My warmest greetings to my fellow Civil Engineers around the globe especially to my ISO 9001 Lead Auditor, ADM Eng.. Society of Engineers
colleagues in the PICE-UAE International Chapter Board of Directors, Officers and 2020 Chapter President
General Membership.
PICE-UAE CHAPTER
History repeat itself, we are at war in an invisible enemy and human nonetheless, and
without a doubt will cope up and eventually emerged as victorious in this battle 2020 J O U R N A L
against COVID-19 pandemic. This ever changing world has a lot to offer, we may be
keep looking back on the way we are yesterday but the NEW NORMAL says
otherwise. We’ve got to move on, and Civil Engineers as Builders of the Nation shall
be more innovative, adaptive and cooperative in exercising our respective professions
and specializations. Let this challenges of today to be opportunities to serve our
neighbors as humanly as possible. We are blessed and thankful to survive with our
families, but our lives will be more wonderful and meaningful knowing we share our
blessings to the less fortunate individuals

The PICE-UAE Chapter is in collaboration with other International Chapters and
other group of specialties, a big chunk of credit to the PICE National Headquarters
headed by our very own President Dr. Erdsan Rene S. Suero, for initiating the
centralized membership portal and Webinars to continually served our fellow Civil
Engineers to improved and enhance their field of Specialties. Most of all for
spearheading the battle against Covid-19 by working hand in hand with the
government and extending the help to our fellow kababayans.

We had been gladly appreciative with the general memberships participation on the
Webinars. Despite this tough and rough times, active members has more than doubled
its numbers in the previous year. We are proud to announce that there more CPD
Programs will be offered for free. I would like to commend my colleagues in the BOD
and the Past Presidents for the stone-walled support in ensuring the legacy of the
institution is alive and burning.

My heartfelt and warm greetings to the officers and members of the Philippine Institute of DR. ERDSAN RENE S. SUERO,FPICE
Civil Engineers (PICE) United Arab Emirates Chapter! Congratulations on your initiative to
come-up with this 2020 Journal entitled– “Beating COVID-19: Tales of Survivors.” National President

COVID-19 started as a health pandemic, but the massive outbreak will create long-lasting PICE-UAE CHAPTER
changes that will alter the way we live and work. Like other industries, both engineering and
construction sectors has also been seriously affected with engineers wondering how this 2020 J O U R N A L
pandemic will change the way they work in the future. I believe that COVID-19's long-term
impact on our industry will be far-reaching and may even change the industry's operating
processes.

We learned from this pandemic that everyone is vulnerable. That we need to deeply accept
that things will never be the same again. That we need to change our ways of thinking and
our ways of doing our profession and business. That collaboration is the key and not just
within our work place but also with our allied professions, and clients. We all need to
cooperate and work together. Let us not be competitors but become collaborators willing to
help and support each other’s goals and aspirations.

In these painful circumstances, we need to take a step back to see the bigger picture. We need
to realize that our countrymen. need, now more than ever, our solidarity to defeat all odds
and to bring light and hope to them. So, I encourage our colleagues to seize that mark. Once
we replace adverse thoughts with positive ones, we will start having positive results. And
when we work together, we can create a tomorrow where there are growth and mutual
support in the community.

On behalf of the PICE National Board of Directors, I would like to commend the UAE
Chapter for their relentless effort in bringing together our Civil Engineers, our members and
for uplifting the spirit of our fellows who are really struggling to cope up with life. Time
alone does not heal, but the right actions do. And the entire PICE family is one with those
affected in rebuilding their lives. Let the NEW NORMAL that we are facing be a BETTER
NORMAL for all of us – to our work, to our profession, to our families, to our communities
and to our lives. We should always have the courage over the virus no matter what. Let us be
the HOPE that our colleagues and the world needs. Together, we should heal as one!

To our dear brothers and sisters from the Philippine Institute of Civil Engineers - United Arab Emirates Chapter (PICE-UAE), together
as civil engineers we will always dream, we plan, and as we continue our work, and career development be safe always helping one
another.

