SECTION 1 - OVERVIEW OF THE BUILDING & ENVIRONMENTAL STRATEGY

Description

The project with which this user guide is concerned is designated Shakespeare Primary
School, Leeds.

The building is a 2 storey construction comprising of classrooms, main hall and ancillary
spaces associated with the Reception, Nursery, Infants and Junior levels of primary
school (Key Stages 1 & 2). The main mechanical services plant room located on the First
Floor, with the electrical services switch room also located on the first floor.

General User Information

The following environmental and energy efficient systems have been installed: -
Natural Ventilation Systems

Classrooms and the Main Hall are provided with natural ventilation heat recovery
(NVHR) units.

Natural ventilation, unlike mechanical fan forced ventilation, simply uses the naturally
occurring pressure differential forces of air movement, wind and buoyancy to deliver a
steady supply of fresh air.

Heat Recovery Ventilation Systems

A series of heat recovery units are installed to provide ventilation to several areas
throughout the building. These units allow for the transfer of heat from the air extracted
to the incoming supply air for energy saving purposes. i.e. the extracted air imparts its
heat energy to the incoming fresh air, thus saving energy.

Lighting Energy Saving

LED light fittings have been utilised throughout the building, which use considerably less
energy than conventional light fittings.

The lighting control system also optimises energy-efficiency through the use of presence
detectors with photocells, which relate lighting to occupation as well as adjusting the
lighting levels based on the amount of daylight in appropriate rooms.

Important Energy Saving Notes

Do not overheat or over-cool your space as this increases running costs and causes extra
emissions of CO2 into the external atmosphere, contributing to global warming.

Ensure that PCs, printers etc. are not left ON unnecessarily and have any energy saving
features enabled as this will prevent your space from overheating and save energy,
thereby reducing CO2 emissions to the external atmosphere that lead to global warming

Where possible window blinds should be left open, thus letting maximum natural light
into the room to reduce the need for artificial lighting.

Air Tightness Test

To be incorporated upon receipt of the L2 Air Leakage Test report.

Solar Gain

During Summer: -

It is recommended that during summer that window blinds are controlled to reduce
solar glare within the areas.

During Winter: -

It is recommended that any window blinds are opened during the sunlight hours in
winter to maximise the solar gain to the teaching spaces to minimise the demand on the
heating system and blinds should be shut during the night to ensure heat loss is kept to a
minimum.

SECTION 2 - BUILDING SERVICES OVERVIEW & ACCESS TO CONTROLS

General User Information

Mechanical Services

Ventilation Systems
The Kitchen supply and extract ventilation, heat recovery units and local extract fans are
controlled automatically and are inaccessible to the general building user.

The natural ventilation heat recovery (NVHR) units within the classrooms and main hall
are generally controlled automatically via wall mounted temperature and CO2 sensors
but local controllers with override facilities are also provided.

Server Room air conditioning is controlled via the local controller installed within the
space served.

Grilles and louvres should not be covered at any time.

Heating System

The boilers and heating system are operated and controlled by the central controls
system, under the dictates of a programmable time schedule to suit the hours of
occupancy. Radiators are furnished with local thermostatic flow control and lockshield
valve arrangements.

Radiators should not be covered or obstructed as this would affect the heat output.

Domestic Hot & Cold Water Services

Hot and cold water is provided to appliances throughout the building, with cold water
being from the mains cold water service, and hot being provided from the central
generation plant.

Self-closing lever taps have been installed to minimise water wastage.

Electrical Services

Lighting

The majority of lights are controlled via the automatic lighting control system, which
consists of presence detectors (with photocells) that relate lighting to occupation as well
as adjusting the lighting levels based on the amount of daylight in appropriate rooms.

Retractive switches have been provided within the class rooms to allow the automatic
lighting controls to be overridden as required.

Stand-alone presence detection has been utilised within store rooms, toilet areas,
lobbies and stairwells, to automatically switch on the lighting when presence is detected.

Fire Detection & Alarm System

The fire alarm system is an automatic fire detection system which constantly monitors
areas for the presence of a fire via automatic detectors installed throughout the building.
Manual call points are installed at all entrances / exits of the building to enable manual
activation of the system. In the event of the fire evacuation broadcast activating, exit the
building and head towards the muster point.

Mechanical Systems

Ventilation & Air Conditioning Systems

Natural Ventilation Heat Recovery Systems (NVHR)

There are 26 No. areas on the Ground Floor and 9 No. areas on the first floor served by
Gilberts Fusion NVHR units, plus the Main Hall has four turrets.

