UPDATES AROUND RIALTO News

Frisbie Park Expansion Project Opening Soon Fall 2020

Despite the intense summer heat and drifting smoke from nearby mountain fires, construction crews have been working nonstop
to wrap up the finishing touches at the Frisbie Park Expansion project. Year-long construction included the renovation of existing
baseball and softball fields, the addition of new accessible restrooms, expanded parking, new playgrounds, skate spot, dog park, picnic
areas, and much more! Your Public Works Department is working diligently to ensure that the water-conscious Hybrid Bermudagrass
is fully established, and safety handrails get installed at stairs and ramps before the park opens for public use. Stay tuned for further
announcements regarding the projected Fall 2020 opening date.

Fire Station 205 Entering Phase 2

Fire Station 205, located on 1485 S Willow Avenue, is near completion of phase 2
construction. In phase 1, a new four-bay apparatus building and modular living quarters
were constructed allowing a fire engine and ambulance to be staffed on site 24 hours
per day. Phase 2 has delivered a 7,000 square foot two-bay permanent Fire Station.
Response times and overall service have improved with the new fire station as it serves
more than 15,000 people that live south of Randall Avenue in Rialto. Stay tuned for
further announcements regarding the projected Fall 2020 opening date.

OUTDOOR OPERATIONS GUIDELINES

We are assisting businesses with temporarily relocating
their operations to outdoors with our Temporary
Outdoor Operations Guidelines.

Temporary Outdoor Operations Guidelines

The Temporary Outdoor Operations Guidelines are intended to support
businesses such as restaurants, hair and nail salons, barbers, fitness gyms, and
similar uses that wish to temporarily relocate indoor business operations to the
outdoors and create a safe and clean environment for workers and customers in
compliance with State COVID-19 Industry Guidance.
Temporary outdoor operations will be considered in substantial compliance
with any existing permits for the property when a business implements these
guidelines. A courtesy visit by a Community Development Department staff
member can be scheduled to confirm implementation once the form on the
reverse is completed and submitted to the City at [email protected].
These guidelines are temporary and will only be in effect during the timeline
that the State enacts the temporary closure of various indoor activities.

Operational Guidelines

1. Temporary outdoor operations may only be located on-site on private
property within outdoor patios or within parking spaces, except for ADA
accessible parking spaces. Up to 50% on-site parking spaces may be
converted to outdoor operations, unless other nearby parking is available.
Business owners are responsible for obtaining the property owner or
property manager’s approval for the use of parking lots and other shared
areas.

2. Temporary outdoor operations must not obstruct pedestrian traffic, ADA
access, and emergency ingress/egress. The business owner must always
maintain a 4-foot wide unobstructed sidewalk clearance from any outdoor appurtenances. Additionally, the business owner must
always maintain a 2-foot wide clearance between any outdoor appurtenances and the face of any curb adjacent to vehicle parking
spaces.

3. Temporary outdoor operations located within parking spaces must be protected by a physical barrier to prevent vehicles from
intruding into the space. The physical barrier can be a concrete wheelstop/metal barricade combination, jersey barrier (K-rail),
or similarly effective barrier. Temporary outdoor operations, including the physical barrier, must not encroach into drive aisles or
conflict with any vehicle traffic.

4. The area designated for temporary outdoor operations must provide for social distancing between patrons (i.e., six feet of separation)
in compliance with Federal, State, or County orders or guidelines applicable to the COVID-19 emergency.

5. The area designated for temporary outdoor operations must be kept free from trash and debris.
6. The business owner is responsible for the security and maintenance of the temporary outdoor operations area, and the associated

equipment, furniture, materials, etc. should be removed after business hours and located out of the public right-of-way in a secure
location.
7. Other permit requirements, including hours of operation, remain in effect.
8. Live entertainment is prohibited, unless authorized under a separate permit.
9. Authorization from the California Department of Alcoholic Beverage Control (ABC) is required for temporary outdoor alcohol
service.
10. State COVID-19 Industry Guidance, CAL/OSHA, and County Department of Public Health requirements remain in effect.

