such Program 48 P/C/Ms 48 48 1 1 25 Adoption of the Philippine Plan of Action for Nutrition (PPAN) PPAN 2011-2016 is the country’s national framework plan on nutrition. Its overall goal is to contribute to the improvement of the quality of human resource in the country and the reduction of child and maternal mortality. The PPAN contributes to the attainment of the Millennium Development Goals (MDGs) specifically in addressing extreme poverty, hunger and malnutrition. Through proper advocacy and good work relations of the 52 field officers, all LGUs have organized and strengthened functional local nutrition committees who are able to translate the priorities for action of PPAN into specific programs, projects and activities covered by adequate funding to achieve the scale of desired outcome. More so, LCEs are able to designate a nutrition action officer with adequate office and support staff. REGIONAL INITIATIVES Strengthening the Management Coordinating Committees (MCCs) In line with the Civil Service Month Celebration and to constantly foster solidarity and to toughen the bonds among the Provincial Management Coordinating Committee (PMCC), another sports match was held on September 19, 2013 at Pres. Carlos P. Garcia Sports Complex, Tagbilaran City. The activity was participated by provincial DILG Family, Armed Forces of the Philippines and the Provincial Government of Bohol.


The C/MLGOOs likewise organized their respective MCCs with the conduct of meetings and other peace and order related activities. DILGBohol regularly partners with the PNP, BFP and BJMP in the implementation of peace and order and public safety programs at the LGUs. Crime Prevention Week Celebration DILG Bohol actively participated the Motorcade and Opening Program of the National Crime Prevention Week Celebration on September 2, 2013 at Camp Francisco Dagohoy, Tagbilaran City, Bohol. D’ One Cluster Head Jose Jeffrey Bernansor was the Guest of Honor and Speaker during the Flag Raising and Opening Ceremony. NCPW is a yearly celebration under Presidential Proclamation No. 461 declaring the first week of September of every year as the NCPW Week to ensure an intensified implementation of programs, projects and activities.


OUTCOME 4. ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE Local Governance Performance Management System The LGPMS is a self-assessment and web-based performance and development management tool being developed by DILG for LGUs to know their capacities and limitations in the delivery of public services. Knowledge of which, guide them in determining appropriate executive and legislative actions. Since its inception until at present, the LGPMS has been institutionalized in all the 49 LGUs of Bohol. Bohol’s CY 2013 LGPMS implementation is indicated in Memorandum dated February 7, 2013 issued by the DILG Provincial Director. Prior to the issuance of the Memorandum, a meeting was called among stakeholders to ensure smooth LGPMS implementation. Table 16 shows the different activities involved in the LGPMS 2013 implementation starting from data gathering to LGPMS utilization. The DILG Provincial Management conducted an assessment among field officers to ascertain who among them performed well as LGPMS Coordinators in 2013. MLGOO Ma. Sharon M. Halasan emerged as the winner. She will compete for the LGPMS Stewardship Award, particularly for Best Regional LGPMS Coordinator. It may be recalled that MLGOO Halasan was proclaimed as Best Regional LGPMS Coordinator in 2012. While, Provincial Focal Person Ma. Reina A. Quilas was shortlisted for the 2013 LGPMS Stewardship Award, under Best LGPMS Provincial Focal Person, Cluster IV (LGUs with more than 31 component cities/municipalities). She was adjudged last year as the National Best Provincial Focal Person under Cluster IV. On the otherhand, the LGU Scorecard on Health which is a subsystem of the LGPMs was implemented in the months of FebruaryMay, 2013. Implementation involved data gathering, data review and on-line data entry made by the LGPMS Provincial Focal Person. Successful implementation was made possible with the coordination of the DILG provincial and municipal offices, the Department of Health (DOH) and the Provincial Health Office (PHO). Barangay Governance Performance Management System (BGPMS) The Barangay Governance Performance Management System (BGPMS) is an assessment tool for barangays that measures the effective delivery of services and accomplishments in the performance of their functions as mandated in RA 7160 and other related issuances. The BGPMS is being implemented for three (3) years now. Implementation processes consist of giving guidelines and Data Capture Forms (DCFs), accomplishment of DCF, formulation of State of Barangay Governance Report (SBGR),


conduct of utilization conference and communication to the public. Technical assistance was extended by field officers from the organization of the BGPMS Committee which facilitated the DCF accomplishment to the formulation of the SBGR and the conduct of the Utilization Conference. All the 1,109 barangays implemented the BGPMS. Seal of Good Housekeeping The 48 LGUs of the Province of Bohol continue their efforts to be conferred with the Seal of Good Housekeeping (SGH). Among the activities continuously conducted is the compliance to the Full Disclosure Policy (FDP), the compliance to the Anti-Red Tape Act (ARTA) and the good financial management which will result to the qualified and unqualified COA Annual Audit Report. Anti-Red Tape Act In response to the urgent need to eliminate red tape and improve frontline service delivery in government agencies, Republic Act No. 9485, otherwise known as the “Anti-Red Tape Act of 2007” was enacted. It aims to promote transparency in the government, re-engineering the systems and procedures of each office or agency with regard to the manner of transacting with the public. Thus, each agency is required to simplify frontline service procedures, formulate service standards for clients to observe or follow in every transaction and make these standards known to public. As a partner of the Civil Service Commission (CSC) in enjoining LGUs to strictly implement ARTA and to equally comply with the same, the Office of the Provincial Director of DILG-Bohol complied the guidelines for its implementation through 1) Posting the Citizen’s Charter at the entrance of the office; 2) Wearing of the prescribed IDs during word days, from 8:00 AM to 5:00 PM; 3) Installing a Public Assistance and Complaints Desk (PACD) at the office’s entrance; 4) Following the NO NOON BREAK Policy; and 5) Observing and complying the 5S policy. Moreover, in its pursuit of a transparent and red-tape free administration, Anti- Red tape Act of 2007 ( ARTA) or ARTARCS results are communicated by the field officers to the local chief executives. The results of findings of the data collection supported with the ARTA RCS reports of findings of the data collection were communicated in various modes: some were done during the regular weekly department heads meetings, others during meetings of councils and committees and some


