Looking out of my study window as I write
this, I see my apple tree weighed down, bare
branches on other trees, and my bird feeders
with the regular attendees coming back for a
regular top up, and chat with each other.
This time of year is my favourite. The sights
and smells of Autumn are all around us and
I am reminded of years’ past when I have
pondered the ever present question of, why
I like it so much. I come to the same conclu-
sion most years. The darker evenings give
my mind space for remembering - for the
events in my childhood that stand out and
the people that filled them.
November as we know is the Season of Remembrance. We begin by
remembering All Saints’ Day. A day where the church recognises those
heroes of faith whose lives have excited others to holiness. When we
think of Saints we tend to think of those who have done great things, like
St George, St Patrick, St John or St Andrew, but for me I also like to be
reminded of those saints all around me, those who have encouraged me
on my journey through life and faith. I bet you know one or two saints who
have encouraged or inspired you. Why not thank them on 1st November?
The following day we celebrate All Souls, when we give thanks for the
faithfully departed – those we love who no longer see. Our pilgrimage
through life is marked by these people and today we are especially en-
couraged to remember them.
Then we move onto Remembrance Sunday. A day where the nation
comes together to remember the service and sacrifice of all those that
have defended our freedoms and protected out way of life, or in other
familiar words, ‘For our tomorrows, they gave their today.’
So back to my question, why do I like Autumn so much? Well for me it is
partly about remembering my heritage, who I am and were I have come
from, those special people, saints’ and those who gave up their life for me,
because I believe, ‘everyone at heart is a somewhere person.’ Remem-
brance brings us into to community with other people, we share a sense of
place and time with them, and each of our stories, feed into our local story.
In theological terms we call it ‘incarnational ministry’ or ‘being with’ and

2

that is what each of our local churches are called to do, immerse them-
selves in local culture and bring the light of Jesus into it. Whether that’s at
local village fetes, barn dances or coffee mornings – we love being there
with you through all the seasons of life not just Autumn, because ‘God with
us,’ is the all day, every day faith that we have, and is what we are called
to share with you.
So as you ‘remember’ this Remembrance-tide, may you know that the
church is remembering with you, through joy and sorrow, love and pain,
tears and smiles, and the stuff of life now and always. Amen.

Hello and Welcome to our November issue of the
Parish News.
This year at Remembrance, I will be thinking of my
Dad who passed away in the summer aged 97. In
1942 aged 18 he volunteered as RAF ground crew
and spent many months in North Africa repairing and
refitting aircraft. He often told us of the fun he had, but did not mention the darker
and more traumatic side of what he witnessed until much later in life. He was the
last of his military friends to pass away and it closes a chapter (for our family at
least) of those who fought in the second world war.

Suddenly since the end of September the “C” word has been banded about with-

out a care in the world! I have been quite shocked, and do ask that people keep
it’s use to a minimum and not to shout it out across a room or an open space!
However, now we are in November, “Christmas” can be mentioned and I know
people are looking forward to making plenty of celebratory plans for 2022.

I look forward to hearing from you for our Christmas Edition! Ed

Journeys of Faith….

Officer Training for local Converts.
Men from outlying locations were trusting in Christ under Frank’s
teaching. Some of these however were returning to their villages
and needed follow-up guidance which Frank could not supply on
his own. He needed to develop the natural talents of Tabora based converts who could
then provide follow-up help for departed converts to grow in their faith. Frank took the
following action:

1. He rented a vacant, local shop to use as an Officer Training college for local
candidates. In the group photo, the smiling trainee officer Amos Mnyampi
extreme left back row and wife below him, were among the first eight couples to
enter training together. Even
before his formal training,
Amos had established a
Salvation Army gathering in
his home village. Years later
he and his wife assisted
Frank when he became
Principal of the Nairobi
Training College for all East
Africa. Amazingly, Amos’
son Benjamin eventually
became Salvation Army
Commissioner for Africa
based at the London
International Headquarters
of the Salvation Army.

2. Following early progress in both social and gospel work, Frank obtained an
allowance for daughter Jessie Jnr to assist him with secretarial and fundraising
after she completed her boarding school matric exams. She is seated extreme
right, front row next to her mother Jessie Snr. Seated central in the front row of
the photograph is visiting auditor Col Cebrits with Frank to his left. On the
extreme left it Capt Benjamin Goldsmith just arrived from England to reinforce
the work.