The COVID-19 situation has evolved further and we are dealing with a significant global challenge. Leaders around the world have
taken stricter and more impactful measures to ensure the safety of every human beings. Understandably there is a great sense of
unease everywhere.

First and foremost, I would like to thank the Officers, Board of Directors and members for what you have than already to this crisis
and to get our organization prepared to keep with this situation. Your commitment makes all the difference.
We have seen and mastered many challenging moments. We are convinced that we will overcome this by making positive
contributions and live our purpose and values if we stay healthy and avoid spreading the virus.

To the extent you can – please provide a helping hand to the members, KABAYAN and communities around us. This is the moment to
demonstrate grace under pressure. Many people and companies will be much harder hit and will have to cope with graver challenges
as a result of this crisis. Please help them to get through this – it is part of our values and people will remember. This will be a time
when we can be a true force for good.

My congratulations and more power to the Officers and Board of Directors and members of PICE-UAE. Thank you very much for your
support to our Professional Organization, collaboration to Philippine Embassy, POLO/OWWA and other Filipino Organizations in

MESSAGE

My deepest congratulations to the new set of Board of Directors 2020 headed by President Jeremy Diola and for another blessed year with
the Philippine Institute of Civil Engineers - United Arab Emirates Chapter.

With our current theme “Beating COVID-19: Tales of Survivors”, I personally want to pay tribute to all our members, families and friends
who are continuing to fight the virus even in a simplest possible way. My prayers to all who are directly and indirectly affected by the
pandemic crisis, to be in your positive element despite the situations. May we remind ourselves and those around us that this too shall
pass; that human beings are resilient, motivated and inspired to fight for whatever is best for humanity.

I would like to commend the efforts done by the BOD’s 2020 up to date, delivering the best possible performances to serve our members
than usual despite the struggle on the situation. Helping our members who are in need in this difficult times through personal approach is
an exceptional leadership which deserves an appreciation. Truly this pandemic realizes that PICE-UAE’s primary goal is the welfare of our
members and treating our members as our own family.

I admire the initiative of the team in following the new normal, as you provide the series of free Webinars for members and non-members.
This depicts the importance of learning beyond limits and without any conditions. It further continues the legacy of the organization
catering assistance in career development of our members. Not to mention the mentoring assistance to our member applicants to achieve
their local and international licenses/accreditations.

I, personally would like to thank the organization’s support to Toastmasters club, which even it is recently established evidently improved
our communication and leadership skills. This gives our members the opportunity to gain more confidence in public speaking as it
continues to expand its membership benefiting the program.

With all of what’s happening in the world right now, let us reflect to ourselves that there are positive effects amid gloom of COVID-19.
That these situations are ephemeral in a matter of time. That this is the right time to tighten our relationship with friends, family and God.
Realizing how important Time, Opportunities and Memories are. And that ….. Life is short and we should live our life to the fullest.

To our members, let us unite to fight and beat the COVID-19.

With COVID-19 here for the unforeseeable future, Board of Directors PICE-UAE CHAPTER
have to innovate. When UAE went into lockdown due to the COVID-19
pandemic, events had to start to work differently. Physical meetings 2020 J O U R N A L
went digital. Face-to-face discussions became screen-to-screen..
The good news is, platform like Zoom make it easy to hold these
meetings at the comfort of each other’s home. By this, the BOD’s can
continue to serve the members without risking their safety.