were done during the regular sessions of the local sanggunians with the presence of the local chief executives. Full Disclosure Policy In furtherance of MC 2010-83, as amended, DILG Central Office in partnership with the World Bank, developed the Full Disclosure Policy Portal (FDPP) to help the provinces, cities and municipalities in posting their financial documents online. The portal, aside from the conspicuous places, LGU website and print media opened another venue to keep the public informed of how funds are managed, disbursed and used. DILG-Bohol Officers provided technical assistance to facilitate LGU’s compliance to FDP as well as monitored their compliance on quarterly basis. TABLE 17. LGUs were awarded with P1M which they will use as additional fund for their development project. Eight (8) LGUs which were granted PCF in 2011 namely Loboc, Pres. CP Garcia, San Miguel, Balilihan, Clarin, Dauis, Maribojoc and Panglao. While three (3) LGUs were PCF recipients in 2012 namely Ubay, Jagna and the Provincial Government of Bohol. These LGUs already completed their PCF assisted projects.


While in 2012, the municipality of Jagna and the Province of Bohol was once again awarded with the PCF because it was adjudged as the Gawad Pamana ng Lahi (GPL) winner in Region 7, municipality and provincial category, respectively. The project funded by the PCF was already completed as of 3rd quarter, this year. Gawad Pamana ng Lahi The Gawad Pamana ng Lahi (GPL) is a total award concept which aims to accord recognition to provinces, cities and municipalities for their exemplary performance in governance. For 2013, no GPL Assessment was conducted. However, the national GPL assessment for 2012 was continued in the early part of 2013. The Municipality of Jagna which was adjudged as GPL Regional Winner in 2012 was picked as one the national finalists of the GPL. Aside from Jagna, the provincial government of Bohol was also the GPL regional winner for 2012, province’s category. Since the two LGUs were GPL winners, they were awarded with the Performance Challenge Fund (PCF) to finance their priority development projects. The P3M PCF of the Bohol Provincial Government was used to finance the improvement of Bagumbayan-Estaca Road in the municipality of Pilar. While Jagna’s P1M PCF was used to rehabilitate and improve the Jagna Waterworks System. Both projects were implemented in the 1st quarter of 2013 and completed as to PCF fund disbursement in the 3 rd quarter of this year. Millennium Development Goal (MDG) Tracking Systems in LGUs This is a monitoring system that allows LGUs to track their contribution to the attainment of the Millennium Development Goals (MDGs). For CY 2013, the LGUs are required to accomplish the Enhanced MDG M & E Tracking Forms using the CY 2011 and 2012 data. In addition to these forms, they were also made to submit a one-page Survey Questionnaire Form on the Qualitative Assessment of the LGU Responsiveness to the MDG. The Bohol Provincial Government, Tagbilaran City and 47 municipalities, with the intervention of the Field Officers, were able to comply with these directives as shown in the table below: Table 18. Galing Pook Award The Galing Pook Award is a pioneering program that receives innovation and excellence in local governance. The winning programs are selected based on positive results and impact, promotion of people’s participation and empowerment, innovation, replicability and sustainability, and efficiency of program service delivery. The Municipality of Loboc was conferred the prestigious Galing Pook Award on March 18, 2013. Loboc was awarded for its program of improving lives through tourism. Due to its tourism projects, the LGUs local revenue was enhanced even exceeding its Internal Revenue Allotment (IRA). This translated to the increased and improved service to the constituents or the improved quality of life of the people.


Newly Elected Officials Program Given the importance of enhancing the competencies of local government officials as managers for local development, the NEO Program aims to capacitate the elected officials of 2013, both newly-minted and re-elected, to be able to translate their own vision and agenda for their local government units (LGUs) into a feasible plan that they can implement over the course of their term. After the May 13, 2013 National and Local Elections, all the LGUs of the province had a smooth local governance transition to the newlyelected or re-elected local officials on June 30, 2013. During the transition period, the LGUs conducted the mandatory activities which include the inventory of their properties; accumulation of all pertinent documents or records; turning-over of accountabilities using prescribed forms and organized turn-over ceremony from the outgoing officials to the incoming set of leaders. The creation of Local Governance Transition Teams prior to the elections made possible the realization of these activities. On the other hand, twenty newly minted Local Chief Executives of Bohol were oriented on the NEO Webinar Program held last July 17-19, 2013 at Crown Regency Hotel, Cebu City. The activity was initiated by the Local Government Academy (LGA) and the DILG Regional Office. After the activity, the Mayors had themselves enrolled in a webinar or seminar on the web series type of course. DILG field officers followed up the enrollment, compliance and completion of the LCEs in the mandatory modules set by the NEO webinar program.


