A commitment signing ceremony was held during the event, led by Regional Director Leocadio Trovela, and attended by representatives of the Ramon Aboitiz Foundation Inc. (RAFI), Holy Name University, Cebu Technological University, Cebu Institute of Technology-University, University of the Philippines-Cebu, University of San Jose-Recoletos, and Silliman University. The commitment signing underscored the importance of aligned efforts, capacity development, collaborative planning processes, knowledge-sharing innovation, and monitoring and evaluation among the LRIs who are members of the LGRRC-Multi Stakeholders Advisory DILG Bohol joins CDP Consortium for LRIs and NGOs Council-7. Resource speakers from DILG-7, the Department of Human Settlements and Urban Development, the Department of Budget and Management, and the National Economic and Development Authority spoke during a series of discussions with the consortium. At the end of the activity, the municipal planning teams were able to familiarize themselves with the steps and process of formulating the CDP and came up with an action plan for the CDP formulation. CDP is a six-year multi-sectoral plan formulated at the city/municipal level embodying the vision, sectoral goals, objectives, development strategies, and policies. 3

The nominees for the Regional Search for the Outstanding Lupong Tagapamayapa were the Winners from the Provincial Search, namely: the Lupong Tagapamayapa of Can-upao, Jagna for the 1st-3rd Class Municipalities Category and the Lupong Tagapamayapa of Taloto, Tagbilaran City for the Component City Category. facebook.com/dilgboholprovince www.dilgbohol.com Bohol Field Officers and MPDCs attended the first batch of the Regional Training of Trainers for Barangay Development Planning on May 22-26, 2023 at the Holiday Plaza Hotel in Cebu City. The DILG and LGA have partnered with the Department of Social Welfare and Development (DSWD) for the implementation of the Participatory Barangay Development Planning (BDP). Primary target of the partnership is the roll out of the BDP in more than 21,000 barangays located in 926 municipalities covered by the KALAHI CIDSS Program under the DSWD and supported by the World Bank. To accomplish this, a national pool of trainers was organized and were underwent a 5-day Training of Trainers last March 20-24, 2023 in Pampanga. The regional pool of trainers shall then be organized and capacitated so that they will be able to conduct training and provide coaching and mentoring assistance to the target barangays in the formulation of their BDP. During the forum, LGOO II Jed Ighot emphasized the importance and roles of the LGUs and its LEDIPO in investment promotion pursuant to DILG Memorandum Circular 2020-167. DILG Bohol Participates in the Bohol LEDIPO Forum Ms. Aulynn Yue Sin, Director of the Province of Iloilo's Local Economic Development and Investment Promotion Center, Ms. Irene H. Otero, LEDIPO of the Municipality of Oton, Province of Iloilo, and the guest speakers from Iloilo highlighted their best practices in investment promotion and valuable insights on how their LEDIPO’s strengthened and organized. The activity aimed to help Bohol LGUs in creating an environment conducive to business growth and attracting investments by providing them with insights into the ease of doing business and briefing them on strategies to detect and prevent possible investment scams. LGOO II Jed Ighot of DILG Bohol shared inputs on ease of doing business initiatives, particularly on the streamlining of Business Permit and Licensing System (BPLS) as mandated in Republic Act No. 11032. The activity was attended by local functionaries from 15 LGUs, which were identified as the next priority hosts of the Abante Negosyo Caravan. 9

During the presentation, LGOO II Jed Ighot and MLGOO Jocelyn Bandala from DILG Bohol were present to provide their expertise and insights. Additionally, representatives from the Department of Trade and Industry (DTI) and the Bohol Economic Development and Investment Promotion Office (BEDIPO) also attended to contribute their inputs to enhance the proposed LIIC. The LIIC is a document that outlines the local government's investment policies and programs, Investment Priority Areas (IPAs), incentives, and mechanisms for availing them. 10

The event was organized by the Provincial Government of Bohol and presided by Governor Aris Aumentado which aimed to strengthen the LGU’s environmental ordinances on waste management ESWM Board and CLEC Joint Meeting methods and marine protection and reintroduce CLEC to the Boholano’s general consciousness. The said event was also attended by municipal mayors, representative, municipal environmental officers, law enforcers, and invited media partners. As part of the Strategic Change and Development Agenda, Aumentado hopes to create more sound environmental projects that could preserve Bohol's natural resources, as the looming threat of climate change remains a concern for the Province's flora and fauna. 11

Together with various stakeholders, they planted 7,500 Rhizophora sp. Propagules at the Loon Uplifted Marine Terrace, an identified geosite part of the Bohol Island UNESCO Global Geopark in Brgy. Basdacu, Loon, Bohol. Meanwhile, 10,000 propagules were planted at Brgy. Sto. Nino, Talibon. DILG BOHOL Joins Simultaneous Mangrove-Tree Planting in Loon This initiative was spearheaded by the Provincial Government of Bohol (PGBh) in celebration of the Month of the Ocean, through the Bohol Provincial Environment Office (BPEMO), with the Department of Environment and Natural Resources (DENR) Bohol, as part of the Trees for Unity Program of Governor Aris Aumentado: a program mobilizing Boholanos to involve themselves in environmental conservation through tree-planting. The Trees for Unity Program aims to create a resilient and green Bohol by implementing sound environmental programs and is part of the Provincial Government of Bohol’s Strategic Change and Development Agenda of the AumentadoBalite Administration under Environmental Sustainability. 12

