Azam Abdulazizov was born in 1984 in Tashkent. In 2008 he graduated from the

Levan Gelashvili is an accomplished professional with extensive experience in various
sectors, particularly in the field of security, crisis management, digital governance, and
cybersecurity. Currently serving as Deputy Chairman at the LEPL Digital Governance
Agency in Tbilisi, Georgia, he plays a vital role in shaping digital governance policy
and strategy. His purview also extends to supervising key sectors, including Digital
Governance and Cybersecurity Strategic Directions, Administrative Department,
Economic Department, and Foreign Relations. With a commitment to ensuring the security
and reliability of digital infrastructure, Mr. Gelashvili has made significant contributions
to the field of information and cyber security.
Mr. Gelashvili embarked on his professional journey in 1997, joining Georgia’s Ministry of
Foreign Affairs. During his time there, he specialized in preparing informative and analytical
papers that offered insights into Georgia’s foreign policy challenges and threats.
Subsequently, Mr. Gelashvili’s career expanded to encompass various domains – he held
managerial positions at the Maritime Transport Administration, the National Transport
Regulatory Commission, and the Office of the National Security Council of Georgia.
His influence further extended to the State Security and Crisis Management Council,
where he assumed critical positions overseeing structural units. Transitioning into more
recent years, Mr. Gelashvili held impactful roles at the Emergency Management Service
of Georgia. These roles underscored his commitment to bolstering crisis management
capabilities and enhancing emergency response.
Since 2021, Mr. Gelashvili has taken on a pivotal role at the LEPL Digital Governance Agency
(DGA). Under his oversight, the DGA embarked on several ground-breaking initiatives in
the cybersecurity domain. Collaborative projects, bolstered by the support of the EU and
UK, facilitated the launch of the Public-Private Partnership platform and the elaboration
of the Strategy for Building Cyber-Awareness within Georgia’s Information Society.
Levan earned his BA and MA in International Relations from Tbilisi State University and
currently undergoes a joint Master of Science in Cybersecurity program at the Northern
Kentucky University and St. Andrews Georgian University. As a Georgian native speaker,
he is also fluent in English and Russian.

Security community.
Chris spent over 12 years working in the Computer Emergency Response Team
(CERT) whilst at Citigroup and, for 10 years, was part of the leadership of the Forum
of Incident Response and Security Teams (FIRST); 2 as Chair.
Within FIRST he implemented the Fellowship program. This was created to fund
CERTs from UN-designated “Least Developed Countries” (LDCs) allowing them both
to join FIRST and attend conferences and training.
Chris joined the UK’s Cabinet Office, in 2013, to build, launch and lead the UK’s first
formally chartered national CERT - CERT-UK.
When CERT-UK was subsumed, in 2016, into the UK’s National Cyber Security Centre
he left and joined Close Brothers as Chief Information Security Officer in November
2016, moved to Orwell Group as CISO in Jul 2018.
Chris joined FIRST as it’s Executive Director in May 2019.
Chris’ experience has allowed him to work with colleagues from both inside some
of the world’s largest global financial institutions with the complexities that brings
and also with colleagues from the incident response community, with members
ranging from Microsoft and Oracle through to the national CERTs of Azerbaijan and
Indonesia.

Mirzaev Olimjon Nomazovich was born in 1981 in the Samarkand region. In 2001
he graduated from the Tashkent Institute of Communications and Electrical
Engineering (current Tashkent University of Information Technologies), and in
2003 he received a master’s degree in Digital Technologies and Control Systems.
He began his career in 2001 as an engineer at the Institute of Cybernetics of the
Academy of Sciences of the Republic of Uzbekistan, then in 2003-2005 he was
the chief specialist of the data transmission sector of network marketing of the
Information Security Department of the Uzbek Agency for Communications and
Informatization, in 2005-2011 the head of the certification sector for information
security of the Department ensuring information security of the Uzbek Agency for
Communications and Informatization and in 2011 became a leading specialist of the
Department for the Development of Information and Communication Technologies
and Information Security of the Information and Analytical Department for
Information Systems and Telecommunications of the Cabinet of Ministers of
the Republic of Uzbekistan. In 2014, he was appointed to the position of Deputy
Director of the SUE “Center for Information Security” under the State Committee
for Communications, Informatization and Telecommunication Technologies of the
Republic of Uzbekistan (now the Ministry of Digital Technologies of the Republic
of Uzbekistan). He worked in this position until 2020, after which he was appointed
Deputy Minister of Culture of the Republic of Uzbekistan.
March 24, 2022 Mirzaev O.N. was appointed Director of the State Unitary Enterprise
“Cybersecurity Center”.
In 2017 Mirzaev O.N. was awarded the medal “Shukhrat”.
In 2018, he received a PhD in technical sciences.