NO one expected it, NO one likes it and No one wants it to stay… Tales
# The perks of COVID-19 in the Year 2020. Of

Since COVID-19 blasted us all last March, it has implanted FEAR in Survivors
each and everyone’s heart. There are aplenty of questions running
in our minds.
How can I avoid it? What if my colleague has it? What if our
workers on Site has it? What if I’m already infected? Will I survive?
What if I die? Will I ever see my family again?
Dear Engineers, though we are not considered an official
FRONTLINER, we are all still prone and is exposed to the invisible
enemy, specially the ones physically working and managing works
on Site and dealing with mixed races. Of course, not everyone is
safe, not everyone is just hiding inside their homes, not everyone is
able to stand still. Some of us need to keep going, need to work,
need to be infected, need to be “POSITIVE”…

responder took my vital signs and blood pressure. He told that
everything is normal despite telling him all of my symptoms. I
obliged when he told me to just isolate myself in our room. When I
came to our balcony, the responder called me back again to go down.
He then told me that there is an available bed in a hospital in Al
Qusais but asked if I would be willing to pay for my bills.

As with all the trials and challenges I had been through in my life, ‘mind SEVERE COVID-19 SURVIVOR

the hospital. Upon informing my UAE family and friends about my case, PICE-UAE CHAPTER
they monitored my daily condition. There is something into it, with their
prayers and messages, which kept me holding on stronger. The hospital 2020 J O U R N A L
management made their sincere effort to support us mentally and
emotionally by allowing us to attend video conference with psychiatrist
along with some other patients in the hospital. Above all, lunch meals were
served with simple paper notes with thoughtful messages.

Q9: What is the greatest lesson you have learned in this
battle with the “invisible enemy”?

The battle against coronavirus made me realize that freedom is a blessing. It
is a luxury that we possess in our lives that we tend to take for granted
frequently. A mere walk at the corridors, stepping out of room door— these
kind of little things must be greatly appreciated by us. During the 24/7
lockdown in Dubai, everyone experienced it too— their freedom were taken
away. Aside from it, simple cardio workouts and free-weight exercises must
not be underestimated. I did some of these weeks before being admitted to
the hospital, which may have greatly contributed to the preparedness of my
body, hence winning over against the virus.

Q2: How did you know you got the Virus? What are
the symptoms shown?

As I do have Asthma ever since young, I had a feeling that this
COVID-19 will infect me as they said, this virus is more visible on
breathing problem.
So when I felt a mild fever, I have visited my regular Prime Clinic in
Sharjah and just like an ordinary day, I was planning to do a “prank”
as I normally do to the nurses there.
I whispered, “Hey, I do have COVID”…. However, one of the nurses
took it seriously and asked me my travel history and whereabouts.
When she learned that I just came back from the Philippines two
weeks ago, she recommended to have me tested for it.
Unfortunately, it turns out to be POSITIVE…

Q3: What did you do the moment you know you are
Positive with COVID-19?

It was morning of April 7, when the nurse called me to inform that
the test turns out positive and I need to call to Ministry of Health
(MOH) for further medication. I wasn't having second thoughts
because I was prepared already, that I knew it would be positive. So I
called MOH for further instruction, different staff from MOH keep
calling me one after the other , and keeps checking, asking for my
situation, arranging all necessary response to pick me up to bring to
hospital. When ambulance arrived with their nurses, they have
checked my vital signs and oxygen count, turns out to be normal, so
they didn't pick me up and just advised me to stay indoor for 14
days, so I have called my housemate and told him about my status
and he should not to come home rather, stay in another place until I
am cleared.

Q4: How did you get admitted to the Hospital?

It was MOH’s initiative and directions that I needed to be
quarantined in there facility, so on April 13, again the ambulance
came and this time has picked me up and brought me to Sharjah
Expo for admission and serve my sentence, err, isolation and proper
medication.

don’t feel anything as per the symptoms mentioned are all over the news
regarding the Virus. So I told her,
"Relax Mom, not today, not this time…“

Q8: What made you stayed stronger and continue to fight
to survive? Who or what inspired you?

Let’s just say that I didn’t stayed stronger because I have already gave in, I
have already accepted that if it is my time to die and its God’s will, I am
ready. Even in my prayers, I was just praying that God would accept me in
His kingdom. Jesus inspired me by letting God deal with my uncertainties.