Executive-Legislative Agenda The Executive-Legislative Agenda (ELA) is one of the outputs under component 1 of the NEO Program. The ELA is a planning document that is mutually developed and agreed upon by both the executive and legislative departments of an LGU which will guide the executive and the legislative branches towards a unified vision, mission, goals and objectives. With the necessity of the ELA, workshops were conducted in all the 49 LGUs for its formulation. The workshops were conducted from July to September, 2013 and were mostly facilitated by the DILG Officers. Prior to the conduct of the workshop, a Roll Out Training was conducted to all field officers for the ELA/Capacity Development (CapDev) Formulation on July 16, 2013 at JJ’s Seafood Village, Tagbilaran City. The roll out ensured the uniformity of the steps, materials and process employed for the workshop. With the workshops conducted, all 49 LGUs have the ELA document. Meanwhile, the municipalities of Jagna and Duero also conducted the Legislative Agenda Formulation Workshops in the months of August and October, respectively. The Legislative Agenda of the two LGUs contained priorities for implementation in support of the ELA and other interventions in response to the concerns of the Sanggunian.


Lupong Tagapamayapa Incentives and Awards The search of the Lupong Tagapamaya Incentive Awards (LTIA) commenced on February, 2013 with the submission of a total of sixteen (16) entries province-wide. Members of the Lupong Tagapamayapa Provincial Awards Committee conducted table assessment of the entries to come up with the top three finalists each for the first to third and fourth to sixth class municipality categories. On-site validation ensued that focused on the actual interview of the lupon chairpersons and members and the inspection of lupon records. The Lupong Tagapamayapa of Poblacion Talibon emerged as the provincial winner for the first to third class municipality category while the Lupong Tagapamayapa of Gotozon, Loboc for the fourth to sixth class category, which made them as Bohol’s official entries to the regional search. As regional finalists, the lupons of Poblacion, Talibon and Gotozon, Loboc, Bohol were subjected to another on-site validation and interview by the members of the Lupong Tagapamayapa Regional Awards Committee on April 10, 2013. Considering their competence, dedication and high record of settlement which contributed to the peaceful situation of the barangay, the lupon of Gotozon, Loboc was adjudged as the Regional LTIA Winner for the fourth to sixth class municipality category and is Region VII’s entry to the national search. Policy Audit Compliance Tracking System (PACTS) Policy Audit Compliance Tracking System (PACTS) is aimed at generating baseline and continuing information on local government action to legislative and executive directives in support of over-all government efforts to further social development, economic development and environmental health. Under this project, the Department prioritizes tracking LGU compliance to certain laws and policies issued by the Department through various Memorandum Circulars and similar directives and laws promulgated by Congress and signed by the President. These policies cover the four outcome areas of the Department, all of which are meant to determine whether LGUs comply with them or not. LGUs with formal representation of Indigenous Cultural, Communities/Indigenous People (IC/IPP) in the Local Legislative Councils and other Policy Making Bodies Except for the Municipalities of Guindulman and Pilar who have an IP representation in their Municipal Development Council, the rest of the LGUs in the Province of Bohol have no indigenous cultural communities or indigenous people inhabiting in their localities.


Local Committee or Similar Body Against Squatting Syndicates and Professional Squatters (LCASSPS) DILG MC No. 2012-04 mandates the creation of Local Committee or similar body against Squatting Syndicates and Professional Squatters (LCASSPS). One of the functions of the said committee is the adoption and implementation of necessary measures to identify and effectively curtail the activities of professional squatters and squatting syndicates. In 2012, all LGUs organized their LCASSPS through an Executive Order of the Mayor. This was done despite the absence of professional squatters and syndicates in the province. For CY 2013, only 21 LGUs have reconstituted their LCASSPS while 26 LGUs are still to reconstitute. Mobilization of CSOs Service Providers Recognizing the important role of Civil Society Organizations’ (CSOs) in promoting empowerment and participation in governance, DILG Bohol has once again renew and strengthen its partnership with the Bohol Association of Non-Government Organizations (BANGON) through the signing of a Memorandum of Agreement (MOA). This event happened during the opening of the Civil Society Week 2013 Celebration initiated by the Provincial Government of Bohol when the covenant signing between the provincial government and different CSOs was also materialized. CSO Orientation DILG-Bohol recognizes that the involvement and participation of civil society groups can greatly help in the effective implementation of its latest initiatives such as Seal of Good Housekeeping, Full Disclosure Policy/Performance Audit and Compliance Tracking System, Seal of Disaster Preparedness, Performance Challenge Fund, LGSP-LED and Vigilance to Volunteerism. To put a match to partnerships and strengthen relationships, 48 CSO Representatives were oriented on DILG’s priority programs.


