6 Introduction PEMA KHANDU Chief Minister | Arunachal Pradesh I t has been almost 7 years since the people of Arunachal Pradesh entrusted me with the responsibility of the Chief Minister. With the blessings and unstinted support of all the people of Arunachal Pradesh, over the last few years, we have been steadfastly progressing towards achieving our cherished goal of last-mile development. Thanks to the vision, valuable guidance and support from Hon’ble Prime Minister Shri Narendra Modi ji, we have achieved many milestones during these years in ensuring the holistic development of the State where no individual and no region is left behind. Leaving behind the trials and tribulations of long foot marches, crossing rivers on elephant backs or boats to world-class roads and bridges, today our Arunachal Pradesh has emerged as one of the best-performing States in bridging gaps and shortening distances of


7 Years Building a Vibrant Arunachal Seva, Sushasan, Samriddhi hearts and minds. We have done remarkably well on all four modes of communication, that is, roads, railways, air, and connectivity. Today, a total of 50,555km. of roads have been built in Arunachal Pradesh, marking a 64% increase in the last 7 years from 30,692km. in 2016. The pace of road construction has also increased by more than nine times averaging nearly 2,838km. per year. The State’s dream project – the first greenfield Airport - Donyi Polo Airport, Itanagar – was inaugurated by Prime Minister Shri Narendra Modi ji on November 19, 2022, connecting Arunachal by regular flight operations to the rest of India and the world. Pasighat, Tezu and Ziro are also connected to the national aviation map. Arunachal now has 7 operational Advanced Landing Grounds (ALGs) at Vijoynagar, Walong, Tuting, Ziro, Aalo, Mechuka and Pasighat. It gives me immense pleasure to share about incredible strides we have made in developing our human resources for this Amrit Kaal. We have improved our My heartfelt thanks to TEAM ARUNACHAL for working hand-in-hand in this development mission. As we move towards Viksit Bharat @ 2047 and Samriddh Arunachal @ 75, let us continue our efforts to make the Arunachal the growth engine of India


8 key indicators such as school enrolment, access to education and learning outcomes. Mission Shiksha has ushered in an era of quality education for our children to help them inculcate 21st century skills. We have placed the preservation, promotion and propagation of our indigenous culture as the guiding principle of our development agenda. Development is incomplete if women and children are not well taken care of! We are relentless in our efforts to uplift and empower women and nurture our children. With unprecedented attention to the healthcare sector, we have been able to achieve vastly improved performance in all health indicators. Prudent fiscal management is the hallmark of our Government. In the last seven years, despite challenges due to external factors such as the COVID 19 pandemic, we have maintained our commitment towards the people of Arunachal and maintained an ecosystem of sustained economic growth. I take pride in highlighting that Arunachal Pradesh has been able to maintain more than 30 per cent share of capital expenditure in total expenditure outlay, which is highest in the country. Our proud tribal communities of Arunachal Pradesh have inhabited this beautiful land for centuries. No other region in the world has such culturally rich tribes co¬existing peacefully as one. We are indeed one of the biggest repositories of diverse languages, cultures and traditions. The Department of Indigenous Affairs was established to promote, preserve and nurture our cultural heritage. An open and bold approach to reforms in governance, strong emphasis on fiscal prudence, diligent monitoring, transparency and accountability, resolve to address legacy issues and constructive political culture are the hallmarks of the last seven years. We have followed in principle and in action the mantra of ‘Sabka Sath, Sabka Vikas, Sabka Vishwas aur Sabka Prayas’ and ‘Maximum Governance, Minimum Government’. This book takes us through the remarkable development journey of in the past seven years. It tells us how Arunachal Pradesh @ 50 has striven forward in the march towards excellence! I am sure that continued guidance and blessings from Hon’ble Prime Minister Shri Narendra Modi ji to our collective efforts will help us to further strengthen the process of transforming Arunachal Pradesh into a role model of inclusive development and achieve bigger and better goals during the Amrit Kaal and make the last mile development a reality to be cherished by all! I thank each and every person of TEAM ARUNACHAL for their role in this remarkable journey. The unprecedented development has given us strength and inspiration to accomplish future goals with determination and deal with challenges effectively. The growth journey of Arunachal Pradesh is an ideal example of inclusive development. In testimony to the allaround rise of Arunachal Pradesh, Hon’ble Prime Minister Shri Narendra Modi on our Statehood Day said, “I firmly believe that eastern India, and especially Northeast India, will be the engine of the country’s growth in the 21st century. With this spirit, unprecedented work has been done in the last seven years to accelerate the development of Arunachal Pradesh.” Hon’ble PM also mentioned that Arunachal Pradesh should be transformed into a major gateway to South East Asia. 18 Road Connectivity A better road network is the lifeline of an economy. The development of surface transport in Arunachal Pradesh in the last seven years can only be termed revolutionary. Given the strategic location of Arunachal Pradesh, the State Government led by Hon’ble Chief Minister Shri Pema Khandu has been focussing on building a robust road infrastructure in all parts of the State 64% increase in road length from 2016 19,863 km of roads built in Arunachal Pradesh 9X increase in pace of road construction 2,838 km roads built per year, significantly higher than average of 300 km in previous 70 years 65% increase in road density 138% increase in length of National Highways in last 7 years 2,482 km National Highways ₹44,000 cr for new 2,857 km National Highways 2 critical National Highways commissioned Arunachal Frontier Highway Trans-Arunachal Highway 5 infrastructure projects taken up by Border Roads Organization Sela Tunnel and Nechiphu Tunnel to be completed this year
