Acknowledgement and Grant of the People of the
Covenanted Congregationahst Charter, a community of

the Kingdom of Heaven for a High Court of
Reconciliation

Decree of Authority:

We the covenanted citizens of the Covenanted Congregationahst
Charter, a community of the Kingdom of Heaven, herein derive our
a u t h o r i t y as a collective b o d y o f men a n d w o m e n to f o r m T h e H i g h
C o u r t o f Reconciliation f r o m the D i v i n e L a w (Judges and officers dhalt thou
make thee In all thy cities, which the Lord thy God giveth thee, throughout the
tribe*): and they <)haLijudge the people with righteoudjudgment. Deuteronomy
16:18). W e hereby decree that this C o u r t is necessary w h e n a n y matter
hindering the relationship of the people to one another calls upon a Court
of equity to be reconciled. Therefore this H i g h C o u r t of Reconciliation is
established to lay a foundation for truth in the earth and shall serve the
purposes of the God of all creation withm the Kingdom of Heaven and
its covenanted communities.

Preamble:

I n order to form a more perfect High Court— We the covenanted citizens

of the Kingdom of Heaven, in community with one another, do hereby

acknowledge and grant the High Court of Reconciliation of the

Covenanted Congregationahst Charter hereafter called The High Court

of Reconciliation. This Court shall have authority pursuant to God's. ,\

Divine L a w to establish a Court of Equity to resolve, in a fashion "\

devoted to the God of creation, injustices between the people of the
Kingdom of Heaven;

A r t i c l e 1: The Name of the Court

1. The Court of equity in spirit and substance for the Covenanted
Congregationahst C h a r t e r C o m m u n i t y is h e r e b y k n o w n as T h e
High Court of Reconciliation.

A r t i c l e 2: The Judticed and Quallflcatlond

1. The Court shall operate w i t h One Chief Justice until such a time
that qualified i n d i v i d u a l s come f o r w a r d as citizens o f the
Covenanted Congregationahst Charter, a community of the
Kingdom of Heaven.

2. The Court shall be made up three Justices, a Chief Justice and two
Associate Justice.

3. E a c h J u s t i c e shall have evidence o f no less t h a n three witnesses to

a f f i r m t h e i r character, if Dare any of you, having budln&M against another, be

fudged under the unfudt, and not under the Saints? Do ye not know that the Saints shall

fudge the world? If the world then shall befudged by you, are ye unworthy tofudge the

smallest matters? Know ye not that we shall fudge the Angels? how much more things

that pertain to this life? If then ye havefudgments of things pertaining to this life, set

them up which are least esteemed In the Church. I speak It to your shame. Is It so that

there Is not a wise man among you? no, not one, that can fudge between his brethren?

But a brothergoeth to law with a brother, and that under the infldeb. Now therefore

there is altogether Infirmity In you, that ye go to law one with another: why rather

suffer ye not wrong? why rather sustain ye not harm? Nay, ye yourselves do wrong, and

do harm, and that to your brethren. Know ye not that the unrighteous shall not Inherit

the kingdom of God? Be not deceived: neitherfornicators, nor idolaters, nor adulterers,

nor wantons, nor buggerers. Nor thieves, nor covetous, nor drunkards, nor rallers, nor

extortioners shall Inherit the kingdom of God. And such were some of you: but ye are^'.

washed, but ye are sanctified, but ye arefustlfled, In the Name of the Lord Jesus, and by

the Spirit of our God." 1 Corinthians 6:1-11) '-. , \

4. Each Justice shall affirm by signature a Biblical Statement of Faith
before being elected to the High Court of Reconciliation.

5. E a c h Justice shall have H i s house i n order a c c o r d i n g to 1 T i m o t h y
3:1-13 "Thu) L) a true saying, If any man desire the office of a Bishop, he desireth a
worthy work. A Bishop therefore must be unreproveable, the husband of one wife,
watching, temperate, modest, harborous, apt to teach. Not given to wine, no stnker, not
given to filthy lucre, but gentle, no fighter, not covetous. One that can rule his own house
honestly, having children under obedience with all honesty. For If any cannot rule his
own house, how shall he carefor the Church of God? He may not be a young scholar,
lest he being puffed up fall Into the condemnation of the devil. He must also be well
reported of, even of them which are without, lest hefall Into rebuke, and the snare of the
devil. Likewise must Deacons be grave, not double tongued, not given unto much wine,
neither to filthy lucre. Having the mystery of thefaith In pure conscience. And let them
first be proved, then let them minister, if they befound blameless. Likewise their

wives must be honest, not evil speakers, but sober, andfaithful In all things. Let the
Deacons be the husbands of one wife, and such as can rule their children well, and their
own households. For they that have ministered well, get themselves a good decree,
and great liberty In the faith, which ut in Christ Jesus."

6. Each Justice shall remain seated until such a time that death,

resignation, or a recall by the people of the Covenanted

Congregationahst Common Law Court removes them from their

duty.