Q9: What is the greatest lesson you have learned in this
battle with the “invisible enemy”?

Be faithful to God.

PICE- UAE Toastmasters Club beyond Pandemic

PICE-UAE Toastmasters Club continues to reach its goal of becoming a formidable circle of communicators and public speakers
amidst the Covid-19 pandemic.

The club was officially accredited by Toastmasters International (TMI) on

October 1, 2019. Twenty enthusiastic and vibrant Engineers originally formed The Meeting – Prior To Pandemic
the club armed with different sets of goals and visions. Some wanted to
overcome their stage fright, improve their listening skills, deliver public
speech properly, and become a great leader. These visions, fortunately, are in
line with TMI’s mission of empowering individuals to become effective
communicators and leaders

The first year of the club transpired not without exciting activities. Club members

competed against each other in a cerebral battle of wits and gab in categories such

as International, Humorous, Evaluation and Impromptu Speeches to represent the

club in the Annual Inter Club Speech Contest. Despite the limited number of events

brought about by the pandemic, PICE-UAE Toastmasters Club managed to place in
International Speech Area Contest (2nd Place). Educational Sessions conducted by

experienced speakers were also held as part of its campaign to enhance club

member’s skills.

Virtual Meetings have been held amidst the pandemic. Current club’s President Charles
Abad continues the legacy of previous president TM Denver Catapang by introducing
more dynamic and extensive mentoring with the assistance of the TM Area Director
and other clubs.

Despite the challenges presented by the COVID-19 crisis, PICE-UAE
Toastmasters Club remains true to its core value and ever
committed to its mission “to provide supportive and positive
learning experience in which members are empowered to develop
communication and leadership skills, resulting greater self-
confidence and personal growth.”

PICE-UAE and ASEP Collaboration

The coming forth of the Association of Structural Engineers of the Philippines (ASEP) in the United Arab Emirates (UAE) –
the what, how and when

Congratulations and greetings to PICE UAE on their 8th year anniversary.

We extend our gratitude to PICE UAE leadership and the Board of Directors for the opportunity to feature the inception of ASEP-RSC-UAE.

The prestigious organization of Filipino structural engineers called the Association of Structural Engineers of the Philippines (ASEP) will
soon be expanding its membership in the United Arab Emirates (UAE).

A brief background details of the what, how and when of the inception of ASEP in UAE:
“ASEP is a nationally-recognized association known for advancing structural engineering practice and a respected, authoritative and
proactive voice in the development of codes and standards. ASEP contribute to nation building”. (Reference: excerpt from ASEP Mission
Statement).
“ASEP envisioned itself to be a dynamic internationally-known structural engineering organization…dedicated to the improvement of the
quality of life”. (Reference: excerpt from ASEP Vision Statement).

UAE is a home of many highly competent Filipino professionals that are practicing structural engineers who have contributed to the
development of iconic and large structural projects in the UAE for so many years now. These Filipino structural engineers have already
aligned their professional work in the ideals of ASEP. However, only few are members of ASEP that are in UAE.

During an ASEP-organized event in Bahrain on November 2018, two (2) representatives of ASEP national headquarter in Manila (Engr.
Gilbert Magbutay and Engr. Frederick Sison, during that time the ASEP President and over-all Regional Coordinating Committee Chairman
respectively) have attended the event for the induction of ASEP new members and the recognition of the formation of ASEP Regional
Coordinating Committee in Bahrain. The message of Engr. Frederick Sison included an observation of why there is no ASEP in UAE and
indicated an aspiration to undertake the plan to create an ASEP in UAE. The appointed ASEP RCC Bahrain’s Chairman and Vice Chairman
(Engr. Gerardo Burgos Jr. and Engr. Joseph Patrick Rosal) pledged their support to realize that aspirations.

