DARE TO SPEAK COMPETITITON – DISTRICT LEVEL 2022
1. INTRODUCTION
Dare to Speak Competition is a competition that encourages pupils to develop their
confidence in speaking. The competition aims at encouraging the use of English. It boosts
students’ performance and creativity as they express themselves confidently in the English
language.
2. OBJECTIVE
2.1 To enhance pupils’ confidence in using English.
2.2 To give pupils the opportunity to use English in an interesting, authentic and creative
manner.
2.3 To enhance and improve listening and speaking skills.
2.4 To instill pupils’ interest in reading and writing in English.
3. GENERAL GUIDELINES
3.1 This competition is open to pupils of government-aided primary schools from
Year 4, Year 5 and Year 6 only.
3.2 Participating schools are from Seberang Perai Utara District as listed below:
i. SK Bagan Jermal
ii. SK St Mark
iii. SK Bagan Tuan Kechil
iv. SK Bagan Ajam
v. SK Sungai Nyior
vi. SK Kuala Prai
vii. SK Pokok Sena
viii. SK Ara Rendang
ix. SK Pulau Mertajam
x. SK Pengkalan Jaya
3.3 Only THREE participants can represent his/her school in this competition
(1 participant for each year). In the event of this rule being broken, the last
entry before deadline will be the accepted entry.

3.4 The video must be sent to the organizer via the link ( Link will be send in
Whatsapp Group).
3.5 The organizer will not be responsible for corrupt files submitted.
3.6 All entries will be evaluated by the panel of adjudicators appointed by the
PPDSPU. The evaluation criteria will be following the Concept Paper by
Ministry of Education.
3.7 Winners will be notified via email. The prizes will be presented to the winner
at an appropriate scheduled time as arranged by the organizer.
3.8 Closing date for registration is on 21st January2022. (Google form link
will be given)
3.9 Closing date for the submission of video is on 7th February 2022.
4. COMPETITION RULES
4.1 Format Of Competition
The competition is in the form of Public Speaking and divided into two sections as
follows:
Section 1: Prepared Speech
4.1.1 Participants will deliver a prepared speech on a given theme for not less than
3 minutes and not more than 5 minutes.
4.1.2 The performance should be recorded and saved in MP4 / 3GP / AVI /MOV /
WMV format. (Link will be given)
4.1.3 Video submitted will not be returned to the owner and the organizer reserves
the right to publish the winning videos of this competition. However, the
copyright remains as the property of the owner.

Section 2: Impromptu Speech
4.1.4 Impromptu section will be conducted via video tele-conferencing between the
contestant, the panel of judges and the timekeeper.
4.1.5 Each contestant will get their turn to present their impromptu speech.
4.1.6 All participants will be given a theme and a quarantine time of 10 minutes to
prepare their impromptu speech.
4.2 Time
4.2.1 The time allocated for the delivery of the impromptu speech is not less than 1
minutes and not more than 2 minutes.
4.2.2 A bell will rung at the second minute to indicate the end of the presentation
time.
4.3 Text
4.3.1 The speech must be entirely authentic and original and must never have
been published or have won a prize in any other competition prior to this
competition. The text of the speech will be based on themes decided by the
organizers.
4.3.2 The theme are:
➢ Year 4 : Healthy lifestyle
➢ Year 5 : Bully
➢ Year 6 : Covid-19
4.3.3 Materials presented must not touch on sensitive issues, such as race,
religion, stereotyping, politics etc.
4.3.4 Softcopy of the prepared speech must be submitted via link which will be
given soon.
4.3.5 The prepared speech must be typed on an A4 paper (Times New Roman /
Arial, font size 12).

4.4 Attire
4.4.1 Participants should be in formal school uniform when competing.
4.4.2 Participant should wear blazer (school logo shouldn’t be exposed)
4.5 Recitation
4.5.1 Participants not allowed to refer to any notes or printed materials during the
presentation of the prepared speech. The speech must presented as it
appears on the judge’s copy.
4.5.2 There should be no inclusion of singing, music, props or artificial sound
effects.
5.0 DECISIONS
5.1 Points will be awarded according to the score sheet.
5.2 The decision of the judges is final. No appeal is allowed.
5.3 Individual marks will not be disclosed.
6.0 PRIZES
6.1 Prizes and certificates of achievement will be awarded to the winners.
6.2 Certificates of participation will be awarded to all participants.
6.3 The prize will be presented to the winner at an appropriate scheduled time
as arranged by the organizer.