Each area has a Fusion unit with combined controls. The controls consist of a wall
mounted temperature and CO2 sensor, a separate controller with override facilities and
a an integral temperature sensor. The controls incorporate Modbus communications to
the BMS.

The units also incorporate a water heating coil for heating the fresh air when necessary
and to prevent draughts in cold weather.

Kitchen Supply Air Handling System AHU01

This system provides air suitably conditioned to the kitchen area and is served by air
handling unit AHU01, located in the first floor kitchen plant room F18.

The air handling unit comprises of an air intake attenuator, disposable panel primary
filters, disposable bag secondary filters, low pressure hot water heating coil, plenum
supply fan and a discharge attenuator.

The air handling system is operated and controlled via the central controls system.

Kitchen Extract System KEF-01-01

This system provides extract ventilation from the kitchen area and is served by kitchen
extract fan KEF-01-01, located in the first floor kitchen plant room F18.

The extract unit is a single inline, direct driven, centrifugal boxed fan unit and extract air
is drawn from the kitchen area by a connection to the kitchen canopy.

The extract fan is operated and controlled by the central controls system. Page 8

Local Extract Ventilation Systems

A series of local extract ventilation fans are provided to facilitate the ventilation of the
Ground Floor Infants WC, PE Store, Food Tech and Server Room.

The extract fans are generally operated and controlled using a local PIR movement
detector with a run on timer. However, extract fan EFU-00-01 (Infants WC) is operated
by the BMS controls system.

Heat Recovery Ventilation Systems

A series of heat recovery ventilation units are installed to provide supply, extract and
heat recovery ventilation to areas throughout the building.

The units are generally operated via the BMS controls system on timeclock and return air
thermostats are used to control the unit’s discharge temperature.

Server Room Air Conditioning System

A split system type air conditioning system has been installed to provide cooling to the
first floor server room.

The system is linked to a corresponding condensing unit located externally and is
controlled via the local controller installed within the space served.

Heating System

LPHW Boilers & Associated Equipment

Low pressure hot water (LPHW) is generated by 3No wall mounted, gas fired condensing
boilers, all located in the first floor Boiler room (F19), and provide the heating
requirements of the building.

The LPHW system is a sealed system, whose design working pressure and water content
are automatically maintained by means of a cold water fed pressurisation unit, and
associated system water expansion vessel. An air/dirt separator and chemical dosing pot
are also installed within the Boiler Room to remove gases and dirt from the system
water and to facilitate the periodic introduction of water treatment chemicals to the
system, respectively.

LPHW is circulated between the boilers and a primary flow and return pipework header,
by means of each boilers integral primary circulation pump, and from the header
secondary LPHW flow and return pipework distribution systems are taken to serve heat
emitters/circuits.

The boilers and heating system are operated and controlled by the central controls
system

LPHW Heating Distribution System

Constant Temperature secondary low pressure hot water (LPHW) is drawn from the
boilers and primary flow and return header previously detailed, by way of a twin head
(duty/standby) pump set PMP-00-01, to serve the overdoor heater and a series of wall
mounted radiators and ventilation heating coils at various locations throughout the
building. A differential pressure control valve has been installed to maintain a minimum
flowrate.

Differential pressure control valves are installed to ensure minimum flow within the
system, with 2 port control valves installed to facilitate zoned area closures for out of
hours occupancy.

Pressure independent control valve arrangements are provided to the heating coils
within the Kitchen Supply Air Handling Unit, Natural Ventilation Fusion Units and
Mechanical Heat Recovery Ventilation Units in addition to the end runs for end of line
bypass.

Radiators are furnished with local thermostatic flow control and lockshield valve
arrangements.

Utility Systems

Mains Cold Water System

A branch pipework connection taken off the local supply authority’s external
underground main and meter, runs to the building where a 63mm branch is taken to
serve the main building and a second 100mm branch is taken to serve the sprinkler
system water storage tank.

The main building branch is furnished with a meter and isolation valve arrangement
within an external pit, and from the pit the water supply enters the building at low level
within the ground floor mechanical intake room, and is furnished with an isolation
stopcock and drain cock before rising to the first floor boiler room.

From the boiler room, the mains cold water supply branches to serve the cold water
requirements of the building. A branch connection also provides cold water to the LPHW
system pressurisation unit, and the domestic hot water heater.

Domestic Hot Water Plant & Distribution

Domestic hot water is generated by means of a gas fired water heater located within the
first floor boiler room.

From the water heater, domestic hot water is circulated by way of a main flow and
return pipework distribution system incorporating a secondary return circulation pump
and non-return valve arrangement, the pipework ranging from the plant room and
throughout the building to serve sinks, wash hand basins, care suite shower, and Kitchen
appliances all by way of local isolation/service valves.

