This month I offer no humour or anecdotes for our magazine
articles. There is so much concern and worry in the world.

As I write Russia has recently invaded Ukraine. We see images
of bombs, death, destruction, violence, refugees fleeing their
homes and humanitarian disaster.

At times like this it can be so hard to pray – and prayer can feel
almost ineffectual and pointless – yet we can take confidence
from the promises of the Bible, that prayer does lead to change.

Easter is probably the best possible example of this. People
have always feared for the future yet through his death, Christ
brought about real change. As we celebrate Holy Week and
Good Friday we can be sure that it is right to remember Christ’s
suffering the death which we should all receive because we have let God down.

However, the real miracle of Easter is the resurrection – we are told that Christ was the first
born from the dead, and through Him we are promised that we too will rise through belief and
trust in him.

That promise is unconditional.

Yet we are also invited to change because we experience that unconditional love and
promise.

Part of that change is to enter into a prayerful relationship with God – to talk and listen to him
through studying and praying regularly and often.

Yet it has also been said that prayer without action is just pontification. As we pray about the
horrors of Ukraine – it is good to pray ; but we should also consider how we can offer
practical support to people who are suffering so much in mind, body and Spirit.

This month, as we look forward to, and celebrate, Easter, let us each consider how we pray
for that situation and how we can make a real contribution to support those affected so
violently.

May God Bless You and bring about peace for all.

Councillor Vacancy

Are you community-minded? Would you like to help shape the future of the village? If the answer to these
questions is yes, then you will find the role of Councillor is rewarding and worthwhile. If you would like

What do councillors do?
Councillors have three main components to their work.
1. Decision making - Through meetings and attending committees with other elected members,
councillors decide which activities to support, where money should be spent, what services should
be delivered and what policies should be implemented.
2. Monitoring - Councillors make sure that their decisions lead to efficient and effective services by
keeping an eye on how well things are working.
3. Getting involved locally - As local representatives, councillors have responsibilities towards their
constituents and local organisations. These responsibilities and duties often depend on what the
councillor wants to achieve and how much time is available, and may include:

• Going to meetings of local organisations such as the Rural Police Neighbourhood Tasking Group
• Going to meetings of bodies affecting the wider community
• Taking up issues on behalf of members of the public
Full Council meetings are held once a month (normally the second Wednesday) except in August when
there is a break. These are held at the Village Hall, Lyme Road and commence at 7.15pm. In addition to
the monthly meetings there are various committees, which meet on an ad hoc basis. Membership of these
committees is voluntary.

All Members have to conform to a Code of Conduct, Standing Orders, Financial Regulations and other
Polices adopted by the Parish Council.

Post Office, Garage and Shop Closure

Devon County Council Highways are being consulted regarding the proposed alterations to the access
arrangements for the planned new school premises. The issue remains a rolling item on the Parish Council
Agenda so please join us at the next meeting for an update on progress.

Lambing

There have recently been a couple of instances recently, where gates have been left open, resulting in the
escape of sheep and lambs onto the road, thereby causing a danger to the livestock and road users alike.
Please remember to be countryside-wise and leave gates as you find them when out walking and to keep
dogs on a lead and under close control when walking amongst livestock – remember livestock worrying is a
criminal offcence and farmers are entitled to shoot any animals found worrying their livestock.

From April, Lyme Regis u3a is resuming ‘in person’ talks at the Woodmead Hall.
On Friday 8th April at 11am, Managing Director Simon West will present the truly
inspiring story of the Lyme based charity The Word Forest Organisation. Over the
past 5 years, the charity has planted trees, predominantly in Kenya, built schools,
empowered women and facilitated education. Following a severe drought, the
focus has been on Kenya in order to help recovery there and also because trees
grow ten times faster than elsewhere on the planet.
Details are available on the lymeregisu3a.org web site; membership costs just
£12 pa and non members are welcome to the talks for a contribution of £2.

War in Ukraine intensifies.

Sadly, at the time of writing, it looks inevitable war in Ukraine will continue to intensify. It is hard to
judge how the future of the world will look, even as far ahead as publication of this report.
On behalf of East Devon District Council, I have expressed horror at the unprovoked invasion and
heinous treatment of the sovereign nation of Ukraine and its people by Russia.
Council Officers and Members will respond as this humanitarian crisis develops, taking an active
role with local authority partners in support of wider refugee needs.
In the interim, we join with others across the globe in a simple statement of solidarity and support
for Ukraine, by flying the nations flag at both Blackdown House in Honiton and Exmouth Town Hall.

East Devon and UK role in growing refugee crisis...?
More than 3 million people have fled their homes to escape a European war zone, numbers not
seen in over seventy-five years, since the second world war.
Just two weeks ago (28th Feb) Priti Patel moved to firm visa restrictions, with no plans to accept
refugees from Ukraine lacking close family ties. Prevailing government expectation was then that
prime refugee responsibility would lie with the country of first point of safe access. This implied a
challenge falling primarily on Poland, other non-Russian block Ukraine neighbours and Baltic states.
In contrast, within days, a unanimous resolution of the 27 EU member states moved to allow entry
by all Ukranian refugees for up to three years, without a need to apply for asylum.
I am relieved that the UK position has since softened. Government has since extended qualified
invitations to wider family relationships, and sponsored refugees with no existing UK tie.
A scheme announced on 14th March invited individuals to accommodate named refugees in their
own homes, for a minimum period of six months. This new scheme, including a potential
contribution of £350/month, has already received tens of thousands of expressions of interest from
potential accommodation providers.

Meeting refugee needs…
Such philanthropy and warmth from British citizens and communities, including Uplyme, Axmouth
and Combpyne-Rousdon, is exactly what we would expect in a caring society, and is to be
commended, valued, and applauded.
The immediate need for refugees fleeing a war zone is for safe, secure accommodation.

Local authority teams have significant refugee resettlement experience, and recognise that any
decision to plan the resettlement of refugee(s) in a particular community must also recognise,
understand, and meet the specific detailed needs of each individual, family or group, together with
how these needs will be addressed effectively, efficiently and with empathy within that community.

Wider refugee requirements are not likely to be limited to provision of homes. Rather we should
expect significant demands for additional support, medical, mental health, educational,
employment, economic and/or cultural needs, as a direct result of terrifying experience in a war
zone location, family loss or separation and migration from devastated homes and communities.

I’m confident that our local authorities are well qualified to recognise and understand the needs of
refugees who may come to East Devon, and will do absolutely everything possible to help.

Devon groups are already mobilised…
Several local groups, across Devon and beyond, are already taking direct action to support the
refugee crisis, by sourcing, providing and delivering much needed supplies to areas of need.

Support Ukraine through DEC…
We can all contribute in some way, with the Disasters Emergency Committee (DEC) being an
excellent and efficient way to make a personal financial contribution for flexible use as necessary.

DEC brings together 15 leading UK aid charities to raise funds quickly and efficiently at times of crisis
overseas.

Resources are pooled, to allow the charities to work as one, delivering immediate impact to crisis
areas, such as the Ukraine and neighbours, quickly.

DEC expects that 18 million people will ultimately become affected by this conflict, with more than
4 million displaced.

It is unbelievable and heart-breaking to see this tragedy unfolding before us. We can only hope that
sanity, humanity, and kindness will soon be restored.
