ACKNOWLEDGMENT

Verily all commendation is for Allah, we acclaim Him and look for His guide and
request His pardoning, and we look for asylum with Allah from the disasters of
ourselves and our insidious activities. Whomever Allah directs none can deceive
him, and whomever Allah misleads none can direct him, and I give testimony none
has the privilege to be revered with the exception of Allah alone, having no
accomplice, and I take the stand Muhammad is His slave and His Messenger.

With all lowliness, it is with the desire of Allah that our group can finish this gathering

Mdm. Rohayu binti Ahmad, for her persistent help and direction all through this
improvement time of this work, and to different gatherings that had empowered this
task to be emerged.

require further improvement, and that it is still distant from flawlessness. Thus, we
trust that this piece of work could be useful for future reference on comparable
examinations, and for it to contribute and be of getting through esteem that can
contribute as reference materials for people in the future. The substance of this

4.0 CHAPTER
4.1 CHAPTER 1: EARLY LIFE AND FAMILY

Figure 1: Tun Hussein Onn portrait
Tun Hussein Onn was born on February 12, 1922, to parents Dato' Onn Jaafar,
Johor's Chief Minister, also founder of the United Malays National Organization
(UMNO), Malaysia's largest political party and Datin Halimah Hussein. His siblings
were Lt. Jen. Datuk Ja'afar Onn, Gharib Onn, Azah Dato Onn and Mohd Tahir Dato
Onn and a half brother of Hawa Onn, Rokiah Onn, Datin Saleha Onn, Abid
Mohamed and Zainal Abidin Mohamed. Tun Hussein Onn married Toh Puan Suhaila
Noah, the daughter of Tan Sri Haji Mohamad Noah Omar, the first Speaker of the
Dewan Rakyat and former Minister of Home Affairs, in 1948. They had 6 children
which were Datin Roquaiya Hanim, Dato Seri Hishamuddin Bin Tun Hussein, Dr
Suraya Hani, Rodziah Hanis, Dr Rozita Halina, and Harris Onn (Perdana 2020).
Tun Hussein Onn was well-known for emphasising the issue of unification through
initiatives to rectify structural inequalities between races. Among these was the

5

introduction of the National Unit Trust Scheme (Amanah Saham Nasional). Tun
Hussein established PEMADAM, a national organisation dedicated to combating
drug abuse, in 1976. He also emphasised the significance of Rukun Tetangga in
maintaining Malaysian community peace and harmony. He also devoted his Prime
Ministership to building a culture of discipline, purpose, and integrity (Perdana 2020)

4.2 CHAPTER 2: EARLY EDUCATION

The Johor Bahru native had his early education in Telok Kurau Primary School,
Singapore, and afterwards at the Johor Bahru English College. He joined the Johor
Military Forces as a cadet after finishing school in 1940, and was sent one year later
to the Indian Military Academy in DehraDun, India. He was recruited into the Indian
Army after finishing his training and deployed in the Middle East when the Second
World War broke out. Following the war, the British recruited him as a trainer at the
Malayan Police Recruiting and Training Centre in Rawalpindi. He returned to
Malaysia in 1945 and was appointed commander of the Johor Bahru Police Station.
The following year, he joined the Malaya civil service as Assistant Administrator in
Segamat, Johor. He was later assigned to Selangor and became a district officer for
Clan and Kuala Selangor (Perdana 2020).

Tun Hussein, from a family with a spirit of nationalism and political roots, resigned
as a civil servant to enter politics. In 1949 he became the first youth leader of the
United Malays National Organization (UMNO), a party that his father helped
establish. In 1950 he was elected General Secretary of UMNO. However, Tun left
UMNO in 1951 and co-founded the Malaysian Independence Party (IMP) with his
father. Despite IMP losing steam, Tun Hussein went to London to study law at
Lincoln's Inn, eventually achieving a Barrister-at-Law. He rejoined as a certified
lawyer and settled in Kuala Lumpur. Tun Hussein rose to national prominence in
1968 after Prime Minister Tun Abdul Razak persuaded him to rejoin UMNO. In 1969,
he campaigned for and won the general election, and he was appointed as
education minister. Tun Hussein's meteoric rise proceeded when he succeeded the
late Tun Dr Ismail as Deputy Prime Minister on August 13, 1973. Following the death

