ABSTRACT

Starting in January 2014, EKSA which is a new term for 5s was introduced. The
Conducive Ecosystem of Public Sector (EKSA) has been driven by various elements
of improvement and reform in line with current needs that seek to strengthen a culture
of high-performing and innovative organizations. A famous mosque in Terengganu,
Masjid Seberang Takir, has been chosen to practice EKSA. Places of worship and
accommodation rooms provided should adopt EKSA to ensure it is conducive. With
this practice, committee members are appointed so that its implementation runs
smoothly and ensure that every zone in the mosque is always in good condition and
safe. As a matter of fact, several issues have been identified in this mosque where it
requires the mosque to take a move. Typically, in the case of these issues, if all mosque
facilities, equipment and utensils are managed systematically and uniformly, it leads
to the efficiency of the work of the mosque committee members. The pros and cons
that colour the focus of the discussion have been elaborated in detail for the sake of
mutual well -being. Concrete, systematic and pragmatic measures should be taken
continuously so that this issue can be easily eradicated when EKSA practices are in
place. In essence, it is clear that the EKSA implementation is to open the door of
Masjid Seberang Takir in a more conducive direction.

1 INTRODUCTION TO EKSA

1.1 DEFINITION OF EKSA

What is EKSA?


EKSA stands for Ekosistem Kondusif Sektor Awam or Conducive
Ecosystem of Public Sector.

� It is an initiative to improve and rebrand 5S Practices to create a conducive
work environment. (MAMPU, 2021)

Introduced: January 2014 by Management Planning Unit (MAMPU).

� EKSA is considered in line with current needs to improve organizational
performance. At the same time, encourage creativity in the public sector.

What is 5S?


5S is a structured program to implement workplace organisation &
standardisation. The 5S pillar can be translated as follows:

SEITON – SET IN ORDER SEIRI – SORT

Arrange necessary items in good order & easy access. Identify & eliminate all unnecessary items.

SEIKETSU – STANDARDIZE SEISO – SHINE

Maintain high standard of workplace organization. Clean your workplace throughly.

2.2 MANAGEMENT STRUCTURE

3 PROPOSITION FOR EKSA ADMINISTRATION
3.1 COMMITTEE STRUCTURE

The committee structure proposed to the mosque so that EKSA runs smoothly.
It is recommended to the mosque to form an EKSA Committee Structure. With the
existence of this committee, it can increase the participation of all levels of mosque
residents who will carry out their respective roles as a whole. At the same time, it can
create a culture of consistent improvement and work together to achieve a high -
performance culture. (JPA, 2019) The committee formed will spur and launch the
implementation of EKSA. What we need to ensure is an effective and efficient EKSA
management structure so that all planning and actions will be the cornerstone of EKSA's
success in creating a conducive, productive and quality environment.

Below are the positions in the EKSA organization and its responsibilities:

Chief Zone Report the status and expenditure requirements for the
implementation of EKSA.

Conduct inspections and follow -up actions.
Propose improvements to weaknesses identified during the
audit process.

Identify and plan training and awareness programs.
Provide training plans to foster an understanding of EKSA
concepts and practices. (ILPKL, 2016)

Planning and organizing EKSA competitions.
Prepare an implementation plan for EKSA practice promotion
activities.

Hold regular meetings with group members.
Plan group activities and outline them.
Ensure that EKSA practices are implemented and fully
complied with in their respective zones.

4 CONCLUSION & LEARNING REFLECTIONS

4.1 CONCLUSION
In conclusion, the implementation of EKSA contributes a lot to the benefits that the
mosque will get. By implementing EKSA and adopting 5S, it can create a conducive
mosque environment in line with the objectives of the establishment of EKSA.
Conducive is meant to be clean, organized, tidy and safe. Productivity can also be
improved where items are easily detected quickly. Not only that, all the space in the
mosque can be used optimally while improving the image of Masjid Seberang Takir. In
the meantime, the level of safety that is also emphasized can prevent any accidents.
Thus, the committee that plays a key role in EKSA will always ensure that the
environment inside or outside the mosque is clean from dust and dirt. It is hoped for all
committees to work together in generating creative ideas then implementing them.
Therefore, it can increase the efficiency and effectiveness of the implementation of
EKSA in mosques. Without realising, EKSA can cultivate the spirit of teamwork or
esprit de corps (JPA, 2019). In essence, the effort will certainly bear fruit if various
effective measures are taken to overcome the problems proposed above so that EKSA
can be implemented successfully.

4.2 LEARNING REFLECTIONS
In completing the PAD253 project assignment, the process of researching and

making our digital report at Masjid Seberang Takir gave us a very valuable opportunity.
Our research began with a broad desire to learn 5S and EKSA for better quality
management. Academically, we are able to apply what is learned in the Principles of
Public Sector Quality Management (PAD253).

Furthermore, we are able to improve our communication skills because meeting
with many superiors requires our confidence. We feel very proud that the difficulty
taken in obtaining the information ultimately brought a return that greatly helped us in
completing this assignment. In fact, the creativity and unique contributions lead to a
very remarkable collaboration between group members.

However, unlike previous course work, various obstacles had to be overcome in
the process of preparing this paper. The worsening COVID-19 pandemic resulted in
movement control orders being implemented. With this limited step, we cannot go
together to the Seberang Takir Mosque as we should. Only two members can go to the
mosque to get all the information, take pictures and so on.

Alternatively, we cooperated through discussions held on Google Meet and have
spent hours putting together ideas as best we can. The very active members of the group
made each of them unaware of the meaning of despair and diligently completed the
work of this course successfully.
