.
Addressing adult LLN skills isn’t only about developing the foundation skills of those with low LLN skill levels. A 2010 report by Skills Australia outlines that over the next five years there will be a significant shortage of qualified people, especially at the diploma level and above3.
LLN and VET practitioners
A report released in 2010 titled: Australian Workforce Futures: A National Workforce Development Strategy identified an urgent need to raise adult core skills, including language, literacy and numeracy.
The report also states:
We need to ensure education and training providers have the skills and networks to identify and address these core skill needs4.
As LLN skills are an integral part of vocational competence, your role as a vocational trainer needs to include helping learners to adapt and use their LLN skills to meet the demands of their vocational training and the workplace.
It is proposed that in the near future the current elective unit TAELLN411 Address adult language, literacy and numeracy skills will become a core unit in the Certificate IV in Training and Assessment. Although VET trainers and assessors are already expected to have some understanding of how to address LLN skill requirements, completion of this unit will better equip trainers to deal with LLN issues in training and assessment practice5.
