The barangay assembly shall, among other things, initiate legislative processes by recommending to the Sangguniang Barangay the adoption of measures for the welfare of the barangay and the city or municipality concerned. For CY 2023, the Barangay Assembly for the 1st Semester kicked off last March. Some issues and concerns discussed were African Swine Fever, BIDA Launching, BDP/DTP Implementation and Accomplishments, Solid waste Management, Disaster Preparedness, and Peace and Order. 3 facebook.com/dilgboholprovince www.dilgbohol.com DILG Bohol initiated a Provincial Orientation on the Utilization of the Electronic Goal Achievement Matrix (E-GAM) and Electronic Local Development Investment Program (E-LDIP) Systems on March 2, 2023 at Reyna’s The Haven and Gardens, Tagbilaran City, Bohol. The E-GAM system automates the PPA prioritization process of C/MLGUs using the GAM while the ELDIP System serves as a platform for the digital encoding and generations of LDIPs. The activity was participated by the Local Planning and Development Coordinators (LPDCs) or representatives and the City/Municipal Local Government Operations Officers (C/MLGOOs) of the City and Municipalities in the Province. Reina Quilas, LGOO V Rachel Torremocha, and LGOO II Jed Ighot conducted an orientation on the Comprehensive Development Plan (CDP) Formulation Process on March 3, 2023, at Macafania Esplanade, Poblacion, Ibabao, Loay, Bohol. The CDP is a six-year multi-sectoral plan formulated at the city/municipal level embodying the vision, sectoral goals, objectives, development strategies, and policies. The activity was participated by the municipal planning teamoftheMunicipality of Loay composed of LGU functionaries headed byMunicipal MayorHilarioAyuban,membersoftheSangguniang Bayan, and representatives from the national government agencies and civil society organizations. At the end of the activity, the municipal planning team was able to familiarize themselves with the steps and process of formulating the CDP and came up with an action plan for the CDP formulation. 6 DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT PROVINCE OF BOHOL (038)422-8038 [email protected] Bohol BOSS Coordination Meeting Intensifying the continued promotion of building business-friendly Local Government Units (LGUs), the Bohol Economic Development and Investment Promotion Office (BEDIPO) of the Provincial Government of Bohol spearheaded the Bohol Business One-Stop Shop (BOSS) Coordination Meeting on January 24, 2023, with partner agencies and the Municipality of Buenavista in preparation for the upcoming ABante Negosyo Caravan. Through the representation of BPLS Focal Person LGOO II Jed B. Ighot, DILG Bohol participated in the coordination meeting and oriented the LGU functionaries on the Guidelines for Online Monitoring System of the Implementation of Business Permits and Licensing System (BPLS) and Building Permits. BOHOL BOSS SUSTAINS CONVERGENCE Abante Negosyo Caravan On February 9, 2023, DILG Bohol attended the Abante Negosyo Caravan with the theme “Sayun nga Pag-negosyo, Alang sa Lukop nga Pag-asenso” at the Buenavista Cultural Center. Bohol BOSS Convergence partner agencies made their services available to the public in the said caravan. Bohol BOSS Convergence Assessment and Planning Meeting A Bohol BOSS Convergence Assessment and Planning Meeting was held on March 24, 2023, at 717 Cesar Place Hotel, Tagbilaran City, in order to evaluate the previous caravans and discuss the ways to enhance the program and offer Boholanos with improved government services. DILG Bohol, headed by Provincial Director Jerome G. Gonzales, shows continued support for the sustained partnership with various stakeholders to ensure ease of doing business and encourage more business-friendly LGUs.