6

of Tun Razak on January 15, 1976, he was appointed Prime Minister of Malaysia
(Perdana 2020).
4.3 CHAPTER 3: POLITICAL CAREER
TUN Hussein Onn started and finished his prevalence in tears - reporting the demise
of second state head Tun Abdul Razak Hussein in 1976, and his own renunciation
for wellbeing reasons in 1981 following a power shift in Umno for Tun Dr Mahathir
Mohamad. Coming from a political line that incorporated his dad, Umno pioneer
Datuk Onn Jaafar, the third top state leader of Malaysia wore the tag of Bapa
Perpaduan (Father of Unity).

Figure 2 :On 15 January 1976 he was appointed as Prime Minister of Malaysia

This mark was credited to large numbers of his strategies which were equipped
towards spanning the racial gap and stopping the categorizing of the significant
ethnic gatherings into financial classes, an errand he acquired from his ancestor.
What remains his most significant heritage is the setting up of the National Unit Trust
(Amanah Saham Nasional or ASN) plot in 1981 where government-owned shares
were moved into bumiputra hands, and constrained by Permodalan Nasional Bhd
(PNB).
The plan permitted numerous bumiputras to rake in huge profits at the financial
exchange and PNB turned into an organ for the public authority to procure controlling
stakes in organizations - both nearby and unfamiliar. In spite of the fact that ASN
was equipped towards benefiting the bumiputras, it would later develop to

7

incorporate different races under Amanah Saham Wawasan. Hussein's organization
saw steps in situating

Malaysia has a powerful voice on the world stage, with the state leader assuming a
significant part in graphing the course for Asean, particularly when Malaysia turned
into the gathering's seat under his prevalence. Hussein, who was in the Indian armed
forces, fortified attachments with China which were reestablished by his ancestor
Tun Razak, who was likewise his brother by marriage. Hussein's child,
Hishammuddin, is the ongoing Umno Youth boss and training clergyman. His
international strategy delivered profits with a jump in unfamiliar ventures. The
economy likewise outlined a 40% development in 1978 - only two years after
Hussein dominated - without a doubt because of the solid groundworks set by the
two his ancestors. Associated with his fastidious style and for being a fanatic for
subtleties - as obvious from the pen, pencil and ruler he conveyed with him - bureau
gatherings could happen for quite a long time. Yet, his oversimplified nature was
likewise incredible. Previous Asean secretary-general Tan Sri Ghazali Shafie best
depicts this while relating how Hussein and his Thai partner Gen. Kriangsak
Chomanan settled an oil debate in the Gulf of Thailand at a kuey teow slow down in
Chiangmai. "Rather than the lodging it was booked for, the arrangement was given
up bowls of hamburger noodles - all since Hussein needed to taste for himself in the
event that Kriangsak's underwriting of the meat kuey teow as the best in Thailand
was valid." Hussein's words about influence, which he consistently drummed into
officialdom, keep on resounding for Malaysia till today: "Influence is given to us not to
rule over others, not to further develop our standing nor to enhance ourselves.
Power should be utilized for a long term benefit and prosperity of individuals
consistently. Power should continuously be utilized to serve individuals."

Under Tun Hussein Onn’s premiership:

» Amanah Saham Nasional created

» Permodalan Nasional Bhd established

» Rukun Tetangga launched

» Koperasi Usaha Bersatu launched

» Third Malaysia Plan launched

8

» Federal Territories Ministry established in 1978
» Malaysia becomes top semi–conductor exporter established