The Care suite shower and all wash hand basins are also furnished with hot/boosted cold
water mixing/blending valves in order to provide a safe discharge water temperature.

The gas fired water heater and hot water service are operated and controlled by the
central controls system.

Natural Gas Service

A 125mm, branch pipework connection taken off the local supply authority’s external
underground gas main and meter at the site boundary, runs underground to the building
and rises internally where it is furnished with an isolation gas cock, and emergency gas
safety solenoid valve before branching and running to serve the LPHW boilers and gas
fired water heater each by way of local isolation gas cocks, and Kitchen appliances, the
kitchen supply also incorporating a gas “tightness” proving system with electronic shut-
off valve, and has a control wiring interlock to the kitchen mechanical ventilation system
provided by others.

The Kitchen supplies are also served by way of individual sub-meters, each point of
draw-off being provided with a local isolation gas cock.

The emergency gas safety solenoid shut-off valve is of normally electrically energised
open type, whose electrical power supplies are interlocked to wall mounted emergency
push shut off buttons within the plant area and outside the kitchen door, over-boiler and
gas fired water heater electro-thermal links, and the building fire alarm system, any of
which if activated isolates electrical power to the emergency shut off valve, which slams
shut, cutting off gas supplies to the utilising equipment.

Sprinkler System

A sprinkler system has been installed to provide fire protection to the building.

This system is a specialist life safety system which must be operated and maintained on
a regular basis in accordance with the manufacturer’s instructions.

Reference should be made to Part Three of The Building Manual for full details of the
sprinkler system.

Electrical Services

Incoming Electrical Supply

The Regional Electricity Company have provided an incoming low voltage supply to the
site which terminates at their Service Head located in the Ground Floor Electrical Intake
Room.

From the Service Head, a 240mm2, 4 core, XLPE/SWA/LSF cable ( + 50mm2 circuit
protective conductor) provides the incoming supply to the Intake Room Switchboard,
terminating at the 315A TP & N MCCB incomer.

Main LV Switchgear & Distribution

The Intake Room Switchboard is located in the Ground Floor Electrical Intake Room and
is fed from the Service Head and provides supplies to the following items of equipment:

• Main LV Switchboard LV1
• Sprinkler System Control Panel MCP/2
• Lift Secondary Supply

Main LV Switchboard LV1 is an 18 way MCCB panel board located in First Floor Electrical
Room F20 which provides supplies throughout the building.

The distribution system consists of XLPE/SWA/LSF cables run on cable tray/trunking from
Main LV Switchboard LV1 to distribution boards located throughout the building areas

Small Power

The small power installation has been wired using twin and earth LSF cabling and LSF
insulated single core cabling run in conduit/trunking.

The installation incorporates general 13A socket outlets, industrial socket outlets, 13A
fused connection units, electric vehicle chargers, hand dryers, emergency stop buttons
and dado trunking.

Lighting
General Description

The lighting installation within the building consists solely of LED luminaires.

Lighting Controls

The majority of lights are controlled via the automatic lighting control system, which
consists of presence detectors (with photocells) which relate lighting to occupation as
well as adjusting the lighting levels based on the amount of daylight in appropriate
rooms.

Retractive switches have been provided within the class rooms to allow the automatic
lighting controls to be overridden as required.

Stand-alone presence detection has been utilised within store rooms, toilet areas,
lobbies and stairwells, to automatically switch on the lighting when presence is detected.

Conventional wall mounted light switches have been used in areas such as plant rooms
and switch rooms.

Emergency Lighting

The emergency lighting installation consists of general luminaires fitted with emergency
conversion packs, stand-alone recessed high performance LED emergency luminaires,
LED exit signs and maintained emergency bulkheads, all capable of a three hour
duration.

The fittings have been installed along access routes to allow occupants to safely exit the
building in an emergency situation.

The majority of emergency fittings have been provided with COMEPS software as a
means of automatic testing and monitoring of the emergency lighting installation.

Where emergency fittings are not provided with COMEPS software, key switches have
been utilised as a means of testing the emergency lighting installation.

External Lighting

The external lighting installation consists of column mounted LED lanterns and
symmetrical floodlights, along with IP65 LED wall mounted fittings, fed from dedicated
distribution boards.

Specialist Electrical Systems

Fire Detection & Alarm System

The fire alarm system is of the analogue addressable Category L2 type and consists of a
main control panel, automatic detectors, automatic detectors with sounder or
sounder/beacon bases, wall mounted sounders and sounder/beacons, manual call points
and interface units.