Volunteerism in Local Governments (Vigilance to Volunteerism: Program Intensifying People’s Engagement in Local Governance) (V2V-PIPELOG) True to the objectives of the program to strengthen relations, ignite volunteerism and promote citizen participation in all aspects of local governance, the 47 field officers this province caused widest information dissemination on Memorandum Circular 2013-070 to provide guidelines for the accreditation of Local Special Bodies (LSBs) in LGUs. Local sanggunians conducted inventory of Civil Society Organizations, i.e., cooperative, non-governmental organizations, people’s organizations, social movement, and professional/industry association, operating in the local governments which was the basis in the issuance of notice of accreditation. DILG-Bohol field officers successfully called accredited CSOs for proper selection of representatives to sit as members in the Local Special Bodies (LSBs). Component II of the V2V is the Training Program for LSBs Strengthening. Thus, LSBs in Bohol are provided with necessary technical assistance and equipped with basic and complex knowledge on their duties and functions to make them effective partners in local governance. For CY 2013, local special bodies were reorganized and reconstituted in the month of September as reflected in the table below. LGUs Table 19. It aims to have a constant and active participation between the church and barangays in the implementation of development projects and delivery of service to the public.


Four hundred Ninety Eight (498) barangays in the Province of Bohol had forged partnership with Interfaith/Faith Based Organization through membership in the different Barangay-Based Institutions (BBIs), cooperation and coordination in the implementation of programs, projects and activities as reflected below: TOTAL NO. Implementing UBAS Percentage 1,109 111 10% 498 45% REGIONAL INITIATIVES May 2013 Elections Monitoring Task Force The conduct of clean honest, accountable and peaceful elections (CHAMP) was secured in the LGUs of the province of Bohol following advocacies conducted in coordination with the COMELEC, PNP, PPCRV. The advocacies take the form of covenant signing, unity walk among candidates from all parties, candidates forum and debate among candidates. Field Officers reported to their respective station two days before the actual election to monitor the situation of the locality, while the DILG Provincial Director issued a Provincial Order creating a task force composed of DILG provincial staff who would be responsible in ensuring an effective supervision with the conduct of election as well as respond to queries in the field as well as in the provincial level.


2013 Barangay Elections With reference to DILG MC 2013-04-F-1413 dated October 4, 2013, the following activities were undertaken by the local government units in connection with the 2013 Barangay Election, to wit: voter's education on the value and importance of the political exercise for the constituents; preparation of communication plan, IEC guide in choosing the right leaders under clean and honest election and making themselves available for radio interviews including queries from candidates. Technical Assistance on Demand Driven Activities Component III of the NEO Program caters to Specialized Courses aimed to build on the specific competency needs identified by the LGUs as defined in their Capacity Development Agenda. Moreover, it also pertains to demand driven trainings conducted in the local government units with the assistance of the DILG Field Officers. For CY 2013, a total of 276 demand-driven trainings were conducted by all the LGUs of Bohol. These demand driven activities pertains to Administrative Governance, Social Governance, Economic Governance, Environmental Governance and Valuing Fundamentals of Governance. Table 21. This level also extended coordination even to LGUs and leagues from other regions in the country. Study tours of local officials and functionaries from other provinces are facilitated and assisted through the provincial LGA coordinator who connects with concerned agencies and LGUs for stress-free benchmarking activities in Bohol. These scholarship grants came from national government agencies (NGAs) and even from other countries. Provision of Legal Opinions Per record, the provincial office staff rendered a total of sixteen (16) legal opinions relative to local governance to office callers, walk-in clients and written queries. Complicated situations that need a legal mind are indorsed to the DILG VII legal officer for prompt action.


Provision of Fact Finding Investigations To respond to referrals from the Office of the Ombudsman (Visayas) and from the DILG Central Office, four (4) on-site fact finding investigations were conducted by a team covered by DILG-Bohol Provincial Order Nos. 2013- 2, 12, 25, and 84. These involve local governance issues and government project implementations in the towns of Dauis, Buenavista, Getafe and Danao, Bohol. End Term Assessment of Duero at Loboc, Bohol Term End Assessment of Anda at Dumaluan Beach Resort, Panglao Bohol League of Secretaries to the Sanggunian, Inc. Semi-Annual Evaluation and Assessment cum Planning for the Sanggunian Secretaries Conduct of Barangay Assembly Guided by Sec. 397 of RA 7160 and Presidential Proclamations No. 342 and 260, which mandate the conduct of Synchronized Barangay Assembly every year on a semestral basis, all the 1,109 barangays, this province were able to conduct their assemblies within schedule. Through proper coordination and information dissemination, all city and municipal mayors have gained maximum participation of all barangays resulting to 100% compliance throughout the province. The activity had also provided the barangay officials with first-hand information on the issues and problems affecting their constituents. It served as venue for eliciting the cooperation and involvement of the residents in efforts to make their community a better and safer place to live in.