A r t i c l e 3: The Clerk of the High Court of Reconciliation

1. The Clerk of the H i g h Court of Reconciliation shall be Eugene

R i c h a r d H i d a l g o u n t i l such a time as elections can be called i n

order to bring forward an elected Clerk for the Covenanted

Congregationahst Charter, a community of the Kingdom of

Heaven.

2. The people of the Covenanted Congregationahst Charter -": ' -

Community shall elect a Clerk for the H i g h Court of Reconciliation

according to the standards set forth i n this grant a n d ; _

acknowledgement of the people. •-

3. T h e C l e r k shall serve as r e c o r d keeper, registrar, a n d r e c o r d e r for

the H i g h Court of Reconciliation.

4. The Clerk shall have His or H e r house in order according to 1
T i m o t h y 3:1-13 (as is applicable) "This is a true saying, If any man desire

A r t i c l e 4: The Bailiff of the High Court of ReconclUation

1. The Chief Justice of the H i g h Court of Reconciliation shall appoint
a Bailiff for the H i g h Court of Reconciliation.

2. T h e B a i l i f f shall serve as the chief peace keeper i n the H i g h C o u r t
of Reconciliation and shall have the powers of a Magistrate
a c c o r d i n g to R o m a n s 13:3-8 For Magistrates are not to befeared for good
works, butfor evil. Wilt thou then be withoutfear of the power? do well: so shalt thou
have praise of the same. For he Is the minister of Godfor thy wealth: but If thou do evil,
fear: for he beareth not the swordfor nought: for he i) the minister of God to take
vengeance on him that doeth evil. Wherefore ye must be subfect, not becaiue of wrath -
only, but also for conscience sake. For, for thi) cause ye pay also tribute: for they are
God's ministers, applying themselves for the same thing. Give to all men therefore their

duty: tribute, to whom, ye owe tribute: custom, to whom custom: fear, to whom fear:
honor, to whom ye owe honor."
3. The Baihff shall have H i s or H e r house i n order according to 1

A r t i c l e 5: Oath and Affirmation

1. A l l Oaths and Affirmations are to be issued to any sworn agent or
officer of the Court or to all men, women, or law enforcement
officers deputized by the Court.

2. The O a t h or A f f i r m a t i o n to be taken is as f o l l o w s ;

I , , being of sound mind and clear
conscience, do hereby swear that I will faithfully and justly execute
the office of an agent of the Covenanted Congregationahst H i g h Court
of R e c o n c i l i a t i o n a c c o r d i n g to the best of m y abilities. / y.-

I understand tkat if I fail in my duties or betray the trust and
responsibilities of my office I will forfeit my right to this position and
can be dismissed.

I further understand that all offices exist for the purpose of reconciling
man to his creator and in no way exempts me from the same.

I therefore take an oath to no man and will not register myself to any
office or status that is antithetical to the office I hereby subscribe.

I take this solemn oath freely, without coercion, reservation or ulterior
motive, according to m y conscience as a free m a n / w o m a n , a n d as a
citizen under the authority and jurisdiction of The Law of The God of
all creation, forever a c k n o w l e d g i n g H i s ways as t r u t h a n d l i b e r t y .

A r t i c l e 6: The Powers of the High Court of ReconclUation

1. The chief power of the Court shall be to bring reconciliation to all
cases adjudicated by it. T h i s H i g h C o u r t shall serve as the final say
after all attempts of private reconciliation have been exhausted
according to Matthew 18:15-18.

2. The Court shall be a final Court of judgment i n all matters of
equity, b o t h physical a n d s p i r i t u a l . "For he id the minuter of Godfor thy
wealth: but if thou do evil, fear: for he beareth not the swordfor nought: for he
u the minuter of God to take vengeance on him that doeth evil Wherefore ye
must be subject, not because of wrath only, but also for conscience sake. "
Romans 13:4-5.

A r t i c l e 7: Procedures of the High Court of ReconclUation .:"'

1. A l l procedures of the C o u r t shall be i n good G o d l y order according"
to the direction of the justices. Instructions are to be given to all

who attend the court in the same manner and w i t h hke
consideration.

A r t i c l e 8: Feed and Cost of conducting Court

1. The Court and its officers are worthy to receive just consideration for
their w o r k . C o u r t fees and cost are not to exceed the tenth, (10%), o f
the individual's monthly labor.

A r t i c l e 9: Seat of the High Court of Reconciliation
1. The Seal of the C o u r t of Reconciliation shall be the seal of the

Covenanted Congregationahst Charter with the words "Seal of the
High Court of Reconciliation" below it.

A r t i c l e 10: Ratification and Beginning Date of the Court
1. The lawful beginning of the H i g h Court of Reconciliation shall be

on the day of its ratification b y no less than t w o thirds o f the people
of the Covenanted Congregationahst Charter, a community of the
Kingdom of Heaven.
2. The date of beginning shall be witnessed upon this instrument by
the final vote tally taken a n d sealed b y the seal o f the C l e r k o f
Courts Eugene Richard Hidalgo