Gonzales and LGOO II Jed B. Ighot attended the BIB’s inaugural meeting on January 27, 2023, at Metrocentre Hotel, Tagbilaran City. Several proponents presented their project proposals during the aforementioned meeting in hopes to gain the Board's endorsement. Ceremonial Signing of PGBh-BOI MOU In support of promoting the economic and investment growth of the Province of Bohol, DILG Bohol Provincial Director Jerome G. Gonzales witnessed the ceremonial signing of the memorandum of understanding (MOU) on joint investment promotion between the Board of Investments (BOI) and the Provincial Government of Bohol on February 22, 2023, at the Bohol Provincial Capitol. DILG Bohol Supports CMCI DTI Bohol in partnership with the Provincial Government of Bohol conducted the 2023 Bohol Cities and Municipalities Competitiveness Index (CMCI) Roadshow on March 21, 2023, at the Ceremonial Hall, Provincial Capitol, Tagbilaran City. DILG Bohol Cluster Head Mardonio T. Roxas spoke on behalf of Provincial Director Jerome G. Gonzales in support of the CMCI program and encouraged the LGUs to work on improving their overall competitiveness score.

The activity aims to promote the essence of camaraderie among youth from different sectors of the society and to enjoin the youth in helping local government efforts in addressing the challenge of disaster risk reduction and climate change. Participants from Bohol Institute of Technology- International College Main Campus, Holy Name University - Official, Tagbilaran City College, Mater Dei College, University of Bohol, Youthlead Philippines, Inc. and selected Sangguniang Kabataan Officials of Batuan, Buenavista and Panglao were trained on the concept of DRRM, Climate Change and Operation Listo, Basic Fire Safety and Standard First Aid. Invited as resource persons were IO I Elenita Mulato from the PDEA Bohol Provincial Office who discussed on the Ill Effects of Illegal Drugs and PLtCol Joseph Berondo from the Bohol Police Provincial Office who discussed the Legal Consequences of Illegal Drug Use and Possession. Participating in the activity were students from the University of Bohol, Bohol Institute of Technology- International College Main Campus, Holy Name University - Official, Mater Dei College and Tagbilaran City College. Also present were members from Youthlead Philippines, Inc. Bohol and Sangguniang Kabataan Officials from Panglao, Buenavista and Batuan.

Gonzales attended the ceremonial installation of the "Dagyawan sa Barangay Peace Pole" in the municipalities of Valencia and Catigbian, Bohol. The activities were attended by Municipal Mayor Dionisio Neil A. Balite and the local officials and employees of the Municipality of Valencia and, by LGOO VI Ted Macariñas and LGOO VI Jennifer Amihan of DILG Bohol in the Municipality of Catigbian, Bohol. The “Peace Pole” serves as the embodiment of the commitment of bringing the government closer to the people.

The audit was conducted online via zoom headed by Ms. Jessica M. Baylon, Sir. Christian Mon M. Aniñon and Sir Redan P. De Los Santos of the Internal Audit Services (IAS) of the Department. Present for the auditee team were PD Jerome G. Gonzales, Provincial Director of DILG Bohol, LGOO II Roy Vincent Gaviola, ECLIP Focal Person of DILG Bohol, Ms. Carmelita M. Tecson and Maria Berlin Algusar of the Office of the Provincial Social Welfare and Development of the Province of Bohol, 2LT Gin Lagunero of the 47th IB of the Army, PLT Dunhill Sarmiento and Patrolman Luke Bañadas of the Bohol Provincial Police Office and three partner/stakeholder beneficiaries who received cash assistance under the ECLIP. The audit aims to determine the degree of compliance with existing laws, rules, regulations and managerial policies and operating procedures, including compliance with accountability measures and contractual obligations of the ECLIP and to evaluate input, process, output and outcome as to economy, efficiency, ethicality and effectiveness of the ECLIP. The team also regularly attends the RPDMU Coordination Meeting and provide a status report on the implementation of LFPs in the province. DILG Engineers also regularly conduct onsite inspections to keep abreast of the actual status of the LFPs compared to the updates from the SubayBAYAN and provide the LGU with recommendations regarding their project status. The activity helped clarify and forge an agreement for on-time implementation, monitoring, and evaluation of the different LFPs in the Province of Bohol. It strengthened the team’s capability to facilitate the LGUs smooth implementation of its projects. STRATEGIC PLANNING