Upscaling Community-Based monitoring System (CBMS) For a more improved governance and greater transparency and accountability in resource allocation, the League of Municipal Planning and Development Coordinators-Bohol Chapter in partnership with the Provincial Planning and Development Office (PPDO) and DILG-Bohol initiated the conduct of CBMS Orientation to the 47 Municipal Planning and Development Coordinators (MPDCs) of Bohol on March 22, 2013 at Saya’s Restaurant, Tagbilaran City with no less than the regional focal person on CBMS, LGOO V Ammie Marie Genale and provincial focal person, LGOOV Mary Ann L. Aparece-Verga, as resource persons. The general orientation was an introduction to the conduct of CBMS particularly in data gathering with the use of rapid technology. To realize the CBMS general objective which is to diagnose the extent of poverty and determine the causes of poverty at the local level, the LMPDC and PPDO committed to implement the CBMS in Bohol province by supporting three module-based trainings with different set of participants per module. The enumerators who will participate in the data collection will be the participants for the first module; the LGU personnel who will be in-charge with data processing and analysis for the second module; and the MPDCs together with punong barangays and selected civil society representatives for the third module. The module-based trainings were supposedly scheduled mid of October 2013 as planned. However, due to the 7.2 magnitude earthquake that hit Bohol, CBMS implementation is moved in 2014. For the meantime, three of 47 LGUs have already completed the CBMS orientation as reflected on the table below. Table 27. Public-Private Partnership As part of the advocacy campaign in the countryside, the National Competitiveness Council (NCC), together with DTI 7 and in coordination with DILG-Bohol conducted NCC Road Show billed “Boosting Regional/Local Competitiveness through Public Private Partnership on July 26, 2013 at the Bluewater Resort, Panglao Island, Bohol. The forum includes discussion on how Philippines can be more competitive by NCC Private Sector Co-Chairman, Mr. Guillermo M. Luz. Thus, Local Chief Executives, business chamber heads, BPLOs, NGOs, SMEs and relevant government agencies were invited as participants. One important advocacy is the creation of Regional Competitiveness composed of public and private sectors so they can track their competitiveness for comparison with national and international regions.


Special Celebrations All the 48 LGUs as well as the Provincial Government of Bohol joined the country in observing and commemorating special celebrations that are mandated through Presidential issuances and other national directives issued for the purpose. OUTCOME 5. STRENGTHENED INTERNAL ORGANIZATIONAL CAPACITY Establishment of Public Assistance Center in the Office of the Provincial Director The Public Assistance and Complaints Desk (PACD) is located at the main entrance of the Office of the Provincial Director to promptly attend to clients requesting assistance from any of the staff of the provincial office. The PACD is manned by Administrative Aide Rachel Salomon and Mr. Nikko Audrey Aranas. IMG_7890.CR2 (insert picture) Functional Local Governance Resource Center Under the management of the Chief of the Capacity Development Section Josie M. Montes, the Local Governance Resource Center of the Office of the Provincial Director is currently a presentable and conducive place for research and meetings. Reading materials are readily available to field officers and clients who need additional knowledge on governance. Major addons in the LGRC include the “Off-line Data Base on DILG Legal Opinions” which can be accessed by any researcher and the “Legislative Tracking Program” which is already utilized by the Sangguniang Bayan of Jagna and is open to all interested sanggunians.


REGIONAL INITIATIVES Capacitating the DILG 7 Information and Planning Officers DILG-Bohol Information Officer Jessie Mary Buctolan attended a two-day seminar and training workshop on Effective News Writing and Strengthening Media Relations on August 22-23, 2013 at the regional offices of the National Development Authority and Civil Service Commission to enhance the technical know-how in capturing and documenting current events. Mid-year planning on the DILG VII Revised Operations Plans and Budget was attended by Planning Officer Jocelyn Bandala at the Northwinds Hotel, Cebu City on July 23, 2013. Operations Plans and Budget for Bohol was customized and presented to the Cluster Heads and Field Officers for corresponding adjustments.


The Outstanding Barangay Officials of the Year (TOBOY) A total of 51 entries consisting of punong barangays, sangguniang barangay members, barangay secretaries, barangay treasurers and SK Chairpersons were submitted to the Office of the Provincial Director on May 31, 2013. The Provincial TOBOY Screening and Selection Committee conducted table assessment and shortlisting of nominees from June 3 to 21, 2013. On-site validation of three finalists per category was done on June 24 to July 5, 2013. The determination of the provincial winners was made on July 8-12, 2103 and submission to the DILG VII Regional Office on July 15, 2013. Awarding of the provincial top three winners per category was held during the Barangay Day Care Worker’s Congress on September 24, 2013 at the Bohol Cultural Center. Barangay Secretary Felga Priete of Gotozon, Loboc, Bohol and SK Chairperson Clement Paulinel Ingking of Booy, Tagbilaran City emerged as Regional TOBOY Winners. They were awarded on October 10, 2013 at the Crown Regency Towers as DILG VII’s celebration of the twelfth anniversary of the Local Government Code. Institutionalization of HRM-related activities/projects The Provincial Selection Board conducted meetings on August 29, 2013 as regards the ranking of applicants for the position of LGOO II for submission and consideration by the Regional Selection Board. Performance Evaluation Review Committee (PERC) meetings were also done to check on and approve the Performance Evaluation System (PES) of the DILG-Bohol personnel for the two semesters of the year.