3. (Readers need to be aware that the congregation at regular worship was too
poor to give much out of their meagre wealth.) Frank gained a grant of £500
from I.H.Q to purchase a Chev car for fund raising visits to tell European owned
farmers and miners about the developing ministries of his Salvation Army family.
Some really appreciated the Salvation Army concern for local Africans – and
Europeans who were far from their own land.

East Devon Local Plan – Site Selection

East Devon District Council is preparing a Local Plan covering the period 2020 to 2040, which will
allocate sites for development. Full selection methodology guides, including how sites are identified,
assessed, selected for allocation (or not), can be accessed via the link at the end of this article.

The process is considers housing and employment allocations.

Where is it planned development be focussed?

The Local Plan will direct development toward the most sustainable locations.

• Development focussed on Western side of East Devon, including a new settlement and other
major development close to Exeter.

• Significant development at Principal Centre of Exmouth (Tier 1), Main Centres of Honiton,
and Sidmouth (Tier 2), and Axminster, Seaton, Ottery, Budleigh and Cranbrook (Tier 3).

• Support development at Local Centres of Broadclyst, Budleigh, Colyton, Lympstone and
Woodbury to meet local needs and those of immediate surroundings together with limited
development to meet local needs in Service Villages of Beer, Branscombe, Broadhembury,
Chardstock, Clyst St Mary, Dunkeswell, East Budleigh, Exton, Feniton, Hawkchurch,
Kilmington, Musbury, Newton Poppleford, Otterton, Payhembury, Plymtree, Sidbury, Stoke
Canon, Tipton St John, UPLYME, Westclyst, West Hill and Whimple (Tier 4).

Settlements not listed are considered ‘open countryside’ where more restrictive planning policies
apply, for the purposes of the Local Plan.

On 29th Sept 2022, EDDC Strategic Planning Committee considered strategic sites for potential
allocation in the emerging East Devon Local Plan 2020 to 2040, in Tier 3 and 4 settlements.

Have any sites in Trinity been put forward and considered?

One site in Uplyme, to the West of Lyme Regis, North of the Sidmouth Road is considered in the
interim findings.

Ref; Uply_01 - Land at Sidmouth Road, Lyme Regis DT7 3ET - Site Area – 5.11accre

Site Assessment Summary

Infrastructure:

Devon County Council advise that an appropriate and safe access can be achieved from the site onto
the A3052 Sidmouth Road, which is on level, ped/cycle and emergency access can be obtained via
Shire Lane.

Devon County Education advise that there is some capacity to support development at the primary
school in Uplyme, but not on this scale and there are no safe walking routes.

26

Landscape sensitivity - Uply_01 is
located on the open coastal plateaux
above the Dorset town of Lyme Regis. It is
a highly visible site in the AONB landscape
when approaching from the west – at this
point the town is largely hidden from view
due to a drop in land levels.

Impact on historic environment - No
significant issues identified.

Ecological impact - No significant issues
identified.

Accessibility assessment - Although the
site lies within 400 metres of a secondary school, it is around 1200 metres to the town centre.
Furthermore, there is no continuous footway from the site to access services and facilities and there
is a steep drop into the town centre.

Other known site constraints - Grade 3 agricultural land. Planning permission for 120 dwellings was
refused in 2015 (ref.15/0851/MOUT)

Site opportunities - The development of around 92 homes on the site (the maximum yield under the
HEELA methodology) would help to provide housing to meet the needs of the adjacent settlement
(both Uplyme and Lyme Regis).

Amended Maximum Yield following discounted areas on site: 92

Brief summary of the key positives and negatives of the site: The development of up to 92 homes
on the site would help to meet local housing needs and there are limited opportunities in the area
given the severe constraints.

However, the site is prominent in the attractive AONB landscape, and it would be very difficult to
access services and facilities in the town centre on foot or by cycling.

Should the site be allocated? - No
Reason(s) for allocating or not allocating:

Poor relationship with and pedestrian/cycle access to services and facilities, prominent site in AONB.

Full details of the emerging East Devon Plan can be found on the council website. This link includes
all the agenda papers and minutes of the Strategic Planning Committee together with links to the
Video recording of each meeting on the EDDC YouTube Channel and the latest document versions.

Thursday 17th November at 7.30pm

Oddments Theatre Company have travelled the 24 miles from Yeovil to bring their re-
launched production of ‘Amazing Grace’ to Uplyme Church.

Newton went on to write the famous hymn, Amazing Grace.

“We believe the story carries an important message of hope and forgiveness, and will inspire
the audience”

Their professional setup includes innovative stage set, sound and lighting, gaining them five-
star reviews on their previous shows.