17 facebook.com/dilgboholprovince www.dilgbohol.com The DSWD-DILG-LGA conducted a 5-day National Training of Trainers for Barangay Development Planning on March 20-24,2025 at Savannah Resort Hotel, Angeles City, Pampanga, pursuant to DILG Memorandum Circular No. 2021-87. DILG Bohol was represented by LGOO V Lindsey Marie A. Vismanos. The DILG and LGA forged a partnership with the DSWD for the implementation of the Participatory Barangay Development Plan (BDP) in preparation for the rollout of the BDP in the more than 21,000 target barangays located in 926 municipalities that are KALAHI CIDSS Program beneficiaries. 18 DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT PROVINCE OF BOHOL (038)422-8038 [email protected] Pursuant to RDRRMC Memorandum No. 10, s. 2023 and in observance of the fire prevention month, DILG Bohol in partnership with BFP R7 Tagbilaran City Fire Station conducted an earthquake drill and fire safety orientation with actual demonstration on how to extinguish fire. SFO1 Ronel R. Lofranco and FO2 Pearl Marie P. Galia discussed about basic fire safety and what to do before, during and after an earthquake while SFO4 Oscar P. Bual, SFO1 Lord H. Pacheco, SFO1 Joseph Francis V. Bueno, SFO1 Michael B. Saguran, FO3 Gregorio S. Torrefranca Jr., FO2 Dave Antoni C. Hontanosas and FO1 Anthony Glenn J. Tagaan facilitated the conduct of actual demonstration on how to put out fire from a leaking LPG tank. Proper use and actual demonstration of using a fire extinguisher was also demonstrated during the activity. This activity aims to capacitate DILG Bohol personnel on how to respond during earthquake and fire incidents in the office and at home. FIRE AND EARTHQUAKE DRILL


19 facebook.com/dilgboholprovince www.dilgbohol.com Taking off from the mentoring activity of DILG Dose to DILG Bohol, the latter conducted the Multi-Stakeholders Advisory Council (MSAC): Local Governance Resource Center Orientation on March 8, 2023 at the LGRC Conference Hall of the DILG Bohol Provincial Office, the first step towards building a culture of learning and knowledge sharing. Present during the activity are representatives from DSWD, DTI Bohol, DepEd, DENR, DOH, DOLE Bohol, TESDA, DOST Bohol PSTC, PIA Bohol, Bohol Island State University, Holy Name University - Official, BANGON, World Vision, and ECPAT Philippines. The activity aims to foster partnership with the different stakeholders by organizing the MSAC and provide a ground for knowledge sharing and exchange of knowledge ideas, and to harness capacities of the LGUs to promote effectiveness, efficiency, learning and innovation in local governance. The two-day activity strengthened the ties between the mentor-mentee partnership which aimed to strengthen the latter’s Local Government Resource Center. It also aimed to assess the LGRC Bohol’s functionality and assist in establishing the Bohol Multi-Stakeholder Advisory Committee. DILG Dose Regional Director Josephine Cabrido-Leysa, CESO III shared with us their LGRC journey and humble beginnings towards achieving being in the top 5 LGRCs nationwide. To embrace this year’s theme, the women of DILG Bohol shows support by celebrating the achievements of women, while continuing to promote a collective effort toward gender equity and equality to achieve a world that is free of bias, discrimination and stereotypes. Purple is recognized as the international color for women and gender equality. Pamper Friday In line with the month-long celebration of 2023 Women’s Month, everyone is given an equal opportunity to spoil themselves. The DILG BOHOL personnel, both men and women had a great time enjoying the services rendered by the staff of AURA BOHOL-Good to Glow such as manicure, pedicure, lash lift, massage, foot spa and many more. This is one way to pause from the hustle and bustle of life. This activity is to drum up support for the advocacy that regardless of gender, ability, status and situation, are respected and afforded their rights.