The fire alarm panel is located in Ground Floor Entrance Lobby G80 and is fed from Main
LV Switchboard LV1). The control panel interfaces with the following building services /
systems:-

a) Lift
b) Mechanical Plant Control Panels
c) Sprinkler System
d) Access Controlled Doors
e) Class Change Bell System
f) Electrically Held Open Doors
g) Gas Solenoid Shut Off Valves
h) Kitchen Roller Shutter Door
i) Disabled Refuge Intercom System

Optical smoke detectors have been installed throughout the building, with heat
detectors located in kitchen areas and certain plant areas, all to provide a means of
automatically raising the alarm. Detectors have generally been provided with sounder,
beacon or combined sounder/beacon bases.

Loop powered electronic sounders and combined sounder/beacons have been installed
in certain areas, to provide an audible and visual warning of fire alarm activation.

Manual call points have been installed at all entrances / exits of the building to provide a
means of manually activating the fire alarm system.

Intruder Alarm System

The intruder alarm system consists of a main control panel, magnetic door contacts,
movement detectors and a panic alarm button.

The main control panel is located in Ground Floor Store Room G113 and is utilised to
arm/disarm the system upon final exit / entrance into the building.

Door contacts have been provided on all ground floor perimeter doors, with movement
detectors utilised in all perimeter rooms, corridors and stairwells for intruder detection
purposes.

A panic alarm button has been installed underneath the reception desk, and is of the
double push type to prevent accidental operation.

The intruder alarm system provides signalling to a remote manned station via a Dualcom
GPRS Grade 3 signalling device.

Access Control System

The access control system has been provided to prevent unauthorised access from the
car park and into the building.

Fob readers have been provided at each of the access controlled doors to prevent
unauthorised personnel gaining access. The authorised person needs to display their fob
at the reader position, at which point the authorised fob will be accepted, de - energising
the door lock for a pre-set time period, before re - energising in readiness for the next
entrant.

On the secure side of each these access controlled door, ‘request to exit’ push buttons
have been wall mounted to allow personnel to exit the building. Each push button is
accompanied by a break glass unit for emergency use.

The doors are interfaced with the fire alarm system such that upon fire alarm activation
the magnetic locks within the door frames are de-energised, thus releasing the locks on
the doors, enabling free egress from the secure areas.

Intercom System

The intercom system consists of intercom panels at the main entrance and the car park
gate. When a visitor presses the call button on one of the intercom panels, a call is
initiated at the internal handset positioned in Ground Floor General Office G115.

Office staff can then speak with the visitor to establish the reason for their visit, and
once staff are happy for them to gain entry into the building or through the gate, they
can press a button on the handset which de-energises the door lock for a short period,
before locking again in readiness for the next entrant.

CCTV System

The IP CCTV system has been installed to provide security surveillance facilities to
internal and external areas of the building.

The head end control equipment, consisting of a PoE switcher unit and network video
recorder, is located in First Floor Server Room F34, and is connected into the structured
cabling network, to allow camera images to be viewed over the ICT infrastructure.

A remote monitor has been provided in Ground Floor General Office G115, to allow
admin staff to view camera images.

Fixed high resolution dome cameras have been utilised internally, with bullet and
external PTZ cameras installed to provide coverage of the car park and external
perimeter of the building.

Public Address System

The public address system has been installed to provide paging facilities and consists of a
rack mounted mixer amplifier located in First Floor Server Room F34.

A connection has been taken from the rack to a call station/ microphone positioned on
the main reception desk, which is used to reproduce paging announcements on an ‘all
call’ basis only.

The system inputs are prioritised as follows:-

Priority 1 - Fire Alarm ‘Mute’
Priority 2 - Paging Microphone

Ceiling mounted speakers have been provided throughout the building, with the
exception of the Main Hall where cabinet speakers have been utilised.

Structured Cabling System

The structured cabling system has been provided to form a comprehensive Category 6
UTP data services network, contained on vertical and horizontal cable baskets.

42U 800 x 800 data cabinets have been provided in First Floor Server Room F34, and
from these cabinets, category 6 UTP cables have been distributed to voice/data outlets
located throughout the building.

The fibre backbone cabling consists of 4 core 50/125 OM3 multimode fibre cables
between the main server cabinets and the incoming data location, to form a site wide
fibre network. CW1308 50 pair voice cabling has been utilised for the voice backbone.

TV Aerial System

The IP based TV aerial system has been installed to provide the required signalling to TV
outlets within the building.

