to get to know her a little better. While we wait
for the CEO Roadshow that will see her traversing
the country as she visits all the sites to meet with
employees, we thought we’d look into her extensive
CV to glean a bit about her professional life.
Ms Mpofu has earned several degrees from prestigious
institutions, including a BA Honours degree in Urban
and Regional Planning from Coventry University in
the United Kingdom as well as a Local Government
Management from Oxford University. She has served
as Director-General for the departments of Defence,
Transport and Housing.
Her leadership and academic skills have also seen her
take up directorships on the National Housing Board,
the Gauteng Development Tribunal, the National
Housing Finance Corporation and the National Home
Builders Registration Council. She has also been the
Chairperson on the South African Housing Trust,
the Mvelaphanda Group Remuneration Committee
and the United Nations International Civil Aviation
Organization Group on Climate Change.
Among many notable achievements, she ensured
the delivery of more than one million houses in
South Africa during her tenure as Director-General

PERFORMANCE
MANAGEMENT

The end of the financial year is a busy period for FEBRUARY / MARCH 2020
Performance Management as this marks the beginning
of two important periods - final appraisal for the
2019/20 financial year and performance contracts for
the 2020/2021 financial year. While employees and
managers may feel overwhelmed by these two processes,
they are not as cumbersome as they are perceived. Polelo
Madalane, Group Manager: Talent and Performance
Management, answers some pertinent questions.

1. WHAT IS THE IMPORTANCE OF CONDUCTING A FINAL
APPRAISAL AND ENTERING A PERFORMANCE CONTRACT?

The performance appraisal, also known as a final performance review, is a discussion
between a manager and an employee by which the job performance of an employee
and overall contribution to the company is documented and evaluated. An appraisal
provides an opportunity for the manager and employee to engage in meaningful
feedback, to measure the extent of achievements in relation to success criteria
identified in the contracting phase and to identify developmental needs or aspirations.
During the performance appraisal meeting, the line manager may enrich the discussion
by declaring the performance expectations for the new financial year which will
inform the 2020/21 performance contract. The performance contract sets the tone
for the individual employee’s performance goal for the year and is important as it
allows the employee to develop a mind-map of the performance journey for the year.

2. WHAT IS THE IMPORTANCE OF CONDUCTING A FINAL
APPRAISAL AND ENTERING A PERFORMANCE CONTRACT?

All employees are required to enter into a performance contract and to be appraised.
While the supervisor leads and facilitates these processes, the employee has the
responsibility of preparing for the meeting and participating meaningfully in the
discussions.
Collaborative participation from both parties is important as it makes for honest
feedback, progressive plans of action and impactful developmental interventions.

In both cases (appraisal and contract) it is required that a face-to-face meeting be held. The line manager must initiate
the process by sending a meeting request which is followed by these actions:

“I would describe myself as a polite, emotional and very caring
person,” she says.
“I moved to Durban because I was looking to further my studies,
but there was no money for school fees, and I was not left with
any other choice but to go and look for work. Luckily, Airports
Company South Africa had a youth development programme,
where they were looking for matriculants. I was accepted into
that programme which came with a lot of training, and that is
how I became a screener.”
Despite her current comfort and ease around weapons, Zethu’s
first encounter with guns was not so smooth.
“My first experience with a gun was very terrifying,” she recalls.
“I remember I came out of the range shivering and that got
me worried because my job requires that I know guns well
and possess the ability to use them. I take pride in doing my
job excellently, so I made it my mission to get better with this
aspect of my job. And I have been learning and working hard on
my craft, and that has brought great results for me.”
Not many have the fortune of their formal employment
complementing their hobbies or extracurricular activity, but for
Zethu, the stars, history, and heritage aligned spectacularly to
lead her on this glorious path.

Of course, there are some similarities to Airports Company South

ZOZI’S HOME!

Not even the bucketing rain could hold back the throngs of
adoring fans when Miss Universe, Zozibini Tunzi, touched
down at O.R. Tambo International Airport earlier last month.
This was the first time South Africa’s pride and joy was on
home ground since being crowned Miss Universe in December,
so it was an admittedly emotional and heartfelt return.

AIRPORTS COMPANY SOUTH AFRICA’S
RESPONSE TO CORONAVIRUS
(COVID-19) DISEASE OUTBREAK

1) QUICK FACTS
• The virus was detected in December 2019 in the Wuhan province in China.
• At the end of January 2020, the virus infections spread to every province in China, and there have been confirmations

over 100 countries.
• Infections and the death toll statistics continue to increase rapidly.
• The incubation period is thought to be between two and 14 days.
• The mortality rate is presently 2%. However, this is not conclusive as the mutation of the virus is not fully

understood.
• Early indications are that the contagion rate is 2.5.
• The spread of the virus is through contact and body fluids, e.g. nasal discharge.
• South African authorities have announced public health facilities at each province that have been put in place to

respond to the outbreak.

2) COMMON SYMPTOMS
• Fever, cough, and shortness of breath.
• In more severe cases, it can lead to pneumonia, impaired liver and kidney functioning, and kidney failure.

AIRPORTS COMPANY SOUTH AFRICA BI-MONTHLY MAGAZINE FEBRUARY / MARCH 2020

3) WHY IS THERE A RISK OF THE VIRUS BEING PREVALENT AT AIRPORTS COMPANY SOUTH AFRICA
AIRPORTS?
• With the unknown incubation period, it can be that infected persons have been processed at the airport and have
made contact with staff and stakeholders. Thermal scanners would not have picked up the virus if it was in its early
stages.
• International airlines move passengers from affected countries to South Africa.
• Some airlines continue to travel to provinces in China.
• The risk is both at international and domestic airports as some international passengers are facilitated to domestic
location upon arrival at the National Key Points (NKP).

4) SUMMARY OUTCOMES FROM DISCUSSIONS WITH SACAA AND PORT HEALTH
A workshop was held on 31 January 2020 with the following outcomes:
• A coordinated approach to respond to the virus.
• Port Health is located on the airside of international airports.

HOW A VIRUS WITH A REPRODUCTION NUMBER (R0) OF 2 SPREADS

5) AVAILABLE FACILITIES AT AIRPORTS COMPANY SOUTH AFRICA FOR INCIDENTS
• Isolation rooms are available at all international airports. These are managed by Port Health and maintained by
Airports Company South Africa.
• No isolation rooms are available at regional airports.
• No isolation rooms are available on landside of any airport.

Personal protective clothing • Nitrile gloves for staff that are in physical contact with passengers or surfaces that
passengers may have touched. Trace quantities of the virus have also been observed
on doorknobs in Germany

• Protective masks for employees that assist with facilitating passengers

Open wounds, cuts and • Ensure that all open skin is not exposed to the environment and dressing that has
bruises been cleared by a medical practitioner

Toolbox talks • Presentation of Toolbox Talks with staff took place in February

AIRPORTS COMPANY SOUTH AFRICA BI-MONTHLY MAGAZINE FEBRUARY / MARCH 2020

7) ADDITIONAL EQUIPMENT UNDER INVESTIGATION
• Purchase of mobile isolation booths. These are similar to an audio booth. They are needed as a “holding-cell” before a

passenger can be transferred from airside to the facility at Port Health. In the case of regional airports, this will be used
before the passenger can be transferred off-site.
• Introducing a sanitisation spray in HVAC air-handling units. This significantly increases the disinfection of the entire
airport.
• Introduction of air filters with smaller aperture size and/or impregnated with activated carbon (or other material) that
can trap fluid.