The ADAC Provincial Audit Team (APT) headed by the Department of the Interior and Local Government (DILG) represented by DILG Bohol ADAC Focal Person LGOO II Jun Arcy O. Pacleb with representatives from the Philippine National Police (PNP), the Philippine Drug Enforcement Agency (PDEA), and Civil Society Organizations (CSOs) convened to conduct the audit. The ADAC Performance Audit aims to assess the functionality and effectiveness of local ADACs based on existing issuances and policies, determine ADAC-initiated and/or endorsed innovations and best practices, create an evaluation and assessment platform, and recognize effective and performing ADACs. ADAC and POC Audit Orientation Concurrently, DILG Bohol POC Focal Person LGOO V Sarah Kristina G. Romanillos organized an orientation for the 2022 Peace and Order Council (POC) Performance Audit and convened the Peace and Order Council Audit Team, which had a similar membership composition to the ADAC Audit Team with the addition of representatives from the Bureau of Jail Management and Penology (BJMP) and Bureau of Fire Protection (BFP). The POC Audit aims to assess the performance of the POCs on their functionality for the year 2022, identify the innovations conducted and initiated by the POCs and their POC Secretariats, determine possible interventions and improvement strategies for POCs and POC Secretariats and Create a platform for evaluation, assessment, and sharing of best practices between and among POCs and POC Secretariats. 13

Catigbian Municipal Mayor Elizabeth MandinPace, Balilihan Municipal Mayor Maria Puresa V. Chatto, and Vice Mayor Ester Patrisha V. Chatto, together with other key officials, took part in the signature campaign of the DILG. The members of the Municipal Management and Coordinating Committee, which includes the PNP and BFP of Catigbian, also showed their support for the BIDA program. The BIDA Kontra Droga advocacy campaign exemplifies the resolute commitment of the DILG, the local government officials, and the community BIDA advocates to eradicate the proliferation, abuse, and trafficking of illegal drugs in our communities. The PCVE PMO recognizes the importance of community participation in addressing problems of violent extremism and other threats to peace, security, and public safety. Through this initiative, the DILG-7 conducted a Rollout Training on the National Action Plan on Preventing and Countering Violent Extremism to 20 priority barangays Rollout Training on the National Action Plan on Preventing and Countering Violent Extremism in Bohol on June 15, 2023 at the Panda Tea Garden Suites, Tagbilaran City. The training included the results-based framework and roadmap for the localization of the NAP, an overview of the Disbandment of Private Armed Groups (DPAGs) to adhere to the directive of the SILG to the National Task Force on DPAGs for its nationwide implementation, and Chemical, Biological, Radiological, and Nuclear (CBRN) Risk Mitigation overview and awareness. Among the resource speakers were Pat Luke Erald Bañados of the Bohol Police Provincial Office, Capt. DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT PROVINCE OF BOHOL (038)422-8038 [email protected] The DILG Bohol PDMU held a consultative meeting with the Local Chief Executives, City/Municipal Engineers, City/Municipal Planning and Development Coordinators, and City/Municipal Local Government Operations Officers on May 9, 2023 at the Bohol Tropics Resort, to discuss status updates and identify concerns and issues regarding the implementation of Locally-Funded Projects in the province of Bohol. The strategy employed by the PDMU for this quarter’s consultative meeting was to invite LGUs with projects that need immediate attention such as those with slow-moving projects, with unliquidated balances, and those with projects that are already beyond the fund validity but are not yet completed, among others. DILG Region 7 PDMU personnel spearheaded by Regional Director Leocadio T. Trovela, CESO III joined DILG Bohol PDMU in the Turnover and Inauguration of LGSF-SBDP projects in the municipalities of Trinidad and Sagbayan last May 16, 2023. DILG Region 7 personnel present include FAD Chief Atty. Ferdinand Albaño, PDMU Chief LGOO VI Rommel A. Correa, PDMU Engineer Archie Garson, and support staff. The Municipality of Sagbayan, represented by MDPC Maximo Lomosbog shared their best practices in the timely implementation of the LGSF-SBDP Projects. Meanwhile, Hon. Antonino Jumawid of Batuan shared his thoughts during the Open Forum. The activity aims to address the issues and challenges of project implementation through collaborative action planning. It will also be an avenue for the Local Chief Executives (LCEs) of the implementing LGUs to lay down bottlenecks and implementation concerns of FY 2022 and FY 2023 LGSF-SBDP. This is the first activity for the Capacity Development (CapDev) Coach Learning Journey for DILG personnel which aimed to strengthen coaching competencies by first developing personal and professional mastery, which would then pave the way for the advancement of practical coaching skills. DILG Bohol Participates in LGA’s Self Mastery Workshop DILG Bohol’s LGOO II Jed Ighot, the sole representative from Central Visayas, is one of the selected participants who attended the workshop and will go through the coaching process. Selected coaches will go on a two- to threeyear journey to develop and refine their LGU coaching skills through the LGA CapDev Coaching Journey. This process includes assessments, training workshops, development and submission of coaching portfolios, and individual followthrough activities such as live coaching sessions and learning conversations. 20

Every Monday morning, right after the flag-raising ceremonies, PD Jerome G. Gonzales calls for everyone to huddle at the LGRC Hall to discuss the week's task and last week's accomplishments while being served with sikwate paired with a variety of kakanin or malunggay pandesal. According to research, the benefits of an early morning meeting on the first day of the week are that everyone is fresh and eager to get things done.
