OPERATIONAL RISK IN TRANSMISSION
In 2018, Transmission Division has created a Risk Matrix
for PMU. The parameters considered in the assessment
were based on Impact (X-Axis) and Likelihood (Y-Axis).
Table 1.0 shows most of the PMU in High area.
However, these do not show the truth condition of grid
and can create unnecessary urgency.
Table 1.0: Risk Matrix 2018
2022 Risk Matrix
Table 2.0: Risk Rating by PMU Therefore, in December 2021, a new risk guideline has
been introduced to make sure the real situation of grid
condition can be shown.
In the new risk guidelines, many new parameters have
been introduced such as: -
X-Axis - Indicates the bay criticality base on criteria
given from each type of bay such as Line bay,
Transformer Bay etc.
Y- Axis - Indicates the equipment Healthiness which
combine the element of tripping and defect occurrence.
Based on the practice of the new risk matrix, no
PMU in High area. Furthermore, the risk of bay in
each PMU also evaluated at the same time.
As a conclusion, the new risk matrix will help
maintenance team to evaluate and aware their
risk. Besides that, priority can be given to bays
which have high criticality. This also will help
maintenance team to plan for maintenance
routine and cost planning.

WAY FORWARD
3R The 3R plan and implementation covers all 66kV, 132kV and 275kV
Replacement equipment in substation namely primary equipment and secondary
Refurbishment equipment within main intakes (PMU) as well as overhead lines (OHL)
Rehabilitation and underground cable (UCG).
3R strategy is to achieve effective and efficient planning and
implementation of asset replacement, refurbishment and rehabilitation,
that will support and fulfill the requirement of Transmission Division
based on risk rating, risk appetite and optimization of capital
expenditure.
To support and fulfill this initiative, all data entry was gather from TAMP
and PROA which is the data is given from region and analyse by HQ
(TAMP and PROA). Based on this, the prioritized initiative will be
establish and use for RP2 and RP3.
3R plan is imperative in sustaining system reliability and efficiency in
line with Transmission Division’s Objectives Key Risk to ensure high
reliability and security of Transmission Grid Network which to Optimize
System Reliability of Transmission Grid.

RISK BASED DECISION MAKING
Next, Transmission Division will create Risk Based Decision Making (RBDM). Implementation of RBDM will benefit
Transmission Division in many ways such as the maintenance cycle can be decided if it can be prolonged, reduced
or vice versa. Maintenance team also can prioritize and decide the maintenance that urgently need or can be
waited. These will greatly contribute for Transmission Division to win the Intensive Based Regulation (IBR) by
contributing in Revenue Requirement.

Cycle of Major Incident in Transmission Grid
Firstly, lets recap what is the definition of Major Incident (MI)?
Major Incident in SESB can be defined as per characteristic

b. Line on outage (N-0)

Transmission Breakdown Cycle: Let us begin with the end in mind,
“2022. We must achieve our target”
Looking back to our records, most of the time we barely missed the limit
of System Minutes and SAIDI. Today, we going to take you to our
breakdown record for few years back. We might be able to figure it how
to achieve our goals.
Let’s us see the trending of our breakdown.
Naturally, we barely seen the pattern of breakdown in Transmission Grid
as table in Figure 5. Seems that the breakdown occurs randomly and we
unable to anticipate the coming risk.
This might be unhealthy condition for us as the Grid Owner.
Figure 2: MI Record in Northern Region With this kind of charting, we are unable to do forecasting and
TRANSMIFSaSugIOetNTFecIRhSnoTloQgUy AAnRnTuEalRRRepEoPrOt RT : JAN-MARCH 2022 restructuring our manpower accurately. However, when we plotted in in
stacked data condition, the pattern flow out clearly as in Figure 6.
For Internal Circu1l1ation Only
75
Should we think, it is a good mitigation if the preparation of upcoming
year started in each Final Quarter which are within October to November?
One thing that we can forecast, the breakdown pattern as we refer to
Figure 6. The consequence of the breakdown can be measure both in
term of System Minutes and SAIDI. We can plot it stacked as per Figure 8.

Remember those days that we often to talk about the SUMMARY FOR TRANSMISSION OUTLOOK
repetition of this cycle in each beginning of the year?
Now, we clearly see it related with our breakdown history.
The second part of the analysis is to differentiate between
Breakdown with Load Loss, BDWLL Breakdown without Load
Loss, BDWOLL (Figure 7).
25
Figure 7: Stacked Data of Breakdown with Load loss, BDWLL and For Internal Circu1l1ation Only
Breakdown without Load loss, BDWOLL
When we observe BDWLL pattern, we can see that our hand
caught unprepared in early of the year. This might be because
we put our focus on the document preparation in early of the
year. This related to procuring processes, outage application,
holiday celebration and other.
While on the second half of the year, most of the breakdown
was able to rely on our protection system defense as the
second peak shown majority of the breakdown without load
loss. This is remarkable since the rainy season at the end of the
year is longer compared to the early of the year.