Integrity Development Recollection as spiritual preparation for the Holy Week was attended by the personnel of DILG-Bohol on March 26, 2013 at Café Lawis/Acacia, Dauis, Bohol. It was facilitated by Fr. Lito Geangan who employed work-related reflective activities. Integrity development activities with team building, bonding and camaraderie moments were spent by the personnel of DILG-Bohol at Balicasag Island Resort, Panglao, Bohol on June 13-14, 2013. Outreach program was held on the first day to the school children of Balicasag Public School with story-telling and distribution of backpacks with school supplies. The second day was devoted for exploration of the underwater beauty of the island.


5 S Program The 5S Program of DILG VII is sustained by DILG-Bohol as demonstrated by the presentable DILG-Bohol Provincial Office with its new office tables and revolving chairs and the newly painted office dividers. (insert picture) IMG_7879.CR2 Financial and Administrative Management Enhancement Project Inventory of equipment, supplies, machineries and other properties is regularly conducted by designated property custodian Uldarick Ladores as manifested in the submission of semestral inventory and inspection reports of serviceable and unserviceable equipment. Planning/Budgeting/Office Operations Enhancement Project DILG VII Management Committee Meetings are constantly attended by Provincial Director Ma. Loisella E. Lucino at the DILG VII Regional Office to thresh out issues and concerns at the different subregional offices. The Midyear Evaluation and Planning Conference held at Cebu Northwinds Hotel on July 23, 2013 was attended by PD Lucino, Planning Officer Jocelyn Bandala, Cluster Heads Jose Jeffrey Bernasor and Ma. Reina Quilas and Program Manager Regina Gina G. Bastes. It was during this meeting that some items of the operations, plans and budget (OPB) were scrapped and new applicable programs were added resulting to the realigned OPB.


To empathize with the victims of the earthquake and typhoon Yolanda, the DILG VII year end evaluation and planning conference was cancelled. Instead, year-end and Christmas activities are held in the respective sub-regional offices. For the province of Bohol, considering that DILG-Bohol personnel are victims of the 7.2 magnitude earthquake, a stress debriefing activity is conducted at Crab House Restaurant, Mansasa, Tagbilaran City on December 13, 2013. Instead of having a party, DILG-Bohol shares in the rehabilitation operations of earthquake affected families in one of the barangays of Loon, Bohol on December 16, 2013. Stress debriefing to the children through games and exercises will be facilitated by the psychologists of DILGBohol. Christmas lunch with some survivor families in the area will serve as the culminating activity. Field Operations Enhancement Project Conferences are regularly conducted twice a month to ensure updated knowledge and information of field officers on matters directed by the office and affecting their respective areas of responsibility. These are usually held at the DILG Provincial Office so that field officers can readily submit hard copies of reports and attend to fiscal requirements.


Cluster team meetings of the D’One and M and M Clusters are usually held after conferences at the provincial office. Out of town meetings are also conducted every quarter to foster camaraderie among the members and to break the monotony of office environment. Supervisory visits are done by the Provincial Director during inspection or inauguration of DILG projects. The Program Manager and Cluster Heads visit field officers to check on their compliance with administrative requirements and also to check on the LGU’s compliance with the Full Disclosure Policy. General Administrative and Support Services Office supplies, materials, equipment, equipment maintenance and other administrative needs are provided by the Office of the Provincial Director based on the submitted Annual Project Procurement Management Plan (APPMP) prepared every September for utilization of the succeeding year.


Competency Build-Up of Officers and Staff SCALOG Training LGOO VI Ma. Reina A. Quilas and CDS Chief Josie Montes attended a Coaches Training on the Enhanced Systems on SCALOG and CapDev Agenda Formulation on July 1-3, 2013 at Castle Peak, Cebu City. This was re-echoed to the field officers during a Roll-Out Training on July 16, 2013 at JJs seafoods village, Tagbialran City. Induction Training for Local Government Operations Officer The twelve (12) DILG-Bohol 47th Batch LGOO trainees were conferred Certificates of Accomplishment at the Local Government Academy, Los Banos, Laguna during the national graduation ceremonies on May 21, 2013. Three LGOOs from Bohol namely: Adonis Damalerio, Emmylou Fuertes and Glenda Laude successfully hurdled Phase I of the Induction Training in Cagayan de Oro City from August 18 to October 11, 2013 and were conferred Certificates of Completion on October 10, 2013. DILG-Bohol assisted in the training through PD Lucino and LGOO VI Quilas who handled Module 6 which is about Managing Learning Events. Currently, the trainees are assigned in Garcia-Hernandez, Bohol for the Phase II which is Field Immersion under the direct supervision of MLGOO Ismael Vincent T. Igcalinos which will last until February of 2014.