Then recently, ASEP RCC Bahrain (now called ASEP Regional Sub-committee Bahrain), hosted the
series of webinars entitled “Technical Workshop on Wind and Earthquake Loading using NSCP

2015 with Actual Design Example using various Software, held on consecutive 6 Fridays between

12 June 2020 to 17 July 2020. This event has once again made the aspirations mentioned by Engr.

Frederick Sison in November 2018 to be rekindled because some of the Filipino practicing

structural engineers in the UAE have participated in the said series of webinars. Prior to the start of

the event, the Chairman and Vice Chairman of ASEP RSC Bahrain have communicated in UAE and

found Engr. Ariel Bantugan who desire to become member of ASEP and Engr. Manuel Papasin who

PICE-UAE CHAPTERis already a regular ASEP member have both agreed to assist ASEP RSC Bahrain to coordinate the

webinar participants in UAE (18 Filipino structural engineers) 2020 J O U R N A L

After the webinar event, the ASEP RSC Bahrain’s Chairman and Vice Chairman continue to plan to include holding another event in
order to help the ASEP aspirants to prepare their application and increase Continuous Professional Development (CPD). They
communicated with ASEP President Ronaldo Ison in Manila to report about the undertaking to help the realization of ASEP RSC UAE
and Engr. Manuel Papasin have been appointed as a contact person in UAE to support the effort of ASEP RSC Bahrain.

First collaboration meeting (virtually) has been carried out on 24 July 2020 with the PICE UAE Board of Directors, the meeting
objectives were; to share the plan of ASEP RSC Bahrain to host an event in UAE for a technical seminar (or webinar) on October 2020
with the objective to help the ASEP aspirants increase CPD units and prepare membership application. Establish good relationship
between ASEP RSC Bahrain and PICE UAE.

Currently in UAE, there are 33 Filipino practicing structural engineers who are interested to attend more ASEP organize events and
prepare their ASEP membership application. In addition, there are 3 ASEP regular members and 2 ASEP associate members.

Initiators of the formation of ASEP-RSC-UAE are a combination of 2 ASEP aspirants (Engr. Ariel Bantugan and Engr. Naimah Sarip)
and 2 ASEP regular members (Engr. Jay Animas and Engr. Manuel Papasin).
With the help of the leadership of ASEP RSC Bahrain’s Chairman, ASEP President and ASEP’s Membership Screening Board, the
successful acceptance of the aspirants by end of 2020 will increase the number of regular members of ASEP in UAE and will
eventually create an added foundation to receive recognition of ASEP-RSC-UAE by early 2021. The ASEP logo will soon shine in UAE
to support our practicing Filipino structural engineers.

More power and by way of announcement, we call on all Filipino practicing structural engineers to join ASEP and be a part of
becoming a dynamic internationally-known structural engineering organization.

COVID-19 Pandemic is unexpected…
No one is ready when it came, many countries are still suffering of the effects
of this invisible and deadly virus. Many people have died, some have
survived and some are still fighting for their lives. This pandemic affected the
entire world economy, hence, most of the companies have shutdown just to
stop the spread-out. Many employees have lost their jobs and didn’t have
enough savings to support their basic family needs.
During this crisis, even though we are all getting affected, the Committee on
Community Social Responsibility (CCSR)
of PICE-UAE a non-profit organization have shared
a small part of our blessings and financial assistance
to some members and families who were greatly
affected and in need.
We might not have shared a huge amount, but to see
the genuine happiness on those faces, brings us all a

Volcanoes till its eruption on 12th January 2020.

United Filipino Civil Engineers in the UAE

The 2020 PICE-UAE Chapter BOD’s attended the OFCEA
Dubai Family Day on 31st January 2020 at Zabeel Park,
Dubai.
A momentous event wherein in OFCEA - Dubai and
Northern Emirates recognizes the Philippine Institute of
Civil Engineers as the mother organization among Civil
Filipino Engineers. In return PICE-UAE acknowledges the
co-existence of the two organizations for the common goal –
Uplifting the qualification of a Filipino Civil Engineers
through Continuous Professional Development Programs.