9

4.4 CHAPTER 4: RETIREMENT
After his retirement as Prime Minister, he kept on adding to government assistance
associations. He was instrumental in the setting up of the Tun Hussein Onn Eye
Hospital. He was likewise a guide to Petronas, the nation's oil organization, and
Chairman of Institute of Strategic and International Studies (ISIS). As ISIS Chairman,
he was engaged with significant gatherings as well as minor in‐house gatherings.
Whether in a room of ten or in a major meeting lobby of 100, Tun was there to share
his mastery and his insight. In his extremely unassuming manner, he moved agents
to talk, in some cases from their heads, once in a while from their souls, however
seldom from their texts.
The picture of Tun as the man of his word legislator is precise in each regard. At
ISIS, he has demonstrated the way for all of us to be somewhat more polite,
somewhat more statesmanlike. Well before ISIS was even conceptualized, Tun was
cited as expressing: 'A large number of the tragedies of life are expected to forfeiting
the future for the present; the bliss of years to come for the fulfillment existing apart
from everything else.'
The possibility of South‐South participation is a strong one. However, the record
justifies itself. The manner of speaking has been amazing in quality as well as in
volume − many collected in this room have contributed a lot to that quality and that
volume. The contention has been shining in style as well as persuasiveness − once
more, numerous who are with us this evening have contributed amazingly to that
class and that expressiveness. However, after such a long time, as far as substantial
achievements, the countries of the South are currently at the beginning block —
even as other less influential thoughts are arriving at the end goal.

During the 1987 UMNO initiative emergency, Hussein dropped out with Prime
Minister Mahathir Mohamad, supporting Team B alongside Tunku Abdul Rahman.
Hussein alongside the Tunku, hereafter, turned into a shrill pundit of the Mahathir
organization and kicked the bucket without having rejoined UMNO.
Hussein Onn kicked the bucket on 29 May 1990 in Seton Medical Center at San
Francisco, California, at 68 years old. He had two children and four girls. He is
covered in Makam Pahlawan (Heroes Mausoleum) close to Masjid Negara, Kuala
Lumpur.

4.5 CHAPTER 5: AWARDS AND RECOGNITIONS

from 1976 until 1981. He has received numerous accolades and awards. Among the
awards and accolades received are Grand Commander of the Order of the Defender
of the Realm (SMN) (1981). There can only ever be 25 live winners of this rank, with
the exception of foreigners who receive honorary honours. The prize winner is given
the title Tun and his wife is given the title Toh Puan. The eleven-pointed star on the
collar is made of gold-plated silver and features the crests of the states of Malaysia.
The ribbon is made of silk in a deep shade of blue, and the edges are striped with
yellow. It features a little red stripe in the centre of a main white stripe.

In Johor, Tun Hussein Onn had received the Grand Commander of the Royal Family

that Selangor residents may get. In 1961, the First Class order was established, then

the Royal Family Order of Selangor (DK II) on 23 June 1977.

In Terengganu, Tun Hussein Onn had received the Member first class of the Family
Order of Terengganu (DK I). An honorary order of the Sultanate of Terengganu is the
Most Distinguished Family Order of Terengganu. As a family honor for descendants

13

of the Terengganu and some other Royal families, it was established by Sultan Ismail
Nasiruddin of Terengganu on June 19, 1962.

Pahang (SIMP), Grand Commander of the Order of Kinabalu (SPDK), Knight Grand

There are several places named after him such as Bandar Tun Hussein Onn, a
township in Cheras, Hulu Langat, Selangor, Desa Tun Hussein Onn, a Malaysian
Armed Forces residential area near Setiawangsa, Kuala Lumpur. The Hawthornden
Estate, which included rubber plantations on former mine soil, once included the
residential district for the Malaysian Armed Forces. In 1990, it was created to serve
as a unique residential area for the military services. It bears the name of Malaysia's
third prime minister, Tun Hussein Onn. The 2,016 apartment units constructed as
part of the Desa Tun Hussein Onn housing development project, most of which were
intended for fairly low officers, greatly assisted in meeting the urgent housing
demands of the armed forces at that time.

Institut Pendidikan Tun Hussein Onn (IPTHO), Batu Pahat, Johor; Kolej Tun Hussein
Onn, a residential college of Universiti Kebangsaan Malaysia, Bangi, Selangor; Tun
Hussein Onn University of Malaysia (UTHM), Larkin, Johor, Johor; and Tun Hussein
Onn Jamek Mosque, a mosque in Larkin, Johor, are several places were named
after him.

individuals in the country starting by returning to Malaya in 1945 and serving as the
Depot Police Commander. Tun Hussein Onn left his position as a district officer to
get involved in UMNO politics. He had been granted the position of UMNO Youth