Competency-based Training for non-LGOO personnel Administrative Assistant II Leonor Salaguste, the disbursing officer of DILG-Bohol attended four-day seminar on Laws and Rules on Government Expenditures on October 19-22, 2013 at the Commission on Audit regional office to update on policies regarding rates of claims and traveling expenses. Administrative Aide Rachel Salomon joined the one day Seminar on Basic Records Management and the National Inventory of Records and Archives. The output of this seminar was the submission of the inventory of records of the DILG provincial office to the national archives. REGIONAL INITIATIVES Cluster Teams, Best in Annual Report DILG-Bohol awarded D’ One Cluster as the best performing cluster and Cluster M & M with the best annual report during a simple ceremony during the Fieldmen’s Conference at Crabhaus Restaurant, Tagbilaran City on December 13, 2013. Special recognition were also presented to field officers who participated in the Lupon and TOBOY Search. Health Program Procurement of First-Aid Medicines First-aid and over the counter medicines are regularly procured and are available at the medicine cabinet of the provincial office for staff or field officers who need immediate medical attention. Blood pressure monitoring can also be availed of at the provincial office through the services of one of the job order employees who is a nursing graduate. Annual Medical and Physical Check-Up As early as 6:30 in the morning of October 11, 2013, DILG-Bohol personnel go through medical and physical check-up with the BLCM doctors, nurses and medical technologists facilitating. Medical services include blood pressure, urinalysis, ECG, cholesterol, triglycerides, uric acid. The results of the tests were immediately interpreted and communicated to the patient (DILG personnel) in the afternoon of the same day with the corresponding healthy lifestyle advice and medical prescription.


INTERAGENCY COLLABORATION DILG Bohol actively engaged in programs and projects spearheaded and implemented by various National Government Agencies (NGAs). Realization of these programs and projects would not be possible without the technical expertise/assistance or supervision of varied NGAs thus, the need for collaboration among these NGAs. DILG participated in trainings, seminars, and other capability building activities or even meetings for the planning, implementation and monitoring of these programs and projects. Programs and projects with DILG involvement: 4 Ps - Pantawid Pamilyang Pilipino Program Tripartite Industrial Development Council (TIPC) Ecosystems Improved for Sustainable Fisheries (ECOFISH) Project , a five-year technical assistance project designed to protect and manage eight marine key biodiversity areas (MKBAs) in the countryfunded by USAID Children’s Tourism Program Renal Health Project Strengthening and Sustaining Local Councils for the Protection of Children with DSWD & Feed the Children (Regional Training of Trainors – Cascading Multi-level Capacity Building on Sustaining LCPC) DReAMS (Developing Resources and Access to Municipal Services) Project for South and Southeast Asian Local Authorities Coastal Clean Up with DENR Explosive Ordnance and Reconnaissance Agent with the Philippine Army


INNOVATIONS DILG Bohol have developed team dynamics in getting things done especially on program implementation. The Office has conceptualized several innovations to pave an easier and practical method with regards to the implementation of numerous programs of the department. Indeed, the innovations were found to be of good and positive effect. Among the innovations are on: LGPMS IMPLEMENTATION To ensure smooth implementation of the LGPMS and its subsystem - the LGU Scorecard on Health, as well as the communication and utilization of the LGPMS results, the following were undertaken: For Smooth Implementation Calling of the different stakeholders to a meeting on February 11, 2013 to discuss issues in the 2012 LGPMS & LGU Scorecard on Health implementation and the interventions to prevent recurrence of the issues in 2013; Issuance of a Memorandum by the DILG Provincial Director indicating the activities, date and persons responsible in the LGPMS implementation. Date of implementation of different activities were set earlier than the Central Office’s scheduled date to monitor LGUs’ implementation of the activities For LGPMS Communication Provision of guide to Field Officers for the writing of the State of Local Governance Report (SLGR) and a sample powerpoint presentation for the SLGR presentation in Utilization Conferences For LGPMS Utilization Inclusion of the LGPMS/SLGR Presentation as one of the activities in the Executive-Legislative Agenda (ELA)/Capacity Development (CapDev) Agenda Formulation Workshop In order to recognize good performance of C/MLGOOs as LGPMS coordinators in their respective LGUs, a tool was developed by DILG Bohol. The tool gauges the efforts and innovations of C/MLGOOs especially in communicating and utilizing the LGPMS. Documents and pictures were also asked as means of verification for the efforts and innovations in the field. With the use of the tool, Ma. Sharon M. Halasan was declared as the Best LGPMS Coordinator in DILG Bohol for 2013. She will also vie for the Best LGPMS Coordinator in the region under the LGPMS Stewardship Award.


SEAL OF DISASTER PREPAREDNESS In order to orient the key persons of the Provincial Disaster Risk Reduction and Management Council (PDRRMC) and the Provincial Disaster Risk Reduction and Management Office (PDRRMO) on the Seal of Disaster Preparedness (SDP), they were called to an orientation/meeting on April 4 & 18, 2013. The first part of the activity was the presentation of the objectives, the SDP levels, the process, the assessment criteria and the SDP index. The second part was the filling out of the Data Capture Form (DCF) of the SDP to assess the level of disaster preparedness of the Provincial Government. The activity led to the realization of the key personnel present, on the Provincial Government’s strengths and areas for improvement on disaster preparedness. MDG IMPLEMENTATION With the knowledge on the amount of work and time involve in collecting the needed data based on the previous year’s implementation of the M & E tracking system, PD Lucino wrote a formal letter to all the Local Chief Executives reiterating the purpose of the system and once again soliciting their support and cooperation through the involvement of the functionaries concerned in the data gathering. This is one of the enabling factors in the 100% compliance of the 49 LGUs. CREATION OF POOL OF COACHES FOR THE ELA/CAPDEV FORMULATION The Provincial Director issued Provincial Order No. 52, creating a Pool of Coaches for the ELA/CapDev Formulation Process. This was thought of so as to ensure a uniform process as well as proper identification of specialists on facilitation who would assist field officers during the conduct of ELA/CapDev. The Coaches were called for a briefing last July 9, 2013 for a briefing which was conducted by LGOO VI Ma. Reina Quilas and LGOO V Josie Montes. The Coaches took part during the Roll-Out on ELA/CapDev Formulation for the Field Officers held last July 16, 2013 at JJs Seafoods Village, Tagbilaran City.