A high gain wideband TV aerial have been mounted on the roof of the building, from
which coaxial backbone cabling has been distributed to First Floor Server Room F34,
terminating at a multi-switch. The multi-switch then connects into the structured cabling
network to distribute TV programmes over the ICT infrastructure.

Disabled Refuge Intercom System

The disabled refuge intercom system has been provided within the refuge points in the
building and consists of a master indicator panel, and disabled help points.

The master indicator panel is wall mounted adjacent to the fire alarm control panel
located in Ground Floor Entrance Lobby G80, and provides two way communication
between the master indicator panel and the help points.

Once a member of staff has moved the wheelchair restricted occupant to the refuge
point, the member of staff will utilise the refuge point which will indicate on the master
panels that the refuge area is occupied. The refuge unit can then be used to provide two
way communication between staff and the refuge point.

Once the situation has been resolved the individual refuge point can only be reset by
utilising the cancellation key at the point of origin.

Note: the refuge system is only active once the fire alarm operates.

Disabled Toilet Alarm System

A disabled toilet alarm system has been provided for each disabled toilet, group room
and hygiene suite, and each consists of a ceiling mounted pull cord call switch, overdoor
indicator and reset unit.

Upon activation of the ceiling pull cord switch, the overdoor indicator activates emitting
an audible and visual warning that assistance is required. The unit can only be reset by
the reset button located inside the disabled toilet, to ensure the distressed occupant
receives the necessary assistance.

In addition to the local warning devices, each disabled toilet alarm is linked back to the
main indicator panel located in Ground Floor Store Room G113, to provide remote alarm
indication.

Audio Induction Loops

Permanent stand-alone hard wired induction loop systems have been provided in the
following areas:-

Ground Floor Reception Desk - Cross-Counter Loop System
Ground Floor Small Hall - Room Induction System

The induction loops allow people wearing hearing aids to hear clearer when they switch
their hearing aids to the “T” or “Transducer” position

Lightning Protection System

The purpose of the lightning protection system is to safely conduct lightning discharge
down to earth, thus eliminating the risk of physical damage and fire to the building. To
accomplish this, an air termination network has been provided to the roof and sides of
the building, utilising PVC aluminium tapes.

SECTION 3 - PRE-ARRIVAL INFORMATION FOR VISITORS

Location & Public Transport

As the new Shakespeare Primary School is located off Lincoln Road/Dolly Lane, just
outside Leeds City Centre there is an abundance of public transport available.

This is illustrated on the diagram below, where several bus stations are within walking
distance ( ) and Leeds Train Station ( ) is situated just over one mile away.

General User Information

Fire Detection & Alarm

The building is equipped with an automatic fire detection and alarm system. Should the
fire alarm sound you should calmly make your way to the nearest exit, following the
emergency exit signage, and head for the external muster point. DO NOT STOP FOR
BELONGINGS.

If you detect a fire, manual break glass call points are provided at all entrances / exits of
the building. These break glass units should be manually activated to raise the alarm.

SECTION 8 - BUILDING RELATED TRAINING INFORMATION/LINKS

General User Information

As the likelihood of any training on the installed plant and equipment is minimal to the
general user, any training will be at the discretion of the Facilities Management.

Facilities Management Information

End user training / instruction in the operation and maintenance of the installed plant
and equipment has been carried out by the relevant contractor as part of the contractual
handover.

The Operating & Maintenance manual should be thoroughly read and understood prior
to working on any systems, however if upon reading this information further guidance is
required, the systems manufacturer should be contacted to enable potential training to
be sourced.

In addition to training associated with the installed plant and equipment it is
recommended that training for emergency situations and first aid is given to the facilities
management team.

Shakespeare Primary School is located just outside Leeds City Centre and therefore has
an abundance of local amenities a short walking distance away, as highlighted in the
diagram below:

SECTION 11 - RE-FIT, REFURBISHMENT & MAINTENANCE ARRANGEMENTS

General User Information

The repositioning of furniture and / or erection of new furniture, screens, etc should only
be carried out in consultation with the facilities manager, who will assess fire strategy for
any potential hazard and also ensure essential services are not obstructed, resulting in a
possible hazard or reduction in building performance.

Facilities Management Information

Wherever possible utilise existing materials for works, however if this is not possible the
use of recycled materials and Green Guide “A” rated materials should be considered as
far as practicably possible.

Any changes to increase the number of people in areas will have an effect on the
capabilities of the ventilation system due to the resulting additional heat gains from the
extra people within the space and any associated equipment such as computers.
Increasing the occupancy levels above the design may also affect the fire strategy.