Q: What separates SWAG from other homeless outreach programs? Treatments

While there are many, the primary factor is their proactivity. • 4 Homeless Individuals Have Returned to Life on the
SWAG seeks out the individual in need, where other
homeless programs require the individual to seek them out. Streets
SWAG is pounding the pavement in the community seeking
out the homeless in Rialto on a daily basis. They speak with
these individuals one on one and create customized plans
for each person. These plans often include, medical services,
mental health services, permanent and transitional housing,
substance abuse programs and Veteran Services.
The exciting part is the plan does not stop there. SWAG
will physically take our homeless individuals to doctor
appointments, the DMV, financial assistance agencies and
housing facilities. They also follow-up with each person on a
daily basis to ensure that the plan is working appropriately.
If not, SWAG will address each individual’s opportunity
and make adjustments accordingly. Their goal is to leave no
excuse on the table for these individuals and to give them
every opportunity to say “YES” to assistance.

Q: Who works on the SWAG team?

Marquis Palmer is the lead outreach specialist and his team
members include Jacelyn Cervantes, Julio Valdez, and
Alexia Perez. This team is built on compassion and empathy

BUDGET SUMMARY

On August 11, 2020, the City Council adopted its annual budget for the fiscal year commencing
on July 1, 2020. The 2020-21 Adopted Budget demonstrates a commitment to the City Council’s
Guiding Principles and Community Values as well as open and transparent communication with the
citizens of Rialto and either maintains or increases existing City services levels and programs.
The Adopted Budget, as presented, is “balanced in, balanced better” reflecting a surplus of approximately
$3.8 million. The surplus is intended to absorb any unforeseen financial impacts resulting from the
COVID-19 pandemic.
The Adopted Budget includes operating budgets for the General Fund, and its associated departments,
as well as the special revenue funds, enterprise funds, internal service funds, and capital funds.
Additionally, this budget includes the budgets for the Rialto Housing Authority, the Rialto Utility
Authority, the Maintenance and Street Lighting Districts, and the Successor Agency. The General
Fund operating budget is approximately $101.2 million of the $225.5 million Adopted Budget
amount. General Fund requirements are funded primarily with property taxes, sales and utility user
taxes, departmental revenues, and other sources.

revenues are sales taxes ($18.8 million), in lieu of property tax ($14.7 million), utility users tax ($13.1 million),

economic forecast is promising with 2020-21 forecasted as another strong year. Sales tax revenue has grown by 82%
since 2016 with additional development to come in 2020-21. The City is entering into its fourth year of impressive
sales tax growth with a historical trend of a 117.4% increase over the last 3 years. Additionally, as a result of several
years of economic growth and development within the City, the City’s assessed values have increased by over 9% in
2019-20. The increase in assessed value is reflected in the increase in the City’s average single family residential sales
price, which has increased by 144% since the housing market crash in 2009. The forecast for 2020-21 reflects an
16 8% increase in property tax revenue as a result.

COMMUNITY DEVELOPMENT

The Community Development Department is providing its full range of permitting and inspection services during the COVID-19
emergency. Our Permitting Services counter is open to the public. Staff are also able to intake, process and issue permits electronically
and we are continuing to receive a steady volume of new applications.
Building inspections also continue with Inspectors maintaining social distancing practices for exterior and new commercial project
inspections while utilizing video conferencing technology for residential interior inspections. Planning Division staff continue to
process and advance their caseloads and will conduct Planning Commission hearings as needed throughout the emergency utilizing
video conferencing technology.
Business Licensing Division staff have been assisting with business outreach during the emergency.
To further assist our customers the City has launched its new eTrakit portal. eTrakit is an online system that allows customers to apply
for building permits, submit building plans, schedule inspections and submit business license and planning permit applications. To