LPRAP WORKSHOP UNIFORM FLOW So as to give ease to the field officers, the DILG Provincial Staff customized a simple workshop flow in the formulation of the Local Poverty Reduction Action Plan which is standardized so as to be helpful in crafting the said plan. CUSTOMIZED LEGISLATIVE TRACKING To provide assistance to the different sanggunians of the province, the Office of the Provincial Director thru computer wizard Jacillo Orongan developed a simplified excel system that allows detailed searching and monitoring of the actions taken and status of a certain legislative action. CLUSTER PLANNING WORKSHOP – The two Clusters conducted their respective planning workshop which were conducted in the month of January to formulate the 2013 cluster plan of activities. Prior to the planning session, a short assessment was conducted of the 2013 operations to serve as basis in coming up with plan. The draft Operation’s Plan and Budget of the region was also presented since it was the major reference document for the plan.


CLUSTER SHARING OF UPDATES During cluster meetings, proficiency series were shared to the members which could enhance the competency of field officers. Some of the shared knowledge and capacities were on information technology such as the file formats, operation shortcuts, efficient email operation, creating slideshow presentations, basic lessons on spreadsheet, basic photo-editing, basic photography, use of smartphones in powerpoint presentations; setting up of database and information system and effective management of files and reports. UNANNOUNCED SUPERVISORY VISIT The cluster head with the Administrative Officer/Program Manager conducts surprise Supervisory visit to new field officers. This was conducted in September, 2013. During the visit, office administrative requirements as well as the municipality’s compliance to certain laws and policies were also assessed. CUSTOMER COMPLAINTS DESK The Public Assistance and Complaints Desk (PACD) is in place and is located at the main entrance of the Office of the Provincial Director to promptly attend to clients requesting assistance from any of the staff of the provincial office. KAPIHAN SA PIA Lively discussions about the latest and significant programs of the Department are aired over radio station DYTR via the regular slot with the Kapihan program of the Philippine Information Agency-Bohol. PD Ma. Loisella E. Lucino with Information Officer Jose Jeffrey Bernasor disseminates information and updates with reactions and comments from radio listeners. FACEBOOK ACCOUNT (i-insert ag ato FB account page) The DILG Bohol Facebook account is kept to expose the official undertakings of the whole DILG-Bohol organization. Members of the group are welcome to posts the activities of their respective stations and to comment on all posts thereat. MAINTENANCE OF A DILG WEBSITE (www.dilgbohol.com) (i-insert ag DILG website page) This website is maintained by DILG-Bohol to display information and updates on DILG programs and related local events attended by the office and to cater to needed assistance especially on the posting of the full disclosure policy of the Department. RECOLLECTION Before moving forward, DILGBohol deemed it fit to recollect and give attention to the presence of God in the soul. It was timely set before the Holy Week on March 26, 2013 at Café Lawis/Acacia, Dauis, Bohol. Fr. Lito Geangan employed workrelated reflective activities that touched the senses, mind and heart of the participants. RESOURCEFULNESS OF DILG-OPD DURING THE AFTERMATH OF YOLANDA Super Typhoon Yolanda did not greatly affect Bohol in terms of loss of life and property but the damage was focused on the power and water crisis for more than a month. The Ormoc – Maasin 138kv line supplying the major power source in Bohol Island was greatly damaged. However, DILG Bohol Operations were not affected. DILG Bohol initiated innovative ways in order to effectively and efficiently submit all the required reports by going to the Governor’s Mansion or other establishments that had generators. All the programs, projects and activities of the Operations Plans and Budget (OPB) were successfully delivered especially in the submission of the two (2) Clusters and the Provincial Annual Reports.


ADMINISTRATIVE AFFAIRS Bulletin Board – Strategically located at the entrance of the DILG-Bohol Provincial Office that displays the map of the Province of Bohol indicating the division per RAT plan and TACT Clusters with pictures of the field officers. Reports Monitoring Board – To guide and remind the field officers as to submission and compliance of reports, the program coordinators post the required reports with corresponding deadlines at the Monitoring Board located near the table of the Provincial Planning Officer for the latter to ensure that those are in accordance with the DILG 7 OPB. TACT Hosting – Bi-monthly conferences are hosted by the ten (10) TACT Clusters who are in-charged with the opening preliminaries, emceeing and facilitating the conduct of competency games. Creative methods were employed by the clusters in discussing jurisprudence and DILG Opinions making it exciting for field officers to respond to the questions and prizes were accorded to the winners. TACT Report Requirements Matrix – The reports compliance of the RAT plan and TACT Clusters are monitored through the TACT Report Requirements showing the required reports, individual ratings, TACT Rating Average, RAT Plan Cluster Rating Average and the Rank.