Pre-Covid-19 Pandemic Activities

Last November 2019 the Civil Engineering Special Licensure Committee of
Examination Review started its attendance with students Special
across the UAE eager to learn with one goal in mind, that is
to expand their knowledge and eventually pass the Civil Licensure
Engineering board exams. Initially attendance were around Examination
12 reviewees based in Abu Dhabi and around 20 reviewees
in Dubai. The number of reviewees increased as the time (COSPLE)
went by, shooting up to 40+ reviewees in Dubai and 20+ in
Abu Dhabi during November 2019 till February 2020.
Unfortunately, due to the pandemic it took a toll on the
review and eventually put into a stop in order to comply to
government guidelines/ quarantine. This means there were
no gatherings and traditional learning settings.

As we reminisce on the gatherings, it is certain that By: Engr. Vincent Homar Ferrer
the students miss having formal review sessions. The COSPLE Chairman, PICE-UAE
review classes served us more convenient ways of
sending information and communicating ideas to
each other. Apart from attending one session in a
week, reviewees also participate in extended review
times like gathering in various places, with
shouldered expenses, in courtesy of everyone or
whoever hosts the group study. This showed the
determination and generosity that exhibits the
environment of creating relationships that became an
outlet for collaborating and sharing information with
each other. The experience and learning did not stop
in the rented venues once a week but expanded to
different households/ shopping malls and elsewhere.

In the pursuit to an efficient review environment, an
essential function that has served as the backbone of the Licensure
classes is played by the instructors. These instructors use Examination
their formal expertise in teaching to equip and prepare
the students with all the information they may use for the (COSPLE)
exam. Amidst their own hectic lifestyle living their own
life, experiencing their own stress in work and family they
strive to make time and give effort to help future
engineers pass the board exams.

In the same fashion, the assemblies per week are handled by the Committee of Special Licensure Examination (COSPLE). This is a committee of

board-exam-passers that volunteer in catering the reviewees’ needs, from what to serve for breakfast snacks and lunch, providing supplies and

allocating venues for the classes. They take on to different responsibilities out of sheer gratitude with nothing in return, they want to give back to

the review center who helped them achieve what they have achieved themselves.

They play a significant role in not only managing the events but as well as providing review materials like exercises, assignments, and mock

exams. The most important role they partake in is being their teachers, what makes them different from a traditional teacher (a is that they add

a personal touch rather than a fully formal learning style, they attend gatherings and meet ups for sit down group studies in the hopes of finding

ways to help. The committee commits themselves by becoming a guide and inspiration to the reviewees, directly involving themselves in the

process, and continuously improving strategies to allow future reviewees to benefit from.

To address the elephant in the room, amidst the detailed description on the past routine for the organization we must move forward to working

in the new situation that affected us all, the pandemic. There will be major changes, the most apparent of them all is the abolished gatherings or

meet ups that once became the backbone of the collaboration and ease in learning. There are internal and external problems not only happening

in the organization but as well as in each member’s lives. There were some who have been tremendously affected financially, mentally and

physically by the pandemic, which made things harder. For those reasons resulted to the committee diverting their attention and used these to

plot how to attack the problem and learn the considerations that needs to be made. One thing that remained the same is the dedication and

eagerness to disperse information and guidelines for reviewees. Nonetheless, we all should accept the challenge therefore we must move

forward and adapt.

It is still being proposed upon that meetings will commence through online classes. This was greatly

feared at first, but soon enough it was assessed to become a new gateway to a more efficient, if not, a

better replacement to traditional learning. This will not only offer flexible learning but also a financially

efficient way to carry on to learning.

It is an ongoing theme in the review center that we must treat each other as family who help each

PICE-UAE CHAPTERother. We are looking forward to the begging of the new normal in the organization, with enthusiasm

and resiliency we will tackle stronger and better than before. 2020 J O U R N A L
